The Meaning of Production Safety
Production safety is the most important matter in any construction projects. The importance of the production safety and service standardization has been repeatedly emphasized by national standards and relevant company documents .
Communications accidents bring great impacts to people’s production, life and national security.
To avoid artificial safety responsibility accidents, which brings serious effects to clients and our company, and to strengthen the management guidance, regulate construction activities and sharpen staff's consciousness of production safety, we have compiled this “Manual of Production Safety of Communications Projects ”.

Personal Safety---Handling Goods
Sufficient manpower and reliable transportation tools are required for handling the equipment. Make sure that ropes must be tied tightly and soundly, in order to keep people from being injured.
Wear gloves and use tools properly when opening a case.

Use proper tools which are in normal condition, use tools correctly during the process of installation.
Follow the operation instructions strictly when sharp and pointed tools, like electric drills, electric saws and cutting tools, are used in equipment installation process.

Personnel working at a height should have corresponding certificates, should
be in good physical condition without suffering from acrophobia.

Make sure the ladder( or other load bearing facility ) is rigid and stable when working at a height.

Take safety measures ( e.g. tie the

Carry out all the equipment and hardware installation operations with no power supply switched on.
If operations on the powered-on equipment are needed, except for the tools, there should be no exposed metal items on the operator’s clothes, and metal surface of the tools ( other than the working area ) should be insulated.

Avoid the antenna from direct radiation to the human body in the front during operation on antenna feeder of the running base station equipment.

Equipment and property Safety---Unpacking and Goods Check Flow(1)
Organize to unpack and check the goods as soon as possible after its
arrival. Sign to confirm together with the client if no problem is found. If
the ownership of the goods is transferred to the client after unpacking as
stipulated in the contract, the corresponding responsibility of storing the
goods is transferred to the client at the same time. If the contract doesn’t
prescribe that the ownership of the goods should be transferred to the
client and before the goods are handed over, the project manager
should take the responsibility of storage and take necessary storage
measures after negotiation with the client, and both parties can negotiate
about regulations of goods storage if necessary and abide by them.

departments in time to handle goods problems caused by consignment

Take corresponding protective measures during transportation and
storage based on the storage and transportation signs silk-printed on the
outside of packing cases, such as ‘upward', ‘fragile’ , ‘waterproof’ ,and
‘maximum piling-up number’. Pay attention to keep cases upwards,
handle them with care, prevent vibration, and cover them from rain.

Pile the goods in order and firmly, so as to prevent them from falling down by
accident. Transportation passages should be reserved. The weight of goods
should not exceed than the load bearing capacity of the site.

Equipment and Property Safety--- Environment for Goods Storage
The storage location should be safe.
Generally indoor storage should be guaranteed.
In case of outdoor storage, conditions below should be confirmed:
necessary waterproof measures to keep rain from the packing cases,
and the packing cases are in good condition and accumulated water will
not enter the cases.

Equipment and Property Safety---Daily Use(1)
Tools, instruments and materials borrowed from the client should be kept properly and returned on time. Do not use client’s property without permission.
During installation, circuit boards and devices to be acquired for installation at other working sites or to be returned to Huawei for replacement due to faults can only be taken away from the client’s storage with permission of the client, and they should be returned to the client at the specified time.
Tools, instruments and materials owned by Huawei should be checked and registered according to the client’s management rules when they are carried into or out of the working site.

Do not lend the equipment room keys to anyone else if you keep the keys as the client believes in you. Return them in time after use.
Every day before leaving the equipment room after work, make sure to check and close the doors and windows according to the client’s equipment room management rules.
Note:
1.The equipment room is an important place. People are not allowed to go in and out freely.
2. Keys are not allowed to lend for the purpose of facilitating management.
3.Return the keys in time, facilitating the client to handle abrupt events.
4.Close doors and windows to keep away from thefts, wind, rain , dust, and little animals like mice, preventing damages thereof.

Avoid any interference to the normal operation of the client’s existing equipment during the constructing process. Avoid bumping into, stepping on or pressing on client’s equipment and cables.
Do not touch any client’s equipment unrelated to current engineering .

Hot-line operation is generally not permitted during the constructing process.
In case of hot-line operation, pay attention to keep the tools and materials at a safe place and avoid contacting them with powered areas of the equipment, so as to avoid short circuit accidents.

General Operation Safety Requirements---Goods Handling(2)Unpack and check the packing cases after the equipment and goods arrived at site, make sure that the outer packing cases of the goods are free of damage, deformation or water soaking.
Anti-shock and anti-tipping tags show that the shock degree and tipping degree is within the limit. If not, check and feedback according to ‘unpacking and check flow’.

General Operation Safety Requirements ---Use of Tools Tools are provided correctly, in good condition, and used properly, so as to avoid any damages to parts or equipment.

