Of all the Muslim major-ity areas in the walled cityas well as Okhla and JamiaNagar in south Delhi - con-sidered to be traditionalCongress vote banks - mostof the residents said theyhad voted for the AamAadmi Party (AAP).

"Last time I voted forCongress but this timearound I have chosen AAPbecause its in a better posi-tion to from the govern-ment," Abdul Nazir, 26-year-old shopkeeper Okhlasaid.

Enthusiastic AAP sup-porters wearing caps weresitting outside everypolling booth and request-ing people to cast theirvotes for their party.

"Push the first button on

the machine," urged theAAP supporters to peoplewho were arriving at thebooths in Jamia Nagar.

The election commissionhad allotted the first slot onthe electronic votingmachine (EVM) to the AamAadmi Party.

"It was the Muslims ofthe city who had in the lastassembly election gaveCongress a much-neededface-saver as of the eightseats it won, five were fromthe minority-dominatedareas, but this time many

voted for AAP," saidMustafa Karim, a business-man of ChandniChowk.

In fact, according toTodays Chanakya, a politi-cal research organisation,71 percent of the Muslimsin Delhi have voted forAAP. Some Congress sup-porters were still confidentabout winning of theirparty despite believing thatAAP might get a majorityin the capital.

"Jamia has an intellectualclass people and they knowwho will work for them.Some youngsters are withAAP but Congress willgrab the Okhla seat.Congress is strong in Okhlaconstituency and BJP hasbecome irrelevant here. Wehave a strong organizationin our district. The resultswill prove that," saidMohammed Nizamuddin,an employee of JamiaMillia Islamia.

Residents of southDelhi's Batla House, JamiaNagar, Shaheen Bagh andAbul Fazal Enclave wereupset with both the BJP andthe Congress.

"The BJP has alreadydeclared us terrorists andthe Congress has donenothing for us," saidTanveer Ahmad, a residentand owner of a smalleatery.

Nadeem, who owns asmall shop in the areaJamia, said: "The CongressMLA from Okhla, AsifMohammed, had used theterror issue to his advan-tage in the 2008 assemblyelection which he won onan RJD ticket.

"We were in a dilemma.Out of fear of the BJP andunsure of AAP's success,we all voted for Congressin the 2013 election. But,this time we voted forAAP," he said.

However, Muslims resid-ing in northeast Delhi fearthat in case of vote divi-sion, their ballots will gowaste. "We will be relevantonly if our consolidatedvote goes to eitherCongress or AAP.Otherwise, BJP will win,"said Nasiruddin of NewSeemapuri, where AAPgained in the last assemblyelection.

According to half-a-dozen exit polls,the AAP is likely to form a governmentin Delhi, for which the Delhiites votedtoday.

The AAP of former chief ministerArvind Kejriwal, who ran an aggressivecampaign, is expected to win between31 and a whopping 53 seats in the 70-member assembly, the surveys said.

67.08 percent voter turnout wasrecorded in the polling for the 70-mem-ber Delhi assembly which began at 8am amid tight security.

About 55,000 police personnel weredeployed to ensure hassle free voting.The police also undertook patrolling indifferent parts of the capital to preventthe distribution of liquor, money or anyother allurements.

Bajaj said she wished for aleader who can instil fear in theminds of those who dare to mis-behave with girls and womenand forces the city`s police per-sonnel to pull up their socks.

Lalita Mehra, a 54-year-oldhomemaker from Mayur ViharPhase II in east Delhi, said: "Ivoted for the party which Ibelieve can curb inflation andbring down the prices of com-modities, especially vegetables.Its high time parties start think-

ing about the city`s middle classpopulation."

A total of 63 women candi-dates are in fray in these polls.

Despite being more than vocalabout women related issues, thethree major parties - the BJP,AAP and Congress - have field-ed only eight, six and five candi-dates respectively.

For Santosh Malik, 83, ofB.K. Dutt Colony in New Delhiassembly constituency, it wasimportant that the voice of thewomen is heard by the govern-ment.

"I want a government whichhears the voice of everybody,specially women, as they are themost suppressed," Malik said.

Inflation was the biggest issuefor 35-year old Lata Devi ofBallimaran in central Delhi.

"No party considers inflationand just makes fake assurances.I have voted for the party who Ithink will bring it down and Iam confident that it will come to

power," Lata Devi said.She said the prices of most

food items have been going uprelentlessly.

Shweta Arora, a marketingexecutive, added that while sta-ples like wheat flour and ricehave become marginally cost-lier, prices of pulses like masoorand arhar have soared by up to30 percent.

