Anyone surveying the site of Powhatan’s yet-to-open state park might wonder what – if anything – is missing.

The site, located on 1,564 pris-

tine acres along the James River in northern Powhatan, features picnic shelters, playgrounds and plenty of parking. There is a contact station, two ranger residences and even a boat slide to access the river. Nearly 200 eager volunteers are at the ready to help maintain the facilities and welcome visitors.

joined the staff of Powhatan High School as a ninth grade earth science teacher..

Recently the Powhatan County School Board approved a new elective that Patton will begin teaching next school year: Meteorology and Forecasting.

Recently he sat down with PT reporter Emily Darrell to talk about tornados, earthquakes, and the joy of bonding with strangers in the grocery store bread aisle in the face on an impending blizzard.

You came to teaching in Powhatan after quite a few

years as a TV weatherman. That’s a job that many

Man charged with DUI after

striking pole on Dorset Road

A number of Powhatan residents living in the Mosley area were left without power for several hours Jan. 13 after a vehicle struck a power pole on Dorset Road.

Shortly before 9 a.m., Virginia State Police responded to a single vehicle crash near the intersection of Dorset and Mosley, arriving to fi nd a 2006 Ford SUV ripped nearly in half.

While the driver, David C. Ervin, 21, was not injured in the crash, he was charged with driving under the infl u-ence after offi cers determined he had a blood alcohol level of .08 (which is the legal limit used to determine intoxica-tion).

Dorset Road was closed for several hours due to the downed power pole and power lines. The Powhatan Coun-ty Sheriff s Offi ce assisted with the state police investigation.

Conservation group offering five

college scholarships this year

The Monacan Soil and Water Con-servation District will once again be offering two college scholarships to local students.

Graduating high school seniors and/or college freshmen within Gooch-land and Powhatan counties planning to major in agriculture, environmental science, forestry or other conservation related subjects are eligible to apply for one or both scholarships.

The awards include: The VASWCD Educational Foun-dation, Inc. Scholarship

Four $1,000 scholarships are award-ed statewide each year.

The purpose of these scholarships is to give fi nancial support to students majoring in or showing a strong desire to major in a course curriculum related to natural resource conservation and/or environmental studies. Applicants are to be enrolled in college freshman lev-el curriculum. Applicants must also document a class ranking in the top 20 percent of his or her graduating class or a document a 3.0 GPA. Applica-tions must be returned to the Monacan SWCD by March 8, 2013. The Monacan SWCD (Marshall Bristow) Scholarship

This scholarship is to be awarded to a promising graduating high school se-nior pursuing a career related to agri-culture, forestry, soil science, natural resources, or environmental ecology. One or more scholarships will be awarded. Applications must be re-turned to the Monacan SWCD by March 8, 2013.

There’s good news ahead for those Powhatanians who like a nice, invigorating

stroll. By the start of summer, Powhatan

County offi cials believe that Phase II of the Fighting Creek Park Trails Project – which will add about one mile of new trail to the existing half

mile of trails – should be complet-ed.

The three phases of the project were made possible through a $100,000 grant issued by the Depart-ment of Conservation and Recreation (DCR) back in May 2010.

Christopher Rapp, Powhatan’s di-rector of utilities and general servic-es, said that Phase 1 of the project, which involved repairing and resur-facing the existing trails and address-ing erosion issues, has already been completed.

The new mile of trail will connect to the current trails near the Powhat-an Library at Mann Road and will wind through the woods all the way to Scottville. The new trails will make a 2.5- mile circular loop with the sidewalk system in the village.

Rapp said that trees have already been cleared to make way for the new trail and that gravel and mulch have begun to be laid on the trail.

A small portion of the trail will be asphalt, to improve access to the playground by strollers and the

handicapped. Most of the trail, how-ever, will be mulch and gravel. “We’ve mulched a lot of dead trees,” Rapp said. “We’re trying to maintain as much natural surface as we can.”

Several small bridges will span wetland areas and ravines and the entire trail will be surrounded by trees. “You’re out in the woods the whole way,” Rapp said.

The approximately fi ve-foot wide trails will be accessible by foot traf-fi c only.

Phase III of the project will in-clude interpretive rest areas, maps, signs, and benches.

The DCR grant required 20 per-cent in matching county funds, to be made up not of cash, but of donated time of county staff and of volun-teers.

Rapp said he wanted to give a “shout out to all the volunteers” that have helped with the project, includ-ing the Rotary Club (which donated exercise equipment), the Master Naturalists, and the Master Garden-ers.

Del. Lee Ware R-Powhatan has introduced two separate budget amendments asking for both the one-time money and the $375,000 in fi rst year operating costs that would allow the park to open this year.

Calling the park “one of those rare, win-win achievements for us all,” Ware, a Powhatan resi-dent himself,urged residents to send letters of support for the park to the General Assembly’s Appropriations Committee.

“A host of individuals, some in government, many behind the scenes as citizens – the name of Bobby Wilcox leaps to mind, for example – have labored for years to make the park a reality,” said Ware in an e-mail last week, also reiterating why the project is such a boon for the county.

“The park offers splendid fa-

cilities, preserves for public use a marvelous tract of land along James River, and will attract to our beautiful county a steady stream of visitors whose spend-ing on a memorable get-away to the country, benefi tting many local businesses,” said Ware.

Johnny Finch, the president of the Virginia Association for Parks, a nonprofi t army of over 6,000 volunteers, has been a strong supporter of Powhatan’s state park project and has lauded Ware’s efforts.

“Delegate Ware is leading the way and is committed to this and I really think we can get this done this year,” said Finch.

According to Finch, the total impact of the Virginia State Parks on the state and local economies was approximately $198.8 million in 2012, said Finch, which represents an 11-fold return on the $17 million

Powhatan’s state park to draw between 40,000 to 50,000 visi-tors to the county in the fi rst year alone, boosting revenue and in-troducing thousands of outsid-ers to all that Powhatan has to offer.

But if the funds can’t be found this year?

Then, said Elton, unfortu-nately “it will be a park that is waiting to be open. We’ll have to mothball it until we get the funding.”

