The web meeting starts punctual at 14.30 PST. The Division Director, Po-Chieh Hung, welcomed all those present and thanked the hosts for making all of the arrangements for the meeting.

5.DIVISIONEDITORREPORTDanny Rich gave the Division Editor’s report, indicating the documents underEditorial Review. He indicated to check documents carefully, following theinstructionsgivenintheCodeofProcedure.Severaldocumentsareveryclosetobeingcompletedandreadyforfinalballotofapproval,priortobeingsenttotheBA.6.TECHNICALCOMMITEESREPORTS

Po-ChiehrequestedadetailedpresentationfromalltheactiveTCs.TC8-07:MultispectralImaging,MasahiroYamaguchi(JP),2004Masahiro Yamaguchi presented his TC by GoToMeeting. The current stage isEnquiry Draft. A web site, multispectral.org, is in construction; He requestedproposals for future work related to multispectram/hyperspectral imaging ifthereare.DannyRichpointedoutthattheCentralBureauhastovalidatethiswebsiteduetocopyrightissues.Masahiroexplainedthatitistodownloadspecificationsandsomeimages.Whilethespecificationsandimagesmaybepublic,thereportthatreferences them isnotandsoTC8-07andD8willneed torequestpermissionfromtheBAsothatfilesandspecificationsaremadepublicallyavailable.

TC8-12:ImageandVideoCompressionAssessment,PascalBourdon(FR),2007ChristineFernandez-MaloignepresentedtheTCforPascalBourdon.Correctionshave been made and a request for approval will be send very soon. The TC adheres to the requirement of the CIE Code ofProceduresandincludesspecifictasks,deliverablesanddates.TC8-15:Archivalcolourimaging,MelitteBuchman(US)MelitteBuchmanpresentedherTCvia Internet.TheoutputwillbeaTechnicalReport,plannedfor2017,withspecificrecommendationsforarchivalcaptureofculturalheritageartefacts.Po-Chieh asked Melitte if she needs new members. She commented that sheneeds help on technical and editorial issues. The Division Editor, Danny Rich,proposes proposed toMelitte that she should contact him for specific help ontheseissues.ThisconcludedthepresentationoftheactiveTechnicalCommittees.7.REPORTERSHIP

Po-ChiehHungrequestedDannyRichtoworkwithChangiunLitoadaptthetermsofreference.ThenamingofCIECAM16wasexplainedastheCIEhasacustomtousetheyearofapprovalofTCratherthantheyearofpublicationofthefinalreport.TC: Consistency of colour reproduction within a single reproductionmedium,CraigRevie(GB),YasushiYamauchi(JP)TheaimofthisTCis“Toproposeametricwhichcanmeasureconsistencyofcolourappearance.”Somemodificationshavebeenrequestedbeforethefinalproposalforvote.Pei-LiSunsuggestedaddingtheword“image”toavoidconfusion.CraigRevierepliedthatitsToRdefinesthecurrenttitleandDannyRichsupportedkeepingthecurrenttitleasitisshown. TC:Methods forEvaluatingColourDifferencebetween3DColourObjects,KaidaXiao(GB)ThisTCfollowstherecentlycompletedReportershipalsoheadedbyKaidaXiao.TheTerms of Reference are “To study and report subjective assessment method anddatasetforcolourdifferenceevaluationbetween3Dcolourobjectsbyinvestigatingthe effect of colour difference caused by difference of 3D shapes, gloss andmaterials”.The proposal is well described and the tasks laid out. But it will likely need theDivisiontoextendthetermofTCactivationbyanotherfouryearsbecauseofeditingandvotingprocessesofthefinalreport. TC: A Uniform Colour Space for Imaging Applications including HighDynamicRang(HDR)Images,YounJinKim(Korea)This proposal has been made very recently. Numerous questions werepresentedtoYounJinKim.DERichidentifiedthemagnitudeoftheresearchworkthat still needs to be completed. Po-Chieh Hung suggested considering aReportership or Research Forum to begin with because the scope is broad andambitious. The director explained a formal ballot will be conducted four weeks aftercirculation.

R:MaterialAdjustmentTransforms,MaxDerhak(USA)Max Derhak presented the Terms of Reference “to study the topic of adjustingtristimulus values of material (object) colors to predict how they change due todifferencesinbothlightingspectralpowerdistributionandobserverfunctionswiththepurposeofrecommendingoneormoreapproachesthatcanbeusedinadvancecolor management systems.” The distinction between chromatic adaptationtransformandthisproposalonamaterialadjustmenttransformwasdiscussedanditwaspointedout that the finalcalculation isdonebyamatrix for thebothcases,indicatingthattheprocessesarestructurallysimilarbutnotidentical.
