Shopian: Three unidentified militants have been killed in an
ongoing encounter that raged between militants and government
forces in Jan Mohalla main town in South Kashmir's Shopian district
on Thursday, officials said.
A top police officer told a local news gathering agen- cy that
three militants have been killed in the gunfight so far while Chief
of AGuH (Jaish-e-Muhammad), a mili- tant outfit has been trapped in
the area.
He said that the operation is going on while the identifi- cation
of the slain militants is also being ascertained.
Officials said that Inspector General of Police (IGP) Kash- mir
Range and GoC Victor Force have also rushed to the gunfight site
and are personal- ly monitoring the situation.
Meanwhile, police in a tweet informed that a top command-
er has been trapped in the area. “#ShopianEncounter- Update: Chief
of proscribed #terrorist outfit AGuH (JeM) trapped. #Operation
going on. Further details shall follow,” Kashmir Zone Police
tweeted.
Earlier, police said that a joint team of Police, Army and CRPF
launched a Cordon and Search Operation (CASO) on specific
information about the presence of militants in the area.
He said that as the joint team of forces approached to- wards the
suspected spot, the hiding militants fired upon them, which was
retaliated, thus triggering an encounter in which three
unidentified militants have been killed.
Meanwhile, the mobile in- ternet has been suspended in twin
districts of South Kash- mir including Pulwama and Shopian as a

New Delhi: The Supreme Court (SC) on Thursday said the Rohingya
illegal migrants, detained in Jammu, will not be deported to
Myanmar without following law.
Centre assured court that law will be scrupulously followed in
deporting Rohingya migrants. Advocate Prashant Bhushan,
representing the petitioners, had sought a stay on the depor-
tation of Rohingyas.
The plea sought immediate release of detained Ro- hingya refugees
in Jam- mu.
Awill pronounce its order on the interim plea moved by a Ro- hingya
refugee Mohd Salimullah in the pend- ing matter.
On March 26, the bench of Chief Justice SA Bobde, Jus- tices AS
Bopanna and V Rama- subramanian had reserved its verdict on the
plea.
The Centre had opposed the plea saying that the country cannot be
the “capital” for ille- gal immigrants.
During the arguments, advo- cate Prashant Bhushan, appear- ing for
the petitioner, said Ro-
hingya children were subjected to killing, maiming and sexual
exploitation and the Military in Myanmar has failed to respect
international humanitarian law.
The Centre had contended that they are not refugees at all and this
is the second round of litigation as the top court had earlier
dismissed an application filed by the petitioner.
“There was a similar appli- cation for Assam earlier. They
(petitioners) wanted that no Ro- hingya be deported, we had
said
that we will follow the law. They are illegal immi-
grants. We are always in touch with Myan- mar and when they confirm
that the indi-
vidual is their citizen, then only deportation
can take place,” the Centre had said.
Bhushan had alleged that Jammu and Kashmir adminis- tration has
detained Rohingyas in Jammu, who have refugee cards and they will
soon be de- ported.

cases of novel Coro- na virus (COVID-19), 280 from Jammu division
and 555 from Kashmir division, have been re- ported today, thus
tak- ing the total number of positive cases in Jammu and Kashmir to
135662. Also, one COVID-19 death has been reported from Kashmir
Division.
Moreover, 246 more COVID-19 patients have recovered and dis-

Heroin worth rs 60 Cr seized: SSp Kupwara

Kupwara: Police on Thursday claimed to have busted a Paki-
stani-sponsored narco-militant module by recovering heroin worth Rs
60 Crore and arresting a militant associate in the border town of
Karnah in north Kash- mir district of Kupwara.

able, 6238250 samples have been tested as negative till 08thApril,

Till date 1575505 persons have been enlisted for observation which

The bulletin added that there are 1091 COVID dedicated beds, 962
Isolation beds with 875 vacant beds and 129 ICU beds where 94 beds
are vacant in Jammu divi- sion while there are 1570 COVID dedicated
beds, 1484 Isolation beds where 1302 beds are vacant and 86 ICU
beds where 81are va- cant beds in Kashmir division. There are a
total of 2661 COVID dedicated beds, 2446 Isolation beds with 2177
beds vacant and 215 ICU beds with 175vacant beds in the Union
Territory of Jammu and Kashmir.
The Central Government is continuously monitoring the evolving
situation of Covid-19 in the Union Territory and is providing all
necessary support towards effective containment of the spread of

“Release the detained Rohing- ya refugees immediately and di- rect
the Union Territory govern- ment and the Ministry of Home Affairs
to expeditiously grant Refugee identification cards through the
FRRO for Rohingyas in informal camps,” it said.
Violent attacks allegedly by Myanmar army have led to an exodus of
Rohingya tribals from the western Rakhine state in that country to
India and Bangladesh.