Elton said he remains opti-mistic that this scenario won’t play out.

If the park didn’t open this year, “it would be such a missed opportunity,” he said. “It would really refl ect negatively on the Commonwealth’s commitment to follow through.”

Nashville record-ing artist Curtis

Wright will return this Friday and Saturday to Powhatan’s Creekside Grill. Described as coun-try-rock, Wright has drawn large crowds dur-ing his previous local performances. Here, in his own words, is Wright’s story

Wright was born and

raised in Calvin, Penn., where he picked up a love of music from his fa-ther.

My dad played the guitar, and he loved western swing and blue grass. He and his broth-ers all played – they only had one guitar but they just passed it around. That’s how I learned to play, from my dad.

I was 21 years old and I had played a few shows – a few VFW halls and the Moose Lodge. When I wasn’t playing, I was working for the Owens Corning Fiberglass com-pany. I went and told my dad I wanted to see if I could make a living play-ing music. He looked at me and said ‘This ain’t no place to grow old’ and told me to go on and do it.

I moved to Nashville in 1987, just to see if I

could make it down there. I had some friends who helped me, and I man-aged to get myself a staff writing job.

Over the next two de-cades, Wright wrote sev-eral number one hits for some of country music’s biggest names including “Next to You, Next to Me,” and “Rock My Baby” for Shenandoah; “A Woman in Love” for Ronnie Mill-sap; and Clay Walker’s fi rst number one hit, “What’s it to You.”

The fi rst time I heard “A Woman in Love” on the radio, it was just won-derful experience. You never forget that. It was really a wonderful bless-ing.

I do love writing, but

my fi rst love is perform-ing. Writing is something I have always done so I would be able to per-form.

Despite his consider-able success in the world of country music, Wright decided a few years ago that he needed a change.

Country music had changed and I didn’t change with it. I guess I was just too traditional. I had gotten married and had a daughter, so I went back to school to become a truck driver. Growing up on a farm, you learn how to use tools and how to drive equipment, so I just had to learn how to maneuver a really large vehicle.

Recently, Wright de-cided he wanted to get back into playing music. He’s played several packed gigs at Creekside Grill in Powhatan and says he is looking forward to more dates in the area.

I’ll be back in March, and then just continue playing as often as I can. There seems to be a lot of work in the Richmond area, so I am really look-ing forward to developing a following there.

Applications are being accepted for the Virginia State Parks AmeriCorps Interpretive Project, man-aged by the Virginia Department of Conservation and Recreation.

Now in its third year, the summer program pro-vides opportunities for selected AmeriCorps members to serve by actively increasing public awareness of Virginia’s natural, historical and cultural resources. The program also increases volunteerism at parks while improving AmeriCorps members’ job skills and leadership abilities.

Applications are accepted through April 30, but positions are being fi lled immediately. AmeriCorps members who successfully complete a term of ser-vice are eligible to receive the Segal AmeriCorps Education Award of $2,114. The award can be used to pay education costs at qualifi ed institutions of higher education, to pay for educational training and to re-pay qualifi ed student loans.

CIVIL WAR HISTORY

To mark the 150th anniversary of the start of the Civil War, Pow-hatan Today will run a monthly article detail-ing what is happening during the same time period as one hundred and fi fty years ago. The se articles are written in real time, the better to experience the facts as readers would have dur-ing the war.

Lincoln’s Emancipa-tion Proclamation be-came effective Jan. 1. As promised in Septem-ber, President Lincoln issued an order freeing all slaves living in rebel states. The proclama-tion does not free slaves in the District of Co-lumbia, Missouri, Mary-land, Kentucky, Dela-ware, parts of Louisiana, tidewater Virginia, West Virginia and most of Tennessee. It is esti-mated that only 20,000 to 50,000 slaves of the nation’s 4.5 million slaves have been freed by the act’s implemen-tation.

Lincoln claims au-thority to issue the proc-lamation, based on his constitutional duties as Commander-in-Chief of the armed forces and his ability to declare mar-tial law. Martial law al-lows the President to suspend the power of civilian authorities (courts, elected offi -cials, etc.) in areas dur-ing times of rebellion or war. Lincoln has de-clared martial law in ev-ery Confederate state allowing Union military offi cials to act in place of civilian authorities.

The Proclamation does not affect the oper-ation of civilian courts in areas either rebellious

areas under Union con-trol or areas not in rebel-lion. In addition, the Emancipation Procla-mation is a war-time measure which does not change the constitution-al status of slavery. A constitutional amend-ment will be required to permanently end slav-ery.

Now that slavery is a central component of the Federal war cause, its history and evolution in American should be examined. The fi rst Af-rican slaves were brought to South Caro-lina in 1526 by the Span-ish. The adventure end-ed badly. The slaves revolted, killed most of the colonists and fl ed into the interior to join

local Indians. The Span-ish colony of St. Augus-tine, Florida founded in 1586 also possessed a small slave population, but no insurrections oc-curred in Florida.

The fi rst English owed slaves arrived at Jamestown in 1619. A Dutch merchant ship, the White Lion, was blown off course and battered by bad weather. The ship sought shelter in the Chesapeake, and exchanged her cargo of 30 Africans, roughly half male, half female, for provisions. Some of the Africans became slaves. Others became indentured servants, ob-tained their freedom and became slave holders themselves.

An English ship, the Treasurer, traveling in concert with the White Lion tried to broker the same deal a few weeks later. Governor George Yeardley did not want to bargain with an English slaver, and turned the ship away. As an inter-esting aside, the Trea-surer’s Captain master-minded the kidnapping of Pocahontas while she onboard the Treasurer in 1613.

The reason some Af-ricans abroad the White Lion became slaves and others indentured ser-vants goes to the heart of why slavery devel-oped as an economic force. Until the 1660s, it was cheaper to pur-chase and maintain an indentured servant than to own a slave.

For those unfamiliar with the term inden-tured servant, they are people who, in exchange for travel to the Ameri-cas, room and board, consented to work for a master for a set period of time to repay the cost of the travel, room and board. The term of the contract was from fi ve to seven years.

