n a few short weeks I shall have thepleasure of greeting you in Bangkok,Thailand, the site of the 2007Summer Universiade.Since I last had the pleasure ofmeeting and visiting with you inIzmir, Turkey, much has transpiredin the daily life of FISU.

Perhaps the most notable physicalhappening that has taken place since Izmirhas been the purchase of a new home forFISU in Brussels. This move was dictatedby the need of FISU for more office spaceto house our expanding staff to betterserve the needs of our entire membership. It is my dream to have all of ourmembership at sometime in the future tobe able to visit your new internationalheadquarters building.

As you are aware from my previousPresident’s messages which appear in theFISU Magazine, we have had a wonderfulWinter Universiade in Torino, Italy. ThisWinter Universiade produced an all timehigh in the number of participants andcountries that took part in our games.FISU is deeply thankful for the outstandingsupport it received from the localorganising committee in Torino which leadto our great success.

During the past year our FISU WorldChampionship programme, now covering 30

World Championships,spread geographical acrossthe globe was a hugesuccess. Thousands uponthousands of our athletes,coaches and administratorshad the opportunity tocompete in friendlyuniversity sport on aworldwide level. As we allare aware, participation inone of our WorldChampionships is a great experience, aonce in a lifetime thrill.

As we look forward to the upcomingSummer Universiade in Bangkok, I canassure you that the FISU Secretariat alongwith the local Organising Committee hasbeen working diligently and collectively asthe preparation of the Games. Upon yourarrival we will be ready to receive you ingrand style. We are anticipating the largestparticipation for these Games in FISUHistory.

Prior to the Opening of the Games we willhost our FISU General Assembly, and eventthat we all look forward to every two years.This year’s General Assembly will includenot only the reporting of the work that hasbeen done to date, but also to the manynew proposals that will be presented foryour approval that will have a pronouncedeffect on the future growth and

Idevelopment of FISU. Youall should have receivedfrom the FISU Secretariatthe call for the convening ofthe 30th Ordinary GeneralAssembly scheduled forAugust 5-6, 2007 inBangkok, Thailand.I look forward to greetingyou at this time for thisvery important meeting.

Finally, I want to call your attention to theFISU Conference which will be held inBangkok at the SMEs Building, ThammasatUniversity, Rangsit Campus, on August 9-12, 2007.The theme of this year’s Conference is:“University Sport: Sports Creates Man …Man Develops Nationhood.”It is my hope that we will have a largeturnout for this event which is a veryimportant part of our overall FISUProgramme.

ans quelques courtessemaines, j’aurai le plaisir devous accueillir à Bangkok,Thaïlande, le site de notreUniversiade 2007.Depuis notre dernièrerencontre, à Izmir, en Turquie,beaucoup de choses ont

changé dans la vie quotidienne de la FISU.

Physiquement tout d’abord puisque nousavons changé notre siège à Bruxelles. Cedéménagement était nécessaire. Nous avionsbesoin d’espace pour notre staff qui ne cessede grandir. De cette manière, celui-ci nepourra que mieux servir nos membres. Monrêve serait que tous nos délégués aient unjour l’occasion de visiter ce nouveau siègede classe internationale.

Comme je vous en avais fait part dans monmessage précédent, nous avons eu unemagnifique Universiade d’Hiver à Turin,Italie.Nous y avons une nouvelle fois, battu desrecords de participation. La FISU est trèsreconnaissante envers le Comitéd’Organisation local pour l’excellent travailqu’il a fourni et qui a permis ce succès.

Ces dernières années, le succès de nosChampionnats du Monde Universitaires n’acessé de grandir. Nos CMU couvrentaujourd’hui 30 disciplines et se déroulentdans toutes les parties du monde.

Des milliers d’athlètes, desentraîneurs, des officiels onteu l’occasion de concourirdans ces rencontres sportivesuniversitaires mêlant fair-playet performance. Comme vousle savez, participer à un denos championnats du mondeconstitue une expérienceunique.

Alors que nous avons en point de mire laprochaine Universiade d’été de Bangkok, jepeux vous assurer que le Secrétariat de laFISU a collaboré étroitement et très efficace-ment avec le Comité d’Organisation localpour préparer ces Jeux. Dès votre arrivée,nous serons prêts à vous recevoir avec grandstyle. Nous nous attendons d’ailleurs à uneparticipation historique.

En prélude à la Cérémonie d’Ouverture setiendra l’Assemblée Générale de la FISU, uneréunion bisannuelle que nous attendonstous. Cette Assemblée ne se focalisera pasuniquement sur le travail accompli jusqu’ici,mais elle sera également l’occasion devalider les nombreuses nouvelles proposi-tions qui y seront présentées et quidevraient avoir un impact substantiel sur ledéveloppement futur de la FISU. Vous devezavoir tous reçu de la part du Secrétariat dela FISU la convocation pour cette 30èAssemblée Générale Ordinaire prévue les 5 et6 août 2007 à Bangkok, en Thaïlande.

