1. Overview The purpose of this manual is to detail the Outward Bound Vietnam response to the COVID-19 pandemic. The overall aim of this is to (1) reduce the spread of COVID-19 to the general population, (2) mitigate the risk of OBV students and employees contracting and spreading the virus, and (3) maintain normal programming and operations to the greatest extent possible to ensure continued high-quality programs for our students.

This manual details the OBV COVID-19 prevention protocols, suspected infection protocols as well as policies surrounding day-to-day operations in our multiple operating areas.

This is a working document, and any changes will be appropriately distributed to the appropriate parties. Questions regarding the content of this manual should be directed to a member of the senior/management team.

1.1 COVID-19 Symptoms

The most common symptoms of COVID-19 are fever, tiredness, and dry cough. Some patients may have aches and pains, nasal congestion, runny nose, sore throat or diarrhoea. These symptoms are usually mild and begin gradually. Some people become infected but don’t develop any symptoms and don't feel unwell. Older people, and those with underlying medical problems like high blood pressure, heart problems or diabetes, are more likely to develop serious illness.

If any of the following symptoms are present, the student or employee should be quarantined according to the provisions in section 3, and the program coordinator should be contacted ASAP:

· Cough

· Shortness of breath

· Fever

1.2 COVID-19 Vectors

People can catch COVID-19 from others who have the virus. The disease can spread from person to person through small droplets from the nose or mouth, which are spread when a person with COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person. Other people then catch COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. People can also catch COVID-19 if they breathe in droplets from a person with COVID-19 who coughs out or exhales droplets.

2. Infection Prevention ProtocolThe infection prevention protocol dictates responses in preventing personnel, students, and families from contracting COVID-19 while ensuring continued positive program outcomes. These protocols were designed in accordance with Vietnamese national guidelines, with inspiration from New Vision Wilderness Therapy and numerous industry experts. These protocols will be followed until decided otherwise by OBV Senior Staff and Management. Protocols are broken down by department.

2.1 Office/Admin

All staff are required to record their temperature at the start of the working day and also at the end of the working day.

Before the course, the admin team will contact the local authorities to ensure medical readiness and availability.

Before the course, the admin team will contact the local vendors and suppliers to ensure the program and go-ahead

Before the course, the task force team will contact the local authorities to gain updates on any social distancing measures.

Before the course, the task force team will ensure enough PPE is available and the isolation plans, and locations are complete.

For all other procedures please refer to memo’s that have been sent out by HR and are stored in a memo folder at each base location.

2.2 Admissions

All participants must complete a Covid-19 Personal Declaration Form (Appendix A) which includes travel, medical and contact history. The OM and Admin will review all participants before being accepted onto a course.

Admissions will conduct follow-up interviews with any prospective participants over any concerns raised from the submitted Covid-19 Personal Declaration Form as stated in the Screening Manual.

Admissions will communicate with the schools to confirm all accepted participants.

Admissions will issue a packing list that highlights the need to bring a personal facemask.

2.3 In Field Protocols

Students are required to have a reusable cloth facemask on during arrival and departure.

Students will be asked to disembark buses in groups of 3, have their temperatures taken, wash their hands immediately, gather their luggage and meet their instructor in the designated ‘Welcome Zone’.

Students and staff are to have their temperature and symptoms checked and documented twice daily (Appendix B).

There will be separate ‘Welcome Zones’, 1 per group. Each zone will clearly indicate marks where students can stand/sit that are 1m apart.

There will be no opening and closing ceremonies. Not large gatherings are permitted.

Staff and students are to practice social distancing efforts 1m in the field whenever feasible i.e. pack & prep, reviews, meal times and hiking.

If students are in dorms, a maximum of 8 people will be allowed in the dorm at any given time.

Lunchtimes will be staggered between the groups and staff on base. The canteen will be thoroughly disinfected before the next group.

Supervised handwashing will occur before and after mealtimes. There will be two drinking water station at the base. The water dispenser will

be disinfected 3x per day. Before departing from base participants will keep their bag next to their beds

in the dorm with the nametag on for easy identification. For the group who will not use the dorm, a separate designated space will be

allocated for storage that minimizes cross-contamination. When all student pairs come together during mealtimes, reviews, activities

etc. the instructor must enforce social distancing as best as possible. Accompanying teachers must act as their own unit, and maintain social

distancing with groups and staff at all times. Teachers are not permitted to leave base without the permission of the PC/OM on a case-by-case basis.

Hand sanitizer should be used frequently throughout the day. During in-field drop-offs, one person from the group washes hands thoroughly

before redistributing the goods in the field. Redistribution will follow social distancing and will be closely supervised by instructors.

For first aid, instructors will have appropriate PPE (gloves + medical, disposable mask) and keep this in a sealed bag (Ziploc) until it can be properly disposed of.

The group will be returned to base by hiking if appropriate. The use of a bus is not recommended. If a bus or car is required, it will need to be appropriately sanitized.

Equipment

When groups return from the field, they will sanitize all gear with a bleach solution (inner tents and backpacks must be fully submerged in solution).

