SECTION B: Project report and reflectionBriefly answer each of the questions below. Section B should be a maximum of 2-3 pages, inclusive of the questions and tables provided.
1. Project description: In 3-4 sentences, describe the project and its main objectives.This project is designed to help member economies to formulate more effective influenza vaccination policies and strategies in the post pandemic periods and help enhance information and experience sharing in terms of influenza vaccine policies and strategies through lecture, group discussion and group report. The workshop was divided into different sessions, including “Vaccination Policy Formulation”, “Vaccination Program Implementation”, “Vaccine Safety Monitoring” and “Communication for Vaccination Programme”. Each session focused on a topic with the view to achieving the objectives set forth for the workshop.
2. Meeting your objectives: Were the proposed objectives of the project met? If so, please describe how. If not, please include any major changes to the proposed scope of the project. Please outline any problems you may have encountered that resulted in delays to the delivery of the activity. The workshop was held successfully in Taipei on 18-20 July 2012. The workshop gathered 25 delegates from 13 APEC member economies, including Australia, Chile, China, Hong Kong, Indonesia, Japan, Korea, Malaysia, Papua New Guinea, the Philippines, Thailand, the United States and Vietnam, and 74 experts from Chinese Taipei. Three key objectives of the project listed below were achieved at the end of the workshop. (1) To formulate more effective vaccination policies and strategies through exchange of
information and sharing of experience--- During the workshop, the speeches, presentations and every participant’s ardent discussion all contributed significantly to the formulation of better vaccination policies and strategies. The workshop provided a good opportunity and platform for all participants from the APEC region to exchange and share experience and information on vaccination policies and strategies through thorough discussion.
(2) To identify the major challenges and constraints in APEC economies’ vaccination programsand to enhance APEC member economies’ capacity of pandemic preparedness in the post-pandemic periods--- The moderators and speakers from WHO Collaborating Centers for Reference and Research on Influenza, CDC and FDA were invited to share successful examples and best practices in implementing vaccination programs. And also through the group discussion and group report, participants were encouraged to share and discuss their vaccination program with others. It helped participants to identify the major challenges and constrains in their vaccination programs and enhanced their capacity of pandemic preparedness in the post-pandemic era.
(3) To create an expert network on formulation and implementation of vaccination policies and Strategies--- The moderators, speakers, experts and participants’ contact information were collected and distributed to all participants. Participants can utilize this expert network for sustained sharing of information and collaboration on researches with others after the workshop.
3. Evaluation: Describe how you evaluated the project upon completion? Detail the results of the evaluations conducted, if any (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.).
During the group discussion for each session, well-trained instructors were assigned to each group to lead an effective discussion. The discussion topics and questions were prepared and included in the group handbook. In order to evaluate participants’ learning and discussion result, each group was requested to submit a group report and share the group’s findings and suggestions.
At the end of the workshop, an evaluation survey was conducted to evaluate speaker/participant satisfaction with the workshop. Not only did most of them consider this workshop has achieved its objectives through sharing of experience and information on vaccination policies and strategies, they also gave numerous positive feedbacks concerning the excellent workshop arrangement and the warm hospitality extended to them by the workshop organizer.
4. Key findings: Describe the main outputs delivered and any broader outcomes achieved as
a result of this project. (For example have there been any capacity building outcomes, policy or operational changes, or changes to standards or systems as a result of this activity?) Describe how project outputs relate to fora/sub fora/working group strategic and medium-term priorities and strategic priorities. Please provide examples of important findings or lessons learned arising from the project.
This workshop has proven APEC an excellent platform to gather experts from APEC member economies to exchange information and share experiences. The sharing of experience and best practice with the invited speakers and group members facilitated the developing economies in identifying major challenges and constrains in their economies, thus enhancing their capacity of pandemic preparedness in the post pandemic period. The participants expressed that the information they gained from the workshop was very useful. They can use the information learned to compare the influenza vaccine policies implemented in different economies and figure out the suitable vaccination policies and strategies for their own economies. In addition, they expressed that they will apply what they learned during the workshop to further improve and revise their national pandemic influenza preparedness plans.
