art. 19 of the Universal Declaration of the Human Rights adopted by the General Assembly of the United Nations dated December 10 th 1948 that states:

Every individual has the right to the freedom of opinion and expression, included the right not to be molested

for his/her own opinion and that

to look for, to receive and to spread information

and ideas through every means

and without respect to frontiers

The Constitutional Court, with sentence n. 420/1994, even if from another perspective (pluralism of information) confirmed the essential principle of the

right of the citizen to information.

But there is another principle enacted by the Italian Constitution which is systematically disregarded by the institutions, article 118 last paragraph:

“State, Regions, metropolitan City, Provinces and Communes favour the

autonomous initiative of the citizens, as individuals and as associates,

for the carrying out of activity of general interest, on the basis of the principle of subsidiarity ”

the priciple of subsidiarity also welcomed by the UE establishes the competence to intervene beginning from the lowest possible institutional level

It seems to us that for some public administration the main problem is not to confront, to provide suitable and complete

information, to answer the observations of the citizens, but rather to avoid protests as expressly declared on the newspapers by

some public administrators that consider a success the campaign of last year because “there have not been polemic”

We take the opportunity from this authoritative symposium to ask expressly that the verifications and the checking on the results are submitted to third subjects, extraneous to the people carrying out the

treatments.

In September last year I got to know through a Press release of the French Public Health Ministry , (I underline

press release and French authority), that the Italian authorities had reported to the UE, as it is forced

to do, cases of Chikungunya in Emilia

Romagna.

I inserted it in the internet and sent a press release in

which I requested to the public sanitary Italian authorities to furnish

information on the risks of diffusion of these and other illnesses that had as vector of transmission mosquitos.

No newspaper published a single word, no answer came

to me

on December 23 rd 2007 published an article in which it was written of

the Chikungunya in Italy

Ma se il virus Chikungunya può diffondersi fino a Castiglione, non c’è alcuna ragione -conclude il quotidiano- per cui non possa colpire qualunque altro paesino italiano; e non c’è alcuna ragione perché non arrivi, per esempio, anche la dengue, una malattia tropicale ancora più debilitante”.
