Foreword

The Annual Report of the Institute depicts important activities and programmes undertaken and

executed by the Institute and its Branch during the year 2016-17.

As most of the programmes are allotted by O/o the DC (MSME), due thrust is given to complete the

same despite the constraints of technical manpower posted in DI so as to cater to the requirements

of the local entrepreneurs, both prospective and existing.

The Annual Report thus provides detailed information of various activities performed by the Institute

and its branch for promotion and development of MSMEs Manipur and Nagaland.

It is expected that the information contained in the Report would portray the significant role being

played by the Institute and also bring forth comments for better service.

I would like to record my appreciation for the efforts made by all Officers and Staff who contributed

significantly in the preparation of the Report, including Sri T. N. Singh, Asstt. Director (Stat), for

bringing out this Report.

1. INTRODUCTION;-

MSME-Di Imphal along with its Branch MSME-DI Dimapur is one of the field officers

of MSME-Development Organization, an attached/subordinate office of the Ministry of

Micro, Small & Medium Enterprises, Govt. of India. MSME-DI Imphal was established in the

state of Manipur in 1971 as Branch Institute, and later in the year 1986 it was upgraded to

full-fledged Directorate, The main objective of the institute is to provide much needed

consultancy services and support to Micro & Small Enterprises sector in the state of Manipur,

Since its inception till today ,the institute is dedicated to provide various support service like

Technical counselling, Plant & Machinery, selection of Products, Managerial consultancy etc.

The institute also extend help to Micro & Small enterprises by creating awareness on

Modernization, Technology Up gradation, acquiring of ISO, Energy Conservation etc, and a

host of others to foster the growth of Micro &Small Enterprises, Besides, the institute also

conducts diagnostic study report, recommended for soft intervention and work closely with

state industries department in implementation of Industrial Infrastructure development project

under MSE-CDP Scheme.

As part of its regular activity, the institute conducts Entrepreneurship

Development Programme, Skill Development Programme, Management development

programme with a focus on development and sharpening the entrepreneurial, managerial and

technical skill of the existing or prospective entrepreneurs.

3. (A) THE PEOPLE OF MANIPUR: --- The people of Manipur include Meitei, Naga, Kuki, Meiteipangal and other

colourful communities which have live together in complete harmony for centuries. There are

the people whose folklore, myths and legends, dance, indigenous games and martial arts,

exotic handlooms and handicrafts are infested with the mystique of nature. The wonders have

(B).THE PEOPLE OF NAGALAND:-

The Nagas are an ethnic group conglomerating of several tribes native to the North Eastern

part of India and north-western Myanmar (Burma). The tribes have similar cultures and

traditions, and form the majority ethnic group in the Indian state of Nagaland, The Naga speak

various distinct Tibeto-Burman languages, including Sumi, Lotha,

Sangtam, Angami, Pochuri, Phom, Ao, Mao (Emela),

Inpui, Rongmei (Ruangmei), Poumai, Tangkhul,Thangal, Maram, Zeme and LiangmaiIn

addition, they have developed Nagamese Creole, which they use between tribes and villages,

which each have their own dialect of language..As of 2012, the state of Nagaland officially

recognises 17 Naga tribes.

The Annual Report aims to highlight the important activities and achievements made there of

by the institute and its branch institute during the year 2016-17. However, it is also

constrained to mentione that, the institute could not achieve the desired target in the current

5. SOME MILESTONES ACHIEVED DURING THE YEAR :-

A. North East ASEAN Business Summit (8.4.2016 )

“Berozgari se Swarozgari”, Unemployment to Self-employment, is the

campaign for the youth of North Eastern Region by the Hon’ble Union

Minister for MSME. Shri Kalraj Mishra, during his three days visit in

Manipur from 8th

to 10th

April 2016.