CoVID-19: For now, no closure of colleges in JK: govt

SRINAGAR: Amid rumors regarding closure of colleges following the
surge in COVID-19 cases, the government on Thursday said that the
higher educa- tion institutes in Jammu and Kashmir will function
normally through regular mode.
Top officials of the Higher Educa- tion Department told the news
agency that the students must not pay heed to the rumors regarding
the closure of
colleges. The official said, “In Jammu and
Kashmir, colleges are functioning nor- mally even the management of
the all colleges are ensuring adherence of COVID-19 Standard
Operating Proce- dures (SOPs).”
“There is no such proposal of closing the colleges here and the
Higher Edu- cation Department is constantly mon- itoring the
COVID-19 cases among the students and the staff members,” the
official said.
It is pertinent to mention that on March-15, at least three
students of Womens College Srinagar were tested positive for
COVID-19 and on March-07, authorities ordered closure of Islamia
College of Science and Com- merce till March-13 following the out-
break of COVID-19 among its two fac- ulty members.
The colleges in Kashmir valley re- sumed physical academic
activities on February-15 after a gap of nearly eleven months.

issued a circular, dis- engaging all the contractual ap- pointees,
who were hired by the de- partment in wake of extraordinary
situations that had arisen due to the COVID-19 pandemic last
year.
In a circular, Director Health Services Kashmir directed all the
Chief Medical Officers (CMO),
Medical Superintendents and other Territorial offices to ensure
that no contractual employee is working at their respective
districts from 01-04- 2021. “It is enjoined upon all the Chief
Medical Officers/Medical Superintendents and other Terri- torial
Offices falling within the ju- risdiction of this Directorate that
the employees both (Medical/Para Medical/Nursing Staff) hired by
this Department on contractual basis in view of the
extraordinary
situation that had arisen due to the spread of Covid-19 Pandemic
under different orders purely in pursuance to Govt. Order No.347-
(K) HME of 2020 Dated: 28.03.2020 shall deem to have been disen-
gaged from their contractual ap- pointments and from their respec-
tive place of postings forthwith as the tenure of one year stands
ex- pired on 31.03.2021 till further or- ders are received from the
higher authorities.”
“All the Chief Medical Officers/ Medical Superintendents and oth-
er Territorial Offices shall ensure that no contractual employee is
working at their respective dis- tricts from 01.04.2021 and in the
event of non-compliance of in- structions, the concerned CMO/

Advisor Bhatnagar visits Baltal route reviews arrangements for

GANDERBAL: Advisor to Lieuten- ant Governor, Rajeev Rai Bhatnagar
today visited Sonamarg and chaired a meeting of officers to review
the ongoing arrangements for the smooth conduct of Shri Amarnathji
Yatra 2021.
The Advisor was accompanied by Additional Deputy Commissioner
Ganderbal, SDM Kangan, CEO, Sonamarg Development Authority,
Executive Engineers of Jal Shakti, KPDCL and R&B besides other
con- cerned officers of the police and CAPFs during the
visit.
During the meeting, Advisor Bhatnagar took a detailed review of
progress achieved on various ongoing arrangements and other
facilities that need to be put in place for the convenience of
yatris.
The Advisor also took stock of activities being carried out at
Baltal base camp, Domail and Holy Cave in the meeting.
While speaking in the meeting, the Advisor exhorted upon the of-
ficers to keep all the necessary ar- rangements in place on time
besides other required utilities should also be established at the
camp as well as along the track route.
He directed the officers to ensure clean and hygienic toilet
facilities to yatris and stressed upon all the concerned
departments for ensuring proper quality sanitation facility at
every camp location and main- taining cleanliness of entire track
en-route to the Holy Cave.
The Advisor also directed to put a mechanism in place to ensure
quality control of all services includ- ing Langer services,
bedding, tent services and other services for the Yatris. He
further directed that tents should be erected as per approved
layout plan and keeping into con- sideration all the safety
standards.
Later, Advisor Bhatnagar in- spected facilities and activities car-
ried out on Baltal route to have firsthand appraisal of ongoing ar-
rangements made for smooth conduct of yatra.
He directed the officers to ensure all requisite facilities along
the track besides proper quality sanitation facilities and
cleanliness of entire track en-route to the Holy Cave should also
be maintained.
The Advisor impressed upon the officers to maintain constant coor-
dination between themselves and other allied departments so that
there are no lapses while making neces- sary arrangement for safe
and suc- cessful conduct of yatra.
During the meeting with the senior officers of the district,
Advisor Bhat- nagar also reviewed progress of several ongoing
developmental proj- ects.
Advisor Bhatnagar impressed upon the officers to work in synergy
with each other to remove any dif- ficulties coming in the way of
prog- ress of works.

