After media furore, the Pakistan Prime Ministers' Office issued an absurd clarification that the food consignment was for the non- Hindu community of Nepal and that the advice was written on the labels of food packets. Cows are considered sacred in Nepal and there is a strict ban on its slaughter and is punishable with 12 years in prison. Prior to 1990, the offence attracted death penalty. As per 2011 census, 84 percent population of Nepal is Hindu, followed by Buddhists who constitute over 10 per- cent of the population. Effectively, close to 95 percent population is averse to beef. While some are calling it insensitive on part of Pakistan to send beef to Nepal, others are seeing a mischief behind the act. NEW DELHIThe Delhi High Court on

Thursday directed the munici-pal corporation to removeencroachments by religiousstructures on the roads ofChandni Chowk by the end ofMay and asked the city gov-ernment and police to extendall cooperation to the civicagency.

A bench of justices SRavindra Bhat and SMuralidhar gave the directionafter it was told that a religiouscommittee, set up by the gov-ernment to deal with issue ofencroachment of the roads bythe structures, was yet to take adecision.

The court said the ownershipof the land was with MCD andsince the authorities do not dis-pute there was encroachment,the civic body should removeit.

The court has been monitor-ing the issue of redevelopmentof the walled city through apetition filed by NGOManushi Sangathan in 2007.

With regard to developmentof non-motorised vehicle(NMV) lanes on six arterialroads of the city, the courtdirected the city government toplace on record the picturesand maps of areas where suchlanes are actually located.

The bench also said that it

will next week visit one of thearterial roads where the gov-ernment has claimed NMVlanes have been built to segre-gate cycles and cycle-rick-shaws from regular traffic.

On shifting of seven BSEStransformers which areencroaching upon a main roadin Chandni Chowk, the courtwas informed by the PWD thatfive would be tentatively shift-ed by May 31.

Regarding the remainingtwo, PWD said these would bemoved into an undergroundbasement to be built in front ofthe Town Hall there and ten-ders for the same have beenissued.

Pursuant to the submission,the court directed the city gov-ernment to award the contractfor construction of the base-ment in two weeks and toensure the work is completedin three months.

On the issue of creating aparking lot at Gandhi Maidanin the walled city, the courtdirected MCD to file an affi-davit indicating timeline forcompletion of theproject.

It also directed MCD to handover to PWD the land atDangal Maidan in ChandniChowk for parking use andadded that all encroachmentsbe removed from that site.

city residents, Delhi JalBoard (DJB) has decided togive massive rebate onpending bills and reducewater development charge.

According to a seniorofficial, DJB will sooncome up with a scheme torationalise pending waterbills. The move will notonly give relief to the resi-dents but will also augmentrevenue.

"Water bills of many resi-dential and commercialproperties are due for long.In some cases, bills are over

several lakhs. We willreview all the pending casesand rationalise their bill bygiving major rebate," KapilMishra, AAP MLA and vicechairman of DJB, said.

Water has always beenpriority for the AAP gov-ernment and soon aftercoming into the power theparty had announced a ben-efit of waiver on accumulat-ed late payment surcharges.

DJB is also planning to

DJB to give rebate on pending water bills

pulled up the Public WorksDepartment (PWD) over thetraffic mess on a single-lane fly-over at Rao Tula Ram (RTR)Marg in the city and sought astatus report by May 13 on theprogress in road widening worknear it.

The petitioner Vishal RajSehijpal also sought direction toremove poles, boards, bus stopand trees from the road for safe,easy and free flow of trafficcoming from National Highway(NH)-8 towards RTRT-point.

It said that the Department OfForest and Wildlife shouldaccord permission to removethe trees on the said road whichare on the widenedlane.

The plea also said that theproject should be completedunder the supervision of theMinistry of Environment Forestand Climate Change (MoEF)and the Delhi government.

Army's fleet ...from 2009, after the UPA government

insisted that a token number have to beordered to keep the tank development pro-gramme viable, has of late been having qual-ity problems with the fleet.

The defence minister has been apprised ofthe issue. Sources said that the Army's opin-ion is that while a large number of tanks arenot operational due to technical defects, thefleet as such is not combat worthy due to reli-ability issues. "A number of tanks are notoperational currently as transfer of technolo-gy (ToT) of several imported systems fittedonboard has not been done," an Army officialsaid.

The Army is surprised that quality issueshave started arising even though the entirefleet came into service as recently as 2013when deliveries ended. Given that the tanksare highly dependent on foreign equipment— 60% of the tank is imported — the failureto get maintenance technology means thatthe systems have to be sent abroad for evenminor repairs.

It is believed that a meeting on the low ser-viceability rate of the Arjun fleet was con-ducted at South Block recently and DefenceMinister Manohar Parrikar is aware of theproblems. The Army has identified 96 prob-lems, including 18 major ones. The ministerhas been keen to increase the efficiency ofexisting platforms available with the militarygiven that there is a paucity of funds to pro-cure new systems.

Amid protests from treasury benches, JayaBachchan (SP) took the packet and gave it tohealth minister JP Nadda.

Deputy chairman PJ Kurien said sex selec-tion by a medicine or even pre-natal sexdetermination was against the law and theConstitution, but the Chair cannot do any-thing about it.

With opposition members pressing forstringent action, Nadda said the issue is relat-ed to the department of aayush. "TheGovernment will look into it and properaction will be taken."

