Project Beamlines: LOI Reviews & Decisions
• Beamline and strategic planning workshops held January-March 2008• Received 11 Letters of Interest (LOIs) from groups wanting to form
Beamline Advisory Teams (BATs) for the project beamlines and subsequent beamlines
• LOIs were reviewed by external reviews and Experimental Facilities Advisory Committee (EFAC). EFAC met May 5-7, 2008 and heard presentations from all 11 LOIs. EFAC report received June 2008.
• NSLS-II carefully evaluated the EFAC rankings and recommendations, and additional information in submitted LOI, external peer reviews, oral presentations and dialog at the EFAC meeting, as well as reviewers’ comments at technical and project reviews, and overall project priorities.
• Final decision on project beamline selection was communicated with DOE program office and announced at end of August 2008.

Staff Hiring
• Recruitment of high-quality staff is a major, high-priority activity of XFD during the past year
• Since last EFAC meeting in May 2008, 18 staff have joined XFD:Five group leaders for project
beamlines; Final agreement for one remaining position expected soon;
Ten staff for experimental R&D and photon source development;
Two mechanical engineers for beamline designs.

Design and Construction Labor Profile
• As part of CD-3 preparations, beamline labor requirement was refined:
• Total effort per BL during project is ~ 28.5 FTE-years (was ~ 23.1 FTE-yrs per BL in original baseline estimate)

Revised Non-R&D FTE & Funding Profiles
• Added engineer and tech support during installation and testing
• Revised estimate for Nanoprobe satellite bldg. and beam-transport tunnel
• Adjustments have been made in initial beamline endstation instrumentation to offset increased cost due to added labor
• The initial scope of all beamlines can be met within baseline XFD non-R&D budget of $76.3M
• PCR-08-034 approved & implemented.
Total FTE-yrs = 188.6 (baseline = 155.1)

Main Elements of BAT Charter
• Beamline Advisory Team (BAT) is a small group of scientists who submit a Letter of Interest (LOI) to NSLS-II, representing a particular community, to propose a specific beamline based on a specific set of experimental techniques to carry out a particular scientific mission.
• Submitted LOIs are reviewed by external reviewers and by the NSLS-II Experimental Facilities Advisory Committee (EFAC), and approved by the NSLS-II.
• Primary role of BAT is to advise the NSLS-II Experimental Facilities Division Director on the scientific mission and the technical requirements for the beamline and to work closely with the beamline scientists during design, construction, and commissioning of the beamline.
• NSLS-II has the overall responsibility for the design and construction of the beamline, including hiring of staff. Major beamline revisions are to be made in consultation with the associated BAT and the community at large. Final decisions on any issues in the design and construction of a beamline reside with the NSLS-II.

Need EFAC Advice on the Following …
• Does the BAT Charter adequately describe roles and responsibilities of the BAT?
• Does individual BAT membership adequately represent the particular user community for the beamline?
• To ensure high quality interactions between BAT and NSLS-II, we believe there is a need for formal communication channels between EFAC and the BATs:• to periodically review how BAT is doing by EFAC, e.g. every 1-2 years;• to allow BAT to register concerns and complaints about certain NSLS-II actions.
• Should NSLS-II have a BAT Council, consisting of representatives from all BATs?

Laboratory Office Building (LOB)
• XFD effort on LOB programming requirements:• Held several expanded staff meetings to
discuss LOB space requirements• Did detailed estimates on staffing levels and
expected number of users, & their office needs• Did detailed analysis on basic equipment needs
that are required by most user groups in support of their experiments at beamlines• Worked with professional lab planners from HDR on realistic laboratory layouts• Held a town-hall meeting with broader community to discuss with the community
about our current plan and invite feedback
• LOB design at CD-2 was baselined under certain financial constraints, and needs to be reevaluated.
• Expanded LOB design has been given the green light by DOE to proceed.

Outreach to Community
• Six beamline advisory teams, with combined membership of >50 scientists representing a diverse user community, have been the main focus of community interactions during the past year.
• NSLS-II XFD participations in several community organized workshops and meetings, including:
• BER/NIH workshop on life science at NSLS-II, Sep.11-12, 2008• High pressure research workshop, Oct. 6, 2008• XAS community workshop, Mar. 6, 2009• Workshop on SR applications in microelectronics, Mar. 20, 2009• Workshop on SR applications in glass research, Apr. 6, 2009• Weekly beamline transition workgroup meetings
• Focused efforts in XFD on defining BATs, recruitment, R&D infrastructure, and beamline conceptual designs have made it difficult to be more engaged with the community during the past year.
• With more staff scientists on board, we fully expect that community outreach will regain momentum in the coming year.

Issues and Outlook
• High resolution R&D programs, 1 nm and 0.1 meV, are very challenging; Outcomes may have impact on beamline designs
Need to design beamlines with built-in flexibility to accommodate R&D outcomes
• Interface activities with ASD especially in the area of insertion device optimization and front-end designs; may impact beamline schedule
Need proactive interface management and considerable interactions at several levels
• Recruiting and retaining best staff in XFD Hiring of in the coming months will focus on nanopositioning eng., optical metrology
expert, and beamline scientists. Efforts to create and maintain a nurturing research environment in XFD and
encourage discussions on science, R&D, and career developments.
• Managing priorities and interacting with BATs Need open and transparent discussions with BAT so difficult decisions can be made
with BAT inputs; EFAC input and advisory are welcome.

Summary
• NSLS-II Experimental Facilities Division is making good progress in staff recruitment, infrastructure building, x-ray optics R&D, and beamline conceptual designs.
• Beamline Advisory Team selection process for project beamlines completed by CD-3. Beamline advisory team charter developed.
• Beamline conceptual designs, with full engagement of BATs, are well underway and on schedule.
• Considerable interactions with community and NSLS are on going, particularly in LOB programming and workshop participations. An increasing level of NSLS-II outreach activities are anticipated for the coming year, given much higher level of staffing in XFD.
• We appreciate EFAC input and advice on many topics discussed or to be discussed at today’s meeting