Thursday reviewed the progress of works under Jal Jeevan Mission
with an aim to expedite the pace of ongoing works.
The meeting was attended by Superintendent of Police, Srinagar,
Additional Deputy Commissioner, Joint Director Planning,
Superintendent Engineers of R&B, Superin- tendent Engineer
Hydraulic, Circle Srinagar, Chief Agri- culture Officer, Chief
Horti- culture Officer, District Min- eral Officer, Srinagar and
other concerned officers.
The meeting discussed threadbare the execution of works and the
status of works besides discussing various bottlenecks that hinder
the progress of works.
It was given out that under
Prime Minister Krishi Sin- chayai Yojna(PMKSY) an amount of Rs
23.79 crore was approved under the capex budget 2020-21.
The Deputy Commissioner directed the officers to expedite the pace
of works to achieve the physical targets in toto. He said the
programme envis- ages all the household to have access to safe and
adequate drinking water facilities and government is committed to
connect each and every house- hold with piped water supply by 2021
The meeting was in- formed that various works are being undertaken
under PMKSY for providing irriga- tion facilities to the beneficia-
ries in various areas including Rs 3.89 crore Tengpora-Bak- shipora
scheme at Srinagar, upgradation of Batpora-A and improvement of
Ishbar Canal being executed at an estimat- ed cost of Rs 17 crore
and Rs
3.38 crore respectively. The meeting was further
informed that ongoing works including Harwan Reservoir and
Gundithal Maves Canal in Harwan block of the district are near to
completion besides, LIS Bakshipora and other works at batpora,
Ishbar, Tengpora would be expedited soon. During the meeting, the
issue with regard to avail- ability of construction mate- rial for
government works was also discussed threadbare. On the occasion,
the District Mineral officer apprised the chair about the measures
to be taken to ensure supply of construction material to the
government agencies.
The Deputy Commissioner asked the officers to work in coordinated
manner to ensure construction material is made available for
execution of gov- ernment works as per the norms.

SRINAGAR: The Addition- al Principal Chief Conserva- tor of Forests
(APCCF), Kashmir, Farooq Gillani today held the detailed tour of
South Kashmir and in- spected the ongoing and other completed
developmen- tal works of the Forest De- partment taken up during
2020-21 in South Kashmir.
On the occasion, the APC- CF convened a review meet- ing during
which it was in- formed that around 8.91 Lac Plants of different
species have been planted over an area of 585 hectares of Forest
land in the Forest Divisions of South Kashmir viz, An- antnag,
Shopian, Kulgam, Awantipora and Lidder dur- ing last financial year
2020- 21.
Besides, 47,000 Plants of different species were also
planted during last financial year 2020-21 by the Forest Department
South Circle in collaboration with various institutions by way of
par- ticipation of College/ School Students and local youth.
The protection scenario of the South Circle was also dis- cussed in
the meeting and instructions were passed to DFOs of South Circle
and other officers of sister wings of the department to tackle the
incidents of forest damages in the vulnerable areas of Mattan,
Kuthar, Shopian and Daksum on priority basis.
The emphasis was also laid on proper coordination be- tween the
Forest Department and its allied sister wings viz, Forest
Protection Force, Wild Life Protection Depart- ment, State Forest
Corpora- tion and directions were also
passed to work in synergy for the best protection of forests.

He also passed directions for timely submission of plan so that the
same may be ap- proved and the works are started on ground across
all Panchayats of the district.

Informing about achieve- ments of RDD, the ACD said that MGNREGA
achieved 98 percent target with more than 40 lac PDs and 91 percent
Job Card Aadhar Seeding besides 99.5 percent Timely Payments
done.
He further informed that 99 percent and 95 percent achievements
have been made in Phase I and Phase II of Geotagging respec- tively
besides 2116 houses under PMAY, 142 Playfields and 217 Panchayat
Ghars have been completed.

against six persons involved in a forgery case before the Court of
For- est Magistrate Srinagar.
Crime Branch Kashmir said “The Crime Branch Kashmir on Thursday
pro- duced charge sheet in Case FIR No. 55/2016 U/S 420, 468, 471,
120-B RPC against six persons, before the Court of Forest
Magistrate Srinagar. “
“The accused six persons are Mymoona Wife of Javid Ahmad Shah
resident of Shalteng at present posted as clerk in Srinagar Munici-
pal Corporation, Ghulam Mohiuddin Dar son of Abdul Rahim resident
of Urpash
Ganderbal, Mohammad Amin Shora son of Ali Mohammad Shora resident
of Darish Kadal Safakadal Srinagar, Bashir Ahmad Najar son of Ali
Mo- hammad Najar resident of Shalteng Pathpora Srinagar, Mohammad
Shafi Batloo son of Ghulam Mohammad Bat- loo resident of Zaldagar
Sri- nagar and Ghulam Nabi Wani son of Ali Mohammad Wani resident
of Shaheed Gunj Srinagar.
They said “The Crime Branch Kashmir had received a written
communication, which inter alia revealed that Divisional Planner
SMC Sri- nagar had detected four build- ing permission cases (fast
track), wherein the signatures of issuing authority have been
forged. It is further alleged that the Health Officer SMC
has noticed that the date of birth certificates are fake.
Subsequently, a Preliminary Verification was initiated at Crime
Branch Kashmir.”
“During the course of in- vestigation, it surfaced that the
building permissions and DOB certificates have been issued
fraudulently after resorting to forgery. These acts of omission and
commis- sion on the part of the accused persons, prima facie dis-
closes commission of of- fences Punishable U/S 420, 468, 471, 120-B
RPC and ac- cordingly the instant case FIR No.55/2016 was regis-
tered,” it added.
The court sent all the six accused persons to judicial custody who
have been lodged in central jail Srinagar, reads the statement.