An in-dentured servant cost half the price of a slave during that period. Why buy a slave when based on the odds the slave would die within one year of arrival? Further-more, a person willing to bring an indentured servant to Virginia re-ceived a governmental land grant as an incen-tive to colonize Ameri-ca.

In addition, there was an abundance of free Englishmen willing to risk “seasoning.” After

their service ended, an indentured servant had the opportunity to obtain cheap land, start a farm, get his own indentured servants and use the head-rights from the in-dentured servants to ob-tain more land. It was simple economics that prevented slavery taking root in Virginia until the 1660s.

In the 1660s, eco-nomic conditions changed: fewer people were willing to immi-grate to America, the life expediency rates in America increase and the costs of slaves de-creased. Beacon’s Re-bellion also scared large planters into be-

lieving slaves would be easier to control, than free poor indentured ser-vants who were willing to use violence to obtain their goals. These eco-nomic changes made slavery a feasible meth-od of supplying cheap labor

At the same time, courts and legislatures began addressing slav-ery. John Casor became the fi rst legally recog-nized slave in the colo-nies. In 1654, he fi led a freedom suit claiming he was an indentured servant who had been held past his term. A Virginia court ruled

against Casor and declared him property for life of Anthony John-son. Anthony Johnson happened to be a free black land owner.

England never passed a law le-galizing slavery, but Virginia passed the fi rst law legalizing slavery in the colonies in 1662. The law stated a person’s status, as free or slave, was based on the status of the child’s mother. All children born of a mother who was a slave were slaves. The law ran counter to English common law which held that the status of a child was based on the status of the father. The law was passed because the mixed race daughter of a free Englishman suited for and won her freedom in a Virginia court in 1656. Slave owners did not want their children by slaves to have the opportunity for free-dom through the courts.

Southern colonies began to pass slave codes during the 1690s. These codes barred Africans from voting, holding offi ce or being emancipated unless the owner paid for their removal from the colony. By the time of the Amer-ican Revolution, every colony al-lowed slavery. Just before the Revolution in 1772, slavery was declared unenforceable in Eng-land by order of the Chief Justice of the King’s Bench. The ruling did not extend to the colonies.

Slavery was not a major issue between the colonies, but did be-come an issue after the Revolu-tion. At the Constitutional Con-vention in 1787, slavery divided the states based on two issues: 1) how to count slaves towards rep-

resentation in Congress and 2) how to address the international slave trade. Compromises ad-dressed both issues. Slaves were counted as three-fi fths of a free white. The importation of slaves was protected for twenty years. Amazingly, the words, slave and slavery, never are used in the United States Constitution.

Between 1776 and 1804, every Northern state emancipated its slave population, most using a gradual system in which slaves were converted to indentured ser-vants. Massachusetts was an ex-ception. A slave named Quock Walker brought a freedom suit in 1800 claiming slavery violated the state constitution.

The courts agreed, and Walker was granted his freedom.

The federal government also addressed the status of slavery in federal territories. The Northwest Ordinance of 1787 outlawed slav-ery in land northwest of the Ohio River, but allowed it south of the Ohio River. In 1820, Congress agreed to the Missouri Compro-mise which regulated slavery in the Louisiana Territory. Slavery was allowed south of Missouri and prohibited north of its south-ern border. Congress also insti-tuted a gag rule in 1831 which prevented Congress receiving any petition to abolish slavery. The gag rule stood for fourteen years.

Sometimes the phrase

“talking about the

weather” is used

to mean “boring

conversation.” But

I think secretly just

about everybody is

fascinated with the

weather. It’s universal.

Would you agree or

disagree?

I absolutely agree. The weather is the fi ller for when there is no conserva-tion; you at least have the weather, regardless of nice, bad, mediocre, or whatever. It’s just that sometimes you get bigger events that really egg on conversations about the weather. Like a big snow event – two strangers will come together in the bread aisle and somehow talk about that, where typically they wouldn’t interact.

And I assume to you

that weather is pretty

exciting.

Oh, yeah. There’s still a bit of energy or excite-ment that you kind of feel like you’re a part of some-how. Just a little bit ago, I was trying to make some copies and someone said, “I know you’ve been asked this a hundred times today, but ‘What’s going to hap-pen?’” [This interview was conducted last Thurs-day when the forecast was calling for snow.]

Sometimes you hear

people complaining

that the news media

overhypes storms

– that they go crazy

every time it’s going

to snow or every time

it’s going to rain.

Do you think this is

true, having worked

for 14 years in the

TV news media as a

weatherman?

[Laughs.] I’ll put it this way: It will get very hyped, but a lot of people are interested. I mean, if you’re gonna hype a nice, sunny day that’s 75 de-grees, that’s a little out of control. But if there’s a pending event and every-body’s talking about it, then that’s what you’re going to tune in for. So, yes and no to your ques-tion.

What is the most

thrilling weather event

you’ve ever personally

witnessed?

Ok, a couple stories: One of the most bizarre is when I worked for Chan-nel 12 – maybe it was 2003-ish, I can’t remem-ber the exact year. Right before we were going on the air – we were just starting a 4 o’clock news-cast – at about 3:58, the building started to shake. We had a violent earth-quake. I had never really experienced an earth-quake. I remember Gene Cox saying, ‘Oh, wow, ev-erything just shook, what’s going on?’ and I said, ‘I think it was an earth-quake.’ What else could it have been? A lot of trucks go by on Midlothian Turn-pike and you would hear brakes and little rumbles, but to hear something where your whole head was vibrating, you had to know that was an earth-

quake. It was just an un-canny time. It was right before we were going on the air. So whatever the news of the day was, now something that had hap-pened a minute or two be-fore was the news of the day.

You know, I’ve chased tornados. I lived in Iowa for awhile and did the weather in Iowa, which was a heck of a training ground, because the weather there was down-right violent. When you’re here and they talk about violent weather, it’s really hard sometimes to take it seriously – like a couple inches of snow. But you have to keep it relative to the population. If they’re not used to it, a couple of inches is bad. Or if there’s not a lot of snow removal equipment, a couple of inches is kind of a head-ache.

