TheWinchester/NRAMarksmanship Qualification

Program is a skill development pro-gram. It has been the flagship ofNRA’s training development programsfor over 80 years. Instructors andcoaches use the qualification programas a guideline to train new shooters,both juniors and adults, in their clubs.Individuals who are not involved inorganized programs also use the qual-ification program as a tool to developtheir own shooting skills.

Qualification shooting is a year-roundshooting activity that provides incen-tive awards for developing andimproving marksmanship skills.

Progression is self-paced and scores arechallenging but attainable. Performance ismeasured against established par scoresand any shooter who meets or exceedsthose scores is entitled to the correspon-ding recognition awards for that rating.

It’s on the honor system! Shootersacquire the large discipline patch atthe onset of the program and as eachrating is earned, they are entitled toall of the corresponding awards forthat rating. Each rating level has askill rocker, medal, pin, and certificateaward that recognizes and highlightsthe achievement.

The courses of fire in the qualificationprogram are designed to take shoot-ers from beginning skill levels (Pro-Marksman and Marksman) throughintermediate levels (Marksman 1st

Class, Sharpshooter, and Expert) upto the nationally recognized skill level– Distinguished Expert, the pinnacleof the program. By the time a shoot-er completes the DistinguishedExpert rating, he or she has attaineda proficiency level paralleling that of acompetitively classified Sharpshooter.

Qualification shooting can be con-ducted anywhere – on public ranges,

at your favorite club range, even onyour own home range. BB and pelletgun shooters will find air gun qualifi-cation courses especially suited forhome air gun ranges and family learn-ing environments. Parents can shootside by side with their children orstart a neighborhood air gun shootingsports program for their children andtheir friends.

The following information applies tothe overall qualification program—all disciplines, all courses of fire.

SafetyWhen firing for qualification ratings,always follow the NRA gun safety rules:

• ALWAYS keep the gun pointed ina safe direction.

• ALWAYS keep your finger off thetrigger until ready to shoot.

• ALWAYS keep the gun unloadeduntil ready to use.

RulesDiscipline-specific standards are listedwith each course of fire. If specificexceptions are not made, the officialNRA Rules apply. Shooters who arenot familiar with shooting terms, tar-gets, equipment, positions, scoringprocedures, etc., should attend anNRA Basic Firearm Training Courseand obtain a copy of the appropriaterule book for a greater understandingof the discipline before firing for qual-ification. Rule books are listed in theprice list in the back of this book.

EligibilityQualification courses of fire are opento everyone – men and women,adults and youth.

AdministrationQualification shooting is based on thehonor system. It can be a self-admin-istered activity or it can be adminis-tered by parents, club leaders, coach-es, or instructors as part of a family,club, or group program.

Disabled ShootersPersons with physical disabilities arewelcome to participate in theMarksmanship Qualification Program.A physical disability may result in amarksman having to assume a non-traditional adaptive shooting position.For more information, contact NRADisabled Shooting Services, at (703) 267-1495 or [email protected],for guidance in the use of adaptiveshooting positions.

TargetsTarget designations are listed undereach discipline. Targets with “TQ” des-ignations are training and qualificationtargets. TQ targets usually have largerbullseyes and scoring areas than compe-tition targets. Alpha series targets, suchas “A” (smallbore rifle),“B” (pistol), and“AR” (air rifle), are official competitiontargets. Alpha series targets are usedfor most all other formal shooting activ-ities – postal matches, leagues, and com-petition. Any number appearing after a“/” in any target designation (AR-5/10,TQ-1/1), indicates the number ofbullseyes that are on the paper target.

AwardsAll awards,Pro-Marksman throughDistinguished Expert, are ordered directlyfrom the NRA Program Materials Centerby the shooter or the program adminis-trator. Program administrators shouldorder awards in advance so they are avail-able as soon as the rating is earned –instant recognition. Individual shooters canorder awards as each skill level is attained.Refer to the price list on pages 28-31 foraward descriptions and item numbers.