Je serai heureux de vousrencontrer lors de cetteimportante réunion.

o, here we are. In just a fewweeks’ time our 24thUniversiade will begin. You arewaiting for it impatiently andyou are certainly right. This isgoing to be an exceptionalevent. ”Bangkok 2007” will be

the first competition of its kind to be heldin southeast Asia, a region that is home tomore than 500 million people in a uniquecultural environment. Many ethnic and

religiouscommunitieslive in totalharmony in theKingdom ofThailand. Whatis more, thisyear, 2007, willcoincide withthe celebrationof the 80thanniversary ofKing BumibolAdulyadej whois among thelongestreigningsovereigns inthe world

today. On this occasion, many festivitiesand cultural events will be organized. TheUniversiade will be part of this specialcontext, which will no doubt make it evenmore colourful. We have said and repeated

that the sports programme will also be verydense. In fact, in addition to two sportsthat have been added to the list of the 10mandatory sports (judo and table tennis),the Organizing Committee is proposingfive(!) optional sports: sport shooting, golf,taekwondo, softball and finally badminton.This brings the number of sports disciplinesto 17 in our programme! This is a first thatshould also encourage us to do somethinking, because it is equally clear that allrecords for participation will be broken andthe Organizing Committee had to make aconsiderable effort, in close collaborationwith FISU, to manage the crowd.

ExperienceThailand has solid experience in the orga-nization of national, regional and interna-tional sports events. As we haveemphasized, the Organizing Committee ofthe Bangkok Universiade will provide veryhigh quality sports installations andaccommodations. Thanks to the capacity ofThammasat University, the largestuniversity in the country, the OrganizingCommittee has a magnificent tool. Manyinfrastructures are located here and thereon the Rangsit campus, and one mainadvantage of the set up is that the sportsinstallations and accommodations are veryclose together, which means that transportproblems will be reduced. This campus willgroup sports such as athletics, swimming,diving, basketball, judo, volleyball,

badminton and taekwondo.

Nevertheless, with this many sports in theprogramme, some decentralization wasinevitable. All of the competitions will nottake place on the campus as was initiallyplanned. This question was put to theOrganizing Committee at the time of themeeting of the heads of mission earlyApril. The committee responded at the timethat its first concern was to facilitatethings for participants and that everythingwould be done to reduce transport as muchas possible, so that athletes would nothave to take long trips. However, in a citylike Bangkok, this can be difficult. In all,36 competition sites and 43 practice siteswill be made available to Universiade parti-cipants.

Final SprintThe last obstacle in the organizers’ path,the visit of the heads of delegation, wasalso an opportunity for delegates of 49countries to become familiar with the Thaiculture and to inspect certain sports instal-lations, the accreditation centre, the inter-national zone, the press centre and theAthletes' Village.The Athletes’ Village located in the centreof the Rangsit campus of ThammasatUniversity had to be enlarged to house the10,000 participants expected. The villageconsists of housing units (with a capacityof 10,025 beds in 3,129 rooms located in

a y est, nous y sommes. C’est,en effet dans quelques joursque débutera notre 24eUniversiade. Vous l’attendezavec impatience et vous avezraison. Cet événement serasans aucun doute exception-

nel. ”Bangkok 2007” sera la premièrecompétition du genre à se tenir dans le sud-est asiatique, région qui rassemble plus de500 millions d’habitants dans un environne-ment culturel unique. Le royaume deThaïlande voit en effet, cohabiter chez luide nombreuses communautés ethniques etreligieuses et cela dans la plus grande

harmonie. Cette année 2007 coïncided’ailleurs avec la célébration du 80e anniver-saire du roi Bumibol Adulyadej qui fait partiedes souverains ayant eu le plus long règne àl’époque actuelle. À cette occasion, denombreuses festivités et événementsculturels seront organisés. L’Universiades’insèrera dans ce contexte particulier, ce quine manquera pas de lui donner encore plusde relief. On l’a dit et répété, le programmesportif sera lui aussi très dense. En effet,

outre le fait que deux sports sont venuss’ajouter à la liste des dix sports obligatoires(le judo et letennis detable), le Comitéd’Organisationproposera cinq(!) sportsoptionnels: le tir sportif, le golf, le taekwondo,le softball etenfin lebadminton.Ceci porte à 17le nombre dedisciplinessportives quicomposerontnotre programme! C’est une première quidoit également nous faire réfléchir. Il estclair également que l’on devrait battre tousnos records de participation et que le Comitéd’Organisation a dû se préparer, en étroitecollaboration avec la FISU, à gérer cetteaffluence.