different departments was held at Director's office at NIT along
with proper Covid19 protocol in place.

the institution to be achieved in the future course of time.
He said new faculty members are now part of NIT Srinagar's vibrant
team and advised them to go through with the vision, mission,
milestones, and targets of the institution so that NIT Srinagar can

the newly recruited faculty teach- ing load as per their

make their sitting arrangements, provide the furniture. Laptops,
tabs, and other essential items will be provided later once the
budget of NIT would be sanctioned for this financial year.
Apart from this, Director NIT said the issue of medical
certificates will be resolved soon and assured newly faculty
members that all hurdles in getting certificates will be resolved
on a priority basis.
Dr. Sehgal said that they have already written a letter to Director
Health Kashmir for providing medical board in the campus, so that
faculty members can be certi-
fied medical fitness. He also directed Medical Officer
NIT to arrange any further tests required for the faculty members
so that the medical board will pro- vide them clearance
certificates.
Regarding the accommodation to faculty members, Director NIT urged
HOD's to involve their local colleagues to help them in getting
suitable accommodation outside campus, till the time arrangements,
will be made inside the faculty hostels.
Registrar NIT Srinagar, Prof, Kaiser Bukhari also welcomed new
faculty members and stated that their expertise in various fields
will boost research scholars and students on the campus.
He urged to work hard with zeal and commitment so that NIT Sri-
nagar can achieve heights in high- er education across the
country.
The meeting was attended by HOD's and newly recruited faculty
members from various departments including the Department of Me-
chanical, Chemical, Civil, Metal- lurgical and Materials
Engineering, Electronics and Communication Engineering, Computer

SRINAGAR: To review the emergency disaster response mechanism in
Srinagar, a Table Top Exercise was held here on Thursday at DC
office in preparation for the Mock Drill to be conducted on Friday
at Zero Bridge.
The Table Top Exercise was presided over by the Deputy Commissioner
Srinagar, Mo- hammad Aijaz Asad who is also the chairman District
Disaster Management Author- ity (DDMA), Srinagar.
Speaking on the occasion, the Chairman DDMA high- lighted the
objectives of hold- ing the table top exercise and the practical
aspects of the mock drill to be held.
He said that any kind of di- saster usually occurs without any
signs of warning and that the only solution is to be pre- pared in
respect of men and
machinery. He said mock drill is to test the adequacy and ef-
ficiency of the emergency re- sponse system plan besides role and
responsibilities that need to be carried out by dif- ferent
stakeholders in combat- ing any disaster.
The DDMA stressed on mak- ing robust and prompt plan and SOPs by
the respective stakeholders to deliver their duties effectively,
besides strengthening the capacity to cope with the disasters and
minimize the impacts if the disasters occur.
He said that prevention of encroachment of urban flood plain is
vital to ensure preven- tion of 2014 like floods in future. He also
stressed on the need for creating the scientific da- tabase
available within the various departments at a single
platform.
The DDMA emphasized that better information sharing
and coordination between various line departments is crucial in
formulating long lasting solutions for strength- ening the
resilience to floods.
While stressing on increas- ing the carrying capacity of river
Jehlum, the DDMA di- rected for removing encroach- ments and
bottlenecks on the embankments of Jehlum. He was informed that work
on River Morphology Study of Jhelum River Basin is being conducted
under JTFRP.
Among others, Additional Deputy Commissioner, Sri- nagar, Syed
Hanief Balkhi, JD Planning, Mohammad Yaseen, Commandant Ist
Batallion SDRF, officers from District Disaster Management Author-