So you’re calling us

wimps a little bit? Like

we’re a little wimpy

when it comes to

weather?

No, not really. You’ve just got to keep it relative to the population. If there’s snow in Myrtle Beach, c’mon an inch of snow in Myrtle Beach – which happens now and then – well, everyone’s gonna freak out.

So what do you plan

to teach in your

meteorology class?

I’m starting to get some ideas together now. I think we’ll cover some aspects of forecasting – and the media relationship, I like that idea. Because the Na-tional Weather Service is a government agency, NOA, which I think a lot of peo-ple don’t understand. We’ll also cover basic ele-ments of weather, a little more advanced elements than we teach in ninth grade. I’ll also cover the presentation of forecast-ing – the weather’s a story and it has to make sense.

So tornado chasers,

and surfers that go

out in hurricanes,

and photographers

that’ll just go out in

anything?

Yeah, they’re crazy. [Laughs.] They’re a little nuts. But that could be relative with age, as well. When you get a little more seasoned so to speak, that’s nuts. When you’re young, I’m sure it’s great and fun – which it is.

barometer is high, because moods are better and peo-ple are willing to negotiate better. I think that’s just kind of the tip of the ice-berg on that kind of thing. You know, I kind of get a little down on gray days, a little more depressed, I get tired easier. People retire and move to Florida for a reason, I think – away form Michigan or Ohio or somewhere like that.

This leaves me to my

last two questions.

The first is: How much

snow are we going to

get tonight?

Well, by the time this comes out tonight will be in the past, right?

Yes, but we’ll know if

you were right or not.

Well, one thing that’s concerning me, and I’ve been watching this throughout the day, is that the temperature’s been pretty warm. It’s still about 45 and it’s the afternoon.

We’re going to have to get cold pretty soon for it to stick. I mean it might snow, those big don’t-know-what-to-do type snowfl akes, when it’s 35, 36 out.

OK, so since you’re

a big sports fan, my

last question is: Who’s

gonna win the Super

Bowl?

Oh, much to my dis-may, probably New Eng-land.

Who do you want to

win?

Well, all of my teams are out. In fact, every team I’ve wanted is gone. I mean, New England, who’s gonna beat them?

The Ravens, maybe?

I hope! I would want that to happen. But I think New England’s too pow-erhouse, too strong, too good at everything.

On Thursday, Jan. 24, the Henrico County School Board is expected to vote on whether to mandate that high school athletes maintain at least a 2.0 grade point average.

This is a stricter policy than the one set forth by the Virginia High School League, which requires only that a stu-dent must be enrolled in at least fi ve classes and have passed fi ve classes the previous semester.

Henrico is certainly not the fi rst school system to attempt to impose a higher aca-demic standard on student athletes. Nor-folk and Newport News have instituted similar policies in recent years, and Rich-mond schools are in the process of doing the same.

Hopefully, at some point in the future, all Virginia schools will follow suit.

While the current VHSL policy is, one would suppose, a way to ensure that stu-dents are compelled to make some kind of effort, it also offers a loophole you could kick a fi eld goal through – namely that a student making straight Ds can still be eligible to play high school athletics.

Playing sports in high school, particu-larly for a competitive program, requires hours and hours of practice and prepara-tion, not to mention the travel and actual game time. If you allow a student to de-vote those hours to sports when they clearly could use them to study or im-prove their grades, what message are you sending?

Raising the standard will push stu-dents to put forth their best effort, if only because they want to remain eligible to play. And a student whose best effort nets only a D average is a student who has far more to worry about than suiting up for the next game.

Having spent several years interview-ing Powhatan athletes for the sports sec-tion of this newspaper, I can say this with certainty: They can make the grade. Just as they rise to the occasion on the fi eld, they will rise to the occasion in the class-room.

If we don’t ask them to, we are failing them.

As we pointed out in our story on page 1A this week, Phase 1 of the long-await-ed Powhatan State Park on the Historic James is all but complete. The project will be a tremendous benefi t not just to the tens of thousands of visitors who are expected to fl ock to the site, but also to our county – unless, of course, it remains closed due to a lack of the funds needed to staff it.

We thank Del. Lee Ware, R-65, for taking up the cause of the park and pre-senting his budget amendment, one that would allow the park to open by the sum-mer.

The project has simply come too far to stall now. For Powhatan – and for park lovers everywhere – it’s time to fi nish the job.

High schools should be asking more of athletes

It was Christmas Eve and we had just returned

from a candlelight service. My family was enjoying some hot chocolate and un-wrapping a couple of pres-ents with my mother-in-law. Bing Crosby’s “Have Yourself a Merry Little Christmas” was playing in the background when our doorbell interrupted the mo-ment.

I looked at my watch and no-ticed it was quarter till eleven. I wondered who on earth was com-ing by the house so late at night. When I opened the door, I looked out into the chilly Chesapeake darkness but I couldn’t see any-body there. I looked down and discovered a small box. Then, out of the corner of my eye, I noticed a man in a USPS jacket jumping back into his delivery truck. I shouted after him, “Thank you, Merry Christmas!”

The mailman half-turned back

and without hesitating shouted “Merry Christmas!” in return, jumped in his truck and disap-peared into the night. Now, I wish I could tell you more about the man who was delivering presents at that hour on Christmas Eve, but by the time I got to the door, he was far enough away that I couldn’t make out his face. There was nothing extraordinary about our interaction, but right there at that moment on my porch, I was overcome with a sense of appre-ciation and gratitude to all the public servants who seldom get the recognition they deserve.

I immediately thought of all the soldiers, sailors and airmen serving overseas who were spend-ing their Christmas in Afghani-stan and other dangerous lands protecting our freedom and way-of-life. I pondered their families, who might be celebrating Christ-mas with an empty chair this year at the dinner table. We are so thankful and grateful for their ser-vice.

I thought of fi refi ghters and po-lice offi cers responding to emer-gencies in the middle of the night throughout the year. Their fami-lies don’t have the luxury to turn

their cell phone ringers off late at night. I thought of Virginia ship-building welders supporting our national defense manufacturing base and pictured teachers grad-ing students’ papers at their kitch-en tables as their clocks ticked towards midnight.

