Scope

• This document has been developed in an effort to provide a high level description, and initiate discussion about Directory Listings.

• It is important to remember that each Provider has it’s own specific set of rules and terminology for Directory Listings. Provider specific rules can be found at each Provider’s web site and the URL’s are listed at the end of this document.

Scope continued

• It is critical that directory-listing information is accurate. Directories only publish once a year.

• Information services – DA – 411 / NDA, Secondary Lists are all impacted by inaccurate listing data

• It is self propagating – data is shared… inaccurate data will be stored by other providers…

Types of Providers

ILEC – Incumbent Local Exchange Carrier•The carrier providing the connection to the end user’s premise and access to the long distance network prior to the introduction of local competition. The established Regional Bell Operating Company or independent telephone company.

CLEC – Competitive Local Exchange Carrier•A carrier, other than the ILEC, providing the connection to the end user premises and access to the long distance network in an area where local competition has been introduced.DSP – Directory Service Provider•Responsible for housing and distributing directory information that feeds local and national Directory Assistance and the directory publishers.

Listing Terminology

• Primary Listing– The Primary, or Main Listing, is the free

White Pages listing that each customer receives. There is only one Primary/Main Listing for each account.

– This would be a listing in addition to the Primary or Main Listing.

– H & R Sock is the Primary Listing, appearing in the “H” section of the white pages.

– An additional listing could also list them under the “S” section of the white pages, Sock H & R(charges apply)

•Classification of Listing–Local or Foreign–Business & Residence

•Foreign Listing–This is a listing appearing in a directory other than the customer’s primary directory. Customer has service in Dallas TX, and wants a listing to appear in the Houston TX directory also. This is a foreign listing. (charges apply)

•Cross Reference Listing–Listing which refers someone to another way this customer could be listed. The cross-reference listing will not contain a telephone number, but will refer the person looking to another section in the directory.

Listing Data Flow

• The CLEC submits their service order to either the Telco or, where applicable, stand-alone directory listings may be submitted directly to the organization who maintains the white page data base.

• After the listing information has been loaded into the white page listing data base, it is fed to various downstream systems on a nightly basis.

CLEC migration

• Losing LSP should provide listing data to New LSP. The New LSP issues DL order to DSP

• The DSP provisions the listing and provides confirmation back to the Winning LSP

• The losing LSP must make sure its records have been updated… and may need to provide a disconnect of listings to the DSP.

Service Address• The end user’s service address is key to many directory services

– Helps determine directory scoping, either directly or indirectly by helping to derive a geocode

– Serves as the default address for publication and directory assistance when none is provided and address omission is not requested

– Provides additional searching criteria for directory assistance when a major discrepancy exists between the listed and service address or the listed address is omitted

– Serves as the default address for directory delivery when none is provided by the end user

– May be used as an extraction criterion from listing databases when community directories are published, or listing data is sold to 3rd parties such as independent publishers or alternate directory assistance providers

• Currently, the minimal service address consists of street name (SASN), locality (CITY), state (STATE), and ZIP Code (ZIP).

Directory Scoping

• “Scoping” is the process of pre-assigning directory listings to one or more listing products

• Listing products include the following:– Primary White Pages directory (to “be in”)– Primary Yellow Pages directory– Secondary directories, generally adjacent to the primary directory– Directory Assistance databases (sometimes called “reprints”), which generally

cover more than one white pages area– Directory Delivery (to “receive”), typically for main listings only

• Factors included in scoping algorithms include:– Land-line rate center or wire center, traditionally derived from NPA-NXX– Service Address Locality (city and state)– Service Address ZIP Code– Geocode (latitude and longitude) of Service Address, typically derived with the

help of 3rd party software using data from the United States Postal Service– For Foreign listings, the name of the directory or section requested by the end

user to be in– For delivery, the name of the directory requested by the end user to receive

Directory Closing• Directory Close Date

–  A Directory Close Date for white page listings is established for each Directory to ensure that customer listings are processed in a controllable and timely manner, permitting the careful review of all listings and the clearing of error reports and close reports prior to publishing the new directory. The publisher will accept listings, but any listing or change received after the directory closing date, will not appear the next addition of the directory. It will appear the following year.

• Advance List

– Some companies will accept “advance list” directory orders. If it is known, that service will be “installed” or changed, after the directory closing date, an advance listed order will be accepted

Directory Assistance (DA)

• Directory Assistance platforms typically store a copy of all listings for their own use in providing 411 or similar service

• Typically on a nightly basis, DA received updates from a directory listing database or similar data store within the DSP company. The updates reflect order activity and other changes since the last update. Typically, updates are not made directly at the DA database.

• The upstream data store typically validates, corrects, supplements, and scopes the listings to the appropriate white pages and directory assistance products. Generally, it may also collate complex listings into caption and SLU sets for directory assistance.

• Listing type (LTY) is the principal factor in determining whether the listing is sent to the DA database at all and what its disposition is within DA service.

Upper and Lower Case Usage in Listings

All listing elements on the Directory Listing (DL) Form are to be provided in upper and lower case as the listing should appear in a directory and on directory assistance.

Directory Delivery

• Directory delivery is the process of getting printed directories to end users

• Directory delivery is typically done under 3 circumstances:

– Annually, as the directory is published

– When an end user gets new service or moves to a new location in a different directory area

– When an end user requests more or new directories

• Directories may be hand-delivered (by vehicle) or mailed at the publisher’s discretion in each of the above scenarios

• Directory delivery is typically outsourced. Subsequent delivery requests and/or requests for directories other than the ones the end user is scoped to may be handled by the outsourced vendor

• Practices vary from publisher to publisher on how directory delivery is requested and whether foreign delivery requests are honored

Directory Change Request (DCR)

• A CLEC customer may request a change to their listing by either:– Contacting their directory advertising account

executive who will forward the request to the end-user’s local service provider; or

– Contacting their local service provider directly.

• The CLEC will then submit the listing change request through the normal procedures to the Telco/Publisher for the updated information to appear in DA and the directory.

A CMR plays various roles for a client:•They serve as their clients collective voice for publishers, LSP’s, and CLEC’s.•They manage listing information including: verbiage, caption structure and billing information as it relates to the directory appearance or the directory assistance database.•Troubleshoot billing issues and directory assistance problems on the client’s behalf.
