5. PROPOSAL NARRATIVE
Proposal Narrative - In no more than 6000 words (= ± 10 pages/font:12/single spaced), you should address each of the following points separately:
1. The objectives of the project and its potential contribution to educational excellence and innovation.
2. The project’s outcomes for improving teaching and student achievement.
3. The added value for the proposed discipline and profession and the proposed mobility project and/ortransatlantic degree compared with courses and programs that may already exist in the same field at national and international levels.
4. The detailed structure and content of the joint study program and/or mobility programme and how it is integrated among the consortia institutions, including:a) For EIM projects, its work placement and internship elements, if any;b) For TD projects, the role of each institution and which part of the programme is delievered by which institution;
5. The commitment and formal administrative arrangements for the delivery of the degree as evidenced by letters from the highest administrative and academic levels at the partner institutions.
6. The arrangement for academic credits, including, if applicable, the extent to which ECTS mechanisms such as the grading scale and other mechanisms for study periods compatible with ECTS will be used.
7. The use of the Diploma Supplement and the plan to improve international transparency in order to facilitate academic and professional recognition of qualifications and accreditation.
8. The cooperative mechanisms and administrative structure for institutionalization, meetings, roles for partners, and communications.
9. The arrangements for tuition and fees.
10. The consortium structure and mechanisms for student and faculty mobility between hosting institutions. Describe how many students you intend to send and receive and for how long the period of study will be
11. The language plan, particularly, the use of training facilities, mentors and tutors, and local language resources.
12. The resources available and the arrangements for hosting foreign students and faculty, particularly, the availability of an office and persons dedicated to linguistic assistance, housing, coaching, visas and insurance, and activities for social integration.
13. The evaluation plan, including formative and summative evaluations, feedback mechanisms, and assessments by independent entities.
14. The plans for promoting and disseminating the results of the project as well as ensuring its sustainability after the end of the Atlantis funding. Indicate in particular, for TD projects, any aspect of the Course which offers examples of best practice and how far the Course has a distinctive European added value.
15. For TD projects, the guarantee that the proposed degrees awarded by the institutions in the EU and the U.S. will be recognized and accredited by Member States and relevant U.S. agencies.

General instructions Before completing this section, please read carefully the “Explanatory note on Budget” in Annex 2. The maximum amounts of the grants are 180.000 € for EIM projects and 428.000 € for TD projects. The budget should cover the entire period of the grant. The budget should be coherent with the work plan. All amounts should be provided in Euros. Please adhere strictly to the format provided in the tables, and check carefully the figures provided (applications containing
calculation errors will be penalised in the selection process). For further intormation please check table on point 9 of the Programme Guide.

10. LETTERS OF ENDORSEMENT
Letters of endorsement,
Must be signed by the legal representatives of each institution: senior academic or executive officers competent to commit the institution on legal and financial matters (e.g., rector, vice-chancellor, provost, dean, director, or president) of each of the European and US institutions.
Should indicate how the project fits within the international strategy of the institution or organisation and how this project will complement that strategy.
Must indicate a commitment to implement a double/joint degree programme (or an Excellence in Mobility project) and conclude a Memorandum of Understanding (MoU) signed by all institutions (agreement on credit recognition and/or transfer between institutions and fees and tuition waivers before students mobility begins.
Must also contain a confirmation that the institution is willing to provide financial support to the project and the amount proposed.
Other major parties involved in the consortium should also indicate in writing their commitment to this project.

Explanatory notes on the budget – Selection 2011
TD Projects
A. INTRODUCTION
These Notes provide information to applicants concerning the financial procedure related to budget proposal, its approval and to the determination of the level of the European Union grant. It also provides guidance on how to complete section 7 (Budget) of the application forms and related information on the rules for eligibility of costs.

B. FINANCIAL PROCEDURE
1. Funding request in the application form
The funding proposal must be submitted in the structure laid out in section 7).
2. Determination of EU assistance
The funding mechanism applied under the US Programme is based on flat rate and lump sums financing. Applicants can easily calculate the expected grant amount and facilitate the realistic planning of the project.
Flat rate financing covers specific categories of expenditure by applying a standard scale of unit cost (e.g. 1.000 € x week x student).
In addition, funding must respect the following provisions: the total amount of funding shall be no greater than the amount requested by the applicant the total amount of funding for a 4 year project may not exceed a maximum of 408.000 € / 428.000 €.
This will include an administrative lump sum of no more than 15.000 € per year per project with a total maximum amount of 60.000 € for a 4 year project. For details on transatlantic mobility grants for students and faculty please refer to the guidelines. The Executive Agency reserves the right to award funding at a lower amount than that requested
the grant may not under any circumstances give rise to a profit for the beneficiary or partners the policy for awarding grants the available EU budget
The grant agreement specifies the total approved budget for the project and the maximum amount of the grant. The final amount of the grant awarded is determined by the Executive Agency after verifying that the action has been carried out in accordance with the agreement and can never exceed the maximum amount laid down in the agreement
The EU/USA grant is paid in the form of- a pre-financing payment of 40% after signature by both parties payable within 45 days of the signature of the agreement by
the Executive Agency.- Further pre-financing payments are divided into two instalments, respectively representing 40 and 20% of the total amount of
the grant stipulated in article I.3.2. of the agreement.- Payment of each further instalment is dependent upon the receipt and approval of a progress report and statement of
expenditure on the project implementation and may not be made until at least 70% of the previous pre-financing payment has been used up [and shall be conditional on the beneficiary producing, if applicable, a financial guarantee equivalent to the aggregate amount of pre-financing].
- the final amount of funding due will be determined by the submission and approval of a final report and a statement of expenditure on the project’s implementation

C. RULES ON ELIGIBILITY
1. General Principles
The contractor (project coordinator) must ensure that expenditure is directly connected with and necessary for the implementation of the activities, according to the project
work plan and provided for in the approved estimated budget and has been generated during the lifetime of the project as defined in the grant agreement
all costs presented in the proposed Budget are necessary for the performance of the project no member organisation of the partnership may derive a profit from financial assistance awarded by the European
Union each item of expenditure is only included under one heading of the proposed Budget.
2. Eligible costs
Except for administrative lump sums, only costs in respect of mobility grants for students and faculty are eligible under this application No other cost item will be considered as qualifying as eligble expenditure
D. PRINCIPLES APPLIED TO THE DIFFERENT CATEGORIES OF FUNDING
1 Lump sum amounts
7.500 € per Institution per year with a maximum amount of 15.000 € per project year and a total over 4 years of 60.000/80.000 € per project
2. Transatlantic Student mobility grants including students’ travel costs
Under the EU/US Transatlantic Degree programme, student mobility grants for EU students are budgeted at 1.000€ per month per student plus a 1000€ for travel (with a maximum of 12.000 Euros per student). Each student is supposed to spend at least one full academic year on the other side of the Atlantic. The student stipend money is a block allocation intended to offset additional costs incurred by students travelling abroad over the costs of remaining at the home institution. Mobility stipends may not be used to move EU students within the EU.
3 Transatlantic Faculty mobility grants.
Under the EU/USA Transatlantic Degree programme, faculty mobility stipends are budgeted at 1.000 Euros per week per faculty member for a minimum period of 1 week and a maximum of 8 weeks plus a fixed amount of 1.000 Euros for travel in relation to programme related scholarly work at the partner US Institutions. Each successful project will be awarded a maximum of 60.000/80.000 Euros for faculty travel grants. Mobility stipends may not be used to move EU faculty within the EU.
Monthly allowances and travel/relocation flat rates must be paid in full to the mobile student/ teaching faculty and administrative staff.
