Why Mobile data?
Cloud services and innovative educational developments as Massive Open Online Courses (MOOCs) enable this new way of working and learning.
Over 80% of students now have smartphones and laptops.
Current mobile propositions data allowances are too limited and too expensive to allow for students taking full use of existing and emerging technologies outside of wifi covered areas.
This project aims to lower these barriers, allowing students to learn everywhere at affordable costs and new educational processes to emerge.

The intended result
First Wave: Lower mobile costs for students in 5 European countries, Czech Republic, Netherlands, Portugal, Spain and Sweden, representing 3.2M users.
The procurement is taking place following the European tendering principles, leading up to the award of an agreement per country:
With an agreement between the selected Provider and the NREN, describing the conditions under which the provider may deliver the services to the individual end users.
And individual agreements between the Provider and the individual end user, incorporating these conditions.
Available to students and staff of higher education institutions in these countries.

Goals and drivers
• Focus on (discounted) existing propositions.• Award primarily on larger data bundles• Getting the best value proposition for:
• Smartphone subscriptions (voice + data) maximum 20 euro a month*• Data only subscriptions maximum 10 euro a month
• Aim towards 40% uptake during contract period• Providers can use the federative authentication mechanisms available to
ensure only eligible end-users have access to the discounted subscriptions
What is needed to make this a success:• Significant end-user savings.• A great marketing plan from the provider.

September: two dialogue sessions in all countries to discuss draft RFP and allow providers to comment on it
October: issue final RFP
December: providers submit proposals
Q1 2015: services become available for students