"Barring a few exceptions,prices of vegetables and fruitshave shot up by 20 to 50 per-cent, and for popular winter farelike peas and leafy vegetables,by nearly 100 percent," Arorasaid.

College student AnkitaSharma of Gole Market, a firsttime voter, said she wanted astrong government that will takeyouth along in the developmentprocess and provide security towomen.

"I have voted for the partywhich is actually talking aboutthe issues of youth," Sharma,

who said she voted for the AamAadmi Party (AAP), said.

Anasuya Gupta, a business-woman in South Delhi, said shevoted with the expectation ofhaving "a stable, responsibleand viable government" thatwould "provide safety, securityand sanity in Delhi" and make iteasy to carry out business in thecapital.

Kiran Saxena, 63, a retiredgovernment official, said: "Theissues on my mind are cleani-ness, security and women`ssafety and price rise, of course.Prices of fruits and vegetableshave only risen".

Saxena, however, added thatthe elections this time couldhave been avoided. "We couldhave saved this exercise and alot of money is wasted organiz-ing this whole exercise."

Delhi has 13.3 million voters,of whom 5.9 million are women.The counting process will be onFeb 10.

The AAP leader appealed to people not tovote for political parties which give awayalcohol and money.

"The methodology for arriving the amountto be infused in these banks has been basedon efficiency parameters. First of all, weight-ed average of return on assets (ROA) for allPSBs for last three years put together wasarrived at and all those who were above theaverage have been considered," it said.

The second parameter that has been used isreturn on equity (ROE) for these banks forthe last financial year. Those who have per-formed better than average have beenrewarded, it added.

Besides, Syndicate Bank will get Rs 460crore, Allahabad Bank Rs 320 crore, IndianBank Rs 280 crore, Dena Bank Rs 140 croreand Andhra Bank Rs 120 crore.

The government is in the process of decid-ing on remaining Rs 4,210 crore capital infu-sion. The entire fund infusion will be com-pleted before March 31.

Public sector banks require equity capitalof Rs 2.4 lakh crore by 2018 to meet globalBasel III norms on capital adequacy. For thecurrent fiscal, the government has allocatedRs 11,200 crore for bank capitalization.

Finance minister Arun Jaitley in the Budgetspeech had said that "to be in line with Basel-III norms there is a requirement to infuse Rs2,40,000 crore as equity by 2018 in ourbanks. To meet this huge capital requirementwe need to raise additional resources to fulfilthis obligation".

While preserving the public ownership, thecapital of these banks will be raised byincreasing the shareholding of the people in aphased manner through the sale of shareslargely through retail to common citizens ofthis country, the minister had said.

The government has infused Rs 58,600crore between 2011 to 2014 in the state-owned banks.

The statement further said that the govern-ment is conscious of the fact that a lot ofreforms are required in the state-ownedbanks.

With a view to crystallize ideas forreforms, recently a two-day Retreat of headsof public sector banks and financial institu-tions called 'Gyan Sangam' was held, it said.

"This Retreat generated an agenda in whichbanks themselves were supposed to under-take certain activities individually or jointlyand there were certain things which weresupposed to be done by the government," itadded.

One of the general principle adopted dur-ing the Retreat was that efficient banksshould be encouraged, it said.

For the last few years, it said, the govern-ment has been infusing capital to those bankswhose equity erosion has taken place.

"Therefore, this year, the government ofIndia has adopted this new criteria in whichthe banks which are more efficient wouldonly be rewarded with extra capital for theirequity so that they can further strengthentheir position," it added.

Singh said SSB was founded in 1963 tospread the message of nationalism in areasclose to the borders and that the force hadbeen successful in its mission. ExhortingSSB personnel, the home minister said theuniform which they were wearing was notmerely a piece of plain cloth and they shouldtake pride in it.

Making it clear that it was not possible forthe Centre to give funds for all projects, hesaid the grants to the States and the munici-pal corporations for urban developmentwould depend on their performance. TheStates and the civic bodies should maintaindevelopment projects with the help of theirown assets. To establish such a system, theCentre was planning to rate cities and localbodies in credit, affordability, sanitation,open land and greenery. “Central fundingwill depend on the performance of the Stategovernments and the municipal corporations.There has to be rating for both the States aswell as the corporations. Who will givemoney without credit-worthiness,” he asked.

“Every city should prepare a vision docu-ment for the next 10 years that will envisagea comprehensive development plan. The planshould be based on the suggestions of thepeople,” Mr. Naidu said.

