Acting promptly on a request received from the local administration for salvaging the sunken boat to progress the magisterial inquiry into the accident, the Clearance Diving Unit conducts Salvage operation in two phases Salvage Operation of MV Aqua Marine Clearance Diving Unit (CDU) under the Naval Component of the Andaman and Nicobar Command was pressed into immediate action. Since the boat was at a depth of 25 metres,and nearly 600 metres from the shore, the salvage operations involved detailed planning and extensive preparations. The CDU began the operation at first light on 02 February 14. The salvage was carried out in two- phases. The first phase involved the difficult task of lifting the boat from a depth of 25 metres close to water surface and the second phase involved preparing it for being towed to shore. “Deep Sea Lift Bags” were used for first phase of salvage. The bags are specialised inflatable balloons that can support Centre allocates Rs. 150 Cr. additional fund to Islands Port Blair, Feb 04: The Administration while submitting BE for the year 2013-14 to MHA/Ministry of Finance had projected the requirement of funds amounting to Rs. 2355.86 Cr. under the Plan Section and Rs. 1843. 18 Cr, under Non- Plan Section. As against the said requirement, the Govt. of India, Ministry of Finance had allocated an amount of Rs. 1862.49 Cr. under Plan Section and Rs. 1440.93 Cr, under Non Plan Section. Subsequently, while submitting the RE, the Administration had projected the requirement of Rs. 1906.63 Cr. under the Plan Section and Rs. 2404.00 Cr. (including arrears payable to DGS&D amounting to Rs. 489.30 Cr.) under the Non- Plan Section. As against that, the Ministry of Finance, Govt. of India had allocated an amount of Rs 1520 Cr. under Plan Section and Rs. 1515.52 Cr, under Non-Plan Section. Thus a huge budgetary cut was imposed on the fund allocation to this UT: so much so that the Administration (See page 2) (See page 2) Women found dead under mysterious condition at Phoenix Bay Lodge Port Blair, Feb 04: A lady, nearly 40 years, was found dead inside a lodge of Phoenix Bay yesterday early morning. According to reports there was no mark of any kind of injury or struggle on the body of the lady, who actually belongs to Andhra Pradesh and was working as domestic help in Andaman in many houses. Sources told that the lady had come to the lodge along with a man on 2nd February night and was allotted a small room, which lacks proper ventilation. The man reportedly left the room after giving food to the lady and after dinner the lady slept putting a mosquito coil. Police suspect that the lady died either because of suffocation or due to heart failure, which will be confirmed only after Post Mortem report. Police has however registered a case in this regard and investigating whether there is any other angle in this case. DJ Venkatesh Sheekha News Service Bishnu Raises DRMs’ issue, demands compensatory pay to Fire and Police Personnel Port Blair, Feb 04: The Member of Parliament, Mr. Bishnu Pada Ray today said that many people are working in various departments since last many years and their services were not regularised till now. He said that the Administration is looking into the matter regarding regularization of DRMs working in different departments for over 10 years. Addressing a press conference at MP Bhawan soon after attending a review meeting, the MP said that the Chief Secretary has desired that matter regarding possibility of regularization be examined by the concerned authorities. The MP further stated that during the meeting it was informed that estimate for the development of facilities for Mohammed Sajid Sheekha News Service safe berthing of fishing boats at Dugnabad is in final stage. He requested the Administration for sending proposal to the Home Ministry for reinstatement of compensatory pay to Fire and Police Personnel, which according to him, was stopped after 2012. GANG RAPE AT DIGLIPUR Auto Driver and friend rape VS Palli Girl; four arrested Diglipur, Feb 04: A girl from Vidya Sagar Palli (VS Palli) was allegedly raped by two people at Shibpur Village of Diglipur today. According to reports, the girl had come to Diglipur School for attending Saraswati Puja and while going back one of her known friend, accompanied her. When the girl said that she wants to go home the boy reportedly offered to drop her by auto. Soon the boy called an auto and soon from RK Gram (near CHC) two other boys got into the auto forcefully and the auto driver started driving the DJ Venkatesh Sheekha News Service auto towards Shibpur. When the girl cried for help one of the boys pressed her mouth. At Shibpur village, the first boy reportedly raped the girl and after that the auto driver allegedly raped her. After committing the crime when the girl was being brought back in the same auto the girl somehow showed hand to a PCR van, which was crossing by. Soon the Police Jawans intercepted the auto and rescued the girl and the SI, Mrs. Shabana Hanif of Diglipur PS also reached the spot and arrested all four people. Salvage Operation of MV Aqua Marine

Clearance Diving Unit(CDU) under the NavalComponent of the Andamanand Nicobar Command waspressed into immediateaction. Since the boat was ata depth of 25 metres,andnearly 600 metres from theshore, the salvage operationsinvolved detailed planningand extensive preparations.