Gear will be left out for 7 days without contact and be folded by support staff after 7 days before being returned to the gear storage room.

Multiple cleaning stations will be set up around the base where participants will work in smaller groups to clean their equipment.

Utensils will be scrubbed, go through a bleach solution dip and freshwater rinse before being put to dry.

Participants will wash their own gear in a separate space. (Spread around all sinks and wash tubs for washing) If sharing is to be done the washtub must be cleaned and be disinfected before passed on to the next person.

Only OBV staffs are permitted to enter the gear room and any equipment stores to prevent cross-contamination.

Activities

Activities that require physical contact can only occur within the pair at this time. Spotted low ropes activities are suspended at this time.

In the event of adverse weather where a group tarp is required, students should have cloth facemasks on.

Cooking

Students will be permitted to work closely in pairs. This pair will work together during cooking, camping and close-proximity sessions i.e. navigation. This pair will carry and handle their own equipment and food exclusively. At no point will pairings change during the course.

Toileting Toilet tents will not be used on courses with COVID protocols in place. Participants will carry personal bottle of hand sanitizer for washing hands.

2.4 Operations

Staff Considerations:

All external providers (canteen staff, campsite owners) will be screened and be symptom-free before the use of their services.

All field instructors and field support personnel coming into the field will be assessed for symptoms (including temperature checks) and will be symptom-free before going to the field.

All staff training and briefings will follow 1m social distancing recommendations as per Vietnamese government suggestions, where feasible, and will be conducted outside where possible.

All staff will be required to wash hands before and after eating. Any symptoms of cough, shortness of breath, or fever will be reported ASAP

to PC, who will collaborate with OM to determine an appropriate response. Staff will not be required to wear facial coverings in-field unless conducting

first-aid or coming within 1m of participants. All operations employees required to be in the office or field will be assessed

for symptoms (including temperature checks) and will be symptom-free before going into the field/on base.

Logistics:

All bins/boxes will be sanitized with a bleach solution when returning from the field.

Gloves and masks will be worn when packing food, and handling food packing equipment by support staff (including utensils, coolers and packing surfaces) will be sanitized before and after each use.

All vehicles will be sanitized after use by the employee who signed the vehicle out with a bleach or alcohol solution.

Surfaces in the logistics area will be sanitized with a bleach solution at the close of business.

Used gear will either be washed immediately, sterilized with a bleach solution, or stored without contact for 7 days when returning to base i.e. helmets + harnesses, hardware etc.

External transport personnel will not be permitted in the office. External visitors to the field will be limited as much as possible. Any visitor will

need approval from Management and be required to complete temperature and symptoms check.

Buildings/Vehicles:

Buildings that are in use should have hard surfaces (doorknobs, counters, bathroom spaces) disinfected 3x daily

Toilets will be disinfected three times in a day. Participants dorm will be disinfected once daily in the morning. Other common areas in the facility will be disinfected once daily. To avoid contamination, the dining room will be kept closed for the big

groups. Participants will eat their meal in their small groups. Completion of building disinfection will be logged (Appendix D) Vehicles will be supplied with disinfectant spray and have hard surfaces

(steering wheel, door handles) sanitized after use. Staff housing will continue to be available during this period with the following

additional protocols: Staff house will be deep cleaned x1 per week, with additional daily cleaning

as needed. Communal areas will be disinfected regularly. Anyone experiencing symptoms of concern, including fever, cough or

shortness of breath, needs to immediately inform Management and will be isolated.

Wet Weather Considerations Classroom

the course. Maybe use smartphones to fill in the paperwork on the first day and last.

Cross Contamination Prevention

Participants should be told not to share personal items such as glasses, water bottles, handkerchiefs, etc.

Any symptoms of shortness of breath etc., must be reported ASAP and all gear handled by that participant is to be avoided until test results come back as negative.

Discourage participants from touching their faces. PPE (gloves and masks) to be worn at all times when using group gear.

When packing group gear, gloves and masks must be worn.

Participants are to be given a thorough briefing on how to prevent cross-contamination during the course. Demonstration of how to use PPE to be given. (Appendix E)

Communal food to be avoided as much as possible and participants are discouraged from sharing food/snacks.

Pax will be given zip lock bags and they put their own valuables and be shown where to store them (they must be wearing gloves when doing this).

They carry their own luggage to a designated room and store in separate places without touching anyone's stuff (Instructor to show space and supervise) the room must stay locked to avoid cross-contamination.

2.5 COVID-19 Taskforce

Executive Director will form a task force responsible for assessing on-site COVID-19 conditions and operational readiness. This taskforce will produce training for staff, procedures and manage any incidents related to Covid-19.

Responsibilities of Task Force include:

Keeping updated on best practice and government guidelines. Ensure implementation of COVID-19 Task Force protocols and directives Ensure on-going compliance with COVID-19 protocols and directives Ensure daily temperature checks are being recorded Hold meetings with COVID-19 Task Force (Updates and changes) Maintain on-going inventory of PPE Ensure operational readiness for quarantine and isolation protocols Interface with program students and staff Establish program COVID-19 response team for all quarantine incidents Ensure a training system is established for COVID-19 systems, as well as

documented personal health & hygiene training for staff.