Presiding over the valedictory function of North East ASEAN

Business Summit on 8th April 2016 at the City Convention Centre,

Imphal, Manipur, Shri Kalraj Mishra highlighted the future prospect of

Manipur and the role of Ministry of MSME for the development of NER

especially Manipur to the august gathering from all the states of NER and

the delegates of ASEAN countries. His Highness Shri V. Samuganathan,

the Hon’ble Governor of Manipur was the chief guest and Shri O. Ibobi

Singh, the Hon’ble Chief Minister, Manipur ; Commerce & Industries

Minister, Manipur; Chief Secretary, Manipur; Commissioner, Commerce

& Industries, Manipur were also present during the function.

B. Laying of foundation stones for three upcoming Industrial Estates in

Manipur (9.4.2016 )

On 9th

April 2016, the Minister (MSME) visited the 1st Industrial Expo of

Manipur at Lamboi Khongnangkhong exhibition ground in the occasion

of ―MSME Day‖ and laid foundation stones for three upcoming Industrial

Estates in Manipur with the financial assistance of Ministry of MSME at

Churachanpur, Ukhrul and Chandel districts of Manipur. He has informed

that three more Infrastructure Development Centers have already been

taken up under Micro and Small Enterprises – Cluster Development

Programme (MSE-CDP) in Takyelpat, Thoubal and Bishnupur for which,

a sum of Rs.928.00 lakh have been released during the FY 2014-15 &

2015-16 for laying of roads, drainage , power, water supply including

overhead tanks, road side greenery, raw material storage facility,

marketing outlet, effluent treatment facilities etc. Further, two more

proposals from the state of Manipur have been accorded in –principle

approval. C Inauguration of nine Livelihood Business Incubators (LBIs) in Manipur (9.4.2016)

Shri Kalraj Mishra has also inaugurated nine Livelihood Business

Incubators (LBIs) in each of the nine districts of Manipur for processing

of lemon grass, stevia, honey, mushroom, bamboo, pineapple etc. under

ASPIRE Scheme of Ministry of MSME, which was launched by the

Ministry on 16th

March 2016 with an objective to develop agro and rural

industries and also for the benefit of local farmers.

D Foundation stone laying for Fragrance & Flavour Technology Centre

(9.4.2016)

Foundation stone was also laid for Fragrance & Flavour Technology Centre

under Technology Centre Systems Programme (TCSP) on 9th

April 2016 at Nilakuthi

Food Park, Imphal East in the presence of Shri O. Ibobi Singh, chief minister,

Manipur; Shri Giriraj Singh, Minister MoS (MSME), Commerce & Industries

Minister, Manipur; Development Commissioner (MSME), Govt. of India and other

dignitaries. For this Technology Centre, Government of Manipur has provided 5 acres

of land free of cost, whereas Government of India would be investing around Rs. 40 -

50 crores for creating facilities towards plant & machinery, and other required

infrastructure.

Speaking on the occasion, Shri Kalraj Mishra said that Manipur has vast richness of

medicinal & aromatic plants and this Centre will help and coordinate between farmers

and industry engaged in the aromatic cultivation and its processing to make them

competitive at national level as well as in global market. It is expected that this centre

will train nearly 1000 trainees annually on becoming fully, operational.

He further added that this Technology Centre will not only play a vital role in the

industrial development of State of Manipur in the area of aromatic crops & related

products and will also promote the ―Make in Manipur‖ and ―Make in India‖ as well as

―Skill India‖ initiatives of Government of India.

Speaking on the occasion, Shri Giriraj Singh, Minister of State, MSME, Govt of India

said that Micro, Medium and Small Enterprises are the backbone of the industrial and

economical development of the country. After Agriculture, this sector generates

maximum number of employment in which more than 8 crore people are employed

through more than 3 crore 60 lakh enterprises. The Central Government aims to

transform India into a ―Manufacturing Hub‖ by which not only the economic and

industrial development would be ensured but the educated youth of the country could

also be employed and this is possible by micro, small & medium enterprises only.

Shri Surendra. Nath Tripathi, Additional Secretary and Development Commissioner,

MSME, Government of India, while conveying thanks to the State Government for

allocating 5 acres of land free of cost for the project, ensured that all efforts would be

made to complete the project in a time bound manner.

