    PASSAGE I (Question Nos. 191 to 195)

It is the duty of any responsible government to

provide lifeline water to its citizens. We may debate the

quantum, but can we argue against the principle? This is

what Arvind Kejriwal, the newly elected Chief Minister of

Delhi, tweeted immediately after announcing 666 litres of

free water per day (or 20 kilolitres of water a month) to

every household connected with a metre.

Is this move economically viable for the Delhi Jal Board

(DJB)? Is it necessary to provide free water supply to every

household? Since Delhi does not have any reliable

perennial water source, where will the water come from?

Water is increasingly becoming an economic goods

worldwide because of its storage and distribution costs.

Rainwater is harvested in dams and reservoirs to be

supplied for various purposes, including domestic use,

which involves huge cost. At the same time, groundwater

is exploited at an alarming rate; it also involves huge drilling

and electricity costs. The cost of management and

distribution of water for urban households is massive.

Why provide water free to all households when the

per capita income of this State is much higher than the

national average? Is it not against the ability-to-pay

principle? This free scheme is reportedly going to cost

about `160 crore per annum at current prices for the DJB

and is expected to increase manifold for a variety of reasons. How is DJB to manage this cost?

According to one estimate, the DJBs net cash revenue

surplus increased from `40.56 crore in 2007-08 to `233.57

crore in 2013-14. DJBs dependence on the government for

operational costs reduced from `380 crore in 2009-10 to

zero in 2013-14, a remarkable achievement. The financial

condition of DJB will now run into a mess.

Delhi does not have the luxury of a perennial surface

source of water. It needs water from the neighbouring State

of Haryana which is guaranteed. Haryanas Chief Minister

Bhupendra Singh Hooda has already cautioned that Delhi

is getting more than its due share.

Besides, the groundwater stock is precariousin theState. As per the estimate of Central Ground Water Board,

the total annual replenishable groundwater resource is only

0.30 BCM (billion cubic metres) for Delhi, but the draft of

groundwater is already 0.48 BCM/year, which is way above

the permissible limit. Owing to the increased scarcity of

water, the present supply of water even in posh areas is

only about 509 litres per household per day, below the

promise made by this new government.

    191. Why has the author raised a question against free

water supply to every household in Delhi?

    (A) Because every household in Delhi is capable of

    paying water bill.

    (B) Because it is sheer nonsense to manage water onheavy cost and supply it for free.

    (C) Because Delhi does not have any reliable

    perennial source of water.

    (D) Because Delhi Jal Board is already running in loss.

    192. Find the incorrect statement on the basis of the given

    passage.

    (A) The newly elected Chief Minister of Delhi has

announced 20 kilolitres of water for free to every

    household in Delhi.

    (D) None of these

    193. What arguments have been placed against providing

free water to all households in Delhi?

    (A) The free water scheme will cost about 160 crore

    (B) The per capita income of Delhi is much higher

    than the national average.

PASSAGE II (Question Nos. 196 to 200)It is a brutal management technique in which bosses

grade their employees performance along a vitality curve

and sack those who fall into the lowest category. Known

as ranking and yanking, it had its heyday in the 1980s

and 1990s. In America its popularity faded somewhat after

it was seen to have contributed to the fall of Enron. Now it

    is back in the headlines.

All Things D, a tech-industry website, reported that

Yahoo staff are increasingly unhappy about a quarterly

performance review introduced last year by the new boss,

Marissa Mayer. The grading exercise is said to have cost

    600 of them their jobs.

Microsoft announced that its own, equally unpopular, system was being scrapped. In a memo, Lisa Brummel,

Microsofts head of human resources, said there would be

no more ratings and no more curve. The firm would

implement a fundamentally new approach designed to

    encourage teamwork and collaboration.

Many firms, from Amazon to PwC, still use some

version of what management theorists also call stack

ranking to sort the sheep from the goats in their workforce.

However, many of them enforce it more flexibly than seems

to have been the case at Microsoft or Yahoo. Even General

Electric, which pioneered the technique during the

uncompromising reign of Neutron Jack Welch (GEs boss

from 1981 to 2001), has since softened its approach.

The reason such gradings have not died out entirely

is because employers still need to find ways to fairly

evaluate their employees and have a basis for

compensation differences. This is especially true when

there is a wide gap between the remuneration of top

performers and the rest. To avoid lawsuits claiming unfair

discrimination, firms need to be able to show they have a

clear basis for decisions on pay and bonuses.

Ranking and yanking is more logical in investment

banks, law and accountancy firms and big consultancies:

their business model is, in a sense, built on recruiting large

numbers of junior staff and motivating them with the

prospect of becoming a partner, even though in practice

only a few of them can ever make it. In other types of

business, the evidence suggests that it may work at first, ifa firm needs to cut away dead wood. But the benefit can

disappear and turn into a cost if the ranking and yanking is

    done repeatedly.

    196. What is the meaning of the phrase ranking and

yanking as used in the given passage?

    (A) It is a technique in which employees are

downgraded and are given less remuneration.

    (B) It is a management technique in which the

performance of the employees is measured. They

are ranked for their good performance and pulled

down to the lowest category if they do not live

up to the expectation of their firms.

    (C) It is a grading system in which employers seek tofind out the fair basis for compensating the loss

    of their employees.

    (D) None of these

    197. Why does Lisa Brummel discourange the rating

    system?

    (A) Because it discourages the sense of obedience

and dedication towards their work among the

    employees.

    (B) Because it creates a sense of jealousy among the

employees towards those who are ranked and

    given high remuneration.

    (C) Because it discourages teamwork and

collaborative effort among the employees.(D) All the above

    198. Which of the following is not true according to the

    passage?

    (A) The reason why grading systems have not been

scrapped so far is because till date they serve as

a yardstick to appraise their employees and have

    a basis for compensation differences.

    (B) Rating system can never in any way discourage

    teamwork and collaboration.

    (C) The benefit can disappear if the ranking and

    yanking is done repeatedly.

    (D) Stack ranking is the process of selecting the better

    from a group of many.

    199. As per the reports of All Things D, a tech-industry

website, what was the reason of unhappiness of Yahoo

    Staff?

    (A) A new annual performance appraisal system

introduced by the new boss last year

    (B) Meagre salary paid to them

    (C) The new system introduced by Marissa Mayer

will cut a certain percentage of incentive paid to

    them.

    (D) As a result of the grading exercise, six hundred

staff had to lose their job and the same may

happen with them also.200. What is the meaning of the word scrapped as used
