ACTING Municipal Manager Leslie Mokwena from the Thaba Chweu Municipality briefed the media on the notice from Eskom about the possible future discontinuation of the electricity supply on Wednesday last week. The outstanding debt of 282 million Rand is a problem resulting from poor management starting in 2012. Thaba Chweu is honouring its consumption repayment agreement with Eskom, but the challenge is the very high interest rate of prime plus 5% charged by Eskom, that makes it impossible to service the capital debt. Coupled to that are illegal electricity connections and non-payment by consumers, as well as a monthly penalty of R 500 000 levied by Eskom due to an insufficient bulk allocation that is exceeded due to the growth of town. The Eskom allocation is outdated and does not recognise the growth of the area. A lack of performance by Eskom in this regard is now used to levy penalties from TCM. The system defies logic. 282 million Rand outstanding debt at Thaba Chweu TWO friends got into an argument about a cell phone and it could have led to one of the men being stabbed to death. The Lydenburg SAPS confirmed on Tuesday that they were called to investigate on 28 January at 23:00 to Ext 2 in Mashishing, Lydenburg. A man was found with a chest wound, he passed away. The suspect fled the scene. The SAPS are well underway with the investigation. Members of the public who may have more information please phone the local police Detective Services at 013 235 1311. ~ MICHELLE BOSHOFF TCM is doing what it can to address the issues of high interest and the R 500 000 penalty through the office of the Mpumalanga Premier. It is also offering a number of incentive schemes to consumers to “go legal” and pay for electricity. Regarding the cautionary notice from Eskom, residents should note that Eskom invited submissions from all parties on this issue. We as the Highlands Panorama News therefore call on all residents to do the following: 1. Organisations such as the Rusoord Old Age Home, Wenakker, Hospital, Orphanages, places for the indigent, the local Business Chamber, Churches, Schools, Afriforum and individual businesses should write letters to Eskom, urging them not to discontinue power supply and to assist TCM regarding the interest rate and the penalty fee. Indicate the effect of cut offs on frail and old people, learners and business. The more people that write, the stronger the community voice. Send your submissions to The Senior Manager, Customer Services, Box 579 Nelspruit 1200 or mail to CSMpumalanga@ Eskom.co.za. 2. Have your illegal connection legalised and pay for use. 3. Save on electricity use wherever you can. ~ ANDRE COETZEE

You are hereby invited to attend a one day workshop that Childline Mpumalanga is willing to come and present locally in Lydenburg on 14 MARCH 2016 for “Ondersteuningsraad Lydenburg”.Ondersteuningsraad Lydenburg will provide the venue and the catering for the day.Topic: Childhood Depression–There is a distorted belief amongst adults that children are not having feelings and therefore can never be depressed. As a result, children are deprived of an opportunity to address their feelings and they are not permitted to grieve. Children are human too, they have their own feelings and they can experience depression. It is very much important for adults to identify children's depression in order to pre-empt the feelings of isolation and sensitivity on children, which is motivating suicidal thoughts.Date: 14 March 2016Venue: Reformed Church (De Beer Street, Lydenburg)Time: 08:30 to 16:00SACSSP: Accredited for 05 CPD points.Cost: R250 per person (this includes a manual & certificate) + R150 for venue & catering with a total of R400 Can you please confirm and make payment before or on 4 March by the latest whether you will be interested to attend or not. You can phone us during office hours on 013 235 2847.

Andre Coetzee on behalf of the Highlands Panorama writes:The Highlands Panorama News is but one of some 600 businesses operating in the Lydenburg / Mashishing area.We are a small newspaper business employing 5 permanent and 7 casual (half day) workers. Most of the businesses in town are small and only a few can be classified as large businesses. Irrespective of size, we are all dependent on a reliable supply of electricity, as in our case we produce a weekly newspaper that is read by some 45 000 people. We rely on computers and the Internet to do our work. We also undertake most of the marketing, exposure a n d a d v e r t i s i n g o f l o c a l businesses, so our continued existence has a direct impact on the ability of other businesses to promote their products.Several social services exist in town that take care of the frail, the orphans, the unemployed and the disabled. Just a few include Pastor Zodwa's Orphanage, The Rusoord Centre for the Aged, Wenakker for the disabled, Churches and Lelievlei for the destitute. Many of these people are life dependent on equipment that supply for instance o x y g e n t o t h e e l d e r l y . Disconnecting electricity will devastate an already fragile economy and will lead to the loss of jobs, lives and livelihoods. It is also morally and legally wrong to punish end-users who actually pay for their electricity. Please reconsider your proposed actions and try to find innovative ways to find a resolution to the issue with the TCM, including interest rates on debt, bulk usage penalties and so on.• READ the debt article of TCM on page 1 related to this issue.

Open letter to Eskom

Mnr.

’n Kannetjie kos min by Wenkem of die koöperasie.

Lydenburg Dierekliniek se eerste gebou in Kantoorstraat

Me. Daar was nie 'coffee shops’ nie, so Lydenburg Dierekliniek was ’n welkome afsaalplek.

David Hüchzermeyer het mettertyd aangesluit by Lydenburg Dierekliniek.