Nadda said the issue was very serious andhe has just been given a packet of the prod-uct.

"Government is very serious on sex-ratio,"he said, adding that the Prime Minister waspersonally monitoring the 'Beti Bachao, BetiPadao' campaign.

This did not satisfy the members withTyagi pulling out more packets, whichinquisitive members took turns to look at.

Sensex falls ...declines in blue-chips as the monthly

The BSE index had closed at 26,908.82 onJanuary 7. The 50-share NSE Nifty tumbledbelow the 8,200-level by falling 58.25 pointsor 0.71 per cent to close at 8,181.50. Duringthe session, it moved between 8,229.40 and8,144.75.

Meanwhile, the rupee fell by 45 paise to63.75 levels (intra-day) against the US dollaron capital outflow worries.

Delay in land acquisition bill too hurt sen-timent and accelerated selling by foreigninvestors.

The BSE 30-share barometer after resum-ing a shade higher at 27,242.05 fell backbelow the 27,000-mark and gradually moveddown to a low of 26,897.54 before conclud-ing at 27,011.31, a fall of 214.62 points or0.79 per cent.

The gauge had lost 170.45 points in yester-day's volatile session.

In Asia, markets mostly fell in line with anovernight sell-off in the US markets, aftergrowth data fell well short of forecasts.

European markets were, however, trading ashade higher in early trade.

Airtel, Vodafone...tariffs.Airtel has made outgoing local SMS

cheaper by up to 75%, whereas inter-circleSMSs will cost up to 74% less. Likewise,incoming call rates have been reduced up to40%, whereas outgoing inter-circle callcharges are now lower by 23%. Outgoinglocal calls will also be cheaper by up to 20%.

Vodafone users will have to pay 25 paiseon roaming for a local text message as com-pared to Re 1; and for STD texts, 38 paisefrom Rs 1.50 earlier in accordance with thenew Trai guidelines, Vodafone India said in astatement. Outgoing local and STD calls willbe charged at 80 paise and Rs 1.15 paise perminute as compared to Re 1 and Rs 1.50,respectively. Receiving calls on roaming forVodafone users is also 40% cheaper now,down from 75p/min to 45p/min.

Idea too will charge incoming calls at 45paise/minute, a 40% reduction, while roam-ing anywhere in India, a company statementsaid. Outgoing local call rates have also beenreduced by 20% and STD call rates by 23%.Local SMS will now cost 25 paise and STDSMS 38 paise, on roaming nationally.

The revised tariff will be applicable fromMay 1 for all three telecom operators.

Vodafone, the second-biggest telecomoperator in the country, has introduced spe-cial roaming tariff plans for its prepaid andpostpaid customers. At present, VodafoneIndia offers incoming free packs for prepaidand postpaid customers, under which incom-ing voice calls on national roaming are freeon payment of fixed charge. The same hasalso been revised.

Trai earlier this month cut the maximum or

ceiling rate that a telecom operator cancharge for STD calls on roaming to Rs 1.15per minute from Rs 1.50. Similarly, nationalSMS rate has been reduced to 38 paise fromRs 1.5 per SMS.

Also, an operator can charge a maximumof 25 paise only for a local SMS instead ofthe current Re 1 per SMS.

US successfully...course if needed. In February, the "smart bullets" - .50-cal-

iber projectiles equipped with optical sensors- passed their most successful round of live-fire tests to date, according to the DefenseAdvanced Research Projects Agency(DARPA).

In the tests, an experienced marksman"repeatedly hit moving and evading targets,"a DARPA statement said.

"Additionally, a novice shooter using thesystem for the first time hit a moving target.In other words, now you do not even have tobe a good shot to hit the mark," the statementsaid.

The system has been developed byDARPA's Extreme Accuracy TaskedOrdnance programme, known as EXACTO.

"True to DARPA's mission, EXACTO hasdemonstrated what was once thought impos-sible: the continuous guidance of a small-cal-iber bullet to target," Jerome Dunn, DARPAprogramme manager said in a statement.

"This live-fire demonstration from a stan-dard rifle showed that EXACTO is able to hitmoving and evading targets with extremeaccuracy at sniper ranges unachievable withtraditional rounds. Fitting EXACTO's guid-ance capabilities into a small .50-caliber sizeis a major breakthrough and opens the doorto what could be possible in future guidedprojectiles across all calibers," Dunn said.

Transport strike ...Congratulating employees and workers of

transport sector for their day-long "massive"protest, the outfits asked the government toinvite representatives of the demonstratorsfor discussion to hear their views.

The strike was called jointly by national-level road transport bodies — representingboth public and private sector workers —associated with central trade unions likeAITUC, CITU, BMS, INTUC, HMS, AICC-TU, LPF and state-level outfits.

The employees staged protest claiming theCentre wants to hand over the transport sec-tor in the hands of private players. The pro-testers have also been opposing bill provi-sions which include obtaining fitness certifi-cates even for light motor vehicles regularlyand stringent penalties for driving offences.

The Unions fear that the bill in the presentform will encroach upon state's financial,legislative and administrative powers and areeven up in arms against the stringent penal-ties proposed for road accidents.

"The polit bureau of the CPI (M) congratu-lates the workers and employees for theirsuccessful and massive all-India strike.

