President’s Report

CATHERINE NORTON

As I take a moment to reflect on 2017 we can be very proud of the achievements at Netball NT. It was a year of new and exciting adventures for us and we have many reasons to celebrate.

The day had finally arrived for the start of construction on the new $18 million stadium. This was an exciting time for the whole of the netball community and people are eagerly awaiting the day they can play on the sprung floors. This stadium will ensure netballers and spectators have access to a world-class sporting facility. Thank you to the Federal and NT Government for your ongoing support of Netball in the NT.

2017 saw the Territory Storm re-enter the ANL competition and form a new partnership with Sunshine Coast Lightning. It was pleasing to see that we did not lose our NT identity within the ANL with the majority of players our own NT athletes. I thank the Board for taking the financial risk to re-enter the team and to Netball Australia for the addition funding.

One of the major highlights for me personally was seeing Netball NT represented in the Marie Little OAM Shield. Thank you to Haylee Gillies for having the vision and determination to create and operate this team. The joy and courage that the players showed during the tournament demonstrated that netball can be accessed by anyone. Thank you to the officials that accompanied these players over the tournament.

As a Board we have had a major focus on reviewing our policies and procedures. I thank Neil Forysth for driving this subcommittee and for the time and effort he has put into rewriting polices. Thank you to all members of the Board for your time, dedication and commitment to making Netball in the NT a success story.

Netball has been a pioneer in raising the profile of women’s sport; now this profile has never been greater. With the rise of other codes, football, cricket and soccer girls have more sporting choice available to them. To ensure we are at the forefront and the most popular team sport in Australia for women and girls we must remain relevant and be creative.

We have opportunities and challenges ahead in 2018 and beyond, but I look forward with anticipation to what can be achieved for netball in the NT.

As we reflect on 2017, it was a year for many firsts.

• Opening of the first indoor netball stadium in the NT in Alice Springs • First NT Championships held solely indoors • First Fast5 event held • First regular netball radio show on ABC Darwin • First Marie Little OAM Shield team entered • First alignment with an SSN Club • First Indigenous Carnival held • Turnover of first sod for $18m stadium in Darwin • First $1m financial turnover

All of this is possible due to the dedication and passion of the Netball NT staff, the vision of the Netball NT Board and the support provided by our Associations and members.

FACILITIES

Alice Springs

The new $6.25m stadium was officially opened on the 24th February 2017 where the opening was combined with hosting the Territory Storm’s Australian Netball League (ANL) home round. The Alice Springs netball community certainly came out to support the Storm, with sellout crowds on both nights.

Darwin

Construction on the new $18m netball stadium at Marrara commenced in November 2017 and is due for completion in December 2018. The four-court stadium will be of International and National standard, with broadcast ability. For the majority of the time however, it will be available for domestic level competition as well as external programs such as SEDA, basketball, volleyball and school awards nights. Two of the four courts will be multi-purpose to ensure that maximum commercial returns are achieved.

Gove, Katherine and Palmerston

It is important that facilities for these areas are also matching the growth demand for our sport. We will continue to work with Government and local Councils to ensure the netball facilities in Gove, Katherine and Palmerston are compliant and meeting our demands.

GOVERNMENT SUPPORT

In 2017, the NT Government provided almost $350,000 in funding as a Tier 1 Peak Sporting Body. These funds go towards:

• Netball NT’s operational costs • Grassroots programs • ANL program for Territory Storm • Delivery of programs in remote communities • Umpire development

MEMBER ASSOCIATIONS

NT Championships

The 2017 NT Championships were held indoors for the first time in the Alice Springs stadium on the weekend of the 22nd-24th September. 24 teams competed across five age groups and there was a fantastic display of netball talent across the weekend.

Volunteer of the Year Award

The Volunteer of the Year award was introduced in 2016 and this year, nominations were received from all competing Member Associations at the NT Championships. The 2016 Volunteer of the Year, Steve Menzies presented the following with their awards:

NETBALL AUSTRALIA

The relationship between the Member Organisations and Netball Australia has been bolstered through the roll out of the Stakeholder Engagement Project. Part of the project includes five Leadership Hubs, involving the CEO and one other staff member from each MO and Netball Australia, with the purpose of increasing the capacity of the leaders of netball in Australia.

Netball Australia continues to support Netball NT through financial support and staffing resources, for which we are truly appreciative. The Netball Australia commercial team has been working towards securing National Sponsorships, leveraging off the success of Suncorp Super Netball (SSN) which then filter down to benefit the MO level. These partnerships include Gilbert – equipment contra; Nissan Australia – cash benefit plus 1 x Nissan 4WD vehicle for NNT staff use; and Woolworths – cash benefit.

