    Mayor Watson called the m e etin g to o rd er at 6: 00 p. m. with eight members present.City Clerk Clausen gave the Invocation an d led the Pledge of Allegiance.MINUTES- May 19, 2014

    Alderman Johnson moved to approve the minutes of the May 19, 2014 meeting. Alderman Lewis seconded themotion and it passed unanimously.PUBLICCOMMENT

    Rick Scott, ofPanther Mountain Road, expressed his concerns with Maumelle Water Management becoming apublicwater authority.

    PROCEDURALMOTION

    With no objections, Mayor Watson called for the reading of the resolution approving a conditional use permitfo r Come Spend the Day with U s Adult Day Care Center, operating in a PC D zone. The City Clerk gave thereading.

    Alderman Lewis made a motion to approve Resolution 2014-27. Alderman Anderson seconded the motion andit passed unanimously.RESOLUTION2014-28 REGARDINGSURPLUSPROPERTY

    With no objections, Mayor Watson called for the reading of the resolution approving the disposal of a recycletruck for the Public Works Department. The City Clerk gave the reading.Alderman Lewis made a motion to approve Resolution 2014-28. Alderman Johnson seconded the motion and itpassed unanimously.

    DISCUSSIONOF BONDPROJECTSMarion Scott, of 12 Spring Drive, asked the Council to be careful an d prudent ofwhichprojects to add to aballot. She stated sh e would rather the right decisions be made carefully rather than quickly.Adam Hazen, of 10 7 Nantucket Loop, spoke in support of the indoor aquatic center. H e stated he would likethe whole City to h ave a c ha nc e t o vote on it.Perryn Andrews, of 3 Monarch Drive, spoke in support of the indoor aquatic center and noted several benefitsavailable through swimming.Karen Lamoreaux of, 1 0 Holly Brook Cove, stated revenue is being lost from Maumelle to North Little Rockan d other communities. She stated having the indoor aquatic center would benefit Maumelle.Kathie Marshall, of 124 Montpellier Drive, detailed he r reasons for supporting the indoor aquatic center.Mark Bugg, of 21 Crystal Mountain Lane, stated the aquatic center needed to be added to the ballot because hefelt having the cen te r would enhance the amenities of Maumelle.Nancy Swankhouse, of 6 Rverwood Place, stated she was for the indoor aquatic center an d it would bebeneficial to all ages.Alderman Johnson saedthat theproectsthat goover50% on th e survey should go to the ballot and he couldsupport the pool going as well. Alderman Anderson agreed.Alderman Hogue agreed and added that a sales tax question should be added.

    Alderman Johnson stated th e pool an d ta x s ho uld be considered separately.Mayor Watson stated that the City Hall project s ho uld n ot m ov e forward simply because it was well received onth e su rv ey if there was a des ire to rework that project and combine it with the senior wellness center.Alderman Norris stated that he wa s still uncomfortable withmoving the pool pro ject forward due to the lack ofsupport it received in th e survey process.Alderman Anderson noted that people have been request ing th e pool for several years.Alderman Mosley stated that he was not in favor of an y bond projects at this time.Mayor Watson stated he would elect to put the ball fields, senior center and pool on the ballot.Alderman Kelley expressed concern over operation on the pool but agreed people should ge t the chance to v oteon it.Alderman Anderson moved to have the ball fields, senior wellness center, indoor pool and tax issue put on theNovember ballot. Alderman Hogue seconded the motion.

    Alderman Lewis stated that the motion may be premature and that we had time to look a t t h e s e i s s u e s further.He shared concerns he had with the projects.

    Alderman Norris asked if going forward with the senior wellness center would keep the city hall project frombeing possible. Mayor Watson stated that it would not, but that plans would have to be made accordingly.Alderman Anderson stated that th e intent of his motion was to g et th e ball rolling and that we could tweaklanguage of the ordinance as needed.

    Alderman Johnson stated that this was just giving everyone the chance to vote on these issues.Alderman Lewis moved to add the city hall project to Alderman Anderson' s motion. Alderman Andersonseconded the motion and it passed with only Alderman Mosley voting no.Alderman Lewis stated that two meetings from now he would like to consider an ordinance on a combinedsenior wellness center and city hall project.Alderman Anderson' s amended motion passed with only Alderman Mosley voting no.Alderman Hogue stated that she expected the Council to consider a special election for a sewer project in thefuture.PARKINGANDTRAFFICCOMMITTEEREPORT

    Mayor Watson stated that the proposed four- way stop at Arnold Palmer Drive and Barber Drive and BarberCove was voted down 5 - 2 by the committee. He stated that no formal action was taken at Odom BoulevardNorth and Ridgeland Drive and Naylor Drive or Odom Boulevard North and Diamond Pointe Drive. He statedthat Pub l ic Works was looking into clearing some vegetation and placing some caution lights at thoseintersections.MAYOR S COMMENTSMayor Watson stated the Memorial Day Ceremony ha d a turnout of about 250 people.Mayor Watson noted that Sky Zone w as officially open.Mayor Watson stated Relay for Life raised over$ 53 , 000 for the American Cancer Society.PLANNINGCOMMISSIONREPORT