RatingsRatings in the qualification programmust be earned in sequence from thebeginning. While beginning ratings maybe relatively easy for some shootersto obtain, these ratings and the recog-nition the shooters receive keep inter-est high and help sustain shooterswhen ratings become much more diffi-cult to obtain. NRA does not trackearned ratings.

ScoresIn all cases, scores fired for qualifica-tion must be applied to the rating onwhich the shooter is currently work-ing. Scores may not be held and usedfor higher ratings. In most cases, eachskill level requires that you achieve ascore a particular number of times tocomplete the level. However, they donot have to be fired consecutively orin the same session. Scores fired inpractice sessions, leagues, or matchesmay all be applied toward qualificationratings.

RecordsA record of the date when each ratingwas achieved and the awards thatwere acquired should be kept by theshooter or the program administrator.

Distinguished ExpertRatingIn order to encourage completion oftheWinchester/NRA MarksmanshipQualification Program through thehighest rating, shooters have theoption of qualifying for theDistinguished Expert rating by partici-pating in formal competition using alower score requirement, or outsideof formal competition using a higherscore requirement. Shooters may alsoqualify for Double and TripleDistinguished Expert ratings by com-pleting one rating per discipline ofrifle, pistol, or shotgun.

Witness RequirementAll firing for the Distinguished Expertrating must be witnessed by an NRAmember (with current ID number),or an NRA instructor or coach (withcurrent ID number). Exception:shooters who fire scores in formalcompetition use the tournamentresults bulletin from the requirednumber of matches as validation.Shotgun shooters must save theirshooting receipt and score recordfrom each round required.

NRA Basic CoursesNew shooters are encouraged to con-tact a local NRA instructor to enrollin a basic course. Basic firearm train-ing courses are fun, informative, andprovide a good foundation of knowl-edge that can be applied to all shoot-ing activities. To obtain a list of NRAinstructors who offer basic firearmstraining courses in your area, call theautomated telephone help line at(703) 267-1430. If you can not attenda course, read the course handbooks

(see list on page 31). They contain awealth of information that will helpimprove your shooting.

Basic Practical RatingThe Basic Practical rating is recom-mended for all participants, but is not arequired rating in the qualificationprogram. This rating is obtained bycompleting the practical exercise con-ducted during an NRA Basic Course.The Basic Practical skill rocker isawarded if you complete the basicpractical rocker exercises provided asan option in an NRA Basic FirearmsTraining Course.

This event is conducted in fourstages. The four stages must becompleted in the same session toqualify as one completed course.

Stage 1: 5 rounds, strong side, 2hands in 10 seconds.Stage 2: 5 rounds, strong side, 1hand in 10 seconds.Stage 3: 5 rounds, weak side, 2hands in 10 seconds.Stage 4: 5 rounds, weak side, 1hand in 10 seconds.

Rating Requirement: Three timesover the course with a minimumscore of 145, and three times overthe course with a minimum scoreof 170.The number of courses doesnot have to be fired in successionor on the same day.

Marksman First Class:Position: Standing, two hands withstrong side and weak side stages.Note: Strong side means the stronghand–– usually the writinghand––grips the gun firstand functions the triggerwhile the weak hand gripssecond.Weak side meansthe weak hand grips firstand functions the triggerwhile the strong hand gripssecond.

Distance:15 feet AP-2 target.30 feet AP-1 target.

Target: AP-1 or AP-2 precisiontarget.This event is conducted in twostages. Both stages must becompleted in the same session toqualify as one completed course offire.

This event is conducted in two stages.Both stages must be completed in thesame session to qualify as one completedcourse of fire.

Hits: A shot hole musttouch (or hit within) thesolid border line in orderto count for score.

The conventional “bullseye” pistolqualification is fired from the standingposition using one hand, except for thefirst three ratings (Pro-Marksman,Marksman, and Marksman 1st Class)where the benchrest or two-handedstanding positions may be used.

