01. CIRCULAR AGENDA : SUPPLY, INSTALLATION, OPERATION & MAINTENANCE OF ICT BASED SOLUTION TO CAPTURE REAL TIME FEEDBACK FROM PUBLIC AND COMMUNITY TOILET FOR MONITORING THE CLEANLINESS IN PUNE CANTONMENT AREA

To note Circular Agenda dated 25.01.2018 approving the proposal submitted by ITI Ltd., Govt. of India undertaking for supply, installation, operation and maintenance of ICT based solution to capture real time feedback from public and community toilet for monitoring the cleanliness in Pune Cantonment area in a phased manner for the 52 public toilets approx. within the Cantonment limit for a period of three years @ Rs. 945 per device per month + taxes as applicable. 02. CIRCULAR AGENDA : INSTALLATION OF TRAFFIC SIGNAL AT PRINCE OF WALES DRIVE ROAD & VICTORIA ROAD (LAL BAHADUR SHASTRI MARG)

To note circular agenda dated 25th January, 2018 resolving to install traffic signal at the junction of Prince of Wales Drive Road (Lal Bahadur Shastri Marg) to avoid traffic congesting through the existing approved contractor M/s. Nucleonics traffic Equipment Pvt. Ltd. Further also resolved to approve the deviation limit @ 20% in the existing tender for repairs & renovation of traffic signals in Cantonment area.

03. TENDER FOR THE WORK OF TERM CONTRACT FOR REPAIRS TO DRAINS & DRAINAGE LINE IN CANTONMENT AREA FOR THE YEAR 2017-18 : PUNE CANTT.

To consider the online tenders for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 25.01.2018 and Seven bids were received. The technical bids were scrutinized and five tenderers are technically qualified. Thereafter the financial bids of the technically qualified tenderers were opened on 29.01.2018 and the details are as under :-

The Board noted the report submitted by GE(N) vide letter bearing No. 8000/GEN/Cantt/34/E8 dated 03.02.2018 wherein it is stated that the rate quoted by the lowest tenderer are reasonable. Matter discussed. Resolved to approve the lowest rate quoted by M/s. Om Constructions @ 53.10% above MES SSR, 2010 for the work of term contract for repairs to drains and drainage lines in Cantonment Area for the year 2017-18 alongwith list of works. CEO is authorized to issue necessary work orders.

The CEE and the CEO informed the Board the matter of Mulla-Mutha rivers & Chandrabhaga, which is under hearing in the NGT Bench at Pune and the Bhairobha Nalla is one of the inlet of Mulla-Mutha river. Resolved to approve the lowest rate quoted by M/s. Gurukrupa Enterprises @ 67.95% above MES SSR, 2010 for the work of repairs to side bank / wall with check dam and environmental upgradation, landscaping work at the sites suggested by the Consultant for Bhairobha Nalla, Pune Cantt. for the year 2017-18 alongwith list of works. CEO is authorized to issue necessary work orders.

The lowest rate has been quoted by M/s. Nagpur Polyfilms Pvt. Ltd. @ Rs. 62.91 per piece. There is requirement of approx. 20000 dustbins to be distributed amongst the households within the Cantonment limits.

RESOLUTION NO. 12 : Considered. Resolved to approve the lowest rate quoted by M/s. Nagpur Polyfilms Pvt. Ltd. @ Rs. 62.91 per piece for supply of virgin grade of high density polyethylene (HDPE) dustbin of minimum capacity 10 ltrs. to be distributed amongst the households within the Cantonment limit. The approximate estimate would be approx. Rs. 12,60,000/- for supply of approximately 20000 bins.

Further the Board resolved that the NGOs viz. Swachh & Janwani will distribute the bins only to those households who have paid the user charges as fixed by the Board.

13. BUILDING PLAN : BUNGALOW NO. 6 MANECKJI MEHTA ROAD : PUNE CANTT.

To consider building application alongwith plans received from Mrs. Meher Pheroze Sethna & Ors., HOR of the property bearing B. No. 6 Maneckji Mehta Road requesting for sanction for demolition and re-construction of the main bungalow under the Revised Land Policy 09.02.1995. The proposed building of main bungalow consists of ground floor for residential purpose only.

