REQUEST FORPROPOSALS
The County of Franklin is requesting propos-als for structural and cosmetic improve-ments at the County Courthouse located at 17 Church Street in St. Albans. Included in the improvements are the following:I. Minor structural changes per a 2010 ADA Compliance re-port. Specifically, the report calls for 1) re-configure the threshold of the door entering the building at the top of the handicap access ramp to be no more than ” rise, shave con-crete lip; 2) reconfigure threshold on down-
stairs public restrooms so as to be less than a ” total rise; 3) lowering bathroom mirrors from present height of 41 ” above the floor to 40” from finished floor. II. Construction of a ser-vice window adjacent to door at the Probate Of-fices. Opening should be approximately 30-32 inches wide (depen-dent on framing) and approximately 40 inch-es high. A counter also needs to be construct-ed of approximately 30-32 inches wide and 24 -30 inches deep. There may be the need to re-locate electrical wires within the wall. Service window needs to have a sliding glass closure with a locking mecha-nism.III. Modification of a doorway at the Civil Division Offices which now serve as a ser-vice counter. Doorway should be converted into a service window of similar dimensions to that of Probate with sliding glass closure and locking mecha-nism. Bottom of window should have three built-in shelves similar to what presently exists. The fold-out window at the top of the doorway must be preserved.IV. Installation of a “pan-ic” button in upstairs courtroom that will ring to Deputy Sheriff at door should assistance be needed.V. Purchase and instal-lation of fold-away baby changing tables in two downstairs public bath-rooms.VI. Purchase and install ADA Braille signs for all permanently assigned rooms/spaces, ap-proximately 14 needed (signs to be in com-pliance with ADAAG 4.1.3(16) and 4.30).VII. Repair and/or re-place front door secu-rity bar system.VIII. Purchase and in-stall concave mirrors, one at top of spiral stairs leading to the judges’ chambers; one on ceiling or wall of first landing of main staircase leading to the Courtroom and one small one at top of ser-vice window of the Civil Division.IX. Replace or repair
locks (repair preferred) on doors of both the Judge and Assistant Judges Chambers.X. Relocate “scissor” gate presently at bottom of spiral stairs to top of spiral stairs and enable it to be locked. Purchase and install chain gate at bottom of spiral stairs with a sign that says: “Do Not Enter”.XI. Repair water damage to molding and wall in the Civil Courtroom (east facing wall, to left of win-dow). Repairs are to in-clude repainting to match existing walls.XII. Repair and paint sur-face cracks in walls and ceilings as follows:A. Surface cracks in molding and ceiling in main staircase on south end of the building;B. Surface cracks in both archways, mold-ing and ceiling in up-stairs hallway outside of courtroom.C. Surface cracks on wall and ceiling of south wall in hallway outside of courtroom.D. Surface cracks in upstairs hallway along common wall between hallway and courtroom.XIII. Repaint parking area lines and handicap symbols in pavement.XIV. Install sturdy, im-movable posts for em-ployee parking. Ten spaces should be des-ignated for employee parking. Signs should be provided as well.