Mr. Naidu also released the first instalmentof Rs. 230 crore under the Swachh Bharatmission for western and central States. Themoney would be used for building individualand community toilets and solid-waste man-agement. As the meeting has been calledahead of the Modi government's first full-fledged budget, an official said the fundingpattern and mechanism for transfer of fundsto the states are expected to be discussed.

Modi is also likely to take views from thestates on how should central plan funds beallocated to them after the disbanding of thePlanning Commission and the centrally-sponsored schemes, which currently stand at66.

The CMs have also been asked to givetheir views on the role and functioning ofNITI Aayog so that the objective of thenew institution- 'Transforming India'-could be truly achieved.

"The agenda note has two sets of paperfor the meeting, one related to the resolu-tion for setting up NITI Aayog, while thesecond paper seeks views from the CMs onthe role of the Aayog," said an official.

Realizing that the government's key ini-tiatives could not have the desired impactwithout states' support, Modi has alsosolicited the CMs's views on his petschemes such as 'Beti Bachao Beti Padhao','Jan Dhan Yojana', 'Swatch BharatAbhiyan', Digital India, Make in India,Sagarmala (which seeks to improve portconnectivity), Direct Transfer of LPGSubsidy (Pahal) and 'Namamee Gange'(cleaning and rejuvenation of RiverGanga).

The role of states in execution of theseprojects would be discussed at the meeting.

The latest trilateral meetingbetween the foreign ministersof India, Russia and China was

held on shifting strategic sands. Itwould be no exaggeration to say thatthe triangular relationship betweenthese countries is entering a newphase — one that differs significant-ly from the past. India’s ability tonavigate this unfolding terrain willnot only impinge on its relationshipswith Russia and China, but also on itswider, international objectives andchoices.

The drivers of change in this trilat-eral relationship are primarily geopo-litical and economic. The civil war inUkraine shows no sign of abating,nor indeed does Russia’s involve-ment in the conflict. The resurgenceof the fighting in eastern Ukraine hasleft the peace talks in tatters. AndRussian support for the rebels hasensured that the Ukrainian forcescannot gain the upper hand. Indeed,the Ukrainians have suffered heavilyin the recent fighting. This has led toa chorus of calls in the West to armthe Ukrainian forces. Although U.S.President Barack Obama hasdemurred against this, several influ-ential voices — including Mr.Obama’s nominee for DefenceSecretary, Ashton Carter — havecome out in favour of providingheavy weapons to Ukraine.

Any such move will lead RussianPresident Vladimir Putin to dig in hisheels still deeper. Russia alreadyfaces a raft of economic sanctionsimposed by the European Union(EU) and the U.S.

The Russian economy is apparentlywilting under the one-two punch ofthese sanctions and the free-fall in oilprices. The projected slowdown ingrowth, the depleting foreignexchange reserves, the rising infla-tion, the downgrading of Russia’scredit rating to junk status: all pointto a serious economic crunch. Theeconomic sanctions have already ledRussia to tilt closer towards China.The talk of providing weapons toUkraine or imposing further sanc-tions will accentuate this shift.

The second driver of change is there-energised relationship between theU.S. and India. The U.S.-India JointStrategic Vision put out during Mr.Obama’s visit not only singles out theSouth China Sea dispute but alsocommits India and the U.S. to work

together with other democracies inthe Indian Ocean and Asia-Pacificregion. The wisdom of issuing such astatement is debatable. Are we stak-ing our credibility before creatingcapabilities? Does it needlesslyrestrict our room for diplomaticmanoeuvre in the event of a crisis inthe South China Sea? New Delhiinsists that a strategic embrace of theU.S. need not limit its relations withChina. While this may be true insome generic sense, we should notforget that every move on the chess-board of international politics willinvite countermoves. We do not yetlive in a world that is free of conse-quences.

India-Russia relationship

The cumulative impact of thesetwo trends points to a new, emergingconfiguration of the triangular rela-tionship between India, Russia andChina. Going forward, Russia-Chinaties might become the strongest sideof the triangle. From India’s stand-point, this is historically unprece-

dented. New Delhi’s strategic tieswith Moscow first took shape in thelate 1950s. The backcloth to the blos-soming of this relationship was pro-vided by India’s deteriorating rela-tionship with China owing to the dis-puted boundary. At the same time,

ideological and strategic ties betweenMoscow and Beijing were comingapart. Although the Russians playedan ambivalent role during the war of1962, Indo-Soviet ties, especially indefence, continued to tighten.