Moreover, the expert network established through the workshop allows the developing economies to consult and exchange information with other experts that are from developed economies and other international organizations. The participants expressed that the workshop presented a great opportunity to meet appropriate experts who are knowledgeable in the field of vaccination policies and strategies. The networking opportunity with other APEC economies was very fruitful. The participants can keep close contact with one another through the expert network to exchange suggestion and recommendation after the workshop.
This project is a direct response to the APEC HWG medium term workplan (2010 – 2015) as it aims to enhance preparedness for and effective management of emerging and re-emerging infectious diseases, vector-borne diseases, HIV/AIDS and pandemics. The knowledge and information gained from the workshop enable the participants to make a better preparedness vaccination plan for future pandemic.
5. Next steps: Describe any follow-up steps or projects that are planned following the completion of the activity, such as post-activity evaluations or tracer studies planned to assess the impact of this activity. Have the results of the activity been disseminated to participants and other stakeholders and how? What are (if any) any flow-on effects from this activity? How will this activity inform any future APEC activities? The workshop documents, training materials and expert list were uploaded to the Health Working Group website after the workshop. Chinese Taipei will pay close attention to the feedback received from participants and provide them with the necessary assistance on formulation and implementation of vaccination policies and strategies accordingly.
Moreover, the news of workshop activities and result was released to the public through Chinese Taipei CDC’s official web site after the workshop. And also the speakers’ speeches will be uploaded to the Chinese Taipei CDC e-learning website for participants’ further learning.
6. Feedback for the Secretariat: Do you have any suggestions for more effective
management of projects in the future? Any assessment of consultants, experts or participants that you would like to share? (The Secretariat collates and examines feedback to identify trends for ongoing evaluation of our project management and/or communications systems.)
Suggestion: We would like to make a suggestion concerning participants from travel-eligible APEC member economy applying for APEC funding. As the APEC funded participants’ details and tasks are completed by organizer and submitted to the APEC Secretariat for funding approval, to trace the process of APEC funding approval effectively, we would like to suggest the APEC Secretariat could process the compiling of data, including the applicants’ information, the date of receiving the itinerary and airfare quotation and the advanced payment approval date etc., and present the information in a consistent format instead of merely forwarding the email containing the applicant’s response one by one and the funding progress schedule to the organizer, making the management of projects more effective.

Project Title: APEC Workshop on Influenza Vaccine Policies and Strategies in Post-Pandemic Era
1. For Moderators & Speakersa. What were your roles before, during, and after the activity?
After the activity I will conduct better meeting on influenza vaccine deploy plan. Strategy formulation, program planning, risk communication Planning and revision of vaccination program in Korea.
b. Do you think the project achieved its objectives? What were the projects’ results/achievements? Yes, improved understanding of the regional situation with pandemic of the
planning / vaccination. Yes. Share information on different solution of each economy so we can learn
and prepare more on vaccine policy and safety. To find the challenge and identify the problem
c. Were the attendees the most appropriate target group? Yes. They are knowledgeable and ask the right questions. Yes, most of them are appropriate. Most of attendees capable to certain level for the meeting of the workshop.
d. What is your assessment of the overall effectiveness of the project? High. Great chance of networking with regional partners. Excellent time control
allows ample time for discussion. This workshop has covered all areas concern about. High

2. For Participants:a. How have you or your economy benefited from the project? Exchange and share experience with other economies. For better preparedness of next pandemic flu. To prepare for pandemic influenza in the face, especially in a cross sectoral and
nation
Sharing with/and learning from other economies in regard to the vaccines polices
and strategies. All information in this project useful for FDA and EPI in my economy; to make
vaccination policies in future. Yes, I have. Lessons learned from experiences of other economies and presentation by the
speakers in various concepts. Networking & Sharing of information / knowledge / experience We are revising the national plan of pandemic influenza preparedness. I’ll feed-
upto my colleagues what I’ve heard about the experiences of others, and refer when revising process.