In addition, through the Confident Girls Foundation established by Netball Australia, Netball NT was provided with $10,000 in funding to go towards a One Netball Day in Katherine and making a video to promote our indigenous program in remote communities. The result is an exceptional promotional video, which is available on our website and YouTube (Netball NT Remote program).

STAFFING STRUCTURE

2017 saw the transition of the NTIS coach, Gillian Lee into the Netball NT staffing structure. The NT Government continues to subsidise the position through funding and support resources.

The Alice Springs position was returned to a full-time position in order to support the increased participation rates in Central Australia.

I would like to acknowledge the hard work of the Netball NT staff, who dedicate many additional hours above the requirements to ensure that quality programs are delivered.

With the construction of the new stadium in Darwin due for completion at the end of 2018, it is important that this facility is managed under its own Netball NT business model and staffing structure.

TERRITORY STORM

Alignment with Sunshine Coast Lightning

Our alignment with Sunshine Coast Lightning (SCL) in 2017 provided the Territory Storm team with an opportunity to be at the coal face of the Suncorp Super Netball (SSN) competition. Three of the Storm’s home games were played on the Sunshine Coast as either a curtain-raiser or curtain-closer to the SSN game. Four of the SSN training partners formed part of the team, with six NT athletes also competing.

In working with SCL, it provided an opportunity to tap into their volunteer workforce, the use of their home venue University Sunshine Coast, as well as development opportunities for the NT athletes, coaches and staff through mentoring.

It was also important that we maintained identity of the team, in both the uniform branding and using the name, Territory Storm. The alignment will continue into 2018, with improved opportunities for both organisations.

LOOKING TO THE FUTURE

Our acceptance into the 2019 Arafura Games as one of 15 sports will give netball an opportunity to showcase its sport to other countries and to provide a platform for development opportunities for officials and volunteers. The games will be hosted in Darwin from the 27th April – 4th May 2019.

The completion of the $18m stadium at the end of 2018 will provide a wonderful opportunity for Netball NT to host events, including the Arafura Game and to provide our members with a venue suitable for all levels of training and competition.

I would like to thank the dedication and guidance of the Netball NT board members, particularly President Catherine Sansom and Treasurer, Melissa Yates who have been a great support to me in my role.

HAYLEE GILLIES

Netball NT’s community space continues to develop new opportunities and grow participation rates across the Northern Territory. A continued focus has been introducing the game of netball to new community groups in an inclusive, safe and welcoming environment, as well as increasing our reach at a grassroots level.

SUNCORP NETSETGO

In 2017, the NetSetGO program experienced a significant decline in numbers in full program participants and Centres. Each associations participant numbers declined with the exception of Alice Springs Netball Association, which increased by 1. With NetSetGO being the only introductory program to netball, as well as the first step in the player pathway, there needs to be more focus put into growing and supporting our clubs NetSetGO programs in both the competition tier and in the Net and Set tiers.

2017 was the first year of mandatory self-registration for the NetSetGO program, which proved another major challenge with many Centres not wanting to change the way in which they sign participants up. Setting up their NetSetGO Centres on MyNetball continues to be a delayed process, with many Centres not performing this until after their season had begun.

Netball NT continued to provide support to Inclusion NetSetGO Centres, with 20 Centres signing up to participate. Inclusion NetSetGO introduces Indigenous and Culturally and Linguistically Diverse (CALD) communities and people with disabilities to the sport of netball.

Netball NT’s own NetSetGO program continues to grow, with 61 participants over the two programs run in 2017. This demand continues to show the gap of available programs across the Northern Territory for 5-7 years and the need to continue to provide information and resources for clubs to run their own programs. Netball NT Nationals athletes ran the programs, proving to be a valuable resource in the community coaching space.

ONE NETBALL

One Netball continues from strength to strength across the Northern Territory, with Leanne Bugg again as the Northern Territory One Netball Ambassador. Leanne continues to play an integral role in the growth of One Netball and exposing new communities to the sport.

The Australia Post One Netball Community Awards recognise individuals, clubs and associations who go above and beyond in the inclusion space to make netball more accessible to everyone. In 2017, the Northern Territory had two recipients for this award – Wests Netball Club in Alice Springs were recognised for their efforts in creating a culturally safe and inclusive environment for everyone in their netball community. This club was also the winner of the Inaugural Ambassadors Choice Award. The second recipient in the NT was Katherine Netball Association for providing a welcoming environment to teams from the Jilkminggan School through a supporting and flexible approach to their participation in their weekly competition. Both Wests Netball Clubs and Katherine Netball Association are leading the way in ensuring netball is accessible to everyone and are breaking down the barriers that our diverse communities are faced with. Congratulations to you both.