The clashes between Soviet andChinese forces in 1969 led Moscowto propose a treaty of friendship withIndia. The treaty was eventually con-summated at the height of theBangladesh crisis of 1971. This crisisalso saw the American openingtowards Maoist China, which subse-quently led to a strategic nexus aimedat the Soviet Union. While NewDelhi and Moscow were pulledtogether by their shared concernsabout Beijing, India found its choicesbeing circumscribed in other areas aswell. For instance, after the Sovietinvasion of Afghanistan in 1979,India publicly supported theRussians, while the Americans andthe Chinese covertly assistedPakistan and the Mujahideen againstthe Red Army.

By the time the Cold War drew toan end, there was a rapprochementbetween Russia and China. The col-lapse of the Soviet Union also ledIndia to look more towards the West.Yet, at no point, was there a possibil-ity of a Russia-China entente of the

kind that is now crystallising. Nor didthe normalisation of the Russia-China relationship outweigh Indo-Russian ties. Most importantly, thedeveloping relationship betweenMoscow and Beijing did not impacton New Delhi’s immediate interests.

All this appears to be changing. InJune 2014, Russia announced the lift-ing of its long-standing embargo onarms sales to Pakistan. In November,Russia and Pakistan signed their firstever military cooperation agreement.The Russians argue that if India canbuy defence equipment from theU.S., why couldn’t they sell toPakistan. The problem for India, ofcourse, is the strategic import of suchmoves by Russia. Then again, wemust realise that our growing prox-imity to the U.S. reduces our leverageover Russia. As does Russia’sincreasing tilt towards China. Asalways, a bit of history can be useful.

torically unprecedented.”

Back in the 1960s, the Russiansfirst mooted the idea of selling mili-tary equipment to Pakistan. TheIndian response was swift and sharp.In a meeting with Soviet PremierAlexei Kosygin, Prime MinisterIndira Gandhi bluntly said that “noth-ing should be done from which itcould be inferred that the SovietUnion treated India at par withPakistan.” India, she added, was“especially worried with regard toSoviet help [to Pakistan], as suchhelp might neutralise what we haveobtained from the Soviet Union.”Moscow promptly backed off. TheRussians did so because they neededIndian support in their own problemswith China. Moreover, India —unlike Pakistan — was not anAmerican ally.

Security architecture

The strategic picture now is ratherdifferent. Discussions in the recenttrilateral meeting underscored thecomplexities that will confront India.The joint statement issued in Beijingmakes the usual noises about thedesirability of a multipolar world.Yet, several points need to beunpacked. The statement calls for asecurity architecture in Asia that mustbe “open, inclusive, indivisible andtransparent”. The use of “indivisible”is interesting. This refers to theAmerican “pivot” and attempts at ral-lying its allies. By contrast, the India-U.S. statement supports — at leastrhetorically — the U.S.-led efforts.The Chinese and Russians haveclearly taken note.

Things would be easy for India if itconfronted stark choices between theU.S. and China. Consider the posi-tion taken by the three countries onclimate change. The statement hopesthat in 2015, a legally-binding instru-ment would be arrived at on the basisof “equity, common but differentiat-ed responsibilities and respectivecapabilities.” This fits with India’snegotiating position so far.

But the fact is that the U.S. andChina have already agreed upon aplan that effectively carves out an

exceptional space for themselves andleaves little for countries like India towork with. This is a nice example ofthe “G2” solutions for which Indiawill have to watch out.

Another instance of this might be ininternational trade. The joint state-ment affirms that the World TradeOrganization (WTO) must remain the“preeminent global forum trade”.This reflects their concern about U.S.efforts to create new regional tradingblocs in Europe and Asia. The Trans-Pacific Partnership (TPP) beingnegotiated by the Obama administra-tion aims to bring into force a verydifferent kind of Free TradeAgreements (FTA) in Asia-Pacific,which will bring on to the trade agen-da a new set of norms and standards.The Chinese have been explicitlykept out of it by the Americans — inthe hope that China will eventuallyhave to come to terms with this tradeagenda. Indeed, as the TPP negotia-tions near completion, the Chinesehave informally conveyed to the U.S.their desire to get on board. As in cli-mate change, a U.S.-China conver-gence on this issue will hurt Indianinterests.

Then again, there are issues wherethe three countries’ interests seemclosely aligned — and in oppositionto the U.S. They have agreed to sup-port a U.N. General Assembly(UNGA) resolution prohibiting inter-vention and “forced regime change”.This cuts against the idea ofResponsibility to Protect (R2P),which was introduced by the westernpowers through the UNGA andsought to be built up as a norm gov-erning interventions.