Target and DistanceOptionsAny of the following targets anddistance combinations may be used:TQ-6 slow fire target, and TQ-7 timed

and rapid fire target at 25 feet. B-2slow fire target, and B-3 timed andrapid fire target at 50 feet. B-16 slowfire target, and B-8 timed and rapid firetarget at 25 yards. B-6 slow fire targetat 50 yards, and B-8 timed and rapidfire target at 25 yards. B-4 target at 20yards.

Shots Per TargetTraditionally, 10 shots per target arefired on “B” series targets. However, ifscoring becomes too difficult, shootershave the option of using two targetsand firing five shots on each. The five-shot firing option (two targets, fiveshots per) are fired on the TQ seriestargets.

Slow FireSlow fire is 10 rounds fired in 10minutes.

Timed FireTimed fire is 10 rounds fired in twofive-shot strings at 20 seconds perstring.

Rapid FireRapid fire is 10 rounds fired in twofive-shot strings at 10 seconds perstring.

AggregateThe aggregate course is 30 shots thatmust be fired as a complete unit in thesame session in order to qualify as aviable course of fire. Each qualifyingcourse of fire must meet or exceedthe minimum score or the completeaggregate must be refired.

An aggregate consists of a total of 30shots fired as follows:

� 10 shots slow fire – 10 shotsfired in 10 minutes

� 10 shots timed fire – five shots firedin 20 seconds, two times

� 10 shots rapid fire – five shots firedin 10 seconds, two times

Bullseye pistol shooting is one of the most popularshooting sports. Shot indoors, these courses of fireemphasize the development of competition bullseye pistolshooting skills. Competitive bullseye shooting is also know as“conventional pistol.” The precision required in bullseyeshooting helps to hone your trigger control andconcentration skills. These skills will be of great value if youdecide to move on to action pistol shooting. While someshooters may prefer the course of fire that emphasizes stage(slow, timed, and rapid fire) skill development, others mayprefer the course that stresses aggregate (total score) skilldevelopment. Both are provided so you can shoot thecourse of fire that is right for you.

International Air Pistol

This air pistol qualification course is designed to introduce shootersto the challenge of air pistol shooting by starting with the

benchrest and two-handed standing positions then progressing to theone-handed standing position. The required number of shots in the course

also increases in stages to help new shooters develop the strength andendurance necessary to complete a full course of fire.

This rating is achieved by completing the practical exercise conducted during an NRA Basic Pistol Course.

GunAny safe .177 caliber spring, pneumatic,or CO2 gas pistol or revolver may beused.

SightsOnly open sights are permitted.

PositionFor the Pro-Marksman and Marksmanrating, shooters can use the benchrestand the Advanced Supported position.However, Marksman 1st class andhigher must use two-handed and one-handed standing position.

Advanced Supported position:Theshooter must be seated and may usesupporting materials, such as boxes,duffel bags, bean bags, or sand bags, on

the table or bench. The shooter'sshooting arm must be fully extended,with the sights at eye level. The non-firing hand may provide support for thefiring hand or the butt of the pistol,and the shooter may rest his or herelbow on the supporting material.

Two-Handed position: Shooter mustshoot from a standing position, withthe pistol held in both hands. Noartificial support is allowed, and theshooters arm must be fully extended,with sights at eye level. The shootersnon-firing hand may be used to providesupport for the firing hand.

Target and DistanceThe official B-40 target is used at 10meters (approximately 33 feet).

Shots Per BullseyeFive or 10 shots per bullseye can beused for beginner ratings. The number

of shots fired per bullseye is optionaland should be altered if scoringbecomes difficult. (At elite levels ofcompetition, only one shot is fired ateach bullseye).

RatingsThe required number of shots must befired in the same session to qualify as acompleted course of fire. The numberof times the course must be repeateddoes not have to be firedconsecutively.

International Air Rifle

This course of fire introduces newshooters to the sport using the

benchrest or prone-supported positionsbefore progressing to the standing position.

These positions are designed to help shootersreinforce the basic fundamentals during early stages of

development. The course of fire progresses from 10 shots, to20 shots, to an optional 40 or 60 shots. Air rifle shooting can lead

to college scholarships, world championships, and even the Olympics.

