Existing and Future ConditionsExisting and Future Conditions

– Current conditions Border Improvement Plan (BIP)

– Provides queuing statistics from last year Increased wait times at POEs Coordinating with CBP and other agencies to scientifically measure

queues to assist CBP operations and infrastructure needs Commercial POE facilities need more capacity

– Future Conditions Future commercial traffic forecasts a need for more capacity Existing Non-Commercial POEs a need for more capacity except for

Santa Teresa, NM and Tornillo (TX)-Guadalupe POE

Incorporation of Intelligent Transportation Systems such as– Dedicated commuter lanes (DCL), – Free and Secure Trade lanes (FAST)– Other methodologies

• Maintain effective security• Decrease average inspection time

Utilizing 100% of inspection booths – before traffic peak hours – coordinate and extend inspection hours for commercial crossings

Develop long-range land use plan and incentive program– promote commercial land uses to the less congested port of entries (POEs) at Santa

Teresa and Tornillo- Guadalupe Bridge. Coordinate with Mexican Officials on improving access to northbound FAST lanes Develop new ports of entry

– Develop a long-range land use plan Location of industrial sites by the Verde Group adjacent to the Santa Teresa POE County of El Paso –promotion of industrial sites between I-10 and State Highway 20

that are near to the proposed commercial Tornillo-Guadalupe POE

– New ports of entry Sunland Park, NM Non-commercial POE - Presidential Permit (PP) in process City of El Paso Cesar Chavez POE – Scope of work under development City of Socorro, TX Non-commercial POE– Scope of work under development   Construction of new Tornillo- Guadalupe POE– by 2015

Proposed Commuter POE Facility Layout – Proposed Commuter POE Facility Layout – splitting point funnelsplitting point funnel

-Propose a wider splitting point funnel to accommodate vehicles

-This scenario shows the accommodation of 161 DCL vehicles and 64 HOV vehicles

- Idea is to keep vehicles contained within the facility as much as possible to avoid spill over into Mexico

Estimated Number of DCL vehicles anticipated the same as for Zaragoza (starting)– 5000 Vehicles

Estimated Number of HOV vehicles (3 and above) to shift from POE to Cesar Chavez POE (monthly)– Zaragoza 0.57 X 0.27 X 266,649 = 41,037– BOTA 0.12 X 0.27 X 696,919 = 22,580– PDN 0.03 X 0.27 X 275,591 = 2,232– Total = 65,850

Total Estimated Current Number of Users– 65,850 + 5,000 = 70,850 Monthly ( about 5% of total traffic)– Daily Estimated traffic 2,362 vehicles

-Length of Option 1 = approx 1,100 feet

-Maximum Expected queue is expected to be contained near the facility

-Conclusion: bridge is too long for the maximum expected number of vehicles in queue

-The stop at the north road and arterial will create a queue that encroaches upon vehicles leaving the inspection facility

1,100 feet

-Length of Option 3 = approximately 600 feet

-Maximum Expected queue is expected to be contained near the facility

-Conclusion: bridge is sufficiently long enough to hold the maximum expected number of vehicles in queue

-The stop at the arterial will create a queue that encroaches upon vehicles leaving the inspection facility

-Provides good access to going east and west into Border Highway and north into the lower valley

Conclusions – Cesar Chavez POEConclusions – Cesar Chavez POE

With regard to Option 3, - It can contain DCL and HOV peak hour vehicle

queuing with the construction of up to 6 DCLs and 3 HOV lanes

– The stops at the roads and arterials could potentially cause a queue of vehicles to encroach on vehicles exiting the facility

– Provides good access going east/ west into Border Highway and north into Lower Valley

Page 35: 1 Evaluation of Ports of Entry (POE) for the International Border in the El Paso MPO Study Area

With regard to Option 4, – It can contain DCL and HOV peak hour vehicle

queuing with the construction of up to 6 DCLs and 3 HOV lanes

– There is limited access to going east on Border Highway and north into the Lower Valley

Option 1 and 2 are too long in construction– The stops at the roads and arterials could potentially

cause a queue of vehicles to encroach on vehicles exiting the facility
