An illness experienced by an employee wherein the environmental conditions of the employee’s assigned work place were not a contributing factor in the development of that illness.

4.0 GeneralThe Contractor shall ensure that all personnel assigned and utilized for performance of this contract possess all licenses, training, registrations, certifications, and certificates required by NASA Headquarters and JSC, as well as Federal, State, and local governments. The Contractor shall identify and document all certifications, licenses, registrations, and training requirements for each staff position. The Contractor shall provide this information and the status of each requirement as defined in the DRDs.

The work entailed within this task order provides the basic business management infrastructure to support the implementation of work across the Human Health & Performance Contract (HHPC). The contractor shall provide staff and maintain systems for developing annual Task/Delivery Orders, financial reporting, managing data, property management, subcontract management, management of teammates, procurement, safety & health program, quality management system, environmental management system, personnel management, security, and select common laboratory services.

Statement of Work Task DescriptionThe Contractor shall provide all necessary resources to fulfill the requirements for Occupational, Emergency, and Preventive Medicine, Flight Medicine, Occupational Health, and Human Test Support at the JSC Clinics including:, the Flight Medicine Clinic, the Occupational Medicine Clilnic (OMC), the Sonny Carter Training Facility (SCTF), Ellington Field, facilities in Russia, and other potential remote locations (domestic and international) as determined by NASA.

Subtask 2.1.2 JSC Clinic Medical OperationsSubtask Overview:This subtask is based on current clinic patient load. Services will be provided consistent with a Flight Medicine Clinic load of ~811 active patients, with approximately 131 visits each month and a JSC Occupational Medicine Clinic load of~11,851 patients, with approximately 742 visits per month. The schedule for completion of deliverables is based on this level of activity.The purpose of ambulance operations program is to respond to emergency incidents and to render emergency medical care and transportation to the sick and injured. Ambulances shall respond onsite at JSC, at SCTF, within the NASA operations area of Ellington Field, and other

locations in the Clear Lake area as defined by NASA. The Contractor shall operate the two government furnished ambulances at JSC and the one government furnished ambulance at Ellington Field. All ambulances shall be operated by personnel currently certified by the TDSHS. Each in-service ambulance shall be operated with a minimum of one Paramedic (either a Licensed Paramedic (LP) or an Emergency Medical Technician – Paramedic (EMT-P)) and one EMT-B. The EMT-B shall have current Basic Trauma Life Support (BTLS) – Basic training and the paramedic shall have current ACLS and BTLS - Advanced training.

The Contractor shall maintain all ambulances to Department of Transportation (DOT) ambulance standards and shall ensure that the ambulance equipment and personnel are compliant with the Texas Health and Safety Code Section 773.044 and 25 Tex. Admin. Code §157.11, Emergency Medical Services Mobile Intensive Care Unit (MICU) Provider Qualifications and training. Contractor shall equip these ambulances to a level which will allow care consistent with ACLS standards as well as allow treatment of other life threatening medical emergencies that may be encountered. The Contractor shall be compliant with the requirements for maintaining a TDSHS Emergency Medical Services (EMS) Provider License but it is not required to obtain this license.

areas of Occupational Health, including but not limited to: hearing conservation, respiratory protection, ergonomics, laboratory safety, asbestos awareness and class III and IV asbestos worker, CPR, first-aid, Automated External Defibrillator (AED), blood-borne pathogens, and confined space entry. Training shall be conducted by technically qualified personnel. All trainers shall have field expertise in the subject area in which they are conducting training. All training shall meet Federal, JSC, or certifying organization’s requirements.

Statement of Work Task Description This Task Delivery Order (TDO) covers ground-based research activities the focus of which is a better understanding of the normal human response to space flight. Research responsibilities include identifying spaceflight risks to health, safety, and performance; understanding and following research processes and protocols to ensure the success of the research; and providing laboratory and discipline-specific support before, during, and after conducting a ground-based study. The contractor shall assist in generating technical content including final reports, presentations and peer-reviewed publications.The following areas are included in this task: Bone and Mineral, Exercise Physiology and countermeasures, and Countermeasures Systems Support, Neurosciences, and Nutritional Biochemistry.

After spending time in the microgravity environment of space, astronauts often suffer from sensorimotor disturbances when they return to Earth. In some cases, these disturbances limit an astronaut's ability to perform tasks associated with quickly exiting the return vehicle. NASA's next spacecraft will be designed to land in water. Combined with the return to normal gravity, a water landing could become dangerous if the crew needs to exit the vehicle quickly, especially in rough seas.

