1. THE AMERICAN COLLABORATION

OBJECTIVE…

For a few years The European Association of Public Corps and Organizations for Security and Defense (A.E-COPSD) has organized marksmanship competition leading to the delivery of the American Sharp Shooter License. Jean-Michel Poupon and Dean Hutson met during these challenges.

From this encounter with Dean Hutson came the idea of a closer cooperation between the Association TACTIPOL, partner of the A.E-COPSD and organizer of the competition with the Grandview Police Department (GPD). Grandview Police Department and the Municipal Department of Cavalaire-sur-Mer are both city police.

French Municipal Police and American City Police do experience the same situations or problems, with some differences within their profession. It would be highly interesting to compare intervention techniques used by both.

This is an opportunity for an exchange on police technical and professional approach and to learn more about other people, traditions and behaviors.

The main objective of this project would be to establish a stronger relationship between the French and American police. On both sides of the Atlantic we are confronted with the growing problems, often related to terrorism. We can foresee that in the future a better cooperation between organizations in charge ofthe security of the public, in France, in The United States and other allied countries is becoming essential.

The present program to exchange and or compare tactical techniques with the police of Grandview (Missouri) includes the following departments within a “Patrol Division”:

-Detention Unit-Traffic Unit- K-9 Hondo- Training center- Demonstration and testing of tactics used by the best police in the world.

-Visit to the National WWI Museum and Memorial

This program of exchange between two polices from different countries will be a First. To experience this adventure in the heart of the United States, with Grandview (MI) policemen will bring us, policemen from a French small town, additional professional knowledge and the great opportunity of knowing our American counterparts. It is an honor for our delegation to be hosted by our American Friends.

This is with this objective that in May 2017 the city of Grandview (MI) will host us.

This really is the Franco-American Policemen’s Friendship.

2. OUR ASSOCIATION TACTIPOL

We have created a non-profit association to legally organize activities that would bring the financial means needed for our program. The association is responsible to provide transparency to gain trust and support from donors.

The goal of our association is to encourage friendly and professional relationship between polices of allied countries to closely follow the evolution of professional safety and security techniques in today’s world.

The association’s aim is to facilitate the development, practice and teaching of Police Tactical Training, marksman sport by

organizing events/exchanges.

14 years working with the Municipal Police of Cavalaire-sur-Mer, after one year in the Gendarmerie.

Why I participle in the project : Police was my passion before becoming my profession. The possibility of meetinga Special Intervention Team, like SWAT would be the realization of my childhood dream. Training with them wouldgreatly improve my professional experience, which I could share with my colleagues.

SOUFFI Stéphane 43 years old, Policeman in the Municipal Police of Cavalaire-sur-Mer for 7 years after 8years as an auxiliary policeman.

Why I participate in the project : Involved, passionate, I constantly look at improving and advancing in myprofession. The tragic loss of a friend and colleague made me realize the importance of our mission. By continuingmy training I want to have a better chance to be efficient and of help to my co-workers. Meeting with Americanpolicemen and training by their side represents more effort, working above limits, brotherhood, a sense sacrifice andduty. I am ready!

Why I participate in the project : The social and professional aspects of this project are a major factor. TheAmerican policemen are particularly innovating during their interventions and in the protection gears they use. I amlooking forward to be in contact with another culture and other traditions. I am curious about their “know how to” thatare foreign to me. As an example: patrolling and intervening alone. I am eager to discover, learn and understand thismodel, which they practice every day. On my return to France I will share my experience with my colleagues. This is aunique and exciting opportunity to gain the experience while directly in contact with policemen of another country.

COOPERATION PROGRAM BETWEEN CITY US POLICE

AND MUNICIPAL FRENCH POLICE

For several months the media has been filled with unsettling reports on problems involving local police departments. Challenges are nationwide and answers seem slow to arise.

One unexpected and unlikely bright spot has arisen going back to WWII. For several years US Veterans have revisited France to relive exciting and trying times and renew relationships established under stressful, life threatening conditions.

Playing a major role in making such visits viable and indeed pleasant, French police have demonstrated efficiency and gratitude long after thefact. A natural outgrowth of friendship and mutual respect has been formed.

The internal exchange resulting from these various functions has resulted in personal and meaningful relationship between US and French polices. These are grass roots and local, not broadly reported.

An opportunity has arisen to allow interested patriots to further this growing positive relationship. The French police have been over the top helpful and accommodating to US Veteran’s tours. The WWII ties remain robust and heartwarming.

The objective of development, teaching and training police professional conduct in both countries is highly desirable. It is to combine the activities of both to move both forward.

The firs major step is to help defray costs incurred by visiting French police to visit a small suburb of Kansas City, Grandview, Mo. They will be exposed to various activities such as SWAT Team, individual patrolling to gain insight of how a small US city handles policing.

A brief breakdown of participants from France is found below.

4. PROGRAM- Visit of the two Police Academies of Kansas City Area:

This is where the recruits will receive the training to become policeman in the state of Missouri (Kansas City). The training include 600 hours covering the following disciplines:

• Judicial system• Management of aggressive behavior• Patrol and jail • Establishing reports• Crime scene investigation• Ground combat• Various additional disciplines•

At the end of the training the recruits will become Policeman of the State of Missouri.

- Participation to a SWAT Team training as honored guest.

SWAT stands for Special Weapons And Tactics (In French: Armes et Tactiques Speciales). SWAT is a special unit of the Police Force in the main cities of the United States, able to participate to high risks operations with special weapons and adapted tactics. The goal of our participation in such training is to develop our professional tactics to assure our security and the security of the public, not to become members of a SWAT team.

- Invitations by the local and national medias to promote the friendship between the Polices of both countries..

- Patrolling with the Grandview Policemen.

We will participate in different Grandview Police patrols to learn about their working techniques and to meet with the population.

- Visit of the city of Grandview

Grandview is located in Missouri, Jackson county. Know under the nickname “G-View” it spreads over 38.3 km2 wit about 24881 inhabitants. The city’s density is 650 inhabitants per km2 and is surrounded by Belton, Leawood and Raymore. Grandview is located at 7 km northeast of Belton, the biggest nearby city.

When dedicated in 1926, Congress declared it “The National Museum of the First World War of America”. The National World War at Liberty Memorial is the only American Museum entirely dedicated to the preservation of World War One.

To our knowledge, this project in a Municipal / City police, is a FIRST and will be considerably advertised by medias: French and American local

press, local and regional newspapers, social sites related to the security of the public, Policemen Forum, and television programs. Medias will

have an opportunity to emphasize the importance of the Municipal/City Polices, named The Third Security Force..

A.As a First, we are developing the project to serve as a successful model of cooperation for thefuture.