RulesNRA International Rifle Rules will apply,except where specific exceptions aremade.

Indoors or outdoors, the 4-positionqualification course may be used by BBgun shooters, air rifle shooters, and

smallbore rifle shooters alike! The air gun componentsin the program make it the perfect way for parents to introduce their

children to the practices and challenges of rifle shooting.

The courses of fire focus on the development of four shooting positions––prone, sitting, kneeling, and standing. High power rifle enthusiasts can now develop the shooting skills thatlead to success in matches and tournaments with the aggregate

competition course of fire. Highpower rifle shooting is the mostpopular event at NRA National

Matches. The aggregate competition coursehelps develop target shooting skills using a 50-, 80-,

or 100-shot course of fire. If hunting is your interestand you want to build your field shooting skills, thesporting rifle event provides a course of fire using boththe supported and standing positions. Scores fired on a

home range, a local club, or in a league or tournament can allbe applied toward the rating requirements in either high power

qualification program.

EquipmentA sling may be used in all positionsexcept standing. Telescopic sights,hook butt plates, and palm rests arenot permitted.

Firing ProceduresQualification ratings may be earned byfiring any one (50-, 80-, or 100-shot)course. All four stages must becompleted in the same session to

The same safety precautions requiredin tournament shooting apply toqualification shooting. In the slow-firestage, all rifles are loaded with onlyone cartridge at a time. In rapid-fire,shooters using service rifles first loadand fire two rounds, then reload andfire eight rounds to complete the10-shot string within the specified timelimit. Shooters using other centerfirerifles initially load and fire five rounds,then reload and fire another fiverounds.

SPORTING RIFLE COURSERulesThe Sporting Rifle course of fire isgoverned by the rules listed in thisbooklet.

GunsAny safe centerfire rifle weighing lessthan 9.5 pounds, including detachablemagazines and sights, but excludingsling, may be used. Telescopic sightsare permitted.

EquipmentAny equipment that is considered usualand customary for field use, such ascoats with light padding at theshoulder/elbow and unpadded gloves,may be used. Special jackets, gloves,slings, set triggers, hooked butt plates,palm rests, and other devices

PositionsRest Position: Arms and elbows maybe rested against the shooter’s knees,or on the ground, or on a bench, table,sandbag, or other object to assist inholding the rifle steady. The muzzleloading revival is probably the most unexpecteddevelopment in the shooting sports during the last few decades.

Thousands of Americans are returning to those times, centuries ago,when black powder was first developed and muzzleloading firearms werethe height of progress and technology. They experience tradition, history,and a link to our American past by participating in CivilWar skirmishes,formal target shooting, frontier rendezvous, novelty matches, turkey shoots,and hunting with muzzleloading firearms.

RulesNRA Muzzleloading Rifle, Pistol, andShotgun Rules apply, except wherespecific exceptions are made.

Guns and EquipmentRifle: Any safe muzzleloading rifle maybe used. Flintlock rifles must use apatched round ball. Percussion riflesmay use any projectile. Flintlock andpercussion-type ignitions will beconsidered equal in stature. Anymetallic sight is allowed.

Military Small Arms (Musket): Anysafe, original or reproduction, military(as issued by the United States,Confederate States, or by a stategovernment) rifle, musket, carbine, ormusketoon of .54, .58, or .69 calibermay be used. The projectile can be ahollow-base, Minie-type or swagedbullet. Original pattern sights must beused.

Pistol/Revolver: Any safemuzzleloading pistol or cap-and-ballrevolver may be used. All shootingmust be done with one hand, usingonly the arm to support the firearm.

Only metallic sights may be used.Open, fixed, or adjustable sights areallowed. The projectile may be a roundball or a conical bullet.

Shotgun: Any safe single- or double-barrel muzzleloading shotgun, that usespercussion cap or flintlock ignition, maybe used.

Accessories: Slings, palm supports,cross-sticks, loading tubes, shootingcoats, and gloves as described in theNRA Muzzleloading Rifle, Pistol, andShotgun Rules may be used.