General Operation Safety Requirements---Engineering Boundaries Implement the engineering according to the boundary as stipulated in
the contract.
Engineering boundary in the contract is a division of responsibilities between both parties.
Handover at the engineering boundary should follow the client’s engineering regulations and respect the client’s actual situation.

Apply to the client’s power management department for large power
operations. Power supply should not be connected for operations without
approval of the client.
Power-on operations should strictly follow the requirements of
engineering boundary division as stipulated in the contract. If it is
stipulated in the engineering boundary division that the power supply
(distribution ) equipment at the client’s side are operated by the client
itself , it is not allowed to carry out the power-on operations on such
power supply (distribution ) equipment instead of the client.

onstruction or equipment at the connecting points specified by the client
(cutting-off current for air-break switches or fuses), and make sure it is la
rger than the maximum starting current used for the construction or equi
pment .
The rated current of air-break switches or fuses should not be too large,
otherwise protection function will not work.
Power-on operations should strictly follow the requirements of engineeri
ng interface division.
It is not allowed to carry on power-on operations to power supply facilitie
s substituting for users.

Equipment installation, cable laying and spare parts and material piling up in the equipment room should meet the fireproof requirements of the equipment room, not block the fire passage and not affect ventilation and heat dissipation of the equipment room.
Before starting high temperature operations ( e.g. electric welding, tin soldering, and material heating ), you must clean up the operation area, and take the isolation and emergency remedial measures.

The outer jacket material of cables becomes hard and brittle and breaks
easily at low temperatures . Storage and operation should be carried out
at room temperature in winter. Avoid any strong force externally exerted
upon the outer jacket, such as throwing, twisting and knocking.

Scripts written by clients as required for equipment management can
only be implemented after assessment of R&D Department of Huawei
Technologies via Huawei regional offices .
Service commission from the client beyond the delivery range stipulated
in the contract should not be accepted privately. Free service
authorized by Huawei company should be treated as normal work.
Any product secrets are not allowed to be publicized without authorized
permission of Huawei company, nor commercial secrets and
technological secrets of different carriers.

Data Operation and Software Debugging---Following Client Regulations(1)
Any operation on the running equipment should be subject to the
approval of the client’s management department, and carried out under
the accompany and supervision of the client’s appointed person.
Do not carry out such operations as service cut-over, data setting, hot-
plugging important boards, loading and power-down resetting beyond
the specified time defaulted in the industry (generally from 00:00 to 6:00,
with special products subject to their specifications).

Data Operation and Software Debugging---Following Client Regulations(2) In addition to follow relevant rules of the company, important operations
should also meet the management requirement of the client. Ask
corresponding department of the company for instruction if there are
any conflicts between the client’s management requirements and
company’s relevant rules, and then operate based on sufficient
negotiation agreement between both parties.
During engineering debugging, if it is necessary to connect the
debugging device ( e.g. portable computer, etc. ) to the network where
the main equipment is connected, submit the on-site service application
to the client for IP address of the debugging device in advance, and the
debugging device ( typically a portable computer) can be connected to
this network only after the client permits.

Work out detailed operating technical schemes and prepare safe
switching-back measures before cut-over, important data modification
or upgrade. (Technical schemes for important upgrading and cut-over
can only be implemented after review of the authority appointed with the
relevant company document.) Test and check must be implemented
before operation strictly according to the scheme and data setting
regulations, with the emphasis placed on charging and safe switching-
back. Carry out the corresponding dial-up and joint debugging after
operation. Check the charging information and bills of all office
directions. Observe for a period of time after cut-over.

Data Operation and Software Debugging--- Operation Requirements(2) Fill out “Test Record” and “Maintenance Log” carefully. Backup the
original data before operating the data and backup the original version
before version upgrade.
Carry out anti-virus operations periodically on the floppy disks used in
the system. There should be no programs and data which are irrelevant
with system running on the hard disk. Initiatively check the equipment
running status and data, and clear hidden troubles.
For handling faults in out-sourced products, engineers for out-source
products should submit service applications and handling schemes to
the end user and relevant departments of Huawei Technologies for any
operation to the equipment, and carry out the operation subject to
approval.

Detailed Management Rules(1)
The manual is used together with “Project Implementation Service
Flow”. It is a measure to ensure the production safety of construction
projects, and is suitable for all engineering projects undertaken by
Huawei Technologies.
Consequences resulted from violation of the manual should be treated
according to detailed regulations of “Management Regulations for
violation of Service Rules” of the Global Technical Service Department.

This manual is to remind every engineering member for civilization
operation and safety production. Operations not listed in this manual
should be carried out strictly following own operation instructions or with
reference to the similar management regulations in this manual. If there
are official management documents from relevant management
department, the requirements in the issued documents will prevail.