The CDU began theoperation at first light on 02February 14. The salvage

was carried out in two-phases. The first phaseinvolved the difficult task oflifting the boat from a depthof 25 metres close to watersurface and the second phaseinvolved preparing it for beingtowed to shore.

Women found dead under mysteriouscondition at Phoenix Bay Lodge

Port Blair, Feb 04: A lady,nearly 40 years, was founddead inside a lodge of PhoenixBay yesterday early morning.According to reports there wasno mark of any kind of injuryor struggle on the body of thelady, who actually belongs toAndhra Pradesh and wasworking as domestic help inAndaman in many houses.

Sources told that thelady had come to the lodgealong with a man on 2ndFebruary night and was

The boat wassuccessfully brought to adepth of seven metres, beforesuspending the operationsdue to poor light and fallingtide on 02 February 14. Thesalvage recommenced nextmorning and the secondphase of operations was putinto action.

The boat wasattached with specialised“Enclosed Salvage Bags”suited for shallow watersoperations. The boat wasfloated up 2-3 metres belowthe water surface, and

thereafter carefully towedcloser to the shore till veryshallow depths, and finallybeached about 50 metres fromthe shore. The operation wascompleted by 1100 hours on03 February 14.

The CDU was able toachieve this extremely difficultand intricate task in a littleover fifteen hours. Thesuccessful and swift mannerin which the salvageoperations were carried out bythe Andaman and NicobarCommand, yet again reflectsthe promptness, flexibilityand resoluteness of theArmed Forces. Andaman andNicobar Command had earlierresponded immediately onreceiving news of the accidenton 26 January 14, anddespatched their Naval FastInterceptor Craft and theClearance Diving Team alongwith a Chetak helicopter andan Inshore Patrol Vessel of theIndian Coast Guard for thesearch and rescue operations.

The boat is animportant evidence in theongoing investigation, and itsrecovery will significantly helpto determine the cause of thetragedy.

HYDERABAD: The IndianNational Institute of OceanInformation Services(INCOIS) in the city is plan-ning to set up 35 seismic sta-tions on the Andaman andNicobar Islands in the nexttwo years to improve tsunamiwarning systems. The newstations estimated to come upat a cost of Rs 20 crore, willbe installed by 2016.

Scientists at INCOISsaid that the Andaman andNicobar region is one of thetwo epicentres of earth-quakes causing tsunamis inthe Indian Ocean, known tohave catastrophic effects onthe coasts of six countries.With the new stations in place,scientists said they can esti-mate the actual scale of anearthquake based on the de-formation of the earth’s crust.Estimating a deformationclose to the epicentre of anearthquake can help in issu-ing early tsunami warnings,they added.

“Monitoring of defor-mation of earth’s crust in real-time makes it feasible to esti-mate the scale of an actualearthquake thereby helping inissuing improved alerts,” saidDr T Srinivasa Kumar, incharge of the National Tsu-

These displacementswill give us an indicator of theenergy scale of a quake,” hesaid. “Given that even acouple of seconds are criticalin a local tsunami warning, aquick estimation of importantearthquake parameters couldresult in improved early tsu-nami warnings,” said scien-tists. Scientist discovered Methodto curb greenhouse gases

Scientists discovered a new methodto convert harmful greenhouse gasesinto chemicals which can producesynthetic fuels on 2 February 2014.

A team of researchers at theUniversity of Delaware has devel-oped a highly selective catalyst ca-pable of electrochemically convertingcarbon dioxide (a greenhouse gas) tocarbon monoxide with 92 percent ef-

ficiency. The carbon monoxide thencan be used to develop useful chemi-cals.

It was found that when anano-porous silver electrocatalystwas used, it was 3000 times moreactive than polycrystalline silver, acatalyst commonly used in convert-ing carbon dioxide to useful chemi-cals.