India’s relations with the greatpowers, then, are entering a period ofunprecedented complexity. There areno pat solutions or simple trade-offs.And every move we make will beconsequential.

For most political partiesintent on urban electoralvictories, the Bharatiya

Janata Party’s manifesto, orwhat it calls the VisionDocument, has now become astale and hackneyed idea.Unable to prepare a comprehen-sive ideal for a city as complexand ungovernable as Delhi, theparty released a list of 270promises, which were vaguepoints. There was also a whollyunoriginal statement saying theBJP, if elected to power, “willfocus on many urgent mattersand work towards making Delhia smart world-class city.”

The idea of a world-class cityhas been around since the timeof Sheila Dikshit. But the 15years of Congress governancetried desperately to use the labelin various half-baked ideas: anexpanding sector of luxuryhomes with private builders,even as there was a shortfall inpublic housing; an officialrecognition of slums, but with-out any slum improvement; aBus Rapid Transit (BRT) systemadapted from Bogotá, but leftincomplete; expensive publicbuses which then caught fire;CNG fuel that left the city themost polluted in the world;appalling standards of personalsafety, and crimes againstwomen. The final cherry on thecake was the CommonwealthGames that had the officialstamp of world class, but withcorruption and poor standards ofconstruction, left Delhi belea-guered and officially recognisedthe world over as a Third Worldcity.

How this is likely to change, ifthe BJP comes to power,remains to be seen, but the KiranBedi campaign has happilyadded Prime Minister NarendraModi’s prefix ‘smart’ to the‘world class’ tag, and cited aseries of very obvious pointsfrom the manual of good gover-nance. These include “100 per

cent transparency, unimpeach-able integrity, maximum meas-urability (aren’t they all thesame?), constant dialogue withstakeholders, zero tolerance forcorruption, and deriving maxi-mum benefit in all key ele-ments.” While all these phrasessound good, they could as easilyapply to company policy or even

marriage vows.

A general statement

No attempt is made to serious-ly reflect on the city’s problemsor offer tangible solutions.Today, Delhi is unofficially aslum. Measured against interna-tional and United Nations stan-dards for health, planning, lay-out and public amenities, thecity meets none of the norms ofrudimentary survival in urbanareas.

Thirty five per cent of thecity’s land and people are unac-counted for; unofficially, the fig-ure is closer to 70 per cent. With

high pollution levels, depletingunderground reserves, toxic soil,lack of water and sanitation,depleting tree cover, personalinsecurity, disappearing side-walks and a complete lack ofpublic life, you would think thatthe BJP would have its work cutout. The vision statement, how-ever, merely cites generalities:

unauthorised colonies will beauthorised and government serv-ices installed, clean water willbe provided and potable watermade available to every resi-dent, water bills will bereviewed and rationalised.Families Below Poverty Linewill get subsidised electricity;the BRT corridor will bescrapped.

Is this the work of a six-year-old writing an essay titled “HowI will improve my city”? Thereis no attempt to explain the logicof the sudden provision in a cityof desperate shortages. Wherewill the utilities come from?How can adequate supply of

water, electricity etc. be guaran-teed to slums upgraded only inname, when actual supply isdiminishing in regular colonies?That the city’s dire health situa-tion requires serious assault onpollution gets little mention inany form of preventive health,limiting industrial growth orreducing the number of vehicles.

Instead, the BJP promises ambu-lances be made available andevery citizen buy compulsoryhealth insurance.

Bleak vision

In a nutshell, the vision isbleak and explained withoutirony: if more slums are beingcreated, regularise them; whenmore vehicles enter the road sys-tem, widen the roads; when peo-ple fall sick, give them healthinsurance; if woman feel unsafe,increase policing and CCTVcameras. Where possible, sim-ply accommodate the trend...

Delhi’s dual and disparate

demands hanker for a place thatis both a functioning city and aworld-class city all at once. It islike asking a street urchin to beclean and also Harvard-educat-ed. Which should he do first? Sothe city remains standing in thewings, waiting first to eradicateits slums, gain access to moreelectricity and water, to ade-quate sanitation and fuel, andimprove its health to begin func-tioning as an ordinary ThirdWorld city. But at the same timeits ambition soars and it seekscomparisons to Shanghai andNew York. Delhi is a function-ing slum for 70 per cent of itspopulation, with isolated pock-ets of superficial cosmopoli-tanism — two extremes thateffectively deny the other’s rightto exist. It is an impossible rec-onciliation. Without a vision, thereality looks bleak.

More than any other city, thelast two decades of Delhi haveseen a marked decline in thequality of people’s lives.