B uilding a post-Covid world re- quired grit, perseverance and a
vision; precisely everything that makes up Prime Minister
Modi. The world was taken aback with a global pandemic and was
struggling to deal with it when our Prime Minister an- nounced the
grand vision of a self-reliant India, AatmaNirbhar Bharat. As a
Union Minister of Mines and Coal, I often re- flect upon my
Ministry’s contribution to this grand initiative. We were
collecting daily reports down to each district and having detailed
deliberations with none other than the Prime Minister himself.
Therefore, when during the launch of auction for commercial mining
of coal, on the 18th of June 2020, PM Modi talk- ed about ending
decades of lockdown in coal, the sector was only too ready to don
the new avatar.In the ensuing months, the government galvanized its
machin- ery to remodel the mineral mining sec- tor.
The mining sector is next only to ag- riculture in terms of
generating employ- ment. The sector directly and indirectly employs
about 1.1 crore people and sus- tains the livelihood of about 5.5
crore people in the country. 1 direct job in the sector creates 10
indirect jobs. Similar- ly, 1% growth in mining results in 1.5%
growth in industrial production.Its im- portance grows manifolds
when we con- sider other allied sectors which depend upon it for
their survival and existence. Sectors like steel, aluminium, com-
mercial vehicles, rail transportation, ports, shipping, power
generation, etc. are closely linked to the mining sector.
Therefore, a boost to the mining sector will boost these sectors as
well which to- gether will brighten the economic hori- zon of the
nation.With a sector having such far-reachingsignificance in
genera- tion of employment opportunities, Modi Government envisions
increasingits contribution from 1.75% of GDP current- lyto 2.5% of
GDP,with an aim to increase the mineral production output by 200%
in the next 7 years.
The country’s mineral mining sector has remained choked for several
decades under previous regimes. Despite huge
mineral potential, India had so far been under-explored with mining
being car- ried out only on 0.25% of the land where- as over 17% of
the national land has mineral reserves. The sector had also un-
derperformed in attracting investments. While mineral production
stands atRs 1.25 lakh crores annually, its import isa whopping Rs
2.5 lakh crores.
Unless one is an ostrich with their head buried in the sand, it
does not take much to gauge the herculean task the country has
achieved in the last 10 months to give a new direction to economic
growth. Min- eral mining is one such sector that has wit- nessed an
array of reforms, with the Mines and Minerals (Development and
Regula- tion) Amendment Act, 2021 being the lat- est addition to
the fore.These reforms will give new “LIFE” to the mining sector-
‘L’ stands for Long term impact, ‘I’ for Imme- diate boost to
mineral production, ‘F’ for Focus on public welfare and ‘E’ for
Ease of Doing Business.
We have seen how large number of mining blocks with very high
quality of resources were not brought into produc- tion for many
years, resulting in sub-opti- mal utilisation of valuable national
min- eral resources. Most of them have been blocked in legacy
cases. Legacy issues pertaining to mining have become an impediment
as such cases can neither be granted lease because the time period
to grant them is already over, nor can they
be brought to auction because of legal impasse. We have amended the
existing provision for reallocation of such miner- al blocks
through a transparent auction mechanism. Similarly, auctioned mines
not made operational within 3 years will be returned to the
concerned States for re-allocation through auction and green- field
mines allocated to PSUs that are not brought into production are
also pro- posed to be reviewed and given back to State Governments
for auction. Bringing unused mineral blocks into production will
generate enormous employment opportunities and bring growth to such
mining areas.
One of the key reforms is transferring all valid rights, approvals,
clearances, li- censes to the new lessee, valid until the mineral
reserves last. This would facili- tate lessees transfer mine to
another en- tity, thus bringing fresh investment and
entrepreneurship to operate the mine.
Since 2015, geological reports for 143 mineral blocks have been
handed over to various States. These blocks are auc- tion-ready,
but so far only 7 blocks could be auctioned by States. To ensure
that national reserves are put to best use for the development of
the nation, provision has been made wherein the Central Gov-
ernment can conduct auctions in con- sultation where State
Governments face challenges or fail to conduct auctions.
Removing the distinction between
captive and non-captive mines was long-coming. We knew it was akin
to participating in a race with one leg tied down. With no such
distinction now, there will be level playing for mineral block
auctions. Moreover, existing cap- tive mines have also been allowed
to sell mineral over and above their require- ments. 50% rebate in
the revenue share, for the quantity of mineral produced and
dispatched earlier than scheduled date of production has also been
provided.
This Amendment Act is set to redefine the standard of exploration
required for auctioning of partially explored mineral blocks for
Prospecting License-cum-Min- ing Lease. This will boost seamless
tran- sition from exploration to production and encourage
participation of private players.The amended provisions in the Act
also ensure better clarity on ‘Mining without Lawful Authority’ to
save lease holders from unjustified penalties under other
litigations.
We have also fulfilling a long-stand- ing demand by making local
Members of Parliament a member of District Mineral Foundation (DMF)
Governing Council to make DMF more outcome-oriented.Ar- rangements
have also been made to keep a check on misuse of DMF funds so that
inclusive development of those affected by mining can be
ensured.
There are several other changes in the MMDR Act that will boost
ease of doing business in the mineral mining sector and make it
more competitive and productive.The MMDR Amendment Act, 2021 will
pave the way for creation of al- most 55 lakh employment
opportunities along with having a multiplier effect on several
other sectors. Prime Minis- ter Modi has ensured that the mineral
mining sector gets to play its actual role of being the foundation
of the nation’s economy. Over several meetings he has laid out an
envisioned plan wherein the sector is taking allied industries on a
growth course to becoming a $5 trillion economy. I am happy that
these amend- ments are in line with his vision and con- fident that
the sector has a major role to play in defining us as a New
India.