In the current context of uncertainty, the dialogue between energy policy makers is needed more than ever and the Africa Ministerial Round table will provide ministers from the region and beyond, a unique platform to share their best practices and knowledge. Key issues that will be addressed include regional integration, scenarios outlook for the region, as well as the relevant policy implications.· African energy issues in the global contextThe Indaba Energy Leaders' Dialogue session is for CEOs, senior executives and government officials, which is by invitation only,to exchange views on critical issues facing the energy industry, in informal, off the record discussions. This high-level dialogue provides an intimate forum in which participants can discuss topics such as how to best address the “energy trilemma” during focused sessions on key issues impacting the African energy sector. There are two CEO sessions planned for the 2016 Indaba, which are co-hosted by the World Energy Council and some energy luminaries from Africa and the world.· The development & exploration of Africa's

gas sector Africa's oil & gas sector promises to be a hot topic for investors in 2016 and the sectors are predicted to grow significantly over the next two decades. Africa is endowed with natural resources that are changing the global energy landscape with six of the top 10 global discoveries in the oil and gas sector in 2013 being made in Africa. The inaugural Africa Gas Forumis an official side event of the Africa Energy Indaba. With a focus to developing the Af r ican Gas sector and exp lor ing opportunities for companies to participate, the event provides access to key stakeholders and knowledge experts.· Nuclear as a solution to Africa's energy crisis There is a heated debate in the public discourse about nuclear proliferation and the South African government's announcement that it will proceed with a nuclear build programme. · The development of women professionals in Africa's energy sector Women's leadership is a global business issue and is gaining in prominence in Africa. It needs to be addressed systemically and include the involvement of both women and men at all levels of leadership. The 2nd annual Women in Energy Conference, aligned to the Africa Energy Indaba, focuses on how various departments within companies can work together to advance their corporation's talent agenda and competitive advantage by attracting, hiring, developing, retaining, sponsoring and promoting women in every industry sector.· World Bank IEG Report LaunchA large group of countries, many of them World Bank Group (WBG) clients, depend on revenues from extraction of non-renewable natural resources. Therefore, the effective management and targeted use of natural wealth becomes a critical issue in addressing their developmental needs. These issues also closely relate to the Bank Group's twin goals of eradicating poverty and boosting shared prosperity. The Independent Evaluation Group of the World Bank Group invites delegates to join a conversation around

experiences of and lessons from country program evaluations of WBG engagement in four countries that are endowed with abundant natural resources and also heavily depend on revenues from their extraction: Bolivia, Kazakhstan, Mongolia, and Zambia.· The future of South Africa's electricity supply sector In the future South Africa's electricity supply sector will have greater variety of generation technologies, more Independent Power Producers, more embedded generation in the distribution sector and more co-generation and self-generation from large and small consumers. A new range of skill-sets will be required by suppliers, consumers and government organisations to take full advantage of these innovations. This SANEA Action for Energy Dialoguewill use an interactive and stimulating process of discussion between delegates and experts to explore questions such as “What will become the future sources and ownership of generation?”The Africa Energy Indaba is the World Energy Council (WEC) African regional event and as such the event receives global recognition as the foremost event for energy professionals operating in Africa, wanting access to the growing African energy sector. The 8th annual Africa Energy Indaba will be held on the16 - 17 February 2016in Sandton, Johannesburg, South Africa. Host to 12 African Energy Ministers and many energy luminaries, the event is set to provide access to key energy decision makers in Africa. The event comprises a number of conferences and an exhibition to showcase energy products and services to meet Africa's energy demands. The African energy sector requires USD 40 billion worth of investment annually with a production capacity requirement of 7,000 megawatts per year to meet the demand required to ensure energy access to all Africans. This presents a major opportunity for companies to explore business opportunities in the African energy sector. http://www.africaenergyindaba.com

Agri SA doen 'n beroep op alle besorgde Suid-Afrikaners om ons boere by te staan, aangesien hul b y d r a e k r i t i e s i s v i r d i e voedselsekuriteit van ons land en die plattelandse ekonomie. offers great educational fun for the entire family. Each model dinosaur is built using advanced animatronics (allowing it to animate), and is modelled after its real-life counterpart. The likes of the winged

Pteranodon, towering Diplodocus and horn-rimmed Stegosaurus are popular attractions on show. In addition, children can enjoy the fossil displays, play around with a mock excavation pit and enjoy a T-Rex ride. The exhibition has been a real hit with children and their parents. Etienne Schlechter, Director of Expo Africa and organiser of the event, believes children are fascinated by the realistic dinosaurs on show. “The reception has been great. Since our first showing in Cape Town in 2014, children have loved every minute of the show. It's very rewarding to see, and we take pride in the fact

that our exhibition is a great learning tool for young students.” T h e N e l s p r u i t e x h i b i t i o n w i l l f e a t u r e f i v e information boards that explain the three historic ages of the dinosaur: Triassic, J u r a s s i c a n d Cretaceous, as well as a look at life before and after these lizards roamed earth. Tickets for the exhibition will soon be on sale from computicket.com. Schlechter believes that adults will get a lot of joy out of the s h o w t o o . “ T h e exhibition has plenty of familiar faces, like T . R e x a n d Trieceratops. But you might be able to spot some more obscure n a m e s , l i k e t h e Sp inosau rus and Ankylosaurus.” No visitor can miss the life-sized T-Rex, the only one in South Africa. Created to s i z e , t h e m o d e l accurately recreates the famous lizard's proportions. “T-Rex is a legend of cinema, and it only felt right to recreate a legend in all its glory.” DinosAlive will be open seven days a week from 09:00 – 19:00 at the Riverside Mall. Hou ’n stel 400 A aansitkabels in jou motor.