The divide between the richand the poor, the unequal distri-bution of utilities, the inequitiesof housing, lack of public space,poor health and educationalfacilities all require fresh think-ing. The current image of urbanblight carries lessons few partiesor politicians wish to learn ordeal with in any seriousness.Motivated by a will to change,the real vision for the cityrequires genuine invention anddesign, set within limited meansand limited land. However,without serious inputs on newforms of housing, limits to cityexpansion, curbs on privatevehicles, new land developmentreforms, revised zoning andbuilding by-laws, comprehen-sive ideas on energy and conser-vation, and plans for a moreopen, more public city, urbanelectoral promises will have nomeaning.

Elections to the Delhi Assembly have alwaysattracted disproportionate national-level attention.It is voting today, February 7, for the second time

in a little more than a year. The elections in December2013 resulted in a hung Assembly. A government formedby the then-fledgling Aam Aadmi Party, with the supportof the Congress that was pushed to the third slot afterbeing in power for three consecutive terms, lasted just 49days. Rapid turns in Delhi politics since the announce-ment of fresh elections have brought to the fore severalquestions that have lingered since the parliamentary vic-tory of the BJP under the leadership of Narendra Modi.These relate to the sustainability of Mr. Modi’s cen-tralised model of Hindutva politics in a diverse politysuch as India’s, the possibility and the nature of an alter-native to it, and the future of the Congress. The centralfigure in the Delhi campaign is AAP chief ArvindKejriwal, who transformed a loosely knit anti-corruptionmovement that had social activist Anna Hazare as itsmascot, into a thriving political movement and party.Today it appears to be a credible challenger to the Modijuggernaut. The party’s impressive revival after its routin the parliamentary elections of May 2014 has put theBJP on the back foot and made Delhi the first real contestfor Prime Minister Modi. The BJP had an easy ride in the2014 rounds of Assembly elections in Maharashtra,Haryana, Jammu & Kashmir and Jharkhand, sustaining acertain perception of Mr. Modi being unbeatable.Halfway into the campaign in Delhi, the BJP declared itsnewly inducted member and former police officer KiranBedi as its chief ministerial candidate, restoring a prac-tice it had abandoned since Mr. Modi became its supremeleader. But Ms. Bedi’s arrival on the scene seems to haveonly added to the BJP’s troubles — and she has failed toprovide Mr. Modi an alibi to distance himself from a pos-sible failure. If the BJP falls short of a majority, that willexpose Mr. Modi’s vulnerability, force him to hold backon his unilateral, ongoing overhaul of the party, and puthim at a disadvantage ahead of the Assembly election inthe crucial State of Bihar in November. Inversely, a BJPvictory will keep it on the winning trail, and tighten Mr.Modi’s personal grip on the BJP and politics in general.Indeed, an AAP victory could hold out the prospect of analternative to Mr. Modi. The AAP could seek to expandoutside Delhi, but at the very least it will stand out as amodel where an unconventional leader with some credi-bility galvanised public opinion for change. In the midstof all this, the Congress commands limited space inDelhi. Yet, these elections hold significant lessons, andprospects, for its revival bid too.

JAMMU, FEB 07PDP and BJP will have a structured

dialogue to arrive at a CommonMinimum Programme, PDP patronMufti Mohammad Sayeed on Saturdaysaid asserting that the two parties willwork "shoulder-to-shoulder" to providegood government to the people ofJammu and Kashmir.

"There would be structured dialoguebetween leaders of the two parties(PDP and BJP) and discussions wouldbe held on the issues to finalise on aCommon Minimum Programme(CMP) before forming the govern-ment," the PDP leader said, adding thatthey were not in a hurry to form gov-ernment. "It would be coalition basedon issues and CMP. We are in no hurry(to form the government). We will notrush away at a phone call," Sayeed,who had come here to cast his vote forelecting four members for Rajya Sabhafrom Jammu and Kashmir.

"Both (parties) will work together

based on issues. We will work shoul-der-to-shoulder so that we give peoplegood government," he added.

Asserting that the process of forminggovernment will be transparent, hesaid, "We will not do anything secretly.(with regard to formation of the gov-ernment)" "We will have an open dia-logue on various issues to arrive at aconsensus. ...Both the parties have avision and whatever will be the out-come will be before the people of J&Kand it will not be a secret thing," hesaid. On being asked if there was anytime-frame on formation of the govern-ment and commencement of the struc-tured dialogue with BJP, he said, "Weare not in hurry. The government willbe formed only after formulation ofCMP". Sayeed said that CMP agreedby PDP and Congress in 2002 on thebasic issues of the parties had helped inensuring peace, progress and prosperi-ty in the state by creation of a peacefulenvironment in 2002.