Expectations are highfor the science that willcome from the $8.7 bil-lion James Webb SpaceTelescope—the succes-sor to the Hubble SpaceTelescope. Thetelescope's four mainscience instruments arenow all in one place, asare its 18 mirror sec-tions. When assembledin space, they will cre-ate the largest orbiting mirror everseen.

This long-awaited comingtogether is taking place in a vast cleanroom at the Goddard Space FlightCenter in suburban Maryland. Thelast pieces have arrived, and now thetwo- to three-year task of assemblingthe telescope has begun.

On Monday, NASA Admin-istrator Charles Bolden, Senator Bar-

bara Mikulski, Senior Project Scien-tist and Nobel laureate John Mather,and the Webb team celebrated thismilestone. And, with equal enthusi-asm, they anticipated the science thatwill come in once the Webb telescopeis in orbit, about one million milesfrom Earth.

Though this prac-tice slowly faded away, thetradition of having the militaryband has continued to main-tain links with the past and therich legacy. Thus, many unitsof the Armed Forces continueto maintain military bands.Bands of the Armed Forceshave performed in severalnational and international fora, and won wide acclaim fortheir musical virtuoso. Militaryband performances during the‘Beating Retreat Ceremony’to mark the end of the Repub-lic Day celebrations have al-ways been a key attraction tothe audiences.

The band wasconducted by LieutenantCommander Vijay Charles D’Cruz, a very experiencedmusician officer of the IndianNavy. Novel versions of thepopular songs,Summer of ’69and Gangam style, which arepredominantly electronic in-struments’ songs, were ren-dered in acoustic style whichshowcased the musical dex-terity of the band. Interna-tional numbers played by theNaval Bnd were particularlyappealing to the audience.Apopular German militarymarch ‘AlteKamraden’ (OldComrade), the ‘WaltzingMatilda’, Australia’s mostwidely known Bush Balladand often called the ‘Unoffi-cial National Anthem of Aus-tralia’, a Sri Lankan patrioticsong ‘HelaJathikaAbhimane’(Proud to be A Sri Lankan)composed and arranged byDr Patrick Denipitiya, and aNew Zealand love song,‘Pokarekare Ana’whichtranslates into‘The Breakingof the Waves’, a traditionalMaori song which gainedpopularity during the FirstWorld War, were among theinternational numbers per-formed by the Naval Band.Incidentally, 06 February iscelebrated in New Zealand tocommemorate thehistoricsigning of the Treatyof Waitangi, which is thecountry’s Founding Docu-ment while 04 February is SriLanka’s National Day to cel-ebrate independence fromBritish rule in 1948. It was apleasant coincidence to havesenior delegates from the twocountries in the audience andthe band dedicated respectivenational tunes to them, be-sides invitees from othercountries participating inMILAN 2014.Bagpipers and

drummers from the 22PUNJAB of the Indian Army,followed the performance ofthe Naval Band. Led bySubedarLachhman Singh, theband performed a marchingrendition of popular patrioticnumbers including‘KadamKadamBadhayeJa’,the regimental quick march ofthe Indian National Army and‘SaareJahan Se Accha’, writ-ten by the famed UrdupoetIqbal in 1904. A Scottishsong,‘The Hundred Pipers’lent an international flavuor tothe performance by the band.

The final segment ofthe concert was performed bythe military band of theJammu and Kashmir LightInfantry Regimental Centre.The band was raised in 1948and has the unique distinctionof having participated in the9thAsian Games at NewDelhi in 1982 and the SouthAsian Athletics Meet atKolkata in 1987. The conduc-tor for last evening’s concertwas NaibSubedarRaghubirRoy. In a performance last-ing over half an hourthe bandplayed captivating tunes rang-ing from the popular Indiansong ‘Aye Mere WatankeLogon’ to ‘Scipio’s March’, apopular Roman song and‘Cornfield March’, a songoriginally based on the text byWilliam Shakespeare. A ren-dition of the classical,‘RaagKathak’, was a fineexample of adaptation of aclassical Indian tune by mili-tary bands. ‘SobreiasOlas’(Over the Waves), a Mexicansong and ‘Besami Mucho’(Kiss Me a Lot), a Spanishsong written in 1904 whichhas been translated into 20languages and sung in manydifferent styles were the otherattractions by the band. Theperformance was brought toa close with a soulful rendi-tion of the poignant tunes‘Abide With Me’ and ‘LastPost’.