The goal of this project titled “Development of countermeasures to aid functional egress from landing vehicle following long duration spaceflight” is to develop countermeasures to the effects of sensorimotor disturbances during a water landing. These countermeasures could be used to increase an astronaut's re-adaptation rate to Earth's gravity, allowing rapid vehicle egress on water in varying sea conditions.

Subtask 2.2.11 Nutritional Biochemistry Clinical Testing & OperationsSubtask Overview:The Nutritional Biochemistry Laboratory shall complete clinical nutritional assessments as part of the MEDB8.1/Clinical Nutritional Assessment on ISS crew, including L-21/18 months & L-3 months pre-, R+0 in-, and R+30 postflight training, testing, and analyses. Nutritional assessment is required to determine adequacy of nutrient stores prior to flight, to assess nutrient intake and status during flight, and to ensure correction of nutritional status following flight. Assessment of body composition is required to determine changes in muscle and bone compartments during space flight.

Operational activities shall include training of crewmembers on the completion of a Dietary Assessment Questionnaire (DAQ) which determines typical dietary intake, and on completion of an inflight Food Frequency Questionnaire (FFQ) which allows near real-time determination of nutrient intake while crewmembers are on-orbit. Software updates of the FFQ, procedures for its use, and analysis and reporting of down-linked data shall be provided for each mission.

Biochemical testing for determination of nutritional status and renal stone risk shall be performed before and after flight. This includes ensuring ongoing assay reliability, methods development, instrument training and crossover, validation, and/or refinement. Laboratory assay accuracy and reliability shall be maintained through a quality control program. Laboratory safety and ISO documentation shall be prepared and maintained. A MEDB8.1 report of cumulative mission data for the flight surgeons and the Crew Medical Information System (CMIS) database shall be generated. Subtask 2.3.11 Environmental Health Laboratory (EHL)Subtask Overview: The Contractor shall operate onsite at JSC an EHL for the purposes of performing chemical and physical analyses of: industrial hygiene, environmental and breathing gas samples. This work routinely includes personal breathing zones, ambient air, breathing gases, industrial atmospheres, potable water, waste water, industrial chemicals, soil, and ground water samples. The analytical may also include stack emissions, vegetation, biological specimens, and food and drug samples and other substances as required.

The Contractor shall conduct all field sampling, preservation, processing, analysis, and quality control of all environmental samples in accordance with OSHA, EPA, TCEQ, TDSHS, or other agency regulatory requirements and recommended guidance materials. All environmental samples from collection to final report stage shall be conducted under either project specific or media specific Sampling and Analysis Plan and Procedures (SAPP) and Quality Assurance Plans and Procedures (QAPP).

Statement of Work Task DescriptionCrew Health Hardware, Integration and Program Support for Environmental Health and Radiation Systems are divided into five subtasks: Management and Control, Integration Support, Environmental Hardware Sustaining and Resupply, Air Quality Monitor (development project), and Radiation Assessment Detector (development project). These subtasks cover duties and tasks in support of environmental health related hardware for the International Space Station (ISS) Program. Duties covered in the ISS Environmental Health System (EHS) and Radiation Support subtasks include status and reporting to the customer, integrated scheduling, coordination and real-time operational support to Human Health and Performance Directorate’s (HHPD) Crew Health Care Systems (CHeCS) EHS and Radiation Discipline Leads, maintenance of training hardware, and project engineering and hardware integration support of CHeCS SA-EHS and Radiation provided hardware to the ISS programs. The contractor will comply with all AS 9100 standards and requirements including the compilation of TDO metrics. Customer satisfaction surveys will be conducted regularly to assure quality objectives are achieved. The contractor will also comply with all NASA and OSHA safety standards.

This Task Delivery Order (TDO) assumes work to support up to twelve flights, which may include: four Soyuz flights, two Progress flights, one H-2 Transfer Vehicle (HTV), one Automated Transfer Vehicle (ATV), three COTS flights (SpaceX, Orbital), and up to four ISS crew rotations.

The Crew Health Hardware, Integration and Program Support for Environmental Health and Radiation Systems Project/Subtask Internal Schedule(s) capture the detailed development and implementation for each sub-element.  The completion dates for many of the specific deliverables defined in the TDO subtasks are documented in detailed increment/project schedules. NASA Technical Monitor and contractor Project Manager have the responsibility for approving the content of the Project/Subtask Schedule(s) and negotiating changes to deliverable schedules as long as the changes are within scope of the TDO and do not affect the original planned resources for the affected deliverables.  Copies of the Schedule(s) shall be maintained on a project website. 4. Period of PerformanceThe period of performance is May 1, 2013 to April 30, 2014.

