1. Welcome, Call to Order, Introductions

Rich Hydzik, OC Chair, called the meeting to order. A list of attendees is attached as Exhibit A. Mr. Hydzik asked attendees to introduce themselves.

2. Antitrust Policy

Steve Ashbaker, Reliability Initiatives Director, read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.

3. Approve Agenda

Mr. Hydzik introduced the proposed meeting agenda.

On a motion by Keith Carman, the OC approved the agenda.

4. Review October 17, 2017, Minutes

Mr. Hydzik introduced the minutes from the October 17, 2017, meeting.

5. Review November 27, 2017, Minutes

Mr. Hydzik introduced the minutes from the November 27, 2017, meeting.

6. Review of Previous Action Items

Mr. Ashbaker reviewed action items carried over from the November 27, 2017, meeting of the OC. The following action item was not closed and will be carried forward:

WECC Staff/Peak Reliability (Peak)/Remedial Action Scheme (RAS) Reliability Subcommittee (RASRS) to develop a transition plan to decide who will be assuming responsibility for the RAS review per PRC-012-2. FERC approved PRC-012-2 on September 20, 2017.

Mr. Hydzik provided an update on the North American Electric Reliability Corporation (NERC) OC. NERC will work on a formal reliability guideline roll out process. It was recently added to their strategic plan. It should be worth the work for both NERC and the industry to make the changes. TOP-001-3 R13 will soon be reviewed by NERC. The NERC standards webpage has ongoing projects that need help from industry leaders.

The presentation is posted to the WECC Website.

Enoch Davies, System Stability Manager, provided an update on the NERC Planning Committee (PC). Some highlights include:

a Nor’easter storm “cyclone bomb,” which hit the Northeast United States. In those few days, the Northeast burned as much oil as they typically do in a whole year. During this time, the cost of natural gas exceeded that of oil.

Mr. Davies also noted that the Southwest Power Pool (SPP) Members Committee and Board of Directors voted to dissolve the SPP Regional Entity (RE). SPP will continue to function as the RE and complete the transition no later than December 2018.


8. OC Business

Mr. Hydzik provided an update on the WECC OC. Mr. Hydzik commented that no unusual events have occurred since the previous meeting. The OC will be reviewing its charter, and the WECC Board has encouraged the OC to consider current language in the Reliability Assessment Committee (RAC) Charter, specifically the language in the Purpose/Responsibilities section referencing providing recommendations to the WECC CEO.

9. WECC Event Presentation

Tim Reynolds, Event Analysis and Situational Awareness Engineer, presented on the October 16, 2017, and October 26, 2017, Canada/US Islanding Event. A separation like this had not occurred in nearly 20 years. Path 1 stayed in service through both instances. During each event, one of two Ingledow-Custer 500-kV lines was out of service for maintenance. The initiating fault was likely due to insulator contamination. The first event took longer to restore the two islands together then the second event. Some of this improvement is attributed to Alberta Electric System Operator (AESO) and British Columbia Hydro and Power Authority (BC Hydro) having the same operators on shift when the events happened. The Performance Work Group (PWG) and Event and Performance Analysis Subcommittee (EPAS) are interested in gaining lessons learned and opportunities for improvement from each instance.

10. WECC 2017 Reliability Assurance Report

James Hanson, Performance Analysis Engineer, provided an update on the WECC 2017 Reliability Assurance Project findings. Assurance visits to entities started in 2016 and replaced the initial Operational Practices Survey.

Keith Carman, Tri-State Generation & Transmission, questioned the future of the program and mentioned that it takes sizable effort on the entity’s part to prepare. Melanie Frye, Reliability Planning and Performance Analysis Vice President, mentioned that WECC intends to visit all 50 Transmission Operators (TOP) which would take through 2020. Chad Edinger, Tacoma Power, noted that entities review neighbor’s feedback on a regular basis.


11. Subcommittee Update

Gene Henneberg, NV Energy, presented an update on the RASRS. The group has reviewed several schemes. Currently, 269 RASs are in service. Mr. Henneberg provided a high-level overview of the changes to the Procedure and Information Required for RAS Assessment guideline. Margaret Albright, Bonneville Power Administration (BPA), expressed interest in aligning the definitions each time the criteria change.