SCHOOLS CLOSED, WHAT ABOUT COACHING
CENTRES?
T he government after the resurgence in the deadly COVID-19 cases
has ordered the closure of the Schools up to Class 12th across
Jammu
and Kashmir with an aim to prevent the cases from spreading among
the students as well as ensuring safety of the children. However,
at a time when these educational institutions have been closed,
there has been quiet silence from the government side over the
continuation of the physical classes at the Coaching centers. One
fails to understand the reasons behind the con- tinuous opening of
the coaching centers here. The Schools where the students es-
pecially those who belong to the downtrod- den section of the
society would have helped the children to get education without any
hindrance in case the strict adherence to the COVID-19 guidelines
could have been ensured at the educational institutions. However,
closing down the Schools and allowing the coaching centres to
function amid the surge in cases is only affecting the education of
the students, who come from downtrodden sections of the society.
There is a need to understand that many of the students can’t
afford the tuition fees and solemnly rely on the lectures being
delivered to them in the Schools. There is a need to understand
that the COVID cas- es can be detected from coaching centres too
here, thus keeping it open would also lead to the surge in the
cases. Therefore, keeping in view this entire situation and
especially the sufferings of poor students, the government should
consider opening the Schools forthwith to continue with nor- mal
functioning amid strict adherence to the COVID-19 Standard
Operating Proce- dures (SOPs).
Prejudices: A Burden To Shed
P rejudices can be defined as the preconceived opinion that is not
based on reason. Oliver Goldsmith, an Irish poet and
essayist, in his essay “ Pride and Prejudices” has rightly
maintained that a prejudiced mind is dangerous for the society. He
is of the opinion that I would like to call myself the citizen of
the world; rather the citizen of a particular region. Apart from
this, there are prejudices in cases of religion, castes, education,
etc. In case of na- tionalism, he is an internationalist. He wants
us to rise above the narrow
parameters of judging anyone's na- tionalism or patriotism without
know- ing the details. He says that a true nationalist can’t hate
the nationalists of other countries. Being a nationalist, doesn’t
mean that we are going to hate others. For him, a true nationalist
welcomes others and tries to look at both sides of the coin. Oliver
says that the most dangerous threat to the peace of the world is
pseudo-nationalists. They can never be understood. They can leave
anytime their country in danger when they are needed the most. It
is the view of a person who has trav- elled a lot and has
experienced the different people. He tried to know the loyalties of
people. He was curious to know why people loved their countries
over others.In this perspective, let us know our position.
In in the Indian perspective, a majority of the population are
Hindus. They consciously or consciously have made it their habit to
judge every Mus- lim by the same standards. One Mus-
lim's poison can be some Muslim’s honey and vice versa. It reflects
back when an arrogant Hindu makes it pos- sible to use slang or
foul language against his or her religion. In this situation, we
make our mind that all the Hindus are arrogants while all the
Muslims are terrorists. However, there is no denying the fact that
ter- rorists are present in every commu- nity of the world
Second is patriotism and national- ism. Patriotism is the necessary
char- acteristic of a citizen. Without it, he or she is not fit to
be called a human being. But nationalism is a thing to be avoided
when it takes extreme form. It is the extreme nationalism that re-
sulted in the death of crores of people, destruction of property,
environmen- tal pollution, injury to billions, spread- ing of
deadly diseases, etc.
Third is found among castes. The Brahmins among the Hindus and the
Sayyids among the Muslims, are to be respected and to be made
leaders. This
is the worst distortion of history, re- ligion, humanity, etc. A
Brahmin can be a cheat while a Shudra can be mor- ally fit. In the
same vein, a Sayyid can be a deceitful person while a Dar can be
ethically uplifted. This mindset has been prevailing since long. It
has hampered our progress. The best way of achieving success is to
learn some- thing from every person, state, coun- try, nation, etc.
Limitations are every- where but the best way is to correct them.
There is no logic in uttering the things that have no base and hurt
the common benefit of the universe.
We come across these situations daily. It is painful when the
prejudiced leaders become the leaders. I deliber- ate upon the
truth, mediate a while and find that we have miles to go to be like
Oliver Goldsmith, who loved to be called the citizen of the
world.