The Area / FSI statement is as under :-

The said plans were forwarded to DEO, Pune Circle, Pune vide this office letter dated 15.09.2017 for obtaining NOC as required under Section 238(3) of the Cantonments Act, 2006 from land point of view. The DEO, Pune Circle, Pune vide their letter bearing No. I/331/III/68 dated 28.12.2017 has informed as under -

i. The building plans are returned alongwith report under Section 238(3) of the Cantonments Act, 2006 for taking further necessary action in the matter. The Board may

consider the building plan as per prevailing Building Byelaws and FSI restrictions in force at your end.

ii. In case the Board consider to sanction the building plan in question, the formal sanction should be issued only after receipt of registered Indenture to Admission Deed from the HORS, which is a mandatory requirement as per Land Policy of 1995.

The site bearing GLR Sy. No. 112 is classified as Class B-3 land held on Old Grant terms situated outside notified Civil Area and is placed under Management of DEO, Pune Circle, Pune.

RESOLUTION NO. 13 : Considered. The Board noted the letter dated 28.12.2017 received from DEO, Pune Circle, Pune. CEO enquired with the technical staff of the Board whether the building plans are in accordance with the Building Byelaws and Government Land Policy. CEE informed the Board that the building plans are in accordance with Building Byelaws and Government Land Policy. Further CEO enquired whether the Indenture of Admission Deed has been executed by the applicant with the DEO. CEE informed the Board that as per the letter received from DEO, the indenture of admission deed has not been executed. Further the President Cantonment Board asked whether the views of LMA has been obtained by the DEO in this case. CEE informed the Board that the DEO has enclosed a copy of the letter received from the Station Headquarters, DMSA dated 16.12.2017 wherein it is specified that the case for demolition and reconstruction cannot be recommended as the bungalow is proposed for resumption and BOO is already under progress. CEE further stated that the DEO vide letter dated 28.12.2017 has considered the views of the LMA and has informed the Board at para 4 that merely because the subject bungalow is proposed for resumption and BOO is under progress cannot be a reason for rejection of the proposal in light of the instructions received under PD DE SC letter bearing No. 16331/DE dated 10.09.2013 and letter bearing No. 2050/BP/Pune/2014/DE dated 29.03.2014. The Board noted the same. After detailed discussion & deliberations Board resolved that DEO, Pune Circle, Pune be asked to obtain the views of the LMA in respect of the building plan of B. No. 6 M M Road and after receipt of the same from the DEO, Pune Circle, Pune, the matter be referred to the Board for necessary decision.

Further the Staff Officer of Station Cell, HQ DMSA, Pune informed that on Alexander Road a building plan has been sanctioned by the Board for demolition and reconstruction of the main bungalow in respect of Bungalow. No. 3, which is in progress. The said building consists of ground floor and partly first floor for residential purpose. The President also brought to the notice of the Board that on either

side of the said bungalow i.e. towards north side there is a ground floor residential bungalow for Major General and on other side i.e. towards South there is also a ground floor residential quarter for the rank of Colonel. Therefore the proposed construction of first floor of B. No. 3 Alexandra road for residential purpose be not carried out in view of the security aspects. CEO opined that since the building plan has been already sanctioned by the Board, the applicant will be asked to submit a revised building plan considering this aspect by merging the area of the first floor to the ground floor with same FSI /built up area for residential purpose only. The Board noted and approved the same.

14. ERECTION OF COMPOUND WALL / CHAIN LINK FENCING FOR SY. NO. 42-B, KOREGAON PARK : PUNE CANTT.

To consider the issue of erection of compound wall / chain link fencing around the vacant land bearing Sy. No. 42-B, Koregaon Park in order to safeguard the defence land from the encroachers and the land to be used for municipal purpose.

Note : The sanction of the Ministry of Defence for vesting of defence land admeasuring area of 5.43 acres was accorded in the year 1989 for proposed construction of cattle shed and approach road on a payment of nominal rent @ Rs. 1/- per annum vide letter bearing No. 718/70/L/L&C/76(PC) dated 21.02.1989. The land has since been vacant from the date of sanction. The adjoining locality of the said land is already developed and multistoried commercial and residential projects have been constructed. Hence it may not be conducive to use the subject land for the purpose of cattle shed.