"It demands the Modi government to dis-cuss provisions of the bill with representa-tives of the transport sector including work-ers' unions instead of trying to push throughit in Parliament," the party said in a state-ment.

AITUC General Secretary Gurudas DasGupta shared similar views. He claimed thestrike was successful in states like Rajasthan,Tamil Nadu, Punjab, Haryana, HimachalPradesh, Kerala, West Bengal, Karnataka,Gujarat and Uttarakhand.

"In some states, it (strike) was partial," heclaimed in a statement.

The CITU claimed there was a bandh (shutdown)-like situation in Kerala, Tripura andMaharashtra, besides West Bengal. CITUclaimed several of its members for doingrasta roko in towns of Andhra Pradesh.

With unseasonal rain laying waste vast areasunder the rabi crop in north India earlier thisyear and the threat of a deficient monsoon loom-

ing, the Mahatma Gandhi National Rural EmploymentGuarantee Scheme could act as a real salve for distressedfarm workers and labourers. The World Bank’s brief state-ment on the scheme on Tuesday to this effect, as part of itslatest India Development Update, concurs with recentempirical research that has revealed that the MGNREGShas acted as an effective substitute in the absence of cropand weather insurance to poor farm households in someStates lately. The National Democratic Alliance govern-ment would do well to heed this timely suggestion fromthe World Bank, which has released a volume on thescheme based on research done in 2009 and 2010. TheBank goes on to say that the MGNREGS can be a better-targeted scheme than even a cash transfer programme. Yet,reports reveal that there is much unmet demand for labourprovided under the MGNREGS over the past year, due topoor implementation by some State governments and ageneral apathy shown by the NDA regime since last year.This is evident in the reduced outlays for the scheme (asacknowledged by the Finance Minister, yet addressed onlywith a promise of additional budgetary support subject tothe availability of revenues), and delays in transfer ofmonies to State governments which has led to tardy wagepayments. All this has resulted in an unresponsive set ofconditions that has not encouraged demand for labour pro-vided under the scheme. The government’s effort to iden-tify the poorer districts for higher allocations has onlyseemed to curtail demand in the other districts, which num-ber much higher. The MGNREGS is a demand-drivenscheme, but the fact that it requires adequate conditions forits effective implementation is self-evident. The laxity inthe implementation of the scheme over the past year hasmeant a reduction in the number of workdays as comparedto previous years. There are certainly a number ofimprovements that are required to be made. These includebetter and more productive asset-creation through workdone, improved administrative management, provision ofinformation to and sensitisation of the public as the WorldBank also points out, and checking leakages. But the factthat the MGNREGS has provided succour to India’s poor-est sections in rural areas is something that has beenacknowledged and acclaimed, as the World Bank state-ment also shows. Considering that the benefits of thescheme outweigh the drawbacks, it would be an act ofpoverty if the government does not utilise the MGNREGSto bring relief during a time of significant agrarian distressin a number of States.

The earthquake in Nepal hasjolted the world. According toinitial estimations by the

United Nations, eight million peoplein 39 districts have been affected. Ofthem, over two million people live in11 severely affected districts. Ninetyper cent of the houses there havebeen “flattened”. Heritage buildingsare now rubble, thousands are home-less, many have lost livestock, andhave little food. On behalf of allJapanese citizens, I extend my heart-felt condolences and prayers to thosewho have lost their lives, their fami-lies and those affected. I hope inter-national help is able to ensure rapidrehabilitation and reconstruction.

I recollect how Nepal and Indiawere quick to support Japan when itfaced a similar situation in 2011, dur-ing the To¯hoku tsunami where morethan 20,000 people died.

Japan falls in a seismically activeregion and earthquakes are a part oflife. Japanese seismologists andengineers are always working onsolutions to mitigate the loss anddamage caused by earthquakes. Mostdifficulties stem from the fact thatthe occurrence of major earthquakesspans intervals that are generallylonger than the average lifespan ofcitizens. And memory is short. Thereis a saying here: “When danger pass-es, even god is forgotten.” For exam-ple, memories of the 2011 tsunamihave long passed. Therefore, thequestion is: how long will youremember a disaster? And how doyou pass on the lessons learnt? Inthis article, I would like to addressthis issue and look at what needs tobe done, from the point of view ofsomeone who lives in a seismiczone.

Earthquake forecasting

An earthquake is a sudden violentshaking of the ground, typicallycausing great destruction, as a resultof volcanic action or movementsdeep within the earth’s crust. The

Nepal quake resulted from a colli-sion between the Indian crustal blockand the Eurasian continent.Geophysicists know that the entireIndian subcontinent is being drivenslowly but surely beneath Nepal at aspeed of five centimetres a year. Thisgenerates a five-metre contractionover a century and results in silentstress build-up in the inner crustalrock. An earthquake occurs whenstress accumulation reaches criticalpoint. Over millions of years, thesqueezing has crushed theHimalayas, raising mountains andtriggering earthquakes on a regularbasis. This will continue. Thisdynamic process will also inducestress accumulation in India. TheGujarat earthquake of 2001 was aresult of this process. This showsthat a quake is sure to occur infuture.