SRINAGAR: Principal Secre- tary, Agriculture Production and Farmers
Welfare Depart- ment, Navin Kumar Choudhary on Wednesday chaired a
meet- ing of State Seed Sub Commit- tee at Civil Secretariat
Srinagar regarding the formulation of nodal agency for
certification of organic products in J&K.
After threadbare discussion over the need for creation of certi-
fication agency for organic prod- ucts, Principal Secretary gave
his approval for the creation of the agency. A notification to this
end will be issued soon.
While giving outline of the agency, Navin Kumar Choudhary said that
the agency is known as J&K Organic Products Certifica-
tion Agency, Kashmir and J&K Organic Products Certification
Agency Jammu. He said the agency will certify all the agri-
culture, horticulture and dairy organic products.
He further said that the agency will be headed by an Agro-Chem-
ist, a Deputy Director rank officer, who will be assisted by at
least one district level officer of Agriculture Department and one
HDO with
expertise in horticulture. In this regard, he said, Govt
will issue a notification giving legal sanctity to the agency. The
agency will utilize the infrastruc- ture of agriculture department
and agriculture universities of both Kashmir and Jammu divi-
sions.
Navin Choudhary also said that for effective analysis of prod-
ucts, an assistant professor will
also be the member of the agency. APEDA was nominated as
central agency for building the capacity of newly created
entities.
The Agency will adopt full pro- cess of organic certification as
pre- scribed by National Programme for Organic Production.
It was given in the meeting that quarterly review of the
functioning of the agency shall be held by Principal Secretary of
AP&FWD.
It was also decided that both Directors of Agriculture depart- ment
will identify at least six organic clusters each where these
agencies will start working.
He directed that both Animal Husbandry Directors will nomi- nate
well qualified VAS to be included as members of their respective
agencies.
JKAEA condoles demise of brother of DG A&T SO NEWS DESK
JAMMU: Jammu and Kashmir Accounts Employees Association on Thursday
expressed deep sorrow and grief over the sad demise of the brother
of Director General Accounts & Treasuries, Mahesh Das.
In this connection, a condolence meeting was convened in the DGAT
Office Kachi Chawni. The condolence meet was attended by the

condolences were extended to the bereaved family.

Govt notifies names of Sarpanches and Panches in J&K SO NEWS

JAMMU: The government of Jammu and Kashmir has notified the names
of Sarpanch- es and Panches in Halqa Panchayats of the Union
Territory of Jammu and Kashmir.
An order to this effect was issued which reads, "In exercise of the
powers conferred by sub-section (6) of section 4 of the Jammu and
Kashmir Panchayati Raj Act, 1989 read with rule 47-A of the Jammu
and Kashmir Pan- chayati Raj Rules, 1996, and in amplification of
earlier notifications issued in this behalf, the Government hereby
notify the names of the Sarpanches and Panches in Halqa Pan-
chayats of the Union Territory of Jammu and Kashmir."
KU’s CCPC holds another campus recruitment drive for TASL SO NEWS

SRINAGAR: Kashmir University’s presti- gious Centre for Career
Planning and Coun- selling (CCPC) Thursday organised another campus
recruitment drive for Tata Advanced Systems Limited (TASL).
The recruitment drives—second this year—was organised for the
mechanical engineering students of the Institute of Engi- neering,
Zakura Campus.
A two-member team comprising Kapil Mahajan and Ravi Gupta from TASL
con- ducted the campus recruitments and selected six students for
the jobs at the TASL Hyder- abad, a fully-owned subsidiary of Tata
Sons, a holding company for the Tata Group.
Director CCPC Prof Mohammad Shafi said the Centre is working hard
to make the campus recruitments possible despite the disruptions
caused by the COVID19 pan- demic.
Earlier, the CCPC organised a pre-place- ment talk for the faculty
and mechanical engineering students of the IOT Zakura.
Prof Shafi said the CCPC last year—in a similar recruitment
drive—distributed job offers to 26 students of Life Sciences
Departments of the University of Kash- mir.
Director IOT Zakura Prof S M A Andrabi, who was present on the
occasion, appreciat- ed the CCPC’s efforts and urged the selected
students to act as brand ambassadors of the university so that
Tatas continue with their relationship with the University of
Kashmir and recruit more students from the campus in future.
Consultant CCPC Dr Bilal Ahmad Pandow said the Centre is working
hard to build the industry-academia interface and make the campus
recruitments a regular feature.
Giving details of the current recruitment process, Dr Pandow said
over 35 students were shortlisted for the available positions with
the TASL.
“The six selected students are now part of a total 54 recruitments
made by TASL across the country. The recruits will be called GETs
(Graduate Engineering Trainees) for the first year and subsequently
they will join the R&D of the TASL after completing one year,”
he said.

