In 2003, EU action plan for Forest Law Enforcement, Governance and Trade was set out to tackle illegal logging. on 2005 the EU Commission received the mandate by EU MS to negotiate no FL 2173 and 2008 no 1024 FLEGT Licence and VPAs were issued by implementing legislation.
