Inter-RAT Cell Reselection Strategy

n In idle mode, cell reselection from WCDMA to GSM/GPRS enables the UE to choose a new cell in another system to camp on, ensuring service availability when WCDMA coverage deteriorates.

n Cell reselection from GSM/GPRS to WCDMA allows the UE to return to WCDMA, where it can access more advanced services.

n Cell Reselection is always used to return to WCDMA, which has higher priority.

3G→2G Cell Reselection Procedure -Measurement

n When the UE is camping on a 3G cell, inter-RAT cell reselection measurement is triggered by measurement rule

n Qqualmeas represents measured quality of serving cell, typically CPICH Ec/No. Qqualmin, SsearchRAT are the parameters broadcast by UTRAN as system information. Qqualmin indicates the cell’s minimum required quality value which fulfills the cell selection suitability criterion. SsearchRAT indicates the threshold to trigger the measurement for inter-RAT cell reselection.

n If SsearchRAT is not broadcast, the UE will perform inter-RAT neighbor cell quality measurement. Whether to broadcast SsearchRAT or not is controlled by the parameter OtherRATInfoPre.

n To estimate the quality of the GSM/GPRS cells, GSM Broadcast Control Channel (BCCH) carrier measurements are collected in terms of Received signal Level Averaged (RLA).

n After measurement, it will rank all the measured cells, according to the following ranking criteria:

Serving cell: Rs = Qmeas,s + Qhyst1s

Neighbor cell: Rn = Qmeas,n − Qoffset1s,n

n Qmeas,s represents the measured signal quantity of serving cell, typically CPICH RSCP of the WCDMA.

n Qmeas,n represents the measured signal quantity of neighbor cell.n Qhyst1s indicates the hysteresis value for FDD cells when the

measurement quantity for cell reselection is CPICH RSCP. n Qoffset1s,n indicates the offset between the serving cell and

neighbor cell when measurement quantity is CPICH RSCP.

seconds, the UE reselects to that 2G cell. This implies it being at least (Qhyst1s + Qoffset1s,n) better than the 3G serving cell, and better than any other 3G measured cell for Treselection seconds:

Rn(GSM) > Rs(WCDMA) and Rxlev(GSM) > Qrxlevmin

Qrxlevmin indicates the cell’s minimum required Rx level value which fulfills the cell selection suitability criterion.

Inter-RAT Handover Strategy

n Inter-RAT handover is used in connected mode to maintain the required quality and guarantee service continuity when WCDMA coverage deteriorates.

n Inter-RAT handover is a hard handover, usually based on UE measurements. The UTRAN instructs UE to monitor the quality of the current cell and system and, if quality fallsbelow a specified threshold, to monitor the signal strength of the other system.

n Besides, inter-RAT handover can be blind handover based on shared coverage. No measurement is made on the target system and the target cell is retrieved from system information broadcast.

Inter-RAT Handover Strategy

n The inter-RAT handover procedure depends on the UE’sdomain. In CS domain, WCDMA implements a seamless inter-system hard handover. In PS domain, the procedure is based on a cell reselection process that cannot maintain the QoS.

n For voice services in CS domain, inter-RAT handover in the 3G-to-2G direction has higher priority because good GSM coverage is assumed, and normally no need to return to WCDMA. The UE reselects back to WCDMA after the call is released. This avoids unnecessary inter-RAT handovers, which can increase the risk of dropped calls.

Event Triggered Measurement and Handover

n The measured quantity can be CPICH Ec/No or RSCP. The specific parameter used is controlled by the NonIntraMeasQuan parameter. The measured quantity of Inter-RAT measurement depends on the systems to be measured. For the GSM/GPRS, the measured quantity is RSSI.

n ZTE UMTS supports event 3a, 3c for inter-RAT handover. And uses event 2d, 2f as the criteria for evaluating the signal quality of the current frequency. If the UE reports 2d event, which means the current carrier is in poor signal quality, and no inter-frequency neighboring cells exist, or the UE reports a 2e event after inter-frequency measurement is started (which means the signal quality of the measured inter-frequency neighboring cell is also poor), the RNC tries to initiate Inter-RAT blind handover or start Inter-RAT measurement 3a or 3c event.

Range and Step

An offset is allocated for each cell being monitored. The offset can be positive or negative. Before the UE judges whether an event occurs, adds the offset to the measurement result. If the PCPICH uses a positive offset, the UE sends the measurement report just like PCPICH is x dB better than the actual case. Or, if the PCPICH uses a negative offset, the PCPICH report is limited. When the cell individual offset is used, the corresponding cell is possibly (at least temporarily) the target cell of the handover or removed from the active set.

This parameter indicates whether to confirm the BSIC of GSM cells when performing the Inter-RAT measurement. BSIC = NCC (Network Color Code) + BCC (Base Color Code). BSIC can be used to identify the GSM cells. If the value is ‘Not Required ‘, UE does not confirm the BSIC when measuring the GSM cells. If the value is ‘Required ‘, UE confirms the BSIC when measuring the GSM cells, and then queue the confirmed BSIC cells according to the measurement results. In each measurement period, re-confirm and measure the BSIC in the order of the measurement results, from good to bad.