Sustaining engineering will be allocated resources to support up to 10 anomalies before special projects tasking is impacted. An anomaly could be an event on the ground during use of the hardware or an on-orbit problem closure. The contractor will document the number of anomalies in the monthly OB TCSR report once the customer agrees an anomaly has occurred.

The contractor will provide engineering support of the EHS and Radiation Space Medicine training hardware and software. Supported project tasks include troubleshooting hardware/software, maintenance of hardware/software (including soft goods and accessories) and anomaly resolution.

1. Title of Effort: 3.3 Mission Support2. Date of Request: 05/01/20133. Statement of Work Task DescriptionMission Support is provided to the HHPD for both ongoing ISS Medical Operations (MedOps) and the Human Research Program (HRP). This TDO combines ISS Medical Operations and HRP ISS Medical Project (ISSMP) support. Mission Support for MedOps is divided into several areas. Ones that will be described here are: ISS MedOps, Training, Contingency MedOps, Multilateral Medical Support and Behavioral Health and Performance (BHP). This TDO assumes up to 4 USOS ISS crew rotations per year.

Missions support for HRP consists of management of approved experiments, science integration, and real-time support for ISS complements, training and baseline data collection. Platforms for operation and integration include the ISS, analog environments, and future vehicles and exploration environments, such as MPCV. The HRP ISSMP utilizes the ISS to obtain solutions to human health and performance problems and associated mission risks identified in the HRP Integrated Research Plan (HRP 47065, Rev. C). In preparation for these missions, ISSMP provides the tools and processes to test and flight validate research protocols and operational countermeasures onboard the ISS and other flight platforms. The ISSMP also includes use of flight analog platforms to simulate the effects of spaceflight.4. Period of PerformanceThe period of performance is May 1, 2013 to April 30, 2014.5. The Contractor shall support the various functions of ISS MedOps at JSC. The Contractor shall assist in the development of ISS Flight Rules; as a book manager developing and updating medical procedures in the ISS Medical checklist, ISS MedOps Book and other onboard Operations Data File (ODF) books, including the U. S. Systems Operations Data File (SODF); and providing inputs to operational references and activities such as the ISS BME Console Handbook, medical operational concepts, and ISS CHeCS manifest, transfer, maintenance and commanding operations. Family Conferences and Private Psychological Conferences). Additional in-flight operations shall include monitoring, tracking and reporting to the ISS Flight Surgeons on the status of the data received from on-orbit hardware; providing support with biomed monitoring during EVAs; logging off-nominal crew biomedical parameters or conditions; maintaining up-to-date shift logs; participating in pre- and port-shift handover briefings; and preparing daily and post-mission briefing reports. The contractor will provide tactical planning and strategic analysis of the experiment queue to optimize experiment throughput, and maximize science return and assist HRP management in addressing the closure of critical gaps defined in the Integrated Research Plan (IRP).

The contractor shall prepare a summary resource assessment necessary to produce the HRP Fly-off plan to enable long term analysis of potential phasing of HRP activities on the ISS.

The contractor shall provide for coordination and implementation of long duration science experiments sponsored by the HRP and the International Partners (IP) and performed on ISS and any future research program platforms. Integrated science products as well as overall science coordination are provided for each ISS mission. The Contractor shall perform resource analysis of research complements and provide planning inputs to the POIC for integrated requirements for proposed experiments. The contractor will provide personnel to support console operations as needed to ensure successful performance of flight procedures and acquisition of samples. The contractor will support replanning activities and anomaly resolution in conjunction with hardware and science subject matter experts.

The contractor will support ISS operations for HRP investigations and systems from the Tele-Science Support Center (TSC) at the JSC. HRP investigator teams will monitor and interact with the crew real-time during ISS activities via the TSC the contractor is responsible for the development, maintenance, and operational readiness of the TSC. The JSC TSC coordinates HRP payload operations with the POIC in Huntsville. The TSC will also enable remote operations and data access for Principal Investigators and on-orbit research facility partners to participate in flight activities from various locations around the world.

The contractor shall manage coordination and integration of science requirements with medical activities as defined by the Astronaut Medical Evaluation Requirements Document (AMERD), Medical Requirement Integration Document (MRID), Medical Operations Requirement Document (MORD), Experiment Document (ED), the Mini-ED, and Data Sharing Agreements. The contractor shall support a variety of CHeCS and ISSMP hardware/applications/experiments. A subset of these is defined below as examples:

The contractor shall provide and support CHeCS training, CMO clinical instruction for up to 4 ISS crew rotations per year, and HRP experiment and research. The current and projected full ISS crew complement is 6 (potentially 7) crew members, who rotate in and out 3 at a time per Soyuz flight. The full complement currently exists of 3 USOS and 3 Russian crew. ISS training will support ISS assigned crews both prime and backup, augmentation crews, reserve astronauts, ASCANs, and ISS Pool crewmembers. The training for human research subjects is predominantly USOS crew and could include Russian subjects for select experiments. Lessons are defined in the Crew and BME Training Plans.