Pistol: B-17 or B-19 25 yds.

B-6 50 yds.

Shotgun: standard clay targets are usedfor shotgun.

PowderOnly black powder or suitablesubstitute may be used.

ScoringIn all cases in which 13 shots are fired,

only the high 10 will be scored. Due tothe variation of calibers used, scoring isdone relative to the center of the ballor bullet hole. The center of the shothole must at least touch a scoring ringto count that value. There are no timelimits for completing a target.

Develop your marksmanship skills and earn Sport Shootingqualification ratings while you practice with your favorite

hunting gun, target gun, or air gun. These specially designed skillbuilding courses of fire are ideal for brand new shooters,particularly those who participate in NRA Basic Firearm TrainingCourses. In most of the Sport Shooting courses of fire, supportedpositions are used to speed the learning process. Sport Shootingqualification is the perfect way to begin your marksmanship training.

RulesAll rules and requirements for thesequalification courses are listed onthese pages.

GunsAny safe air gun, rifle, pistol, shotgun,or muzzleloading firearm may be used.

SightsMetallic, telescopic, or electronic sightsare permitted.

PositionsExcept for shotgun, firing is conductedin four positions: supported prone,supported sitting, supported kneeling,and supported standing. Pistols may befired using two hands.

SupportArtificial support to brace both thebody and the gun is allowed. Examplesof artificial support include gun rest,barricade, log, bench, sandbag, cross-sticks, pillow, and table.

Time LimitsThere are no time limits in any of theSport Shooting courses of fire.

Target and DistanceOptionsAny target can be used providing thetarget is appropriate for the gun and isused at its specified distance. Some

NRA Postal MatchesAnother shooting activity that helpsyou test your skills is the NRA PostalProgram. Postal matches are non-sanctioned competitions fired at theshooter’s local/home range. Thefired targets are then mailed (hencethe name) to the NRA postalprogram coordinator. The targets arescored and a results bulletin isprepared and mailed to theparticipants. The conditions of eachmatch are specified in the postalprogram. Popular postal matcheshave shooters from all over the

country participating in the event.Currently, programs are available forjunior and adult shooters inconventional and centerfire pistol.There are also 3- and 4-positionsmallbore rifle programs open toeveryone. In addition, NRA offerspostal matches specifically designedfor various organizations: JROTC,VFW, DeMolay, 4-H, Boy Scouts of

NRA National JuniorAir Gun Championshipand Training SummitEach year, the NRA invites NRA StateAssociations, local-level clubs, andyouth organizations to participatein an excitingnationalchampionshipand specialtraining classes.

Competitions includePrecision Air Rifle, SporterAir Rifle, and Air Pistol.Shooters get the chance tocompete and attend trainingclasses taught by some ofthe best shooting coachesin the country. Trainingtopics may include honingyour positions, the latesttechniques, using equipment,how to keep a shooters diary,competition rules, mentaltraining, and new equipment.

The training summit is not just for theyouth participants. Trainingworkshops are offered to coaches aswell. Coaches will learn more abouthow to improve the fundamentalshooting techniques and positions oftheir shooters, the latest trainingmethods, other programs in whichthey can get their club involved, andhow to apply for grants and fundingprograms.

OutstandingAchievement YouthAwardThe NRA Outstanding AchievementYouth Award recognizes NRA JuniorMembers, 18 years and under, whotake an active part in the shootingsports through individual and teamparticipation, educational pursuits, andaccomplishments.

All NRA Junior Members are eligibleto receive the award once theyhave completed five corerequirements andfive electiverequirements.Examples of therequirementsinclude: being amember of alocal shooting club or state

association, completing an NRABasic Training Course, earning arating in any discipline through theNRA Marksmanship QualificationProgram, completing a state-sponsored hunter education course,competing in a tournament or postalmatch, and volunteering at a localFriends of NRA event.

Once a participant meets therequirements, he or she will receivethe official NRAYouth Award Medalrecognizing his or her accomplishment.Three NationalWinners will beselected to receive monetaryscholarships.