Like Japan, Nepal is also located inone of the most seismic active zones.“An earthquake repeats itself”,which is a Japanese proverb, is apthere as well. Earthquake forecastingis a kind of historical science. If youcan find documentation of a quake inancient literature or legend, thatplace is bound to be earthquakeprone. I pose this question next: doyou know the earthquake history ofyour region? But let me not be analarmist. The India MeteorologicalDepartment keeps track of all this.However, I suppose most peopledon’t know. It is perfectly naturalthat people do not worry about suchthings; it’s the same in Japan as well.As scientists, we try to create aware-ness about earthquake risk in theform of public lectures, mass mediacampaigns, science shows and gov-ernmental meetings. Therefore, “riskrecognition” is the first step towardsdisaster mitigation.

In Nepal, researchers did trackactive earthquake history and issuedwarnings about a possible anddestructive quake. For example, mycolleague visited Nepal frequently toresearch strong ground shaking tohelp in disaster mitigation studies.Earthquake science still does not

have a tool for imminent earthquakeprediction. Therefore, being pre-pared for one is a crucial, and, often,the only step for disaster mitigation.

Disaster and public policy

In an earthquake, most of the dam-age is caused by collapsing build-ings. In Nepal, most victims died thisway. This is a major problem con-fronting architects. Recent architec-tural developments, however, allowfor the construction of quake-resist-ant buildings, but such constructionis more expensive than an ordinarybuilding. Therefore, cost-effectivesolutions are also a challenge.

The Japanese believe and agreethat anti-disaster investments arelifesavers. If the Indian governmentmakes a public investment in thisarea, it should first come to somesort of social agreement in disastermitigation. The role of the massmedia is also important because itplays a key role in creating aware-ness about disaster preparedness.This must be emphasised. We mustremember that it is people and com-mercial companies that are involvedin construction and not the govern-ment. So, disaster mitigation cannotachieve optimal results unless thereis understanding and cooperation.The media should also highlight thebenefits of public and commercialinvestments.

Japanese anti-quake constructiontechnology places a premium onhigh performance. Hence, what issuitable for Japanese conditions maynot work elsewhere, in terms ofapplicability and cost. I suppose theexport of such technology may notsolve problems elsewhere.Therefore, the Government of Indiamust develop an anti-disaster tech-nology that suits Indian constructionand conditions.

Risk evaluation and management

Disaster mitigation measures alsorequire risk evaluation for rural andurban areas. In high-risk regions,

there must be public investment.Policymakers in India must look atthose parts of the country that havehigh quake potential. Records showthat the western, coastal and northernregions are at high risk. Anotherimportant factor is “occurrence fre-quency and probability”. Shorterintervals between quakes indicate ahigh probability. At the same time,longer intervals also produce highprobability. An evaluation of thesefactors will give one the basic infor-mation required. I would also like toadd that earthquake research can’toperate on a commercial basis, sogovernment funding is a must forscientific investigation.

The Japanese government operatesthe Headquarters for EarthquakeResearch Promotion based onSpecial Measure Law on EarthquakeDisaster Prevention. Its director is aminister and its committees consistof government officers, governors,professors and researchers. The mostimportant role of this special inter-ministry organisation is to publishprobabilistic seismic hazard mapsresulting from probability evaluationof earthquake occurrences. It alsoconducts unified national earthquakeresearch — as geological surveys,earthquake monitoring and computermodelling. The results from all theseprojects produce the probability ofearthquake occurrences. Forinstance, its research has shown thata strong shaking probability for theTokyo Metropolitan area for next 30years exceeds 80 per cent.

Earthquake risk is defined in thefollowing way — multiplication ofearthquake magnitude, probabilityand social fragility. Scientific datacan only estimate magnitude andprobability. This shows that if aplace is “very fragile”, even a smallearthquake can result in disaster.“High fragility” is the state of beingunprepared by having non-quake-resistant construction. Mankind hasno control over the magnitude andprobability of a quake but architec-tural engineering can help reduce thefragility. Japanese quake-resistant

house and building compliance isnow about 80 per cent.

Response and supporting technol-ogy

In a quake, the survival time ofsomeone who is buried is 72 hours.Therefore, rapid initial rescue is cru-cial. Who does the rescue then? Thefire department? The police? Themilitary? In a quake, one must beable to think of how to survive andescape. This is the experience inJapan. What if help is inadequate?

A real-time earthquake observationsystem should support the quick startof a rescue. In Japan, any seismicactivity of more than ‘5+’ intensityautomatically activates governmen-tal response. There is surveillance byself-defence forces, a disaster coun-termeasure preparation office startsworking, and a medical assistanceteam is on standby. For any smoothoperation, there has to be a drill. So,disaster prevention agencies andgovernments frequently conduct allkinds of training and simulate situa-tions. But even the best trained res-cue operation requires lead time toaccess sites.

In Japan, a real-time EarthquakeEarly Warning (EEW) is in opera-tion. If a quake is in the sea, thespeed of an earthquake wave is about8 km per second, which is slowerthan an electric signal. If the epicen-tre is away from one’s location, anelectric signal reaches faster than theshake that gives the lead time beforethe quake arrives.

An EEW alert is automaticallytriggered whenever any seismometerdetects a seismic signal. There arealerts to the public through the mediaand the Internet. Trains, elevatorsand industrial machines are stoppedautomatically.

These examples show how earth-quake monitoring data might helpdecrease the impact of a disaster.However, for the full impact of sucha system, there needs to be a high

ratio of anti-quake construction.How does one minimise the chancesof being buried alive? The point isthat government investment in anti-quake construction takes precedenceover a modern alert system.