My mind turned to a story I heard about a social worker re-cently. He works as a counselor with troubled, under privileged and inter-city adolescents. He de-scribed a typical day counseling session with 15 teenagers, where he was sifting through the physi-cal and emotional scars of gang violence, sexual abuse, parents abandoning them, and countless arrests. His goal in each session was to make a connection – some kind, any difference with one or two of the children. “Some days I wish I could be a mailman,” he had recounted to a friend. “I would sort the mail, load up my delivery truck and go out and dis-tribute the letters. When my truck was empty, I would go home and I would not have any more mail to think about until the next day…” His voice trailed off for a second

The Powhatan County Public Li-brary recently installed an exhibit about Civility in the atrium display case. Therefore I was so pleased to read Delegate Ware’s thoughtful, civilly expressed article about urani-um mining – what excellent timing! Clearly the topic of uranium mining is controversial and will have many viewpoints. But the ability to create an open forum for dialogue and po-lite discourse is a vital part of our society and even more necessary when the subject matter can polarize

people. Delegate Ware is far more elo-

quent than I, so I will simply point to his words and actions that I found so compelling. He thanked the sub-committee members who “listened carefully” and discharged their re-sponsibility with “open-mindedness, and civility.” He acknowledged his colleagues opposition to uranium mining and concerns but came to his own alternative conclusion. Further good news may yet emerge from General Assembly this year for advocates of James River State Park and also Powhat-an residents--and others--hoping

for improvement of the state high-way that will carry visitors to the park.

As we all know, the intersec-tion of Route 522 and Old River Trail is a dangerous stretch of road with inadequate sight-distance precisely where the entrance to the new park is situated. The Board

of Supervisors has oft’ requested improvements, but funds, through the Virginia Department of Trans-portation (VDOT), have been more than diffi cult to come by. And, at more than $5.2 million, the project is not inexpensive.

before he continued, “When I go home now, I can’t stop thinking about these kids. My truck is full at the end of each day.”

Too often in the past year, hard-working Americans that work for local, state or the federal government have been lumped in with tales of fraud, waste or abuse. There were clowns and hot tubs at GSA boondog-gles in Las Vegas or Se-cret Service members misbehaving with pros-titutes in Colombia or the city of Chesapeake building three jail build-ings for $7 million that are not equipped to

house inmates. We have a lot of work to do on cleaning up govern-ment and these scandals certainly highlight the need to eliminate waste-ful or fraudulent gov-ernment spending. How unfair for us to lump anyone and everyone into the same category. Many employees enter the public workforce for the express purpose of working on behalf of the best interests our cities, state, and nation rather than on behalf of someone’s monetary profi t. It is called a sense of public service.

So, for a brief mo-ment on Christmas Eve as that mailman deliv-ered the mail late at

night, I thought of the social worker, who wished he could just deliver that package, go home and leave his work at work. I thought of those empty stock-ings for our soldiers fi ghting abroad. I thought of our teachers, those in law enforce-ment, transportation, social services, and so many others. And I wanted to say thank you for your service. I am grateful.

Though there are some hurdles to over-come, there is reason for guarded optimism that funds for the Powhatan project will be included in the budget for VDOT that will be proposed by the House of Delegates. You can well imagine that working to trans-late that hope into an ac-complished fact is among my highest priorities for the next few weeks.

As an addendum to the budget, through a proposed Amendment, I am hoping to secure an additional $2.9 million for new water lines to serve the Virginia Cor-rectional Center for Women (VCCW) in Goochland Court House and also Beaumont and Powhatan Correctional

Center in Powhatan (PCC). The new lines would stretch nearly 16,000 feet, including 1,060 feet beneath James River from VCCW to Beaumont. New lines from the current storage tank along Route 6 in Goochland to PCC would exceed 7,500 feet in length.

The current lines, which leak in countless places, were installed in 1945.

A separate Budget Amendment seeks $5.1 million for a new one-million gallon water storage tank adjacent to a new water treatment near James River Cor-rectional Center (JRCC)--the State Farm--in Goochland.

The new tank would greatly enhance the wa-ter available during

hours of peak-demand at James River, the Police Academy, Deep Mead-ow Correctional Center, VCCW, Beaumont, and Powhatan Correctional Center. Also benefi tting would be residents of Goochland Court House.

Both of these amend-ments seek funds were not included in the Gov-ernor’s budget for the Department of Correc-tions. Consequently, the Board of Supervisors of each county have ad-vanced the amendment proposal through the good offi ces of their re-spective county adminis-trators--Elmer Hodge of Powhatan and Rebecca Dickson of Goochland.

“Fox penning is an un-thinkably cruel and inhu-mane practice,” said Reasa Currier, President of Hu-mane Dominion’s Board of Directors. “Virginians have demonstrated tre-mendous compassion and leadership in the recent past, when we chose to ban dog fi ghting and cock fi ghting. This last form of legal animal fi ghting is ev-ery bit as cruel, every bit as painful, and every bit as wrong.”

In fox penning, foxes are typically captured from the wild with steel leg hold traps and then put in enclosed areas where dogs are allowed to chase them down. The foxes, in-jured and exhausted, are sometimes torn apart by

the dogs as a cruel form of competition and entertain-ment.

It’s clear that everyone from hunters to bird watchers agree that no an-imal should be made to endure such a horrendous death for the sake of enter-tainment.

Mill Road man’s deeds appreciatedDear Editor,

On Mill Road, during

last week’s winter storm, there were numerous trees down impeding the traffi c. Thomas Adams lives on Mill Road. Dur-ing the storm he drove around through Wooddale Acres and cut two trees up and threw them off the road. A few home owners came down and thanked him, also assisting in throwing the limbs off the road. Driving further down Mill Road, just past the old Mill, a huge pine tree fell across the road. It took him an hour and half to cut the tree up. Thank-fully a few young men drove up and helped throw some of the limbs off the road. Thatt night he was on the road about three hours, clearing trees so that other people could get to where they wanted to go without any problems.