It is informed that there are many verbal communication from officials of the State Government enquiring the status of the subject land to be utilized for their own purpose viz. construction of offices of state government and residential staff quarters etc.

RESOLUTION NO. 14 : Considered. The CEO informed the Board that some NGO /Agency of the State Government are making query about transferring the subject land from Ministry of Defence to them on bonafide ground of larger public interest. The Board visualized an acute apprehension of demand of this vacant land by other department. Resolved to erect a compound wall / chain link fencing around the periphery of the vacant land bearing Sy. No. 42-B, Koregaon Park in order to safeguard the defence land from encroachers. Further keeping in view the demand and the land being it vacant, the Board resolved to put it on use by upgrading it in the form of marriage lawn including eco friendly plantation. It is also resolved to erect a security cabin /shed and to depute security guards. For this purpose Board approved total estimate of Rs. 50.00

lakhs. CEO is authorized to issue the work order and incur the expenditure. CEE to initiate further action.

15. FORMATION OF HOSTEL MANAGEMENT COMMITTEE FOR THE UPCOMING WORKING WOMENS HOSTEL AT CANTONMENT STORE YARD : PUNE CANTT.

RESOLUTION NO. 15 : Considered. Board noted the same. Resolved that the ‘Rep. of the Ministry of Women & Child Development, Govt. of India, New Delhi’, the member of the hostel management committee constituted by the Board be read as –

‘Rep. of Central Social Welfare Board / State Social Advisory Board / Rep. District Women & Child Development, Social Welfare’. CEE to initiate further action.

The Vice President and Elected Members of the Board opined that the female Elected Members should also be the part of the committee constituted for the working women hostel and the Elected Member of the Ward where the hostel building is situated be also a member of the committee in order to tackle any issues on immediate basis. CEO brought to the notice of the Board that already the matter has been discussed and the committee has been constituted in the meeting held on 17.01.2018 wherein the senior most elected member (female) is also a member of the said committee. The Board resolved that the Elected Member of that Ward will be the invitee member to the committee and if the Ward Member will be lady, she will be the permanent member of the Committee.

16. DISPLAY OF ADVERTISEMENT ON HOARDING WITHIN THE LIMIT OF PUNE CANTONMENT – 2017-2019

Reference CBR No. 18 dated 02.12.2016.

To consider letters dated 08.11.2017, 1.12.2017, 30.12.2017, 15.01.2018 and 19.01.2018 received from P K Advertising Pvt Ltd requesting this office that the hoarding installed at the site of Dhobi Ghat is getting covered by steel arch (Bicentennial Gate) fixed by this office in front of said hoardings. It is further stated that this has

been affected on their display which is not visible properly and their client had cancelled the advertisement contract from the said hoardings. Hence it has been requested to remove the steel arch (Bicentennial Gate) or provide the alternative location for the said hoardings to avoid the loss of our revenue. Further vide letter dated 19-01-2018 the firm has requested for surrendering the site of Dhobi Ghat as it is no more visible because of welcome gate erected by this office and subsequently they will pay 2nd year’s licence fee accordingly after deducting the licence fee quoted for the site of Dhobi Ghat i.e. Rs. 29,89,800/- for the year 2018-19.

Note : This office has awarded tender for display of Advertisement of Hoarding within Pune Cantonment for the period to P K Advertising Services Pvt Ltd for the period 16-01-2017 to 15-01-2019 at location of – At Entrance of Dhobhi Ghat on Shankarsheth Road facing traffic from Swargate ( One above another).

As per Clause No.10 (b) of agreement dated 16-01-2017 - If the contractor wants to terminate the contract for any reason of whatsoever nature he will have to give a minimum 30 days notice in advance to the Cantonment Board, but in such a situation he will continue with the contract on the same terms and conditions till a subsequent contractor is appointed by the Board in such a case the Security deposit paid by the contractor will be returned back to him after making necessary deductions towards fulfillment of all his financial and other obligations under the terms of the contract during the period of such continuance, and only after the subsequent successful tenderer is appointed. In such a situation the Board may appoint second highest bidder or may call fresh tenders for remaining period of contract and the loss if any suffered by the Board on account of such termination will be recovered from the contractor.

