Important note: Value Chain Analysis (VCA) is a problem solving tool. Hence, success (or failure) is dependent on the users and implementers
Positive Implication An exhaustive and comprehensive problem analysis tool
for an economic product With a good facilitator, our grouper project took off smoothly It involves not only the promotion of growing out of grouper
but outlined also programs to make the coastal water healthy – an element for successful grow-out projects
Encourages participation of multi-stakeholders: community, local government units, national government units, private sector, civil society, etc. During the analysis, we involved all sectors including donor
organizations and investors
Positive & Negative Implications of Value-Chain from our Experience
Negative implication Because VCA is a problem analysis tool, often some issues are
missed out in the process Problem analysis, due to lack of funds, missed out some key issues.
This will also limit identification of solutions. As experienced, these include the supply of feeds for the grouper culture
VCA involves so much problem analysis and solution building that it tends to be a very expensive and long exercise Without addressing all identified problems, again due to budget
and TIME constraints, chances are projects will fail and will also fail intended beneficiaries. For example, we identified market as a problem but we didn’t do comprehensive market linkaging
VCA should involve all stakeholders also during implementation During problem analysis of the Grouper VCA, all stakeholders were
consulted. But during implementation only project holders (the CSOs) were involved. LGU and National Government Offices were not

Negative implication Some age old problems such as corruption are difficult to
resolved During the grow-out culture we find it difficult to seek
stewardship of the coastal area since the “political family” is reluctant to award this
Passive support of the government Local and national government seem to be passive in their
support to fish cage culture. Maybe for lack of belief, “anong meron sa akin”, not their priority, etc.
VCA facilitation was only during problem analysis, facilitators took off during implementation. VCA should be reassessed from time to time so that other un-
identified problems will be resolved during implementation. In our case, the facilitator was only paid during the initial problem analysis. Without the pay, he didn’t see through the implementation