Covid 19: DM Jammu cancels permissions for Fairs, Exhibitions SO

JAMMU: District Magistrate, Jammu, under section 144 of CrPC read
with relevant provisions under Epidemic Diseases Act, 1897 and the
Disaster Management Act, 2005, has cancelled all the permissions
for fairs and exhibitions in the district in view of sudden spike
in number of COVID Positive cases
“It has been made to appear to me, in view of the situation
emerging due to COVID-19 in District Jammu, that there is
sufficient ground for proceeding under Section 144 of CrPC for
immediate prevention or speedy remedy is desirable to prevent
danger to human life, health or safety”, an order issued by the DM
stated, adding “Now, therefore, I, Anshul Garg, lAS, District
Magistrate, Jammu, vide powers conferred upon me under section 144
of CrPC read with relevant provisions under the Epidemic Diseases
Act, 1897 and the Disaster Management Act, 2005 do hereby order
that all the permissions issued for holding exhibitions and fairs
shall be deemed to have been expired forthwith.
The organizers of these exhibitions shall wind up their operations
within 24 hours and concerned Sub Divisional Magistrates shall
submit compliance report to this office.”
As per the order, any violation of this order shall invite punitive
action under sec- tion 188 of Indian Penal Code and other rel-
evant sections of Epidemic Diseases Act, 1897 and the Disaster
Management Act, 2005.
JAMMU: In a significant step towards the self –reliance of the
artisans of Jammu and Kashmir, many clusters were developed under
the World Bank funded Jhelum Tawi Flood Recovery Project (JTFRP)
with an objective of reviving the traditional crafts and pro-
viding gainful employment opportuni- ties to youth.
One such cluster, Crewel/Chain Stitch Artisan Cluster at Noorbagh,
first artisan clusters developed under the project, has been
registered as the “Producers Owned Company “by the Ministry of
Corporate Affairs, Government of India.
The artisan cluster has been issued the certificate of
incorporation by the Ministry of Corporate Affairs under the name
“NOORAARI CRAFTS PRODUCER COMPANY LIMITED”.
With the Artisan Craft Cluster obtain- ing the coveted registration
from the Min- istry of Corporate Affairs, GOI, the arti- sans
associated with the cluster now see a renewed hope in being
associated with the
traditional crafts of crewel/chainstitch. About 600 artisans
associated with this
cluster see it as an achievement of one of the major milestone
towards the develop- ment of the first artisan owned Producer
Company in the Valley.
“For the holistic development of the artisans, craft clusters under
JTFRP are designed in a such a manner so as to bring a group of
scattered artisans under one umbrella and to impart them with as
much skill sets related to their craft as possible and also to
develop their manage- rial capabilities”, Chief Executive Officer,
JKERA/JTFRP, Dr. Syed Abid Rasheed Shah said.
He added that such clusters would enable them to function as
sustainable and profitable artisan owned business enterprises and
uplift them economically.
Abid said that it is moment of pride and immense satisfaction to
see the Noorbagh Artisan cluster registered as a “produc- ers owned
company”.
He added that under JTFRP we have
also taken up the development of more clusters for different
traditional crafts like Papier Machie (Zadibal) , Willow wicker
(Ganderbal) , Wool and Pashmi- na (Bandipore) to provide artisans
skill enhancement, product development train- ings and develop
market linkages for their products with an objective of promoting
the sustainable livelihoods under the tra- ditional cottage
industry sector.
It has been conceived and developed under the component of the
Restoration and Strengthening of the Livelihoods of the JTFRP with
an objective of reviving the traditional crafts and providing the
gainful employment opportunities to youth.“Divorced with 2 kids, I
was totally dependent on my relatives financially, but after having
received the skill enhance- ment training at the Noorbagh artisan
cluster, I am now able to earn 800-1000 per day which is enough for
me to sustain a family of 3 without being dependent on any of my
relatives, “says Shaheena , one of the artisans at the
cluster.

poonch town .Lauding the efforts of a young and dynamic ARTO the
civil society hoped that in future the traffic will be streamlined
and
facilitate the mobility of pas- sengers in a smooth manner. It is
notable to mention here that the land for the new bus stand is
already acquired by the admin- istration and its development is
completed. The number of vehicles has increased mani- fold in last
10 years and the capacity of the roads is same. The existing road
infrastruc- ture is already overloaded and Commuters were
frustrated by the inability of the past District administration to
do anything about the problem. This step of the administration
comes as a sigh of relief for the public of the town. However a
section of media still living in the past is not able to foresee
the reality of traffic mess that is haunting the town and is
propagating a false propaganda to serve the vested interest of few
influential busi- ness men in the town.

JAMMU: Secretary Social Welfare Department, Sheetal Nanda today
chaired a meeting to review the func- tioning of Social Welfare
Department (SWD) Jammu here.
The Secretary reviewed compo- nent-wise and scheme-wise, both
centrally sponsored schemes and UT sponsored schemes, and their
imple- mentation across the Jammu division.
The meeting was attended by Director Social Welfare Department
Jammu, Smita Sethi; Director Finance SWD, Deputy Director (Adm),
Chief Accounts Officer, Deputy Director (P&S) and other
concerned.
At the outset, Director Social Wel- fare Jammu, Smita Sethi gave a
pre- sentation and briefed the Secretary about the status of
various welfare schemes being run by the department in Jammu
Division.
The meeting was informed about
the physical and financial achieve- ments of the welfare schemes
like old age pension, pension for physically challenged persons and
pension for widows under implementation in Jammu division.
The Secretary directed the con- cerned officers to review quarterly
the pension cases which would be de-weeded so that deserving
awaited applicants are included which would ultimately minimize the
pendency of
the pension cases. Besides, the Secretary was also
briefed about the status of various scholarship schemes for SC,
OBC, physically challenged persons, minority students, children
whose parents are engaged in unclean occupation, economically
backward classes etc.
The meeting also discussed various construction projects taken up
by the department across the division.