RESOLUTION NO. 16 : Considered. The Board noted the letters received from P K Advertising Pvt. Ltd. Matter discussed. Resolved that the applicant be asked to surrender the site of Dhobi Ghat after deducting the amount of Rs. 29,89,800/- in respect of the said site from the total demand of the year 2018-2019 to be paid by the contractor. Further resolved that the said site be deleted from the list of hoardings since there is obstruction of visibility of the advertisement hoarding due to the erection of Bicentennial Welcome Gate. CRS to explore the possibility of an alternative location since the same is a source of revenue generation to the Board. CRS to initiate further action.

17. FASHION STREET : PUNE CANTONMENT

Reference CBR No. 59 dated 17.01.2018.

To consider the joint Fire Audit Report dated 24th January, 2018 submitted by the Chief Fire Officer, Pune Municipal Corporation & the Fire Brigade Supdt., Pune Cantonment Board in respect of Fashion Street Market depicting the various observations and suggestions.

Note : The Board in their meeting held on 17.01.2018 discussed in detail regarding the hazardous situation of Fashion Street, which may cause any fatal incidence. The Board found that keeping in view the recent fire incidence that happened in different cities of the country it is required to put up Fire Safety Assessment / Fire Safety Audit of the Fashion Street Market within 07 days by the Fire Brigade Supdt. and thereafter appropriate action will be taken accordingly. Accordingly, this office forwarded a letter dated 18.01.2018 to conduct a joint inspection of Fashion Street regarding fire audit. The joint inspection was conducted and the report has been submitted.

RESOLUTION NO. 17 : Considered and discussed the agenda in detail in the light of Fire Audit Report and acute apprehension of so many untoward incidents. The President Cantonment Board informed the outcome of the meeting of the PCB, VP & CEO held on 03.02.2018 with the representatives of the stall holders of the Fashion Street Market. After deliberate discussion, the Board resolved to issue notice to all such stall holders, who have converted the allotted otta into stalls illegally and if they do not convert their illegal stalls into ottas as per allotment and Court Decree dated 08.07.1997 within 7 days appropriate action will be taken to convert it into the otta in the larger public interest.

Further the Board also resolved not to collect Rs. 5/- per otta as fixed by the Board vide CBR No. 5 dated 29.09.1997 because all ottas have been converted into illegal stalls during the years.

The Board also resolved that if illegal stalls will not be converted into authorized otta, the Board may consider the issue of declaring the Fashion Street market illegal and hazardous market in the next Board.

18. PROMOTION TO THE POST OF OFFICE SUPDT.

To consider the promotion to the post of Office Supdt. since Smt. Rajmani Arockiam, present Office Supdt. will be retiring on superannuation on 28.02.2018. The post being supervisory post will

be considered on the basis of seniority sum merit. The list of staff on the basis of seniority drawing the pay scale of Rs. 9300-34800 with Grade Pay of Rs. 4300/- (PB II) is as under :-

T S Baravkar, Chief Accountant will be promoted to the post of Office Supdt. w.e.f. 1st March, 2018 and thereafter the matter be again referred to the Board for promotion to the post of Chief Accountant. It is also resolved that till the promotion to the post of Chief Accountant i.e. only after 28.02.2018 Shri. T S Baravkar will hold the charge of the Chief Accountant as well.