The annual disaster preventiondrill in Japanese schools also playsan important role. Students aretaught to hide below their desks in aquake. In their syllabus, they learnabout natural disasters, disaster his-tory, and hazard mapping.

Importance of legislation

Legislation also plays a mostimportant role in disaster mitigation.The Japanese government hasamended the Building Standard Lawat regular intervals to reflect theadvances in science and technology,and the lessons learnt from the lastearthquake that occurred. The pres-ent version requires that new con-structions should not be damaged ina medium earthquake and must notcollapse in a large earthquake. Thesestringent measures have successfullyreduced human toll in recent quakes.There is also a programme of taxincentives for anti-quake construc-tion, that has enabled a higher ratioof anti-quake constructions in Japan.Therefore, economic incentives arealso required to achieve actual lawimplementation.

With a proper legal system inplace, new constructions will be bet-ter adapted for high seismic activity.We should try to develop a legal sys-tem, especially a Building StandardLaw for earthquake disaster mitiga-tion. Another countermeasureagainst quake disaster is a city plan-ning policy and advance reconstruc-tion policies. I believe these insightsbased on actual disaster experiencesin Japan will go a long way to helpsave precious lives.

Arun Jaitley and Manohar Parrikar,the government’s first and incum-bent Defence Ministers, respec-

tively, perhaps hoped that the pitifulrecord of their predecessor A.K. Antony,India’s longest continuously servingDefence Minister, would make their taskeasier. Instead, it’s been quite the oppo-site. Mr. Parrikar seems to have spent thelast several months cleaning up what heinsists is a fiscal and policy messbequeathed to the government and over-looked by Mr. Jaitley, who was, for a briefperiod, wearing two hats as Finance andDefence Minister. But is Mr. Parrikarleaving the place tidier than he found it, orlaying down an unhelpful legacy of hisown? Three areas are worth looking atmore closely: the slashing of the muchadvertised 17 Corps, the country’s firstmountain strike force; the sudden re-jig-ging of a deal to purchase France’s Rafalefighter aircraft; and, most importantly, thevexed question of reforming India’s mili-tary command.

Two years ago, the previous Congress-led government announced the raising of17 Corps, which, unlike 1, 2, and 21,would be directed at China rather thanPakistan, and therefore configured formountain warfare. It would consist of twoinfantry divisions, three artillery brigades,three armoured brigades, and a host ofsupporting land and air units. Mountainunits aren’t as mobile as those that fight inthe plains, and so require plentiful airlift,particularly helicopters and light artillery.The 17 Corps would be large, with around80,000 men, and expensive, costing wellover $10 billion, $1.2 billion of whichwould have to be spent annually till theearly 2020s. To put that in perspective, theIndian Army’s entire allocation for 2015-16 is $16 billion. As Mr. Parrikar asked,“Where is the money?”

Two out of three

Mr. Parrikar’s response has been tomore than halve the size of 17 Corps tojust 35,000 men, and to propose that theArmy take a long, hard look at its currentstrike corps and other Pakistan-facingunits. This will have mixed results. On theone hand, loudly raising new units onpaper and then quietly slashing themsends a signal of weakness, even feckless-

ness, to your adversaries. Critics willaccuse Mr. Parrikar of gutting India’smodest offensive capability against Chinaeven before it got off the ground. On theother hand, downsizing creates an oppor-tunity to ensure that the pruned 17 Corpscan now actually afford the equipmentand supporting platforms it needs if it is tobe combat-effective. It is better to have asmaller and more potent force than a largeand flabby one.

Mr. Parrikar can turn this decision intoan opportunity, but only if he focusses onexplaining his intentions rather than onblaming previous governments.

The second choice, one in which Mr.Parrikar seems to have been largely unin-volved, is India’s decision this month topurchase 36 French Rafale fighters, mul-tirole aircraft that can defend the skies andstrike targets on the ground, in so-called“flyaway” condition. The catch is thatIndia originally wanted to buy 126 air-craft, and was using the leverage of sucha large order to negotiate a substantialtransfer of technology to India. Althoughthe idea goes back years, it dovetailedperfectly with Prime Minister NarendraModi’s ‘Make in India’ initiative. It nowseems that India effectively blinked.Nothing is to be made in India and every-thing will be imported. In the last threeyears, Indian arms imports have grown 56per cent. This government is close to fail-ing its first serious test at addressing that

trend.

The deal also places a huge questionmark over where the remaining 90 air-craft, required to keep the Air Force atreasonable strength, will come from. Mr.Parrikar has suggested, almost off-hand,that India might buy another light, single-engine fighter to supplement the indige-nous Tejas, as part of the process ofreplacing the ageing MiG-21. This couldinclude the Swedish Gripen NG fighterjet, a cheaper but attractive aircraft thatlost out to Rafale earlier. But this throwsup fresh problems. First, it would increasethe variety of aircraft in the Air Force

inventory, something that has been anissue since the 1990s, which increases theburden on training and maintenance.Second, it’s a bit like comparing applesand oranges: the Gripen and Rafale havedifferent strengths and weaknesses, so theoptimal balance between them woulddepend entirely on the kind of Air ForceIndia wants to develop. Without somepublic statement that clarifies India’sdefence posture, it’s hard to judgewhether Mr. Parrikar is following a care-fully thought-out plan or, more likely,improvising. Mr. Parrikar has justified thedeal by calling it “oxygen relief” for theAir Force, but short-term impulsive buyswill generate problems down the line.