In addition to the classes identified in the training plans, crew simulation, refresher and ancillary training is provided when required. The contractor shall support Routine and Emergency Operations Simulations and the associated working groups. The contractor shall coordinate, support, and proctor no more than 3 Field Medical Training courses per year. Each course may consist of up to 4 new and 2 refresher Astronaut Office (CB) students.

The MMIS environment contains hardware and software to support the development, testing and delivery of HHPC web sites, collaboration sites, databases, statistical analysis, data interfaces, electronic medical records, laboratory information systems, interfaces between these systems and other software and systems in production use by HHPD and its associated Divisions and Programs. Data will be securely accessed by authorized personnel, including flight surgeons, biomedical engineers and international partners, via secure technologies such as Virtual Private Network (VPN) and Public Key Infrastructure key encryption, and securely backed up and archived in conformance with applicable privacy and confidentiality rules and standards. Subtask 4.5.3: IA DevelopmentSubtask Overview:In support of the Human Health and Performance Directorate, the IA Development Task Delivery Order (TDO) is intended to be the focal point for research and development efforts in the areas of human health and performance information management tools and techniques. Over the long term, the objective of this work is to develop and implement intelligent, robust, reliable, and secure enterprise-wide comprehensive solutions.

Performance of the work in this TDO will be accomplished according to available resources and priorities determined by the process outlined below. The contractor will comply with all ISO 9001 standards and requirements including the compilation of TDO metrics. Customer satisfaction surveys will be conducted regularly to assure quality objectives are achieved. The contractor will also comply with all NASA and OSHA safety standards.

A steering team for Information Architecture Development comprised of NASA civil servants and contractors (number to be determined by NASA) will manage projects according to the following protocol:

1. A request for project consideration is made to the MMIS development group.

2. The MMIS development group gathers preliminary information about the requested project and meets with NASA management to decide whether to proceed with the approval process, gather additional information on the requested project or reject the project as out of scope. With a decision to proceed with the approval process, the team determines the recommended priority of the project with respect to other approved projects.

3. For a new project, the contractor will determine a preliminary cost and schedule for planned development tasks (revising as necessary to deal with evolving requirements). This information may be generated prior to step 2 to aid in the decision process.

4. The project, including recommended priority, will be presented to the relevant Control Board controlling the funding final approval and prioritization.

5. Resources will be allocated to projects according to availability and determined priorities. A project may be suspended if a higher priority project needs the resources.

6. The contractor will report on activities for ongoing tasks including key achievements and key problem areas.

As a development project goes to “production” the contractor will provide support documentation to assist in the transition from the development/testing environment to the production environment.

A further goal of this task is to provide sustained development for the HHPD Web sites including SharePoint collaboration sites. This support shall be provided for an Intranet production SharePoint/web site, and development SharePoint/Web Sites. Tasks include developing sites to meet center and directorate policies and guidelines, and coordinating web site registrations and updates with HHPD management, the HHPD Organization Computer Security Officer (OCSO), the HHPD Export Control Representative, the JSC Network Access Control Board (NACB) and the Information Resources Directorate (IRD).

Subtask 4.6 HRP Support and IntegrationThe Human Research Program (HRP) is the focal point for life science research at JSC

and across NASA. The functions of the HRP program office include coordination, oversight, advocacy, integration, and guidance to assure successful HRP participation in and contributions to human spaceflight programs and agency activities. Subtask 4.6.2Coordination of Science ManagementSubtask Overview:This subtask entails science management planning and coordination, and expert risk assessment and management, for the HRP.  The subtask supports efforts to identify and prioritize research and technology development that mitigates the human health and performance risks associated with exploration missions.  Products and technical support from this subtask ensure the integrated research portfolio is properly designed, that measurement techniques are consistent with contemporary standards, and that scientific integrity is maintained via rigorous external community reviews and internal program reviews throughout the life of the program.  This subtask supports work to establish science management policy and processes, coordinate procurement of scientific research and technology development tasks, track deliverables and products that result from these tasks, and develop and maintain internal and external relationships that enable HRP to obtain its objectives.
