GuidingPrinciplesCareforStudentsTheUniversityofMary’spoliciesandprotocolsforrespondingtotheCOVID-19pandemicwill continue tobeprimarilyrooted inanethicofcare forourstudents, while also maintaining the safety of our faculty, staff, and of thepublicweinteractwith.Ourcareforstudentsisnotatheoreticalbutapersonalcommitment;theywillexperiencethatwecareforthem.
IntegrityofMissionThepandemicmaynecessitatechangesinthewayweinteract,butitdoesnotchangewhatwedo.TheUniversityofMarywillcontinuetooperateandwillcontinuetoprovidethehighest-qualityeducationpossibletoourstudents,andUniversity of Mary employees will continue to serve those who have beenentrustedtous.

TheEmergencyResponseTeamendorsestheuseoftheSafeCollegesCOVID-19TrainingandTrackingProgramforonlinetrainingcoursesonhowtopreparestudents,faculty,andstaffbettertounderstandthenovelcoronavirusaswellas take steps to reduce exposure at home, on campus, and through dailypreventative actions. Verified completion of the designated courses will berequiredofallstudents,faculty,andstaffbeforethestartofthefallsemester.
TheUniversityofMaryiscommittedtocontinuingclassesandon-campuslifeinthe2021-22academicyear.

DefinitionofTerms
AnimportantaspectofthisplanisprovidingadefinitionoftermsrelatedtosafetyprecautionsusedtofightagainstCOVID-19.SocialDistancingmeanskeepingspacebetweenoneselfandpersonsoutsideofone’splaceofresidenceby,notgatheringingroups,stayingatleast6feet(about2arms’length)fromotherpeople,stayingoutofcrowdedplacesandavoidingmassgatherings,andwearingamaskinsituationswheremaintainingphysicaldistanceisnotfeasible.
CloseContactmeanssomeonewhohasbeenwithin6feetofoneselfforlongerthan10minutes.
ContactTracingisthevitalprocesswhere,inthecaseofasuspectedorconfirmedCOVID-19infection,publichealthstaffworkwithapatienttohelpthepatientrecalleveryonewithwhomheorshehashadclosecontactduringthetimeframeinwhichheorshemayhavebeeninfectious.Publichealthstaffthenwarntheseexposedindividuals(contacts)oftheirpotentialexposureasrapidlyandsensitivelyaspossible.
PersonalProtectiveEquipment(PPE) isspecializedclothingorequipmentwornforprotectionagainstinfectiouspathogensormaterials.
PossibleMandatoryScreeningTechniquesincludemonitoringtemperatures,useofquestionnaires(involvingquestionstoassesssymptoms,travel,andotherinformationrequiredforcontacttracing)andactualtestingforCOVID-19.
QuarantineseparatesandrestrictsthemovementofpeoplewhomayhavebeenexposedtoCOVID-19toseeiftheybecomesick.Peopleinquarantineshouldstayintheirplaceofresidence,separatethemselvesfromothers,monitortheirhealth,andfollowdirectionsfromtheirstateorlocalhealthdepartment.
IsolationseparatesthoseinfectedwithCOVID-19(bothsymptomaticandasymptomatic)fromthosewhoarenotinfected.Peoplewhoareinisolationshouldstayhomeuntilitissafeforthemtobearoundothers.

SymptomstoMonitorforCOVID-19Thesymptomslistedontheright,oracombinationthereof,couldindicatethepresenceofCOVID-19.MembersoftheUniversityofMarycommunityshouldbealerttothesesymptomsaspossiblesignsofinfectionand,outofconsiderationforothers,restricttheirmovementandpossibleexposuretoothers.

Students,faculty,andstaffaretoadheretothedesignatedguidelinesandprotocolsateachspecific“Risk/ActionLevel”whilealways
adheringtothefollowinguniversalstandardsbasedontheNDSmartRestartColor-CodedHealthGuidanceSystem,whicharethe“UMarySmartCampusProtocols.”

