Permitting

Dusty Road is Permitted under Waste Management Permit PE-4088

Includes “sludge digestion, drying and handling facilities”

Composting is a form of drying “sludge wasted from the treatment

plants shall be disposed of to a site and in a manner approved by the Director, or as authorized by regulation under the Waste Management Act”

The Future

When composting activities finish, and the lagoons are emptied and decommissioned, only septage receiving and dewatering will remain

Then PE-4088 will be cancelled Site lease to 2031 “Land Swap” with LeHigh is still a

possibility.
