Action Steps • Organize recommendations and prepare for decisions • Fill positions when candidates are identified• Task each department and division to submit operational

review by January 31, 2012. • Each department is to then submit suggested cost reductions

of 15%. (through right sizing, innovation, contract negotiation, privatization)

• Incorporate suggested savings into FY 2013 budget.• Prepare specific measurements of governmental

effectiveness ( ex- Baltimore type “ STAT” Board); begin measurement and benchmark on January 1, 2012