UMarySmartCampusProtocols
CommonSenseandPersonalAccountabilityPublichealthguidancecannotanticipateeveryuniquesituation.TheUMarycommunitymusttakepersonalaccountabilitytobeinformedandtakeactionsbasedoncommonsenseandwisejudgmentthatwillprotecthealthandsupporteducationalreactivation. ProtectiveHygieneandCleaningStudents,faculty,andstaffmustcontinuetopracticegoodhygieneandcleaningregimenstominimizetheriskofthevirus.Theseincludebutarenotlimitedtothefollowing:o Stayhomewhensickorexhibitingsymptomspreviouslyreferenced.o Washhandswithsoapandwaterforatleast20secondsasfrequentlyasfeasible
o Usehandsanitizerafterinteractionswithpeopleorobjectso Coughorsneezeintothesleeveorelbow,nothandso Cleanhigh-touchsurfaces(buttons,doorhandles,counters,etc.)regularlyo Avoidtouchingyourface
High-Risk/VulnerableMembersHigh-riskmembersandvulnerablemembersoftheUMarycommunityandthoseinclosecontactwiththemareencouragedtovisitwiththeirsupervisor/advisorandfollowthespecificsetofinstructionsasissuedbytheGovernorandtheNDDoH.
ContactTracingResponsibilities Allstudents,faculty,andstaffreturningtocampus,includingallcommuterstudents,areurgedtodownloadeitherorboththe“Care19Diary”apporthe“Care19Alert”apptoassistincontacttracing.AsexplainedontheNDDoHwebsite,theseapps“willhelptheNDDoHreducethespreadofCOVID-19bymoreefficientlyandeffectivelyidentifyingindividualswhomayhavehad

contactwithpeoplewhohavetestedpositive.Oncetheappisdownloaded,individualswillbegivenarandomIDnumberandtheappwillanonymouslycachetheindividual’slocationsthroughouttheday.Individualsarethenencouragedtocategorizetheirmovementintodifferentgroupssuchasworkorgrocery.Theappwillonlystorethelocationofanyplaceapersonvisitsfor10minutesormore,andtheIDnumberofeachindividualcontainsnopersonalinformationbesideslocationdata.” PersonsunabletodownloadtheCare19DiaryorCare19Alertappsareexpectedtokeepameticulousdailyjournalofall“closecontacts”eachdayasaprotectivemeasureforselfandoutofrespectforco-workers,otherstudents,andourentirecommunity.

Risk/ActionLevelsWhatfollowsisanoverviewoftheRisk/ActionLevelstheUniversityofMarywillusetoidentifythelevelofriskforCOVID-19andtheappropriatemeasurestobetakenbasedonthoserisks.Althougheachprogressivelevelinvolvesincreasedprecautionarymeasuresandactions,thereremainprecautionsandactionsapplicableatalllevels:theUMarySmartCampusProtocolsandtheinformationprovidedineachoftheorangesubheadingsbelow.StudentHealthandSafetyIntheeventastudentexperiencessymptomsofCOVID-19,thestudentisaskedtofollowtheseprocedures:
1. Heorshewillcontacttheuniversity’sStudentHealthClinicandself-quarantineuntilreceivingdirectionfromtheclinic’sstaff.
2. Ifdeemednecessary,thestudentwillwearamasktovisittheclinicandbetested.3. Whilewaitingforresults,thestudentwillquarantineinhisorherresidencehallroom
orathisorherplaceofresidence.Shouldthestudenthaveroommates,thoseroommateswillalsobeexpectedtoquarantineattheirplaceofresidence.DiningServiceswilldeliveramealtoeachstudentquarantiningoncampus,andamaskwillberequiredanytimequarantiningstudentsleavetheirrooms.
4. Ifastudentresidinginaresidenthalltestspositive,heorshewillbemovedtoadesignated,sanitaryareaofcampushousing.Thestudentwillremainisolatedfor10daysoruntilclearedbyahealthofficial.Commuterstudentswillbeaskedtoisolateintheirownplaceofresidency.SpacelimitationsandothercircumstancesmaypossiblyrequirethatresidentialstudentswhohaveidentifiedanacceptableplaceforisolationinNorthDakotaareaskedtoisolateinthatplace.
5. Anyoneexposedthroughclosecontactwithaconfirmedcasewillneedtoquarantineintheirownroomsuntilclearedbyahealthofficial.
6. Iftheoriginalsymptomaticstudenttestsnegative,heorshecanremaininhisorherroomandtakethetimeneededtorecoverbeforereturningtonormalstudentlife.
GuidelinesadministeredbyExternalOrganizationsAthleticswillconsultNCAAandNSICguidelinesinadditiontofollowingtheprescribedguidelines.MassesandUniversityMinistryeventswilladheretodiocesanprotocolsinadditiontofollowingtheprescribedguidelines.

VulnerableMembersoftheCommunityInouruniversitycommunity,therearebethosewhomaybeparticularlyvulnerabletotheharmcausedbyCOVID-19(cf.“WhoisatRisk?”,pg.6).AtanyoftheRisk/ActionLevels,employeesareinvitedtoconsultwiththeirimmediatesupervisorortheOfficeofHumanResources.Studentsareinvitedtocommunicateconcernsandquestionstohealthinquiry@umary.edu,sothattheOfficesofAcademicAffairsandStudentDevelopmentcanofferindividualguidanceorsupport.