He said that pre poll sur-veys and post poll resultshave always been different inpast. "You (media) had givenme only five seats in pre pollsurveys but I took 15 seats,"he said.

on Saturday sacked as theBihar chief minister, has writ-ten a letter to Governor KNTripathi and requested him notto accept recommendationsmade by the Janata Dal(United) legislature partymeeting headed by SharadYadav.

In his letter, he has also men-tioned that only the chief min-ister has the authority to hold ameeting of the party legisla-tors.

Mentally challengedwoman raped, murderedin HaryanaROHTAK, FEB 07

A 28-year-old mentally-challenged womanfrom Nepal was brutally raped and murdered andher body dumped in a field at a village on theRohtak-Hisar highway here, police said onSaturday.

The deceased had been residing with her sisterfor the past three months and was undergoingtreatment at the Post Graduate Institute ofMedical Sciences (PGIMS) here, they said.

The victim's sister had lodged a complaint withpolice on February 1 and on February 4, thewoman's body was recovered from the fields inAkbarpur village with several injury marks on it,Rohtak Superintendent of Police (SP) ShashankAnand said.

Meanwhile, Haryana police has announced acash reward of Rs 1 lakh for information leadingto the arrest of accused, officials said.

A Special Investigation Team (SIT) has beenconstituted to crack the case, the SP said.

The post-mortem report of the woman men-tioned several injuries on her private parts, doc-tors of PGIMS said, adding that stones and bladeswere also found in her body.

The notification withregard to these will beissued on February 10, fol-lowing which the ModelCode of Conduct willcome into force immedi-ately and will end onFebruary 27.

The filling of nomina-tions will start fromFebruary 10 while last datefor filling nominations willbe February 13, he said.

The date of scrutiny willbe February 14 and the lastdate for withdrawal of can-didature is February 16.

An FIR was lodged byRukhsana Khatoon, whose15-day-old child wasallegedly sold by her moth-er-in-law to raise moneyfor dowry for her daugh-ter`s marriage, districtpolice official PramodKumar Singh said.

When you think ofLogitech, youprobably automat-

ically think of computermice (or properly, mousepointing devices) and key-boards. But while the com-pany crossed the billionmouse mark a long time ago,the future, says MoninderJain, Managing DirectorASEAN and India Region,and Vice President atLogitech, is wireless.

That sounds reasonable -most of us have used a wire-less mouse or keyboard,often with our laptops. Butwhen Jain talks about wire-less as a category, he's actu-ally talking about a wholelot more - Bluetooth periph-erals are the fastest growingcategory for Logitech, and amajority of the new buyersin India and around theworld, opt for the company'sportable Bluetooth speakers,Jain tells us.

Logitech recentlyannounced its earnings, andrevealed that sales in mobileaccessories rose by 21.5 per-cent, while PC accessoriesdecreased by 1 percent. Themove towards mobile andwireless is underlined bythese figures.

The question facing

Logitech now is how thecompany will competeeffectively against audiobrands that have been in thisspace for much longer.

"We've actually been mak-ing audio products for a longtime now," says Jain. "Wegot in to this space 10 yearsago. We entered audio 10years ago, via Labtec [anaccessory manufacturerLogitech acquired in 2001].Then 5 years ago, weacquired Ultimate Ears,and they brought a lot ofgreat expertise on board."

Today, Jain tells us, thewireless speakers sales aregrowing by 80 percent yearon year.

The other facet of wire-less that Jain says is excit-ing is tablet covers.Logitech has many differ-ent wireless keyboards andcovers for the iPad, and italso has a cover for theSamsung Galaxy Tab 4.Tablet sales have slowed(both in India and global-ly), and this is one areawhere Logitech's mobilesales slowed as well, look-ing at the earnings.Speaking about India, Jainsays that the attach rates forperipherals for tablets arevery high, and the market is

still growing.

Wireless speakers andkeyboards are just the startthough.

At CES 2015, Logitechlaunched the Harmony API,which allows developers tocontrol devices connected toa Logitech Harmony univer-sal remote. This could turn awide variety of household

electronics into smartdevices, and is Logitech'sattempt to be a part of theInternet of things.

"I don't know how far thatfuture is," says Jain, "butthere were some obviouslow-hanging fruits such asspeakers and keyboards, andthat's the first stage of ourplans."

"These are very, very early

days for Internet of things,"he adds, "and this is trueglobally. Right now, we justwant to make wireless big-ger."