3. Quarantine ProtocolThe quarantine protocols dictate responses to prevent the spread of COVID-19 in the event that an employee, student, or family member has been diagnosed, has positive symptoms, or has been in contact with someone with a COVID-19 diagnosis. If an employee or student tests positive for COVID 19, or symptoms are severe with or without a positive test, isolation protocols are to be followed. These protocols will be followed until dictated otherwise by OBV Management.

3.1 Students

In the event that a staff member believes a student has mild to moderate COVID-19 symptoms the following protocol will be enacted:

The student will be isolated a minimum of 25 feet away from the rest of the group. A task force member will monitor student and ensure they are emotionally and physically looked after.

Surgical faces masks and gloves will be distributed to student and taskforce member. Additional PPE will be provided to the student and/or group by a trained member of the Taskforce Team.

Staff will fill out a SOAP note and contact Program Manager or Operations Manager (PC, OM)

Reporting Supervisor will communicate with the OM and ED to determine if quarantine is necessary and the next steps are appropriate.

The OM will recommend a quarantine if appropriate. If the ED does not believe a quarantine is necessary, the group can return to standard infection prevention protocols. If a quarantine is necessary, the following protocol will be enacted:

A student who is suspected to have Covid-19 will remain in isolation in designated location on the base or away from the group (If in the field)

The taskforce will contact the local authorities and arrange a government pick-up of the student. The student will be taken to a government treating facility to be tested.

The taskforce will contact the school to inform them of the situation The taskforce will contact parents to inform them of the situation ED to contact board members and RMC. All students and staff will wear PPE

(surgical facemasks).

Steps and measures for the rest of the group.

active chlorine, 70% alcohol

yellow bag. All the yellow bags must be labelled with “HIGHLY SARS-CoV-2 - EXPOSED WASTE”.

Sanitize all frequently exposed surfaces (tables, chairs, siderails, closets, refrigerators, doorknobs, toilets, faucets, kitchen shelves/ cupboards, walls, windows, doors, etc.)

Sanitize the facility floors (dorms, corridors, toilet, etc) Spray the disinfectant on the exterior wall of the dorms, windows, entry doors,

sidewalks, etc Use 70% alcohol to wipe the surface of electronic, electrical devices such as

light switches, controls, televisions, phones, etc. Turn off the power before wiping.

Clothing such as clothes, blankets, pillows used by COVID-19 patients shall be completely submerged in a disinfectant containing 0.05% active chlorine for at least 20 minutes before being washed.

Sanitize hands with soap and clean water or an antiseptic containing at least 60% alcohol immediately after finishing the work of sterilizing and sanitizing the environment.

Once group equipment is cleaned, all students and staff should receive a shower and clean clothing. (If washing clothing - mixing of clothes should be avoided / separate loads).

All staff and students interacting with the symptomatic student will wash hands hourly.

Steps and measures for the staff team,o Only necessary programming and logistics personnel will interact with

the group.o Staff off-shift who worked with the group will self-quarantine according

to government requirements until consultation with OM.o The quarantine will be lifted at the direction of the ED, or if the

symptomatic student tests negative for COVID-19.

3.2 Employees

If the staff believes they or another employee has COVID-19 symptoms or they live with someone who has symptoms, the following protocol will be enacted:

The employee will self-quarantine immediately. If in the field they will remove themselves at least 25 feet from the group, and wear PPE.

The employee will contact OM and inform of the situation. The employee will complete an incident report form. The employee will contact the OM / ED to determine if quarantine is

necessary.

The OM will recommend a quarantine if appropriate. If the OM does not believe a quarantine is necessary, the employee can return to standard infection prevention protocols. If a quarantine is necessary, the following protocol will be enacted:

The employee will self-quarantine at home. If in-field, the employee will be provided with a vehicle to drive themselves out

of the field and will sanitize it afterwards.o Food and drink containers that were used must be completely soaked

in a disinfectant containing 0.05% active chlorine for 10-20 minutes, then rinsed with clean water

o All the gear used by the employee must be sanitized If the employee is at the facility, then the following will need to be done:

o Food and drink containers that were used must be completely soaked in a disinfectant containing 0.05% active chlorine for 10-20 minutes, then rinsed with clean water

o Garbage is collected in yellow bags, tied tightly, and wrapped by another yellow bag. All the yellow bags must be labeled with “HIGHLY SARS-CoV-2 - EXPOSED WASTE”

Any employees that live with the symptomatic employee must talk to OM to ask if they must quarantine as well.

The employee will remain in quarantine until cleared by the ED and HR or until they test negative for COVID-19.

3.3 Family Members

If a student family member is deemed high risk by OM, they will not be permitted in the field or the office.

Certain elements of our course have been adapted to ensure the safety of all concerned. Changes may include the adaptation of operation routes, the size of groups, sleeping arrangements and changes to meal routine. These changes will not affect the impact of your course.

- F0: people who are confirmed of having COVID-19 by the medical professional (doctor in the designated hospital)