19. PROMOTION TO THE POST OF WORKSHOP SUPDT. : PUNE CANTT.

RESOLUTION NO. 19 : Considered. After detailed discussion, the Board found that only Workshop Inspector could be promoted to the post of Workshop Supdt. not the Auto Mechanic as mentioned on the agenda side that the Grade Pay of Workshop Inspector is Rs. 2,400/- and Grade Pay of Auto Mechanic is Rs. 1,900/- and hence Auto Mechanic cannot jump directly to the post of Workshop Superintendent in the Grade Pay of Rs. 4,300/-. The Board also visualized the complications due to denial dated 17.01.2018 submitted by Shri. P K Ban for promotion to the post of Workshop Supdt. The Board also discussed that Shri. P G Hasbe, the Fire Brigade Supdt. is holding the additional charge of Workshop Supdt. since 01.08.2017 i.e. after the retirement of Shri. V S Salaskar but Shri.P G Hasbe could not be allowed to continue the additional charge of Workshop Supdt. being non-technical person for the vehicle workshop. Keeping in view the critical condition, the Board resolved to refer the matter to the CBLA / PDDE for further advice whether to make direct recruitment to the post of Workshop Supdt. or to promote the present Auto Mechanic – Shri. G A Gujar to the post of Workshop Supdt. It is further resolved that meanwhile, Shri. G A Gujar – Auto Mechanic may be asked to look after the duties of the Workshop Supdt. in addition to his own duties. CEO to take necessary action.

20. REVISION OF ROAD CUTTING CHARGES

Reference CBR No. 14 dated 31.10.2013 & CBR No. 22 dated 13.10.2015.

To consider the issue of revision of road cutting charges levied by the Board for road cutting purpose. The existing as well revised charges are as under :-

If the road is dug without the prior permission of the Cantonment Board, then fine may be levied at double the approved rates.

Maharashtra State Electricity Board, Telephone (including Private Companies) and Water Works Department be charged with fine triple the approved rates, if the roads are dug without permission of the Board.

Note : The existing rates were approved by the Board vide above referred Board resolution in the year 2015 and hence the same is required to be revised as per the rates shown above. Further it is suggested that the rates be revised after every two years.

26. TRANSPLANTATION /REMOVAL OF TREES

Ref : CBR NO.01 (EPC NO. 03 dated 28/12/2017), dated 17/01/2018.

To consider the issue of grant of permission for Removal / Transplantation of 10 various trees from premises of Water Works area along Arjun Marg.

Note : The office of the Sub- Divisional Engineer, Maharashtra Jeevan Pradhikaran Pune 01 vide their letter dated 6/12/2017, requested for removal of Mango trees (5 Nos.), Gulmohar tree (1 No) & Coconut Trees ( 5 Nos.) from the premises of Water Works area along Arjun Marg for undertaking construction of pumping house for Manjri (BK) & Fursungi canals. Vide above mentioned resolution Board resolved that, party should submit NOC from the forest department and matter will be consider thereafter.

The party now submitted reply from forest department (Letter No. B/Tree cutting/1383/17-18 dated 30.01.2018) that, said area is not under their jurisdiction. Hence no need of NOC from this department is required.

RESOLUTION NO. 26 : Considered. The Board noted the letter dated 30.01.2018 of the Forest Department submitted by the officials of Maharashtra Jeevan Pradhikaran vide letter dated 31.01.2018. Matter discussed. Resolved to grant permission to the Sub-divisional Engineer, Maharashtra Jeevan Pradhikaran for transplantation / removal of Mango trees (5 Nos.), Gulmohar tree (1 No) & Coconut Trees ( 5 Nos.) from the premises of Water Works area along Arjun Marg.

Further resolved that the applicant be asked to plant 50 well grown tree saplings of economic value within the jurisdiction of Cantonment limit and also to deposit Rs. 1.00 lakh as Security Deposit, which will be refunded after a period of two years considering the survivability condition of the trees planted. 27. FABRICATION OF GARBAGE CONTAINERS 1.25 CUM CAPACITY

Reference CBR No. 57 dated 23.08.2016.

To consider the note dated 22.01.2018 submitted by the Chief Health Supdt. regarding requirement of 70 Nos. of garbage containers of 1.25 cum as the garbage containers are damaged and required to be urgently replaced in CTC & other units to avoid insanitary conditions in army premises.

Note : Since it is an urgent requirement, the lowest tenderer approved vide CBR No. 57 dated 23.08.2016 was enquired whether the firm can supply the garbage bins of 1.25 cum at the rate approved by the Board at that relevant time. M/s. Sachin Fabrication vide letter dated 03.02.2018 has confirmed that they are ready to supply the bins as per the specifications and the rates approved by the Board. The details are as under :-