In 2017, Netball NT proudly entered a team into the Marie Little Shield (MLS) for the first time. The MLS is the national competition for females 16 years and over with an intellectual disability. The inaugural Marie Little OAM Shield began in 2013 with three teams contesting the title. The competition has now grown to six states and territories. The Northern Territory is the first of the smaller states to have a team represented at this competition. The Dragonflies Netball Team consisted of 10 players from Darwin, Palmerston and Katherine, led by coach Chantelle Ayres. With only 10 training sessions under their belt prior to the

competition, it was exciting to see the team on the court where they grew and improved with each game. The Dragonflies Netball Team finished the minor rounds with a win and won their final, resulting in the NT Dragonflies coming fifth.

Netball NT continues to focus on our Indigenous communities and developing a pathway for athletes. The inaugural Indigenous Netball Carnival was held on 11 and 12 November in Darwin, with 20 teams registering across four divisions: 13U, 15U, 17U and Open. Over 200 players plus officials, umpires and spectators attended the weekend, which had a true community feel. Stalls were held by Good Sports NT and Headspace to share information about their programs, as well as local artist Darlene Devery providing painting workshops. The 2018 carnival will be held on the 27-29 July in Darwin with an additional mixed grade on offer.

Netball NT’s remote programs grew significantly in 2017, with eight remote communities visited throughout the year. Four of these communities requested netball through the Remote Sports Vouchers Scheme (RSVS), two communities were funded through West Arnhem Regional Council, one through Roper Gulf Regional Council and one through Thamarrurr Development Corporation. These programs have seen communities developing their own teams to travel in their nearest competition, fundraising to send their local team to Victoria for a netball camp and having a netball competition running within their own community. The demand of netball within remote communities allowed Netball NT to gain funding to develop the remote netball programs video showcasing what our programs looks like when Netball NT is in community. This can be found on YouTube by searching Netball NT Remote Program.

Finally, in 2017 myself, One Netball Ambassador and Board Member Leanne Bugg, and Pathway Manager Gillian Lee were invited to attend Netball Australia’s inaugural Indigenous High Performance Camp, held in Canberra as Camp Mentors and Coach for the athletes. 21 athletes were selected from across Australia with the assistance of the state/territories Pathway Managers. Four NT athletes were invited to attend; Monique Chong, Gabrielle Coffey, Courtney Summers and Bethany Williams. Thegroup of athletes were mentored and supported by netball royalty, including former Aboriginal Diamonds representatives Marcia Ella-Duncan OAM, Sharon Finnan-White OAM, and Australian Diamonds Coach Lisa Alexander. The Camp was also supported through the Australian Sport Commission’s 2017 Women In Sports Leadership program, with athletes guided and mentored in the development of their leadership capacity and capability, both on court and off.

Thank you to all associations for their continued support to our NetSetGO, community and inclusion programs. 2018 is going to be another big year and we cannot dream big and achieve what we do without all the dedicated netball volunteers throughout the NT.

Momentum is growing in Umpire Development with increased opportunities being created and planning being done towards a three year strategic plan to be released shortly. There will be an increased focus on Bench Officials Development in 2018. Below you will find statistics for the umpires and bench officials

• The Umpire Development Committee met on 4 occasions throughout the year.

• 141 participants completed the Section I Umpire Exam.

A new Netball Australia Umpire Mentor, Marc Henning, an IUA and AA badged umpire, joined us at our NT Championships in 2017. Marc’s efforts in supporting our umpires was outstanding. Marc had the opportunity to observe our umpires in action and provide valuable courtside feedback, as well as a personalized written report following the Championship. Marc also encouraged a number of participants to try their hand at Coaching and testing under his mentorship. In what is an extremely busy weekend for our guest Umpire coach, Marc also delivered a successful Umpire Clinic which was open to the public.

Marc has agreed to return in 2018 to continue building on the work done in 2017.

As well as Netball Australia, key relationships continue to be developed with interstate organisations to improve sharing of resources, knowledge and access to opportunities. An example of this is the engagement of two volunteer umpires from the Cairns Netball Association to visit the Gove Netball Association providing support for local umpire development. This was arranged through Netball Queensland in the absence of available Northern Territory Umpires.

The Northern Territory Institute of Sport has taken positive steps forward in support of Umpiring in the NT with the appointment of Graham Glassford in the new position of Coaching and Officiating Consultant. NTIS Grants are now geared towards Umpire Development and importantly, the development of Umpire Coaches and Educators.

NTIS conducted two Umpiring workshops in Alice Springs in May and September 2017. Additionally, an Officials Coach and Educators Workshop was delivered in Darwin in June with streaming available for those not based in Darwin.