ooit uitgevind is. Leer hoe.Opsommend:Hierdie wenke geld veral motorfietsryers ook. In my fiets se een “side pannier” ry ek ’n mini kompressor, bandherstelstel, “Swiss army knife”, eertehulpstel, toiletpapier, “cable ties”, “duct tape”, flitsie, “Dry Mac” reënjassie, blikkie spuitolie soos WD 40, buisie handskoonmaakroom, rol tou en mini aansitkabels permanent saam.

SO sleek it’s almost a caricature, yet with old-school front mid-mounted engine and rear-wheel drive, this is Opel’s take on the sports-car of the future. The Opel GT Concept, which will make its world debut at the Geneva Motor Show in March, is a direct descendant of the Opel Experimental GT, the star of the 1965 Frankfurt Motor Show. Just one year after the the foundation of the first design studio run by a European carmaker, designer Erhard Schnell caused a sensation with his futuristic design statement, based on the proven platform of the Kadett B.The reaction from the public was so positive that within three years the GT went into production almost unchanged and the rest, as they say, is history. The GT Concept, like the 1965 Experimental GT, is a runner - in this case powered by a three-cylinder 1-litre direct-injection turbopetrol based on the engine used in the Adam, Corsa and Astra. Tweaked for this application to deliver 107kW and 205Nm, it drives the rear wheels via a six-speed sequential gearbox with paddle shift and an old-school mechanical limited-slip differential.Given that the car weighs less than a ton in full street trim, it’ll hit 100km/h off a standing start in less than eight seconds and top out at 215km/h.While the long bonnet and short rear deck, with no boot lid, over dual central tailpipes channel the 1960s original, the car’s detail work is pure New Millenium, with no door handles or external mirrors.A rear-facing camera in each rear wheel-arch and and a monitor on either side of the cockpit provide wide-angled images with no blind spots, and you open the doors by pressing a touchpad integrated into the red signature line in the roof. The doors, which extend all the way to the front wheel-arches, retract considerably into the space behind the front suspension as they open, so that even when opened wide, they don’t stick out very far - a major consideration in today’s crowded car parks - using a patented space-saving hinge design. The side windows create a seamless transition from glass to the painted surfaces of the doors; Opel doesn’t say whether they can open or not, but it doesn’t look like it, while the windshield flows into a glass roof and on, over a brace bar that gives the appearance of a targa top, to the edge of the rear deck .The adaptive headlights feature Opel’s IntelliLux matrix LED technology - already current on the new Astra - with integrated indicators. The front tyres are a nod to the Opel Motoclub 500 motorcycle, which was considered very avant-garde when it was introduced in 1928, and which boasted a pair of bright red tyres .IOLmotoring .co.za

Andre Coetzee

Daar is elke luukse denkbaar. Opsommend is hierdie ’n premium voertuig. As ek kon, sou ek die X-Trail vandag nog koop. Gaan gesels gerus met die vriendelike verkoopspersoneel by Longtom Nissan in Lydenburg Andre Coetzee.

LATE summer is a wonderful time to spend in your garden and you should be reaping the rewards of all your hard labour.February can be a very hot month and a good time to renew the mulch in your garden, if you have not done so yet. This is especially relevant in the winter rainfall regions and hot, dry inland regions. In the summer rainfall regions heavy rain can compact your soil and quickly leeches out fertilisers from the soil, so in these regions you should loosen the soil, fertilise and apply mulch.Your late summer garden should be overflowing with an abundance of flowers. If you continue to feed, water and deadhead your plants regularly, it's amazing how much longer they will continue to bloom, besides keeping them looking neat and tidy. Even if you only have a half an hour to spare – it's amazing how many dead flowers you can actually clip off in such a short time; besides it will give you a little fresh air, some stretching exercises, and clear your mind :)In cold regions you can 'prick' out the winter seedlings you sowed last month and transplant them into seedling trays. If you divide established perennial primroses now; they will have a few months to re-establish themselves before winter.

Members can click on highlighted links for more information on the flowers m e n t i o n e d .In subtropical regions wait until the end of the month or early March to sow winter and spring flowering annuals. In the cooler winter regions you can start sowing winter annuals. Try cineraria, primula, pansy, stocks, viola, Iceland poppies and ornamental kale. It is also time to sow slow maturing perennials and biennials like foxgloves, delphinium, Canterbury bells, larkspurs, sweet William, and aquilegia (Columbine). Keep delphinium seed in your refrigerator for before sowing as this will speed up germination.