As the British politican Nigel Lawsononce observed, “To govern is to choose.

To appear to be unable to choose is toappear to be unable to govern”. The gov-ernment’s decisions on both the mountainstrike corps and Rafale are bold choices,even if it’s unclear whether they are goodones. But in a third area, the governmenthas not chosen at all.

Wanted:4 unified services chief

It is widely accepted that India’s civil-military relations and higher defencemanagement are unfit to meet the needsof a rising, ambitious power in the top tierof Asian military forces. Successive gov-ernment-appointed committees stretchingback decades, and innumerable expertshave made it clear that India’s three serv-ices must be stitched together with aChief of Defence Staff (CDS) or equiva-lent post, sitting above the three servicechiefs, who would be capable of givingthe government coherent advice on mili-tary matters and imposing unity of pur-pose on the Army, Air Force, and Navy.As the scholar Anit Mukherjee wrote thismonth, “Left to themselves, they have noteven been able to agree on training theirmusicians together, let alone poolingresources for joint training and logistics”.

In mid-March, Mr. Parrikar candidlyacknowledged that “integration of thethree forces does not exist in the existingstructure”, and promised that “in the nexttwo to three months my Cabinet note withthe recommendation for a CDS will go tothe Cabinet Committee on Security forthe final decision”. He added that “a CDSis a must”.

This is extremely promising, but cau-tion is in order. If the Minister is serious,he should draw on the wealth of studiesand recommendations produced by pastcommittees to set out his vision fordefence reforms. Every past effort hasfoundered on political and bureaucraticopposition. If Mr. Parrikar does not wishto go down as yet another Minister whoraised expectations and fell well short,this is the time to take his commitmentseriously. If he gets this decision right, itwill be remembered long after the Rafaleis retired.

waste generation in 60cities of the country isestimated to be over15,342 tonnes per daywhile more than 6,000tonnes remain uncollectedand littered, Rajya Sabhawas informed onThursday.

"As per a survey con-ducted by CentralPollution Control Board(CPCB) in 60 cities of thecountry, the quantum of

plastic waste generationis estimated to be15,342.6 tonnes per day.

"The total plastic wastewhich is collected andrecycled is estimated tobe 9205 tonnes per dayand 6137 tonnes remaineduncollected and littered,"environment ministerPrakash Javadekar said.

He said that as per thePlastic Waste(Management andHandling) Rules 2011notified by the ministry,

the municipal authoritiesare required to set upplastic waste managementsystem in areas undertheir jurisdiction.

Replying to anotherquestion, he said that theCPCB in collaborationwith IIT Delhi has carrieda comprehensive environ-mental assessment of 88prominent industrial clus-ters during 2009-10 basedon ComprehensiveEnvironmental PollutionIndex criteria.

He said that out of the88 clusters, 43 industrialclusters having CEPIscore of 70 and above areidentified as criticallypolluted clusters and 32industrial clusters withCEPI scores between 60-70 are identified asSeverely polluted areas.

"In January, CPCB con-stituted a working groupheaded by director-gener-al health services underhealth ministry and com-prising national level

experts in the fieldincluding officials fromvarious government agen-cies to develop a simpli-fied and uniform standardoperating procedure forevaluation of impact ofpolluted air, water andland on human health,flora and fauna," hesaid.

Replying to anotherquestion, Javadekar saidthat as per the ForestSurvey of India study forSunderbans for the year

2002 and 2011, the man-grove cover for theSunderbans for these twoyears have been reportedto be 2111 sq kms and2094 respectively indicat-ing a decrease of 1700hectares during thedecade.

Thursday to meet farmers in theVidarbha region of the state,Congress vice-president RahulGandhi was told by several ofthem that insurance companieswere engaging in fraud and thatthe requisite compensation wasnot paid to them for crop loss.

Rahul on Thursday morninglaunched his 'sanvad yatra'from Gunji village inMaharashtra's Amravati districtto highlight farmers' woes andthe agrarian situation in theregion.

He will be visiting five vil-lages between Gunji toRamgaon and will meet thefarmers who have suffered croplosses due to unseasonal rain asalso the families of those whohave committed suicide overcrop loss.

Sitting on a jute mat at a tem-ple in Hirapur village, theCongress vice-president gave apatient hearing to a group ofmarginal farmers.

The villagers alleged that"insurance companies wereonly selecting sample areas forgiving compensation while the

rest of the farmers were beingdeprived by them of the bene-fits due".

"The insurance companiessend their agents who mop upbusiness for foreign giants as anincentive but, ultimately, it isthe poor farmer who loses," avillager, Pandurang, com-plained to Rahul.

Some of them said that pesti-cides and fertilisers were beingsupplied to them at high priceseven though the cost of produc-tion of such items was quite

less.The villagers also drew

Rahul's attention to the damagetheir soya crop has suffered inthe unseasonal rainfall.Soyabean prices have crashedheavily due to the damages,another farmer said.

committed suicide from 2006to 2014 in Dhamangaon talukaof the district, the villagersinformed the Congress leader.

