The new £500m Royal Liverpool University Hospital is set to finish construction in 2017 and is just two minutes walk from The Rise.

The Northern Powerhouse first announced by George Osborne in Manchester in 2014 seeks to rebalance the UK economy away from London by encouraging investment and economic growth in the Northern regions.

FAQ’S
When do we enter into a binding contract to purchase?
As soon as you sign the contract and pay the deposit to the solicitors it is treated as your authority to proceed to exchange of contracts. Any money paid is retained by solicitors in a secure escrow account and only released in accordance with the contract terms.
How are my funds used during construction?
Funds received are held with solicitors in an escrow account until they are required for use in construction, development and management. When further funds are required, a site valuation
is submitted to the Architects. Once assessed and accepted as an accurate requirement of funds, a valuation certificate is issued to solicitors. Only on receipt of the certificate will funds be released to the Developer and under the terms set as
stakeholder. This ring fences your funds in the event of any difficulties as only funds used in line with the escrow terms and against the last valuation have been drawn and made available. Therefore all other amounts paid are still held in escrow and only made available to the Developer once the next valuation is submitted and authorized.
When do I make the installment payment?
The contract provides that you make your installment payment in accordance with the terms you have agreed after exchange of contracts. We will send you a reminder as to the payment and instructions on how the payment is to be made once the contracts are exchanged. It is essential that the payment is not delayed outside the deadline otherwise you will be in breach of the contract terms and at risk of losing the Unit. Again any money paid is retained by solicitors in a secure escrow account and only released in accordance with the contract terms.
When do we make our final payment?
The Developer anticipates the units will be available by Q3 & Q4 of 2018 or before and on giving one month’s notice of Practical Completion. The unit will be available to you once the Build Supervisor has issued a Completion Certificate. As soon as this Certificate is issued we shall notify you that the balance is due and payable. The balance must be paid within 10 working days after the date of issue of the Certificate. The payment of the balance of monies and release of the Unit will trigger the rental assurance period as per the terms of the Property Management Agreement that will run for five years from the date of completion of the transfer of the unit to you.
What happens to the reservation fee?
The reservation fee is part of the purchase price and all deposit and installment payments allow for all sums paid by you whether to the agent or via your solicitors. This is not an additional fee on top of the purchase price but is allowed for within it.
How is the Rental Return Assured?
The Assured Rent is payable throughout the rental assurance period by the managing agents of the site whose purpose is to achieve the required occupancy rates, a company known as Galbraith Estates. The only condition of payment of the Assured Rent is that you enter into the Lease Agreement with the preferred agent.
How and when will I receive my Assured Rent?
Under the Sale, Lease & Under Lease Agreements you will be paid the Assured Rent quarterly in arrears by banker’s order direct to your account. The amount of the assured rent is specified in the Lease agreements that are in your Contract Pack and issued by your solicitors before exchange of contracts.
Will there be any deductions from the Assured Rent?
No, any deductions come from the gross rent so you receive the net value.
Who will manage the Building after completion?
The Lease you enter into provides for a Management Company owned and controlled by the Buyers
to run the building and look after the services, maintenance and repair of the common areas and supplies. So in effect this will be looked after by you. Initially during the Assured Rental Period Galbraith Estates will manage the building on your behalf but ultimately the control rests with you and a new building management company can be appointed should owners decide collectively to do so.
Who is responsible for supervising the building works?
The Design and Build Contractor will supervise the building works together with their team of Professional Consultants - Architects, Structural Engineers and Services Engineers. The Developers Project Manager and Construction Director oversee all parties and they all hold the experience and qualifications to manage developments of this size.
Will the construction work have cover?
The construction work will be covered by a 6-year Architects Certificate from Brock Carmichael issued on Practical Completion.
Will my Unit be insured?
Under the terms of the Unit Lease the Developer will insure the building and under the terms of the Property Management Agreement this will include your Unit and any third party occupier’s liability.
What happens at the end of the rental assurance period?
The investor will be at liberty to renew the Lease & Under Lease Agreement with the management company or they can make their own arrangements for the management of the unit by appointing a new management agent.
Can I sell the Unit during the Rental Assurance Period?
Yes the benefit of the rental assurance is transferable with the unit so long as the new owner takes on the Lease & Under Lease Agreements.

Full planning permission has been granted by Liverpool City Council and The Rise complies with the two levels of statutory compliance;
The first level of compliance The Rise satisfies is with the Liverpool City Council’s full planning application via ‘The Local Plan’ document. The planning process has concluded and full approval and planning permission is granted in accordance with both Liverpool’s Local Planning Framework and also in accordance with the National Planning Policy Framework (NPPF).
The second level of compliance is regarding building regulation and control. There are multiple sections for any development to comply with however the main ones are;
Buyer Funds are held in Escrow with solicitors. For funds to be released the request for funds must meet the contract terms and a site valuation submitted by Create Construction to the Architects. They assess, audit and approve any valuation via an elemental cost plan that ensures the valuation and bill is accurate and every element of materials, supplies or equipment is fully accounted for. A valuation certificate is then issued to solicitors and only on receipt of the certificate will funds be released to the Developer. The Developer then arranges payment for the works undertaken as per the payment terms and contract.