E. Visit to Industrial Estates

The Minister (MSME) also visited Tera Urak Industrial Area, Bishnupur and Gene

Bank of lemon grass and stevia at Chothe Village in Bishnupur district before

leaving Manipur on 10th

April 2016.

9. PROGRAMME REPORTS AND PHOTOGRAPHS

A. One day awareness programme on ―Support for Entrepreneurial and

Managerial development of SMEs through Incubators‖

Objective:-

To promote development of knowledge-based innovative ventures and to

improve the competitiveness and survival instants of the Micro, Small and

Medium Enterprises (MSMEs).Such entrepreneurial innovative ideas are sought

to be developed in reputed Technical Management institutions before these can

become commercially viable and attract venture capital. The idea is primarily

for sustaining at some basic or introductory level the incubation of ideas that

would have otherwise been lost for want of support.

E. REPORT ON ONE DAY AWARENESS PROGRAMME ON DIGITAL

PAYMENT for MSMEs held on 30th

December 2016 at MSME-DI, Imphal

In pursuance of D.O.No.64 (11) DP/MSME-DI/2016-17 dated 14/12/2016 the MSME-DI,

Imphal in consultation with Industries Associations, Manipur Industries Development Council and

State Industries Department have jointly organized the Digital Payment Programme on 30/12/2016

at the Conference Hall of MSME-DI,Imphal. The chief guest in the inaugural function was Shri P.

Loken Singh, Chairman, Manipur Industries Development Council (MIDC) Shri Th. Baite, Dy. Director

I/c, MSME-DI, Imphal presided over the function. The other dignitaries present in the programme

were representatives from SIDBI, NSIC, KVIC ,G.M.DIC Imphal East, G.M.DIC, Imphal West, G.M. DIC,

Bishnupur G.M. DIC,Thoubal ,G.M. DIC,Senapati , G.M. DIC,Ukhrul and officers from Directorate of

Trade, Commerce & Industries, Govt. of Manipur.

Altogether 50 parsons had attended the programme and benefited about the digital payment

schemes. The resource person of the programme is Shri Subhas Dhar, Dy. Manager (Digital), State Bank of

India, Imphal.

During the programme a lot of Interaction on the various digital platform payments were

highlighted and discussed. The programme ended with formal vote of thanks proposed by Shri T.N. Singh,

Asstt. Director (Stats.), MSME-DI, Imphal.

A. MEETINGS ATTENDED:- The Institute attended Dist. Consultative

Committee & Dist.level Review Committee meeting at Kombirei Hall ,O/o

D. Dy.Director i/c, MSME-DI, Imphal attended the valedictory function on

27th March 2017 as guest of honour, at Imphal Expo, 2017 organised by NSIC at

Iboyaima shumang Leela Sanglen, Imphal. The dignitaries’ presents in the

function were Shri M. Luikham I.A.S., Director, Trade, Commerce & Industries,

Govt. of Manipur, Shri Y.Raghumani Singh, Advisor, MIDC, Shri J.K. Mahanta,

CGM, NSIC (East & North East). The valedictory address was delivered by

Prof.Shri A.P. Pandey, Vice Chancellor, Manipur University.

About 70-75 MSMEs from different parts of Manipur exhibited their products

in different Stalls. The products included handicrafts, handlooms, food and food

based, wooden items, traditional items of Manipur Garments, spices etc.

E. Udyog Aadhaar Registration of MSEs and Data Bank

MSME-DI, Imphal continuously encourages MSMEs to register

themselves online through Udyog Aadhaar portal So far 9149 MSEs

registered online, out of which 7660 are Micro and 1473 are Small

enterprises. 91 Enterprises completed Data Bank entries so far.

F. Credit Guarantee Fund Trust for MSEs

During this year 525 enterprises availed CGTMSE coverage for an

approved sum of Rs. 20.8607 crore

G. PMEGP scheme Implementation

MSME-DI closely monitors PMEGP Scheme with KVIC, the main

implementer of the scheme. During this year, 2167.0894 lakhs was

utilized as Margin Money. 1269 units were set up and 7796 Nos.

Employment generated under the scheme.
