This addendum provides the questions and answers related to the Survey, Mapping, Right of Way Engineering/Title Services RFQ. This addendum also summarizes forthcoming changes to the process for evaluation of responses and award of the contract that will be the subject of a subsequent addendum. In addition, this Addendum changes the due date for responses to March 2, 2018. This Addendum No. 3 is organized as follows: 1. Overview of Changes to Evaluation and Award 2. Questions and Answers Overview of Changes to Evaluation and Award: Overview of Subsequent Addendum As currently planned, the design and construction of the California WaterFix will be managed by a proposed Joint Powers Agency (JPA) under contract with DWR. Although this JPA has not yet been formed, DWR is notifying potential respondents of forthcoming changes in the process for selection and award to reflect that the JPA will evaluate and select the consultants once the JPA is formed. The details of this change will be the subject of a subsequent Addendum to be issued at a later date. In summary, the subsequent Addendum will change the process for selection of the consultant and award of the contract to provide that 1) the JPA, not DWR, will evaluate responses and award the contract, 2) the JPA will be using the procurement and contracting procedures of the Metropolitan Water District of Southern California, one of its presumed member agencies, and 3) responses shall be submitted to the State who will hold them unopened for forwarding to the JPA once it is formed. DWR is in the process of evaluating different ways of implementing the CWF including possible construction in stages, with the first stage consisting of two North Delta intakes instead of three, and one main tunnel instead of two. The second stage of construction would complete the facilities as approved at a subsequent time. Addendum No. 3 will require that respondents address how their submittals may be affected if there is a staged implementation. Relationship of Services to JPA Under the supervision of DWR, the JPA will design, construct and deliver completed California WaterFix facilities to DWR upon completion of system commissioning. The overall goal of the JPA will be to safely design, construct and deliver the project on time, on budget and in accordance with approved specifications, while managing risk prudently. The JPA will be a separate public agency, organized as a special purpose agency pursuant to California’s Joint Exercise of Powers Act (Government Code Sections 6500, et seq.), consisting of certain public

Overview of Changes to Evaluation and Award:

water agency members. A detailed agreement between DWR and the JPA will govern their respective roles and responsibilities in carrying out the design and construction of the California WaterFix. DWR will retain ultimate ownership and control over the California WaterFix facilities. The JPA will sunset as the California WaterFix is completed. With the JPA in place, all consultant and contractor agreements for design and construction of the California WaterFix, as well as any agreements for staffing and services provided to the JPA, will be with, and managed by, the JPA. However, because the JPA does not yet exist, the solicitations for services have been issued by DWR. The JPA will evaluate and award the contracts.

Original RFQ Revisions:

• Title Page Title page, Paragraph 2, the date “Monday, February 5, 2018” will now be replaced with “Friday, March 2, 2018”

• RFQ, Page 4 Under VI.B, the date “Monday, February 5, 2018” occurring in two places will now be replaced with “Friday, March 2, 2018”

• RFQ, Page 12 Under VII.F, the date “February 5, 2018” will now be replaced with “March 2, 2018”

Questions and Answers Related to Scope of Work: The following questions were received from prospective Contractors related to the Scope of Work. The questions are immediately followed by the Department’s response.

Q1: Item 5 on page 15 states “Environmental location surveys (boundaries of

environmental significance)” are required in the scope of work. It is assumed this

does not include delineation of resources (biological, cultural, etc.) for

environmental regulatory purposes but rather for general mapping to facilitate

planning and engineering; correct?

A1: Yes. Delineations for environmental and cultural resources will be performed by others. This item includes only mapping of those locations.

Q2: Is the industry day specific to this Contract?

A2: No, Industry Day was for all contracts.

Q3: Will these slides be made available?

A3: No, the slides presented at the Pre-SOQ Conference will not be made available.

Q4: Will a sign in sheet be made available?

A4: Yes, sign in sheets were made available to all those in attendance of the Pre-SOQ Conference. Sign-In Sheet will also be part of this addendum.

Q5: Will the attendee list and presentation be posted on Cal eProcure? If so, when?