Yes. I learn a lot from workshop also it has a good chance to share the experiences
among APEC economies. Greater understanding of comparative pandemic preparedness. Lessons to learn
from the experience of other countries. We can compare the influenza vaccine policies between different economies. Good I learned a lot about how each economy reacted to the influenza pandemic. Learn other economies experience. Fair. We were able to raise issues regarding the pandemic preparedness or response of
our country of address the gaps in its implementation. Good. Yes. Information sharing on influenza vaccine in various economies.
b. What new skills, knowledge, or value have you gained? The hospitality shown by Taiwanese is very impressive. To learn the vaccination system in Australia, Korea, the Philippines and Thailand. Taiwan and Hong Kong’s experience on vaccine campaign. Knowledge and realities on the flu vaccine (H1N1). In a cross sectoral coordination Greater knowledge of SOPs in various economies, the challenge and solution to
vaccine related challenges. Management of adverse event of immunization. H5N1 vaccine is available
Introduction of HPV vaccine is undergoing in some places. AEPI data analysis and report New information updated relates influenza virus strains. Safety vaccination program. Planning vaccine public engagement. Preparedness is key importance. Taiwanese are friendly and helpful. As APEC members, we should all be intercommunicated, work together as a team,
share information and work toward one goal. Experience from other economies. Lesson learnt from APEC economies that implementing all flu vaccination. Electronic post marketing surveillance of vaccine Importance of planning / training on risk communication skills Better understanding of how economies deal with pandemic vaccine programs. We gained the knowledge about influenza viruses, vaccines and communications. The implementation of vaccine in each economy. Policy formulation and new risk communication skills. Learnt from other economies experience I learned about the successes and failures of vaccination programs all around the
world.c. What, if any, changes do you plan to pursue in your home economy as a
result of the project? Assess the need of flu vaccine –epidemiologically. Yes. Active surveillance for AEFI. How to improve pre-pandemic vaccine. Building infrastructure in the face of pandemic influenza. None so far. To improve the implementation on sharing information between FDA, EPI,
Media and manufacture.
Yes, we will improve the vaccine safety monitoring system. Review epidemiological data of influenza N/A Good working of harmonious relationship with the media. Update documents on national influenza pandemic preparedness. Sharing and advocacy for training and planning of enhanced surveillance
system.
Better promotion between seasonal influenza vaccination program and success in
pandemic vaccine program. Include lay public in the discussion. To enhanced the risk communication skills. Not sure I will share my knowledge with my colleagues.
d. What needs to be done next? How should the project be built upon? Should then be a need to introduce influenza vaccine to the general population,
though evaluation must be done and there are few issues need to be considered i.e. matching, immunization, response etc.
Infectious disease surveillance for emerging infectious diseases Epidemiology and public health policy. Capacity building. If possible, more keynote speakers can be invited. I think should spend more time for group discussion. Need to establish an interconnected electronic system to allow for surveillance,
registration and evaluation. How to improve pre-pandemic vaccine. Stronger international cooperation conveys APEC members built upon trust and
sharing of recourse. Review and update of pandemic influenza preparedness as part of overall /general
preparedness plans Conduct review meeting on policy/ strategy of flu vaccine. Identify representatives of the lay public. Sharing experience is great, should do more. Set up the implementation scheme for pandemic event. Discussion about seasonal influenza vaccine program in the region where there
can be strengthened.
Vaccine is but one component of pandemic preparedness and response. Expanding to include other aspects of pandemic response.
Hold workshops regard other issues like post marketing drug analysis.e. Is there any plan to link the project’s outcomes to subsequent collective
actions by fora or individual actions by economies? As above, outcome shall be presented to the next policy and practice on
immunization. Yes

compiling and analysis. Not yet. Not sure. I think that should be organizing workshop every year for APEC members
opportunity sharing experience. Should link to general economy preparedness plans to public health emergencies

emphasized for public health policy decision-making 3. Good at group discussion and Taiwan-CDC’s coordination 4. Better planning to compile different policies such as school closures, class suspension in different economies can be compared and concluded.
None so far. The organizer of project should send content of project for all participants before
one or two week. Invite more economies, international organizations, NGOs enterprises. Have website to put all the materials/surveys. And recommendations to be
accessed by participant/member states.
I could learn the expediency, policies and implementation of other economies very
much. But I could not provide enough information for the others as I only deal with pandemic influenza, not general immunization programme.
Allow more time for discussion and limit to 2 group presentations per session to save time.
As noted earlier, expand focus to other aspects of pandemic response and control such as state-society relations, inter and intra government collaboration, containment and migration efforts.