Arena racing is the cure for motorsports fans going through off -season withdrawalBy Bruce WellsSports Editor

What’s 9 feet long, weighs roughly 740 pounds, is ca-pable of reaching speeds of 100 mph, and runs on a track that can fi ts within the con-fi nes of a hockey rink?

Hint: it’s not a hockey puck.

The answer is a race car, but not just any race car. Welcome to the world of Arena Racing USA, a type of racing that is totally dif-ferent from what most NAS-CAR enthusiasts are used to seeing. The half-scale stock cars race indoors on a 1/10-mile banked aluminum track that is built to fi t inside a hockey rink.

One of the unique fea-tures of Arena Racing USA is that if the weather is too wet or cold outside for rac-ing, that’s no problem since the cars do battle under roof in the well-ventilated venue of the Richmond Coliseum where cars race in a 12-race schedule that runs from Dec. 29 through April 20.

While still relatively new to the Richmond area, Arena Racing USA has been active in Virginia since 2003, when it began staging events at the Hampton Coliseum and the Norfolk Scope. The concept has been wildly successful, according to Ricky Dennis, founder and CEO of Arena Racing USA, as spectators get to see the cars rocket around the mini tracks at speeds of around 50 mph with lap times in the range of eight seconds.

Racing has been in Den-nis’ blood since he was a youngster watching his dad Bill Dennis, a local racer from Richmond. The elder Dennis, who made his debut with a 15th place fi nish in 1962 at the Capital City 300, had a successful career, competing in 83 races against such racing legends as Richard Petty, David Pearson, Buddy Baker, Cale Yarborough, and Bobby Al-lison. In 1970 while driving a full schedule for another Richmond native and NAS-CAR racing legend Junie Donlavey, Dennis earned the NASCAR Winston Cup Rookie of the Year award in the Grand National Series which we now know as the Sprint Cup Series.

Diffi cult season hasn’t dimmed the hopes of Indians players

It’s been a trying season for the Powhatan High School boy’s basketball team, to say the very least. Their record currently sits at a gloomy 1-11, and they are still awaiting

their fi rst victory within the Jefferson district.

There have been blowouts, sure: a 70-26 thumping at the hands of AAA James River on January 14, to name one. But there have been close games, too: a one-point overtime loss at Louisa on January 3, and a nip-and-tuck affair that came down to the fi nal seconds at Charlottesville on January 15.

It’s these brief fl ashes of potential, such as he saw

against Louisa, Charlottesville and Goochland (Powhatan’s lone victory), that keep Coach Steve Washburn optimistic about the direction his team is headed. After all, the fi nal four games of the season are at home - a situation that gives the Indians a prime opportu-nity to build some much-need-ed momentum before heading into the district tournament. And when they get there, who knows? Any team with a hot

hand can go on a run that cul-minates in a tournament championship.

Stranger things have hap-pened.

I spoke with Coach Wash-burn last week about the state of the basketball program, the unwavering faith he has in his players, and the ways in which he keeps them - and himself - motivated during a season that has been anything but ideal.

Can you pinpoint some of the problem areas that have con-tributed to the team’s strug-gles this season?

Because we’re making the transition to the new regional set-up in 2014, I made the de-cision to schedule us very ag-gressively. I wanted to make sure we were preparing our-selves for that transition. It’s

snagged the top spot on lap 6 and cruised to the victory in the Arena Racing USA’s 30-lap Youth Series feature, extending his season-opening winning streak to four.

Olivia Florian started out front in the single-fi le lineup and led the fi rst fi ve circuits, which were interrupted by a

pair of caution fl ags. On lap 6, Florian slowed off

Turn 2 and Manes fl ashed past to take the lead. Aubrey Hill also slipped around Florian and grabbed the runner-up spot.

Closing in on the fi nish, Manes enjoyed a commanding advantage over Hill, the only other driver left on the lead lap. His healthy margin was wiped out, however, when Florian and

Autumn Weaver locked horns off Turn 4 to bring out the third, and fi nal, caution fl ag on lap 28.

On the last restart, Manes easily outdistanced Hill. By the end, his winning margin had grown to 2.788 seconds -- a full straightaway. Hill was second, followed by Florian, Weaver and early retiree Ryleigh Lem-onds. Hunter Taylor was unable

to start the event and was cred-ited with sixth place.

Scott Prillaman of Suffolk, Va., took the point on lap 27 and led the rest of the way for the win in the 50-lap Top Dog race, the featured event of Saturday evening’s Snap-On Tools 200 for Arena Racing USA’s Pro Se-ries at the Richmond Coliseum.

We haven’t been able to put together a full game. We’ll play a good quarter here and a good half there but we just can’t seem to put it together for four complete quarters. It seems like if we have a strong night offensively we come up short defen-sively, and vice-versa.

Also, it’s hard to build

continuity when your guys aren’t playing that much together. Even though we played a lot

during the off-season, it wasn’t with the same group of guys that we have now. That variation has hurt our continuity a bit. Our kids have played hard, but we haven’t ad-dressed enough of the fundamental issues. And even though those are things we work with on a daily basis, it has to be something that’s a year-round commitment.

Does the diffi cult schedule that you’ve played this year have its merits?

I think it’s helping in some ways. I think it’s making us more aware of some of the areas that we need to address. But wins go a long way towards

building confi dence, so we need to start fi nding some W’s.

Have there been any injuries?

No, nothing that’s kept anybody out for a long period of time. We’ve had some small, nagging in-juries here and there but for the most part we’ve avoided them pretty well. We had the fl u bug go around but it hasn’t kept anybody out for a long period of time.

How do you keep your players - and your-self - motivated day in and day out?

You know for me its’ not an issue. I always

want to get the best out of these guys and make the program as strong as I possibly can. And to the kids’ credit, I don’t think you’d see any dif-ference in the intensity of the practice we had this week to the one we had back in early De-cember. Our guys under-stand that there’s still an opportunity to improve and they go into practice every day with that senti-ment in mind. It’s been a great group to work with. Another group of guys might look at the [1-11] record and say “You know, let’s pack it in a bit,” but I haven’t seen that with this team at all. They understand that they’re not that far away, you know.