But while he says thatIndia is an important market,the fact is that there are stillsome products from thecompany that have not madeit to the shops here. This is afocus area for Logitech India

in 2015, Jain tells us.The next 4 - 5 months,

you're going to see morededicated Logitech brandedstores that [will] allow peo-ple to experience the prod-ucts," says Jain. "We'vealready got kiosks in keymarkets, and you're going tosee more of this as well. Wewant to make sure that theconsumers can get the prod-

ucts they want."And although Logitech

will focus on building up itspresence on the ground, Jainsays that online sales havebeen steadily growing aswell. "The online sellersgive us a presence in placeswe are not able to reach oth-erwise," he says. "But it isalso one area that has thepotential to cause controver-

sy." Logitech has maintained

special offline SKUs andtaken other steps to ensurethat its offline partners don'tfeel unfairly treated com-pared to online.

At the same time, there isa common basket of prod-ucts as well that is availableacross India thanks to theonline sellers.

Swatch, one of the world'sbiggest watchmakers, isplanning to take on the

upcoming Apple Watchlaunching its own smartwatchin roughly the same time-frame - within the next 90days. The Apple Watch willbegin shipping in April.

Speaking with Bloomberg,Swatch CEO Nick Hayek saidthe smartwatch would rely onNFC to connect with smart-phones, and that it would becompatible with Android andWindows software. For now,there is no indication ofwhether the smartwatch wouldbe compatible with iPhones.

While the specifications ofthe Swatch's smartwatch arestill a mystery, its ChiefExecutive Officer Nick Hayekstated that the Internet-con-nected wearable would nothave to be charged. This mightbe a huge plus point for thecompany, as all smartwatchesfrom major manufacturers tilldate, including the upcomingApple Watch, need to becharged separately. In the overall scheme of things,however, the Services Sports ControlBoard (SSCB) remained on coursefor a hat-trick of titles. Dominatingthe Games in almost all disciplines,SSCB have accumulated 42 gold, 12silver and 13 bronze medals to total67. A distant second on the table isMaharashtra (80) with 26 gold, 34silver and 26 bronze medals. Haryanaheld the third spot with 26 gold, 18silver and seven bronze.

At the shooting range here, Vijaystood head and shoulders above com-petition to bag both the team and theindividual gold medals in the 25mrapid fire pistol.

In the team event, the LondonOlympics silver-medallist combinedwith Pemba Tamang and GurpreetSingh to clinch the gold for SSCBwith a total score of 1761. FollowingSSCB were Haryana with a score of1691 through the troika of HarpreetSingh, Rahul Panwar and WazeerSingh Rathee.

In the archery competition beingconducted in Kochi, Manipur pickedup two gold medals in the Indianround team events. The north-easternstate clinched the top honours in

In the women's Indian round indi-vidual contest, Maharashtra's EktaShirke won the gold, ahead ofManipur's Naobi Chanu Okram andAssam's Binuma Brahma, respective-ly.

F o l l o w i n gRajinikanth’s applica-tion, Justice R Subbiahrestrained the VarshaProductions from usingthe actor's name in anymanner in the film. Thejudge said the companywas not entitled to usethe name withoutRajinikanth's permis-sion. The south super-star also seeks Rs 25lakh as damages com-pensation.

In his final hearing onFriday, the judge refer-

ring to a judgment ofBombay High Courtobserved, "If any personuses the name of acelebrity without his/herpermission the celebrityis entitled for injunction,if said celebrity could beeasily identified by theuse of his name by oth-ers. In the instant case,on seeing the name ofRajinikanth in the titleof the impugned movie,the persons who arecoming across the titleof the impugned movie,are identifying the nameonly with the petitionerherein, which is evidentfrom the website pageshosted by different per-sons," he said.

"Therefore, in myopinion, even assumingfor a moment that theimpugned movie is not abiopic of petitioner,since the name found inthe title of the impugnedmovie is identifiableonly with the petitioner

who happens to be acelebrity and with anyother person, the pro-duction company is notentitled to use the saidname without the per-mission of Rajinikanth,particularly when he hadchosen to advertise themovie with a title 'HotKavita Radhesyam assex Worker forRajinikanth'”.

The judge noted thatrecently the productioncompany released webarticles and posters andvarious press releasesand video releases about"Main HoonRajinikanth" in which ithumorously exploitedRajini’s name and pokedfun at his signaturestyle, he portrayed inmany movies.

Earlier, Rajinikanthissued a legal notice tothe film company andlater he approached thecourt by way of the civilsuit.