    Alderman Hogue stated there was one item on th e a ge nd a a nd it was to approve a conditional us e permit for th eadult da y care. She noted it passed unanimously with one commissioner absent.ALDERMEN S COMMENTS

    Alderman Johnson stated he l iked the statue at the Memoria l Day ceremony of the soldier' s boots and flag. Heasked how much on e would cost to put in Maumelle. Mayor Watson stated he would look into it.Alderman Hogue stated the memorial bench for Wallace ha d not been completed du e to la ck of funding. Shestated she would like to take donations to g et th e b e nc h u p.

    AN ORDINANCE TO ESTABLISH AND LAY OFF THE MAUMELLEMUNICIPAL PROPERTYOWNERS' MULTIPURPOSE IMPROVEMENTDISTRICTNO. 16 ANDFOROTHERPURPOSES

    WHEREAS, a Petition to form th e Maumelle Municipal Property Owners MultipurposeImprovement District No. 16 ha s been filed with the Maumelle City Clerk; and

    WHEREAS, the City Clerk has presented the petition to the Mayor; an dWHEREAS, the Mayor has set June 2 , 2014 at 6 p. m. a s the date and time fo r a hearingbefore the Maumelle City Counci l for consideration of the petition; an dWHEREAS, the Maumelle City Council has determined from an abstractor' s certificate ofproperty ownership that those signing the petition constitute all the owners ofthe rea l property to be

    located in said district; and

    WHEREAS, the Arkansas Municipal Property Owners' Improvement District Law providesthat if the governing body determines that a ll the owners of the real property to be located in thedistrict have petitioned for the improvements, it sha ll then be its duty by ordinance to establish andlay offthe district a s defined in the petition and to appoint the commissioners named in the petition.

    NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OFMAUMELLE, ARKANSAS:

    Section 1 . That the real property described in Exhibit" A" attached hereto and made a parthereof is hereby establ ished an d laid offa s the Maumelle Municipal Property Owners' MultipurposeImprovement District No. 16 fo r the purpose ofconstructing and installing facil it ies for waterworks,recreation, drainage, gas pipelines, underground trenches and excavations necessary for th einstallation ofelectric and telephone distribution systems, sanitary sewers, streets, including curbsan d gutters, sidewalks, together with facilities related to any of the foregoing within said district.

    Section 2. The following three individuals are hereby appointed as commissioners of saidimprovement district: Wayne Moore, Mary Ann Moore andJett Moore.

    Section 3 . The name ofimprovement district shall b e th e Maumelle Municipal PropertyOwners' Multipurpose Improvement Dstrict No. 16.

    Section 4. The Maumelle City Council hereby determines that there is a need for additionalinfrastructure within the City and hereby determines that the passage ofthis ordinance will facilitateconstruction ofadditional infrastructure within the City. Therefore, an emergency is hereby declaredto exist, and this ordinance being necessary for the public health, safety and welfare shall be in fullforce and effect from and after its passage and approval.

    WHEREAS, the City of Maumelle allows signs identifying properties for sale within theCity under certain circumstances and with particular requirements in place, and

    WHEREAS, provisions regulat ing s aid s igns do no t address those corner propertieswhich may need mo re th an one sign and the City Council desires to add those provisions.NOW, THEREFORE, BE ITORDAINEDBYTHECITYCOUNCILOF THECITYOFMAUMELLE, ARKANSAS, THAT:SECTION 1 . Chapter 58. Sign Regulations, Article III.Residential and Miscellaneous, Section58 - 163, Real Estate Signs, of the Maumelle City Code, is hereby amended a s follows:See. 58-163. Real estate signs.

    On a lot, there may be placed one unanimated real estate sign, but s u ch s ig ns shall belimited to wall and freestanding signs whose permitted illumination and maximum displaysurface area shall be as follows:

    1 ) Residential. For residential, eight non- illuminated square feet.2) Nonresidential. For nonresidential, 32 non- illuminated square feet. No sign shall exceedeight feet in length or height.

    3) Exception. Two (2) sgnsmay be alowedoncornerlots that front ontwo srees. Two2) sgnsmus be separaedby a least 100 feet. However, no sign shall be allowed in the rear

    ofany residential property except when the rear of th e property borders a golf course.3)( 4) Temporary o pe n h ou se /directional signs. Open house/ directional signs, of a size

    not greater than six non- illuminated square feet, may be placed at a rate of on e pe r companyper intersection, fo r a period from 9 : 00 a . m. to 8 : 00 p.m. on the da y of the open house only,provided, that there shall be only one route designated b y signs to a particular open house.