I still believe this team is capable of putting to-gether a solid second half in the district schedule. There’s no reason for me to believe that we can’t fi nish the season strong and string some wins to-gether in the district tournament and make something good happen.

Who have been some

of the stand out players this season?

We only have one guy scoring in double fi gures, and that’s Chris DeLeon. I couldn’t tell you what his exact points per game are, but it’s probably somewhere in the neigh-borhood of 12-14. As far as other scorers, Ben Ge-row has had eight 10-point efforts this year. Joey Balcom has done a solid job at the point guard position. Tyler Al-len and Chase Tucker have been active one the boards - they’re our two leading rebounders.

You know, we don’t have three or four dou-ble-digit scorers. We don’t have those mar-quee players. We have a team that has to work to-gether to win a ball game. We’re not going to out-score people, we’re not going to intimidate with our size and power. But we can out-execute them if we do the little things. Unfortunately those little things have gotten away from us.

How many kids are graduating from the

starting fi ve this year? What can we expect from this team next year?

We’ve mixed up our starting rotation so I’d say anywhere from 3-4, but we have a good nu-cleus coming up through the program and I feel really good about where we’re headed in the next couple years. I think you’re going to see some very good things.

Is there anything specifi c you want peo-ple to know about this team?

Well, these players have been presented with a lot of different obsta-cles and I just want peo-ple to know that this is a very good group of guys that are working ex-tremely hard. Unfortu-nately, the teams we’re playing against have a little more playing expe-rience than our guys do. All we can do is continue to work hard, and I hon-estly think we’re going to turn some games around really soon.

Coach: Powhatan head basketball coach says intensity is never an issue with his players

Daytona three consec-utive years (1972-1973-1974), a feat matched only by the late Dale Earnhardt and Dale Earnhardt, Jr, and later surpassed by Tony Stewart, who won four consecutive from 2008-2011.

Ricky Dennis fol-lowed his father into racing in 1982 when at the age of 22; he bought his fi rst race car. After a few years of driving, Dennis partnered with Rick Townsend to form Townsend Racing Products in 1984.

“Between racing and building cars, I got so busy within a few years that I had to choose one or the oth-er, so I chose the one that paid the bills, and that was building cars,” Dennis says.

In 1992, Dennis at-tended his fi rst ever-hockey game at the Richmond Coliseum with his cousin. It was there that the idea for arena racing was fi rst conceived.

“I heard my cousin got excited watching hockey games, so I went to watch him be-cause he never got ex-cited about anything,” Dennis says. “I saw him actually get excit-ed, but all I could see in my head were scaled-down race cars running around the arena. I thought it would be neat to have fans so close to the ac-tion. That’s kind of how this whole idea

came about, and then I got started trying to make it happen. The vision was born and it has consumed me ever since.”

His vision became a reality in 1993 when he fi rst tested the concept in the Richmond Coli-seum on a $28,000 wooden track and 50 cars with no suspen-sion.

“It wasn’t that bad, but I think we were just ahead of the right time to do something like this,” said Dennis. “So I went back to work building race cars and I told myself that if I was ever going to make this idea work, I was going to do it right. I never forgot about it.”

Dennis ultimately-found the funds needed to make a second at-tempt at getting Arena Racing USA off the ground. Arena Racing USA offi cially debuted in Norfolk in 2002.

In the summer of 2005 Dennis secured the investment and partnership commit-ment of several key people in the motors-ports industry - Gary Becker, formerly of PACE Motorsports, Joe Gibbs, owner of Joe Gibbs Racing and the legendary former Head Coach of the Washing-ton Redskins and Norm Miller, Chairman of Interstate Batteries. Sponsorship partners include Snap-on Tools; Richmond based Woodfi n Oil, and Papa John’s Pizza.

“I’m a fi rm believer

in this,” Gibbs says. “It provides great compe-tition at a time of year when motorsports is typically dormant. Plus, it’s a cost effec-tive way to get started in racing.”

Chesterfi eld native and current NASCAR driver Denny Hamlin is an Arena Racing Alumni.

He raced and won in Norfolk the fi rst season of Arena Racing in 2002-03.

“I drove in the Are-na Racing series a few years ago in and it was awesome,” said Ham-lin. “It’s an ingenious idea and I like it a lot. It gives racers the op-portunity to either be-gin their racing careers or just have the time of their lives.”

Dennis says the goal of Arena Racing USA is to give competitors a chance to get experi-ence behind the wheel as well as getting the chance to feel like a big-league driver.

“We want them to look and feel like ce-lebrities because in my eyes they are,” Dennis says. “This is an expe-rience they get to feel at a very affordable level. They get to be-come a race car driver if they’ve never raced a day in their life. When they walk in the track here at the Coliseum, those drivers know they had better have a Sharpie and a strong hand because they are going to sign a lot of autographs.”

ball coach Gregg Con-ner has announced that his team will be con-ducting a baseball camp on February 2 from 9:00 until 3:00.

The camp is open to all players ages 8-13

and will be held at the PHS gym. Players will receive instruction from the Powhatan coaching staff and players in hit-ting and fi elding.

Players attending the hitting clinic are re-quired to bring a batting helmet and glove.

Cost for the camp is $70 and includes lunch.

The victory was Prillaman’s fourth overall of the season and his fi rst in a Top Dog tilt.

Tommy Jackson Jr. drew the pole for the evening’s fi nale, sharing the front row with Jor-dan Wood, who was subbing for Tyler Hughes in the #20 ma-chine. Cody Carlton and Jason Manes made up the second row, while Prillaman and Dylan Lov-ing launched from Row 3.

As the race got going, Jack-son and Wood went door-to-door with Jackson eking out a slim edge at the end of lap 1. He cleared Wood out of Turn 2 on lap 2 and left the inside lane open for Carlton, Prillaman and Robbie Davis.

On lap 5, Carlton slipped un-derneath Jackson off Turn 4, ini-tiating a battle for the lead. With momentum off the top side, Jackson managed a scant advan-tage at the end of laps 5-8. On lap 9, though, Carlton nosed ahead. He gained the clear-cut advantage on lap 10, bringing Prillaman and Davis along with him.

