eCallPan-European In-Vehicle Emergency Call
eCall defines a pan-European in-vehicle emergency call*
• Automatically (sensor) or manually triggered
• Call comprises of voice and a Minimum Set of Data (MSD)– MSD includes GPS location data and direction, Vehicle ID Number
(VIN), time and date, and various other IDs
• Today's specification/solution is fully CS based– Data is transported in-band the voice call

eCallStatus
• eCall is envisioned and supported by the EU Commission– One of the larger eSafety* projects started in 2005
– Intends to cut fatalities on European roads by half by 2010
• eCall Driving Group, representing key industries and EU Commission drove standardization
– Recommended architecture presented in 2006
– Standard. ongoing in ETSI MSG, 3GPP SA and ISO CEN
• Delayed by about three years and to be rolled out from 2011 on in every new car (2010 car models)
• eCall isn't mandated yet - voluntary introduction at present time
– Due to stand off and delays mandate by EU Commission envisioned

Challenges
• Standalone eCall does not represent a suitable OEM business
– Cost only for OEMs vehicle manufacturers and MNOs
– Cars have a rather long lifetime up to 12 years▪ Interfaces have to be stable throughout that time
• The underlying technology is changing rapidly towards packet switched (internet like…) technology
– HSPA is a huge step forward▪ LTE will get full packet switched technology into the networks
▪ MNOs will eventually discontinue their CS networks
▪ IP-based solutions will replace CS systems due to technological advantages and regulatory issues

Opportunities for MNOenabled by IP-based eCall
• Vehicle manufacturers and MNOs may cooperate on IP-based eCall
• This represents an ideal point in time to introduce a smart way to refinancing an eCall rollout by a value-added services approach
– Will piggyback on and reuse the eCall infrastructure
• Ecosystem for VAS– Various Projects and initiatives intend to push forward VAS system
components
– Stakeholders: Car manufacturer, Service provider (OnStar), MNO, Service platform provider, Regulation, etc.

eCall can be a basic component enabling an automotive VAS scenario
• All those VAS functionalities may have to be built in around eCall
– eCall functionality shall be available without interruption
• Shall support features allowing OEMs to easily set up services
– Embedded SIM/USIM as longtime trust anchor within the car
– Remote addition and deletion of services and connectivity
– Logical separation between various services and connectivity ▪ Separate service charging, billing, procurement capabilities
– System and SIM management throughout the cars lifetime ▪ Book and cancel services at every time by OEMs and third parties
▪ Third party interfaces and procedures have to be established

Opportunity for IMS based solution
• IMS is a good foundation for such VAS services as it provides fine grained authentication, billing and management functionalities
– This allows to bill basic service to the vehicle manufacturer while using the same SIM for value-added services targeted at driver both directly and reverse billed (revenue share etc.)
▪ Multi party billing / shared access
▪ (Access) Security provided by IMS (VPN like setup)
• IMS allows to rollout new business models and so capture a new market segment not addressable with today's technology
• Mechanisms can be reused in M2M scenarios as fundamental requirements are the same

VERVEBusiness reasoning
• eCall will get a basic ITC infrastructure into more than 250 mio vehicles in EU27+ that can be extended to a PS solution
– This shall be seen as a possible starting point for utilizing the then already available “infrastructure” to make delivering Value Added Services to the vehicles a commodity
• Precondition for introducing value added services is– well working emergency service functionality (since it is the base
and initially intended feature)
– ability to deploy new services (key words: service delivery framework, secure software updates, machine-to-machine communication)

VERVEProject Goals
• Analyze and evaluate requirements and ecosystem for automotive VAS on top of IP-based eCall
– Stake holders and business models
• Assess and develop the foundations for IP-based eCall solution
– Consider 3GPP IMS-based emergency call and IETF ECRIT
• Develop a service framework on top of IP-based eCall– Consider especially IMS based application services
• Define candidates for value added services and analyse corresponding business models, like
– remote diagnostics (vehicle manufacturer paid), navigation system updates (3rd party paid), internet access (driver paid)
• Prototype implementation: IP-based eCall, service framework, and exemplary VAS

Summary
• CS-based eCall regulation is there• Future need for IP-based eCall solution/regulation is obvious• This creates opportunities for MNO
– IP based eCall as VAS enabler improves competitive situation for MNO in automotive area
• Technology and ecosystem of automotive VAS has to be analyzed
– Technological feasibility– Cooperations / Partnering– Appropriate business models– Influence corresponding standardization and regulation
• Project VERVE has just started– no results yet