Earlier, in Gunji, Rahul metthe family members of farmersNilesh Walke and AmbadasVahile who committed suiciderecently. Gunji, with a popula-tion of 1,200, was the first stopin the 'padyatra' where Rahulalso interacted briefly with agroup of children from orphan-ages. Subsequently, he marchedto Shahpur village, another areawhich has seen a high incidenceof farmers' suicides. Situated 5-km away from Gunji inAmravati district, it is repre-sented by Virendra Jagtap ofCongress in the Maharashtraassembly.

Maharashtra is one of thestates grappling with a severeagrarian crisis and Amravatidivision of Vidarbha region haswitnessed many farmer sui-cides this year.

The SIT, on the otherhand, reiterated its standtaken during the investiga-tion on Zakia Jafri's com-plaint that there was noevidence found againstPande and Chudasama,whereas there was no pros-ecutable evidence againstTandon and Gondia. It hasalready recommendeddepartmental proceedingsagainst the duo.

After hearing the argu-ments, special judge P BDesai reserved his orderand kept further proceed-ings on the trial in the sec-ond week of May.

Manmohan Singh"assured" the shahi imamof Delhi's Jama Masjid thatthe Mughal-era mosquewould not be declared aprotected monument, a let-ter submitted by theArchaeological Survey ofIndia to the Delhi HighCourt has revealed.

The assurance was madein a letter from Singh toSyed Ahmed Bukhari in2004, soon after he hadtaken over as PM, accord-ing to the ASI affidavit.

This adds a new dimen-sion to the case in whichthe high court has been try-

ing to find out for morethan a decade why the erst-while Congress-led UPAgovernment refused todeclare the 17th centuryJama Masjid a protectedmonument. Doing sowould have meant that

control over it would passto the central government.

In the October 20, 2004,letter addressed to "DearSyed Ahmed BukhariSahib", Singh said he had"instructed" the ministry ofculture and ASI to com-

plete repairs sought by himin his letter of August 10,2004 "within a specifiedtime frame".

He also informed himthat the ministry had decid-ed not to declare the JamaMasjid a protected monu-ment.

In its reply, submitted tothe court a fortnight ago,ASI said that "the issue ofnotifying Jama Masjid as acentrally protected monu-ment was raised".

However, the former PMhad "assured" the ShahiImam that the mosquewould not be declared aprotected monument, ASIsaid. It also said that

declaring the mosque aprotected monument didnot come within itspurview.

Several restrictions applyto a monument that'sdeclared protected underthe Ancient Monumentsand Archaeological Sitesand Remains Act of 1958.A place of worship orshrine "shall not be usedfor any purpose inconsis-tent with its character".

A protected monumentcannot be used for meet-ings, receptions, parties,conferences or entertain-ment programmes exceptwith special permission bythe Centre.

al religious freedom has, in its lat-est report on India, noted that reli-gious minorities in the countrywere exposed to "derogatory"comments by leaders of the rulingBJP as well as "violent attacks andforced conversions by theRashtriya Swayamsevak Sangh(RSS) and Vishwa Hindu Parishad(VHP)" since the Narendra Modigovernment took over lastyear.

It has also slammed the "gharwapsi" campaign and accused the"Hindu nationalist groups" ofoffering monetary inducementsnot only to Muslims and Christiansto convert to Hinduism but also toHindus who carry out such"forced" conversions.

The findings of the United StatesCommission on InternationalReligious Freedom (USCIRF),largely based on the accounts ofreligious leaders of the minoritiesand non-government organisationsin India, have led it to place India

on its Tier 2 list of countries for theseventh year in a row.

However, even as it reported onthe alleged violation of rights ofChristians and Muslims in India in2014, the panel squeezed in a ref-erence to Prime Minister NarendraModi's February 17 statement(made after the period covered bythe report) condemning attacks onchurches and assuring protectionto the minorities, describing it as a"positive development".

Yet, what is certain to rile India,the panel juxtaposed Modi'sFebruary 17 assurance toChristians with the 2002 Gujaratriots, stating that the statement wasnotable given the "long-standingallegations that, as chief ministerof Gujarat in 2002, Modi was com-plicit in anti-Muslim riots in thatstate" .

The report recalls that the Statedepartment had, in the light ofthese allegations, revoked in 2005a tourist visa granted to Modi,"under a provision in theImmigration and Nationality Act

that makes any foreign govern-ment official who was responsiblefor or directly carried out, at anytime, particularly severe violationsof religious freedom" ineligible fora US visa. "Prime Minister Modiremains the only person known tohave been denied a visa based onthis provision," it emphasized.

Noting that incidents of "reli-giously-motivated and communalviolence reportedly have increasedfor three consecutive years," theUSCIRF report stated that AndhraPradesh, Uttar Pradesh, Bihar,Chattisgarh, Gujarat, Odisha,Karnataka, Madhya Pradesh,Maharashtra, and Rajasthan "tendto have the greatest number of reli-giously-motivated attacks andcommunal violence incidents".

"NGOs and religious leaders,including from the Muslim,Christian, and Sikh communities,attributed the initial increase toreligiously-divisive campaigningin advance of the country's 2014general election. Since the elec-tion, religious minority communi-

ties have been subject to derogato-ry comments by politicians linkedto the ruling BJP and numerousviolent attacks and forced conver-sions by Hindu nationalist groups,such as RSS and VHP," accordingto the findings of USCIRF on thestatus of religious freedom in Indiaduring the past year.