On a motion by John Tolo, the OC resolved that the WECC Operating Committee approve the proposed changes to the Procedure and Information Required for RAS Assessment.

Minority positions: The performance requirements in the table are obsolete by the latest WECC Planning Criteria. If the RASRS decides to include a table reflecting the WECC Planning Criteria, it would have to be based on the latest criteria, which would be different than what is in the document. If that is what it thinks is needed, it should consult with the WECC-0100 drafting team to include the latest criteria.

Joint MIC/OC Meeting

12. Reliability Coordinator Certification Process

Mr. Reynolds presented on the Electric Reliability Organization (ERO) Certification Process. This process is only applicable to Reliability Coordinators (RC), Balancing Authorities (BA), and TOP functions. The purpose of certification is to ensure entities have the tools, processes, training, and procedures in place before they can assume operation. To start the process for a certification, the entity must complete a form that is available on the WECC website. Then, WECC will contact the entity to gather additional information. A certification team will be formed per the NERC Rules of Procedure, and team members will be required to undergo proper training and sign a confidentiality agreement. Mr. Reynolds noted that on-site visit’s results are separated into three “buckets.” The entity must resolve all issues in the first two buckets before the certification process can be completed. The third bucket has recommendations from the team for potential enhancements.


13. Market Initiative Overview

Adam Keech, Vice President, PJM Connext, presented a proposal for the PJM/Peak Market Initiative.


Bruce Rew, Vice President, Operations at SPP, provided an overview of the SPP Integrated Market and its associated benefits.


Jim Price, Senior Advisor, Market Quality and Renewable Integration, California Independent System Operator (CAISO), gave a presentation on the CAISO Market Initiatives.


14. Subcommittee Updates

Greg Park, Northwest Power Pool (NWPP), presented an update on the NERC Inverter-Based Resource Performance Task Force (IRPTF) activities. Mr. Park noted items of interest: the Resource Loss Protection Criteria Assessment, the draft Guideline on Inverter Resource Performance, and the coming NERC Alert associated with the Canyon 2 Solar Resource Event.

Mr. Park presented an update on the Event Performance Analysis Subcommittee (EPAS). The EPAS conducts a monthly webinar to review events. The Generator Operator Work Group (GOWG) under the EPAS is relatively new and supports Generator Operators (GOP). Mr. Park provided brief updates of the Human Performance Work Group (HPWG), the Relay Work Group (RWG), and the Performance Work Group (PWG).


Mr. Ashbaker presented an update on the Unscheduled Flow Analysis Subcommittee (UFAS), in lieu of Pete Heiman. SPP was selected as the new Western Interconnection Unscheduled Flow Mitigation Plan (WIUFMP) Administrator. The UFAS will continue to function until such time appropriate functions and work are transitioned to the new Unscheduled Flow Committee (UFC) under the governance of the Qualified Owners and Operators (QOO).


15. INT-004 Reliability Adjustments, Curtailments, and Reloads

Margaret Olczak, BPA, presented on denied curtailments. BPA is seeing curtailments being denied for reasons other than software issues. Curtailment should not be made for economic reasons, but for reliability. The drafting team hears from the industry that they want curtailments to be approved. A precedent has been set by approving all curtailments up to this point.

Mat Weber, Salt River Project (SRP), presented an update on activities of the Situational Awareness and Security Monitoring Subcommittee (SASMS), the Data and Energy Management System Work Group (DEMSWG), the Cyber Security Work Group (CSWG), the Physical Security Work Group (PSWG), and the Telecommunications Work Group (TELWG).


Hongming Zhang, Peak Reliability, presented an update on the activities of the Joint Synchronized Information Subcommittee (JSIS), the Oscillations Analysis Work Group (OAWG), the Data Delivery and Management Work Group (DDMWG) and the Peak-sponsored Synchronized Measurements and Real-Time Tools Work Group (SMART).