NTIS also introduced a High Performance Officiating Program in October 2017 with Netball’s Mark Munnich being accepted into the program. Support includes mentoring, education sessions, and a small grant toward a Netball NT designated development opportunity.

The important role of Umpiring and Bench Officials is acknowledged and we will continue to seek opportunities to recruit, develop and retain officials to ensure the continued growth of the game across the NT.

2017 NNT Academy 14-17 year old’s Program (once called DADA program)

In 2017 we didn’t have selections for this program, if players wanted to join the program they could. We decided this so we could have as many players being developed as possible.

Foundation Course

• All associations need to encourage their coaches to complete the online Foundation Course. Development Course

• Netball Australia have changed the Development Course. It is now about 6 hours online, followed by a 4.5 hour face to face program.

• Face-to-face course is conducted a maximum of twice per year in Darwin and once per year in Alice Springs. Again, we need associations to encourage their coaches to complete.

Intermediate Course Conducted only once per year in both Darwin and Alice Springs. Advanced Course Conducted once every 2 years in Darwin. Practical Coaching Classes are conducted a few times a year in Darwin and Alice Springs, numbers were only about five in each Association. Gove and Katherine had five participants each when conducted at those associations.

One Netball Ambassador Report

The Year 2017 was one of celebration and overwhelming achievement for One Netball in the Northern Territory. When the very first Netball NT Reconciliation Action Plan (RAP) working group launched their own plan under the overarching Netball Australia plan three years ago, there was no way we could fathom the impact it would have on our entire netball community. The Key Performance Indicators we had identified had been met in the first 18 months which left last year, as the first year we could truly enjoy the fruits of our labour and witness the effect it has had on our growth as a Member Organisation.

In July I had the pleasure of joining Netball NT Pathways Manager Gill Lee, and Community Development Manager Haylee Gillies for the first ever Indigenous High Performance Camp at the Australian Institute of Sport. Twenty-one of the top Indigenous Netball players from our state pathways and representative teams around Australia – including our own four girls from the Northern Territory came together as a way of celebrating their culture, connecting with their identity and building pathways as strong Indigenous female athletes. This only added to the integrity of what Netball NT has been striving to achieve for our future netballers with respect to diversity and equality. The benefits of this camp has assisted in sustaining these young girls in representative pathways as they have continued on their journey on the National stage again this year.

In August the NT Dragonflies became our first representative team in the Marie Little Shield in Perth. This team consisted of players not only with intellectual and physical disabilities but also, with the officials, diverse backgrounds and cultural values. The emotional win over QLD became the turning point that would establish the NT as a major stakeholder in the future of Disabled Netball and that to be accepted is not a privilege – it is a right. The hard work of Haylee Gillies had demonstrated to our local competitions that inclusion is a must and at the beginning of the 2018 season we had two Netball Associations with their own Inclusion policies and widely opening their competition up with invitations to players of all abilities with a message of support and tolerance.

With the increased rollout of Netball to remote communities and the sustainability of our RAP program there were two significant events in my role as Ambassador that underpins the value of our plan.

Firstly, the Indigenous Netball Carnival hosted by Netball NT was a resounding success with representation from teams who travelled from as far as Northern WA to participate. With a focus not just on sport but also in the Arts and Health, it was an amazing culmination of what it is to play netball in the NT. With both Indigenous and non-Indigenous players and officials, collaborating on a story that will be carried across our netball community for many years to come. It was humbling to see young girls awarded with the rising

star awards who never had the development opportunities and level of competition offered in the major netball hubs in the NT. The commitment by teams to the event held during NAIDOC celebrations this year has promised a wider success.

Secondly, congratulations to the Katherine Netball Association on receiving a One Netball Community Award for their work towards inclusion by facilitating the participation of the remote community of Jilkminggan who had two teams and many players who had never played netball before, however had the passion and courage to continue throughout the season and eventually win the 13U competition. This engaged the whole of their community and sparked the continued involvement in the competition this season. Wests Netball Club in Alice Springs were also a recipient of this award by creating a culturally safe and inclusive environment for everyone in their netball community. They were also recognised for their outstanding work as the winner of the Inaugural Ambassadors Choice Award.

With so many proud moments and achievements it was such a concerning time attending a Netball Australia Stakeholders Forum in November last year with a cloud of uncertainty around the future of One Netball. This inclusion program that filtered across all networks both urban and remote, all abilities, all cultures (with a significant impact across the northern part of Australia) delivered by passionate and committed Ambassadors - had given so much to grassroots netball in communities. Due primarily to a lack of funding, the One Netball program will no longer have the resources available or the support it needs, to reach out to continue the good work that has allowed our communities and ALL of our players to enjoy our sport. It will be a great loss particularly to the NT as our players do not have the ready access to growth and development opportunities as our southern counterparts.
