That the Agriculture and Rural Affairs Committee recommend that Council: 1. Approve the application to alter 2226 Old Montreal Road in

accordance with the designs by W. Elias Engineering and Associates Consulting Engineers received on April 19, 2012 and included as Document 3;

2. Delegate authority for minor design change to the General Manager, Planning and Growth Management Department; and

3. Issue the heritage permit with a two-year expiry from the date of issuance. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on July 18, 2012.) (Note: Approval to Alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.)

BACKGROUND

The two storey stone building at 2226 Old Montreal Road was designated under Part IV of the Ontario Heritage Act in 1984. The specific character-defining features noted in the by-law are the front veranda facing Old Montreal Road and the original windows on the main building. The Statement of Reason for Designation is described below: Statement of Reason for Designation Cameron House - Erected prior to 1851, is one of the older surviving buildings in the area. The building, a two-storey structure of stone and articulated wood detail and wood-trimmed window openings is characteristic of this period in the Ottawa Valley. A location map is included as Document 1 and photos are included in Document 2.

DISCUSSION

Recommendation 1: The application proposes construction at the rear of the existing stone farmhouse, which will involve rebuilding a one-storey stone summer kitchen and replacing a connecting wood addition and garage as shown in Document 3. The proposed addition will have a similar depth and footprint to that of the existing as illustrated in Document 4. The roof of the addition, while higher than the existing, will not extend above the height of the main stone farmhouse facing Montreal Road and will have little visual impact on the building as seen from the road. The new addition will be clad in stone but it will be distinguished from the main building through a different pattern and building design. The character-defining elements of the main house (original veranda and windows) will be restored by the building owner. The east wall of the stone house shown in the Document 2 has settled over time and will be rebuilt with the assistance of a matching heritage grant from the City. The applicant has provided a brief Heritage Planning Rationale included as Document 5. Standards and Guidelines for the Conservation of Historic Places in Canada The proposed alteration as described above and in the Cultural Heritage Impact Statement is consistent with the Standards and Guidelines for the Conservation of Historic Places in Canada which was adopted by City Council in 2008 to assist with the review of interventions to designated heritage properties in the city. Compliance with the Standards and Guidelines is noted below in italics. Standard 11. (a) Conserve the heritage value and character-defining elements when creating any new additions to an historic place or any related new construction. The original two-storey farmhouse will be retained and its character-defining features restored. (b) Make the new work physically and visually compatible with, subordinate to, and distinguishable from the historic place. The proposed addition will have a footprint similar to that of the existing frame additions. The roof line of the addition will not extend above the height of the main stone farmhouse facing Montreal Road and have minimal visual impact. The new addition will be clad in stone but it will be distinguished from the main building through a different pattern and building design.

Conclusion The existing building at 2226 Old Montreal Road will be retained and restored. The proposed addition at the rear of the property replaces an existing frame extension on a similar footprint and will be compatible with the heritage building to which it is attached. The Department is supportive of this application. Recommendation 2: Minor changes to a building design occasionally emerge during the working drawing phase. This recommendation is included to allow the General Manager, Planning and Growth Management to approve these changes. Recommendation 3: The Ontario Heritage Act does not provide any timelines for the expiry of heritage permits. A two year expiry date is recommended to ensure that the project is completed in a timely manner and in accordance with the approved heritage permit. RURAL IMPLICATIONS

The restoration of this designated heritage building will enhance the heritage character of this part of Old Montreal Road. CONSULTATION

Property owners immediately adjacent to this property have been notified of this application. The Cumberland Community Association has been notified of this application and has no comments or concerns. Heritage Ottawa supports this application and has the following comments: Heritage Ottawa has no objections to the proposed alterations to 2226 Old Montreal Road.

COMMENTS BY THE WARD COUNCILLOR

The Ward Councillor, Stephen Blais, is generally supportive of this application.
