Desired Results: ► Review and validate Intelligent Mail barcode and label

specifications for mailpieces, handling units and containers.

► Define requirements for submitting electronic mailing information via Postage Statement Wizard, Mail.Dat or Web Services.

► Define feedback mechanisms to deliver start-the-clock and address correction information.

3

MTAC 117 – Origin Containerization Subgroup

Industry Co-Chair: Sharon Harrison USPS Co-Chair: Joel Walker

Objective:

Define optimal strategies for origin mail preparation, including container separations and the application of container barcodes.

4

Origin mail preparation will be determined through individual Customer/Supplier Agreements (CSAs).

CSAs:

► Define transportation, dispatch or arrival times

► Define origin mail containerization

► Align preparation and transportation with USPS service capabilities

MTAC 117 – Continuous Mailers Subgroup

Industry Co-Chair: Steve Krejcik USPS Co-Chair: Kelly Lorchick

Objective: Define optimal strategies for implementing the Intelligent Mail Barcode, Intelligent Tray barcode and Intelligent Container barcode and for communicating in electronic documentation using Mail.dat or Web Services and FAST specific to a continuous mailer environment.

11

Continuous Mailers Subgroup

Definitions Continuous Mailer:

» Dispatches more than once per mailing to the USPS

» Provides a USPS Qualification Report for more than one dispatch

» May submit portions of the mailing to the USPS before qualification and postage documentation can be finalized

» Will have Customer Supplier Agreement (CSA) with the USPS. The CSA will define how and when the mailing must be dispatched for start the clock purposes

Continuous Mailing:

» Has a qualification report for the production day

» Or, a qualification report with mailings submitted over multiple days

» May have multiple dispatches

12

Continuous Mailers Subgroup

eDoc Submission Continuous mailers may submit:

» eDoc (USPS Qualification Report and Postage Statement) for the planned mailing for that production day prior to mailing

» eDoc at the end of that production day or after first pass for MLOCR/BCR mailings

» eDoc for a planned mailing that is dispatched across multiple days

13

Continuous Mailers Subgroup

eDoc Submission, Payment

Payment for that production day will occur with the updated and/or final submission to PostalOne!

For mailings submitted across multiple days payment is made for the containers dispatched during each production day providing the documentation represents physical handling units and physical containers

14

Continuous Mailers Subgroup

Recommendations

Each mailing will require a separate electronic file submission

Segments will be reported and postage paid for each day

eDoc will be required daily for each mailing or portion of a mailing

15

Continuous Mailers Subgroup

Recommendations

Critical Entry Times (CET) will be defined by local CSA based on mail and container make-up

If every piece can be identified in a container through eDoc, start the clock will be when the container id dropped

» Else start the clock for all mail to that separation will be at the critical entry time

FAST appointments will only be required for plant verified drop ship mailings as today

MTAC 117 - MLOCR Subgroup

USPS Co-Chair: Karen Zachok

Industry Co-Chair: Steve Krejcik

Objective:

Define optimal strategies for utilization of the Intelligent Mail Barcode, Intelligent Tray barcode and Intelligent Container barcode in the MLOCR industry both for application on the physical mail and for communicating in electronic documentation using Mail.dat or Web Services.

18

MLOCR Subgroup

Overview

Identified Issues and made recommendations

Monthly meetings with vendors & industry

Workgroup objectives completed

Ready for sunset

Team will continue as a subgroup

► Educate vendors and mailers

► Address issues

► Monthly Meetings

19

MLOCR Subgroup

Recommendations

Allow Logical nesting relationship

Allow grouping together of customers if volume is less than 1% of site’s average daily volume with a 3,000 piece cap

All permit mail will be identified in Edoc

Pieces run in reject mode can be batched together under presort bureau’s MID

20

MLOCR Subgroup

Recommendations

Edoc will contain mail provider if mail owner is not known

IMB is optional for machinable and single piece rate pieces

Typically the presort bureau MID will be applied to the piece and the mail owner identified in Edoc

► The presort bureau will apply the mail owner MID in the IMB if requested

MTAC 117Intelligent Mail Barcodes and Electronic

Documentation Workgroup Update

Industry Co-Chair: Jody Berenblatt Charley Howard

USPS Co-chair: Pritha Mehra

Objective: Software Vendors, Mail Preparers and Mail

Owners work together to define strategies for achieving the requirements for the Intelligent Mail barcodes and electronic documentation.

28

CSA required for

► Mailers entering mail after critical acceptance time at origin or Periodicals after critical entry time at destination

► Facilities producing origin entered, DMU verified volumes that could impact efficient USPS processing

CSA will include

► Separation and dispatch details and how they are associated

► Containerization guidelines by dispatch

► Container label details

CSA Key Elements

29

Allows inclusion of full-service, basic and POSTNET mailpieces

Full-service mailpieces qualify for full-service if three conditions met:

► All requirements for full-service met with exception that basic/POSTNET mailpieces do not require a unique IMB

► eDoc indicates a “Mixed” mailing

► Piece electronic documentation submitted for basic/POSTNET mailpieces

Mixed Mailings

30

Origin site

► Applies unique Intelligent Mail barcode to all full-service pieces

► Applied unique Intelligent Mail tray barcodes to trays

► Creates piece level electronic documentation for all full-service pieces

► Creates postage statement and pays for all trays (copal and non-copal) and the non-copal bundles

Copalletized Mailings

Copalletization allows inclusion of full-service, basic and POSTNET bundles/trays on same pallet.

31

Consolidator site

► Provides handling unit to container nesting information in electronic documentation

► Creates postage statement and pays for copal bundles

Copalletized Mailings

Copalletization allows inclusion of full-service, basic and POSTNET bundles/trays on same pallet.

32

If entire container not created must remove the container record and associated pieces from electronic documentation

Spoiled pieces identified in piece level electronic documentation for Manifest Mailers

Mailer provides adjustment amount and USPS adjusts the most recent postage statement that is not finalized

► Identify specific rate levels to adjust

► Identify piece count and adjustment made to lowest rate

Spoilage/Shortage

33

Data Distribution

Three methods exist to control distribution:

► By/For information in the electronic documentation

► Profile set by Mail Owner or Mail Preparer

► Cast of Characters

ACS Data

► Data sent to Mail Owner unless delegated

Start-the-Clock Data

► Data sent to Mail Owner and Mail Preparer unless delegated

Confirm

► Data sent to subscriber ID on mailpiece