"Based on these concerns,USCIRF again places India on itsTier 2 list of countries, where it hasbeen since 2009," said the panel.Slamming the ghar wapsi cam-paign, the USCIRF report notedthat Hindu nationalist groups werenot only paying off Christians andMuslims to convert to Hinduismbut also reportedly offering mone-tary incentives to Hindus to con-vert Christians and Muslims toHinduism.

"In December 2014, Hindunationalist groups announcedplans to forcibly reconvert at least4,000 Christian families and 1,000Muslim families to Hinduism inUP on Christmas Day as part of theso-called Ghar Wapsi program".

Playing the formidable CSK for asecond time in two days, KKR, wholost by two runs chasing 135 in the firstleg clash, had a stiffer target of 166 tochase at the Eden Gardens after skipperGautam Gambhir won the toss andonce again opted to field.

Chasing the target, KKR found them-selves in a familiar position as theywere reduced to 57 for three. But lastseason's top rungetter Robin Uthappafinally came good to steer the chasewith a 58-ball unbetean 80, his 14thIPL fifty and first in this season. Hestruck seven boundaries and one sixduring his knock.

Uthappa found a perfect ally in WestIndian Russell who blasted 59 off 32balls as the duo put together uncon-quered 112 runs off just 62 deliveriesfor the fourth wicket to avenge theirloss in Chennai few days back.

By virtue of this win, KKR (8 points)moved past RCB (7) to the third spot inthe table but CSK remained at top with12 points. But the defending championsstarted their chase in a terrible fashion.On a day when it was required for theirbatsmen to seize momentum given byHogg's incisive four for 28-run brilliantspell, their misery continued after skip-per Gautam Gambhir (19), ManishPandey (3) and Suryakumar Yadav's (2)early dismissals.

Debutant Ronit More took an impres-sive catch on the edge of the third-man

Dravid, during an inter-action with reporters today,said this decision of eradi-cating bowlers with'dodgy' bowling actionsshould send a big messageto the grassroot level,where the coaches can takecorective measures so thatthe bowler rectifies it at anearly phase of his cricket-ing life.

"I don't want to focus onindividuals. But I do sup-port BCCI and ICC(International CricketCouncil which has alsocracked down on chuck-ing) in eradicating bowlerswith dodgy actions," saidDravid.

He was reacting to aquestion on BCCI's ban inbowling off spinners onSunil Narine in matchesconducted by it - includingIPL in which the WestIndian plays for KolkataKnight Riders.

"I support it for a varietyof reasons. People talk

about these bowlers gettingpunished, but what aboutbatsmen who face themand whose careers getruined? What about otherbowlers who have cleanaction but are sidelined infavour of these bowlersand are then lost to thegame," asked Dravid.

Dravid said this issueneeds to be addressed seri-ously at the junior andschools level by the play-ers' coaches.

"We all can see this par-ticular bowler has a differ-ent action, a dodgy action.What's to be done about it.You have to correct him atthe junior level. The mes-sage has to percolate to thegrassroots level of thegame.

"There was a time inIndian domestic cricketthere were so many

bowlers with dodgy action.It's good that they havenow decided to eradicateit. I welcome it," saidDravid.

Dravid said he cannotcomment on news reportstying him to an advisoryjob with the Indian team ashe's yet to hear anything ofthis nature from the BCCI.

"I have read it in thenewspapers. I can't com-ment on it as I don't knowanything on theissue."

The BCCI, at its workingcommittee meeting, hadauthorised PresidentJagmohan Dalmiya to con-stitute a cricket advisorycommittee comprisingprominent cricketers whowill share their recommen-dations on the overall con-duct and development ofthe game.

Coach Sanjay Bangar told mediathat Marsh was hit on his toe whileBailey took a blow on his shoulderwhile practicing today ahead of theclash against Delhi Daredevils.

"We have some injury issues, soteam combination can be decidedonly tomorrow," Bangar told media-persons.

If the two injured players areunable to take field against DD, itwill certainly raise hopes for GlennMaxwell and Virender Sehwag tomake the final cut.

Maxwell has not played in the lasttwo matches while Sehwag wasdropped from the team in the previ-

ous game.Asked how difficult it was to have

a player like Sehwag left out from the

playing XI, Bangar said the batsmanhas taken the decision well in hisstride without any fuss.

"One win can propel the team. Themomentum plays a part. It's a verytight table, the competition is evenand all eight teams still have a chanceto make the play-offs," he said.

Bangar had a very successful stintwith Punjab in the last edition andthen worked as assistant coach withthe Indian cricket team on theAustralian tour.

Asked about the changes in his

approach as a coach, Bangar said,there was not much.

"Results dictate how a coach isseen. We are trying to do better. Thecommunication, the strategy howeverhas not drifted much. It's just that theteam is going through a bad phase."

The Punjab coach said it was a bigsetback to the team that the batsmenhave not performed to their truepotential.

"If you don't get start, it becomesdifficult. When your best players donot contribute it impacts the team."

Bangar said the conditions wouldplay a big role in the outcome of thematch and hinted that the untestedspinners may come into play tomor-row.

"We have good spinners. Axar(Patel) has done well. In Pune and inMohali, there was a lot of grass andother players (pacers) got the oppor-tunity to play. We have a goodcombo," he said.
