The FMSS project is a transformational exercise that will introduce a new common financial
management system across government departments and will see the end of JDEdwards
within the Department. The project was due to be delivered at end June 2018 but following
a delay in the delivery of a piece of hardware, a go live date of 10th September 2018 has now
been proposed by the project team.
This timing raises particular risks for this department not least that the brand new system
would be introduced towards the end of the accounting year. Furthermore, user testing
would have to take place during the summer months, the traditional holiday period, and the
period of introduction overlaps with the significant build up to the Budget and Finance bill in
this Department and in DPER, the Estimates preparation period post Budget.
The other first wave adopters have sim ilar concerns with the introd uction of the system in the
September period. EY have concluded a Readiness Review for reaching the September 2018
deadline and under operational capacity, confidence and readiness, they have also highlighted
significant risks to the success of the project. The FMSS Board meets today to discuss the
Readiness Review completed by EY.

Group (SMG)Conference. The discussions on the auto-enrolment of pensions and Brexit/Future