The fi rst caution fl ag fl ew on lap 16 when Manes slapped the outside wall off Turn 4. The sec-ond yellow fl ag waved on the ensuing restart when Wood wal-loped the wall, also off Turn 4.

On the double-fi le restart, Carlton and Prillaman went side-by-side for a lap with Carlton coming out on top on lap 17. Da-vis tagged along with Carlton and took over second, dropping Prillaman to third. Joined by fourth-place Jason Styron, Carl-ton, Davis and Prillaman dis-tanced themselves from the pack.

The complexion of the event took a turn on lap 27. As the leaders worked traffi c off Turn 2, Carlton got tipped sideways and Davis checked up. Prillaman shot to the inside and into the lead. As the caution fl ag ap-peared, Jackson piled into the inside barrier along the front-stretch.

Gathering for a restart, Prilla-man was the new leader, fl anked by Styron. As the race resumed, Prillaman quickly cleared Sty-ron and began to pull away. By lap 31, his lead had swelled to half a straightaway.

The fourth caution fl ag was displayed on lap 32 when Davis overturned off Turn 4.

Back under green, Prillaman and Styron drove away, while Wood and Carlton jousted for third. Carlton grabbed the spot on lap 41 and set sail after Sty-ron. Catching up to the second-place car, Carlton ducked under-neath Styron on lap 44 and nosed

into second on lap 46.The last of the race’s fi ve cau-

tion fl ags appeared on lap 48 when Dystany Spurlock and Tripp Thurston tangled off Turn 4. Setting the lineup for the fi nal double-fi le restart, Prillaman and Carlton occupied the front row, followed by Styron and Wood in Row 2.

Coming to the fi nal green fl ag, Prillaman enjoyed a clean takeoff, while Carlton got jostled a bit from behind. As they reached the start/fi nish line, Pril-laman had already gained the clear-cut edge over his challeng-er and was well on the way to the checkers.

At the fi nish, Prillaman was the winner by 0.494-second -- about two lengths -- over Carl-ton. Styron was third, followed by Wood and Jackson. Davis was sixth, while Thurston, Spur-lock, Francis Jarrelle III and Pete Hunt rounded out the top 10. Scott Allen, Manes, Loving and Nathan Thomas made premature exits from the event and were shown in the 11th through 14th places, respectively.

In the series standings, Prilla-man’s Top Dog/A Main sweep allowed him to pull even with Davis for the top position. Both drivers have accumulated 125 points. Styron is third, followed by Jackson and Manes

Scott Prillaman grabbed the lead on the opening circuit and sailed to victory in the 50-lap In-surance Doctor A Main. The win was his third straight in A Main competition.

Series co-leader Robbie Da-vis drew the pole, starting along-side Prillaman, his teammate. As the race got under way, Prilla-man nosed ahead of Davis to take the lead. The two remained side-by-side until lap 7 when Prillaman fi nally cleared Davis along the backstretch. Dylan Loving, Dystany Spurlock and Cody Carlton fi lled the remain-der of the top-fi ve positions.

At lap 10, Prillaman and Da-vis were nose-to-tail for the lead, separated from third-place Lov-ing by nearly a full straightaway. Deeper in the fi eld, former series champ Jordan Wood cracked the top fi ve.

Prillaman waded into slower traffi c on lap 19. Effi ciently nav-igating through the pack, though, he maintained a comfortable edge over Davis.

The race’s only caution fl ag fl ew on lap 48 when Cayton Hornberger popped the outside wall on the frontstretch. Bunch-ing for the ensuing restart, fi fth-place Wood opted to test his luck on the outside of the leader.

Back under green, Prillaman quickly cleared Wood, pulling

ahead as they roared toward Turn 1. Wood also gave way to Davis and Carlton, settling into the fourth spot.

Over the closing laps, Prilla-man held Davis at bay and won by a car-length -- 0.300-second, to be exact. Carlton was third, followed by Wood and Jason Styron. Loving, Pete Hunt and Spurlock were sixth, seventh and eighth, respectively, taking the fi nal Top Dog transfer openings. Hornberger and Troy Doggett were early retirees and failed to advance to the evening’s fi nale.

Tommy Jackson Jr. of Poquo-son, Va., moved out front on lap 23 and rolled to his third straight win in the 50-lap Pete Rose Landscape Products B Main.

Kate,A flywheel for your car is not realexpensive, but the labor to replace itis. The transmission will need to beremoved to replace a worn or brokenflywheel. Kate, your problem may justbe a bad starter. I’ve seen the starterdrives inside failed starter motors makethe noise you are describing. Once thestarter motor is removed, the teeth onthe flywheel can be checked. Hopefully,they look good and you just need a newstarter.

Hey Eddie,I drive a 1999 Mitsubishi pickupand do most of my own work. Lastweekend, I was rotating my tires andthe truck fell off one of the jack stands.After jackingthetruckbackupoff theground, I saw that the jack stand benta swing arm on the transmission thatoperates the gear shift. I straightenedthe arm, but now the truck will notstart. Thanks in advance for any help.

Hey Eddie,I have a 2002 Honda Civic with69,000 miles. Occasionally I seecoolant under the car. I only have toadd coolant about every two months.I checked the hoses and radiator andfound no leaks. I did see some coolanton the bottom of the timing belt cover.Is this a major problem if coolant isleaking out of the timing belt cover?

Steve,The most likely cause of your coolantleak behind the timing belt cover is afailing water pump. The timing beltcover will need to be removed to verifywhere the leak is coming from. If thewater pump is indeed found to be thesource of the leak, it will need to bereplaced. Since the timing belt willneed to be removed anyway to replacethe water pump, I strongly suggestreplacing it at this time. I would alsoreplace any idler pulleys and/ortensioner pulleys at this time as well.The timing belt is due to be replacedbetween 80,000 to 100,000 miles.Doing them while the water pump isbeing replaced will save you time andmoney and they should last for another80,000 to 100,000 miles
