: destination office in the ordinary mail stream (air or surface) at the time of dispatch.

When the copy of the dispatch bill is received at the destination office an immediate check will be made for the receipt of the subject dispatch. If the check shows nonreceipt of a pouch or outside piece after its sched-uled arrival, the local inspector-in-charge shall be notified immediately. The coupon of the dispatch bill shall be completed noting the discrepancy and returned to the office of dispatch.

Envelopes used to mail the dispatch bill should be addressed to the Reg-istry Section at the destination office. The envelope should also be endorsed Form 3854 enclosed. This procedure will enable an office to quickly deter-mine nonreceipt of a dispatch and will enable the Inspection Service to start an immediate investigation.— Finance Department, 3-7-74.

Stampmaster Vending Machine As a result of delays experienced in

acquiring replacement machines, the obsolete status of the model "R" stampmaster vending machine is temporarily rescinded. However:

1. No repair parts are available from the Western Area Supply Cen-ter, Topeka, KS, and no more parts for the model "R" will be purchased. Parts should be obtained through systematic local cannibalization of de-fective machines, local fabrication, or local procurement.

2. No further maintenance train-ing will be provided on the model "R" by PST&DI, Technical Center, Norman, OK.

3. The model "R" operation and maintenance handbook will not be revised and/or reprinted.

Offices desiring to retain the model "R" machines in operation and in compliance with the upcoming rate change may obtain rate change modi-fication instructions when available

by submitting a written request identifying the locations and serial numbers of the machines to be modi-fied to:

Registered Mail— Contract Stations

Some postal employees assigned to collection routes are not signing for registered mail being turned over to them at contract stations. This trans-action must be handled as a hand-to-hand exchange. The collector must receipt for the contract station's reg-istered mail on Form 3854 and in turn receive a signature from the employee at the main office or station where he turns the registers in.—Finance De-partment, 3-7-74.

International Mail— 15-Cent Aerogrammes

The new rate for aerogrammes is 18 cents. However, the 15-cent aero-gramme may be accepted for use in the international mails provided the customer has affixed a 3-cent stamp. Post offices that have 15-cent areo-grammes on hand may sell them, with a 3-cent stamp.

Quarantine on Live Poultry Shipments

Because of the existence of New-castle disease in poultry in the metro-politan El Paso, Tex., area, the De-partment of Agriculture has placed a Federal and State poultry quaran-tine on that city.

Until further notice no poultry is to be accepted for shipment to, from, or through El Paso, Tex., as this could contribute to further spread of this poultry disease.—Finance Depart-ment, 3-7-74.

Fire Extinguisher Recall The Ansul Co., Marinette WI, is

recalling all model WF-2/a fiberglass reinforced extinguishers. This model was manufactured from 1964 to 1971 and is the only model manufactured by that company that is white with black trim and made out of fiberglass. No large purchases by the Postal Serv-ice have been found. However, all of-fices shall check for the presence of this specific extingiusher and, if any are found, contact the Maintenance Technical Support Center, P.O. Box 1600, Norman, OK 73069, for further instructions for disposition. Under no circumstance should this model ex-tinguisher be recharged or hydrostati-cally tested.—Real Estate and Build-ings Department, 3-7—74.

Postmasters who have special Easter Seals cancellation die hubs shall use them from March 1 through April 22, 1974. After that time the die hubs shall be withdrawn and re-tained for future authorized use. Post-masters who do not have special die hubs shall not request them without application by the sponsors. vided a copy of the 1973 National Agreement (Publication 202) to every supervisor in his facility. As new supervisors are hired, they, too, should be given a copy of this agree-ment. When a postmaster's supply of Pubication 202 is almost depleted, a request for additional copies should be made to the office's sectional cen-ter manager.

Airmail snap seals 0-813, A and B have been the source of many com-plaints by air carriers because they are easy to break, easily become entangled

1m a planes' engines, etc. There-fore, we will no longer procure this particular type of seal.

However, we are in the process of procuring a new type of plastic seal

AIRMAIL SEALS which we believe will eliminate com-plaints from air carriers and will also increase security provided to this mail.

It will take .some time to actually obtain this new type of seal. In the interim, it is not necessary to use any other item as a substitute. Supervisors should make sure that only

pouches with close fitting straps and hasps are used for dispatches to avoid accidental mail spillage enroute.
