2. Skoch Order of Merit Award (2015) received on 22-09-2015:

“The Directorate of Electronic Services Delivery (MeeSeva))” was awarded the “ Skoch Order of Merit” during the 41st Skoch Summit on 22-23rd September 2015 at India Habitat Center, New Delhi. The Digital India Conclave is India's first conclave that brings together the best of minds, talent and people with a varied range of expertise in the digital field from all over the country organized by the reputed SKOCH. There were three rounds of selection and the Directorate of Electronic Services Delivery (MeeSeva) passed through all the rounds successfully.

3. Digital Trailblazer award received on 30-09-2016:

“MeeSeva App” project (which provides G2C services on smart phones), implemented by the Directorate of Electronic Services Delivery (MeeSeva) was awarded the India Today award for innovative, citizen centric e -government project 2016. The India Today Television Group and HP Inc. India have come together to host a 'one-of-a-kind' Digital India Conclave across 9 states of the country. This honor came to us through a non conventional selection mechanism. KPMG consulting was the knowledge partner of India Today in this award project. KPMG, with its digital India team, evaluated several innovative initiatives, both from the private and public sector in the digital space. Several parameters were used to evaluate these digital initiatives which included cost effectiveness, impact on life cycle events of the common man, and leveraging technology. Finally, KPMG and India Today chose 5 projects: Mobile meeseva app, myly (a technology based education platform), khushi baby (health innovation), heathsathi.com, and kushi innovation. It may be noted that ours

was the only government organization which won the trailblazer award, while the other four were private sector initiatives, which perhaps is an indication of our efficient business processes, and agility. Thus, we did not apply for the award. We did not know that we were evaluated by a third party. And when the news of the award came to us through the India Today group, it was difficult for us not to swell with pride, given the non conventional selection process described above. The Honorable chief Minister of Andhra Pradesh conferred this award on 30-9-2016 to the Directorate of Electronic Services Delivery, Vijayawada.

We roped in a partner, a private firm- RAMINFO, who developed the MSDG (Mobile Service Delivery Gateway), which is an Open API based platform where services from multiple sources are integrated. The private partner was allowed a portion of service charges to cover its expenses.

We had used a simple technology (the model view controller stack supported by an elastic cloud), and reaped rich dividends by providing government services on mobile phones, on both the android and ios platforms. Flexible and citizen-centric, this innovation won admiration from the common man.

The Abstract is given below:

Abstract:

Title: Government Electronic Services Delivery and the Digital Divide:The Case of Andhra Pradesh, India

Despite garnering world-wide appreciation for her contribution to information technology services, India has to contend with serious issues relating to digital divide. Beginning with a study of the various dimensions relating to digital divide conceptually, the role of Government services delivery in electronic form,

and its interactions with digital divide is examined with reference to the Indian state of Andhra Pradesh. Using data from the office records of electronic services delivery of the Government (ESD- Meeseva), the findings reveal that there is considerable demand for Government electronic services by rural and urban citizens in Andhra Pradesh, which in many ways, contribute to narrowing the digital divide. Such services include applications for land registration, driving licenses, utility payments, grievances registration, and religion-oriented services. Econometric estimation show that the entrepreneurial spirit and competency of service providers, both in the urban and rural hinterland of the state, have a statistically significant and positive relationship with the number of e-Government transactions therein. Contrary to the intuitive expectation that digitalization would facilitate trade, the study, through some key findings from the recent demonetization, shows that under certain conditions of IT infrastructure paucity, digitization can constrict trade. One way out is to encourage cashless transactions, whose implementation dynamics are touched upon. Some managerial implications are also discussed.