20 buildings) that now accommodatestudents enrolled in university courses. Allof the rooms are air-conditioned and offerevery comfort that one is entitled toexpect for this kind of event. The villagewill open on 1 August 2007 and close on23 August at midnight. Thai Airways hasbeen chosen to take charge of supplyingmeals and drinks to the Athletes’ Village. Alarge selection of different meals will beavailable to satisfy the needs of all. Thecafeteria has been transformed to seat3,000. The campus also includes an internationalzone, the main press centre and the inter-national tele-broadcasting centre. Aninformation scheme, referred to as Uninet,covering all aspects of the Universiade hasbeen developed, installed and tested asfrom June 2007.

The meeting of the heads of mission alsogave the delegates reassurances about thepolitical situation of the country. As youknow, Thailand went through a difficultperiod in September 2006 when a coupd’etat ousted the central government. At

no time was the Universiade in jeopardy,and we received reassuring information onthis subject within days following theevents. However, local organization wassomewhat upset since many officialsresponsible for the Organizing Committee(BUOC) worked directly for thegovernment. Consequently many peoplewere removed and new officials appearedwithin BUOC. But although major changestook place at the head of the OrganizingCommittee, many members (particularlythe technical delegates) remained in officeat lower echelons. Now the Ministry ofEducation is responsible for theUniversiade, again the consequence of thepolitical situation in Thailand. The Ministerof Education and President of theOrganizing Committee, Mr. Wijit Srisa-arnwas very much involved and welcomed thedelegates in person during the visit of theheads of delegation. He did not miss theopportunity to underline the Thai govern-ment’s commitment and support for theUniversiade. For his part, Mr. Sumate Yamnoon,Executive Manager of BUOC, gave details

for all the procedures implemented to hostthe delegations when they first arrive inBangkok. From booking airlines tickets toaccreditation or rental of equipment,everything was detailed in the manual forthe heads of mission sent to all countriesenrolled.

RepetitionFor Mr. Sumate Yanmoon, this meeting wasalso a final opportunity to test his teamunder ”real” conditions. The volunteerswere also put under ”Universiade”conditions for one final test run.The real starting point of our 24thUniversiade, the drawing of lots for teamsports, would be the high point of thismeeting of our heads of delegation.This is always suspenseful, since participa-ting countries have a chance to measuretheir strength in the various tournaments. This year, 137 teams (!) were broken downinto groups for five sports: waterpolo(men), volleyball (men and women),basketball (men and women), football (menand women) and finally softball (women). However, only teams that had met all of

mettra à notre disposition des installationssportives et d’accueil de très haut niveau.Grâce à la capacité d’accueil de l’universitéde Thammasat, la plus importante universitédu pays, le Comité d’Organisation disposed’un outil fantastique. De nombreuses infras-tructures se trouvent, en effet, réparties surle campus (rangsit) de cette université. Undes principaux avantages de cettedisposition est que les installations sportiveset d’accueil sont très proches les unes desautres, ce qui aura pour conséquence deréduire les problèmes de transport. Cecampus regroupera les sports tels que l’ath-létisme, la natation, le plongeon, lebasketball, le judo, le volleyball, lebadminton et le taekwondo.Néanmoins, avec un tel nombre dedisciplines dans le programme, une certainedécentralisation devenait inévitable. Toutesles compétitions n’auront donc pas lieu dansce campus comme c’était prévu à l’origine.Le Comité d’Organisation fut saisi de cettequestion lors de la réunion des chefs demission qui se déroula au début du moisd’avril. Il indiqua à ce moment que son soucipremier était aussi de faciliter la vie des par-ticipants et que tout serait donc mis enoeuvre pour ne pas imposer aux athlètes detrop long parcours et ce, pour réduire aumaximum les embarras de transport, ce quidans une ville comme Bangkok peut parfoiss’avérer difficile. Au total, ce sont 36 sitesde compétition et 43 sites d’entraînementqui seront mis à la disposition des partici-pants de cette Universiade.

Dernière ligne droiteDernier obstacle à franchir pour les organisa-teurs, la visite des chefs de mission fut aussi

l’occasion pour les délégués de 49 pays dese familiariser avec la culture thaï mais aussiet surtout de procéder à une inspection decertaines installations sportives, du centred’accréditation, de la zone internationale, ducentre de presse et enfin du Village desAthlètes. Situé au beau milieu du Campus de l’univer-sité de Thammasat (campus de rangsit), leVillage des Athlètes a dû être agrandi pourpouvoir loger les 10.000 personnesattendues. Ce village est en fait constituéd’unités de logement (d’une capacité de10025 lits répartis sur 3129 chambres dans20 bâtiments) qui accueillent déjà lesétudiants qui suivent les cours de cetteuniversité. Toutes les chambres sontclimatisées et offrent tout le confort quel’on est en droit d’attendre pour ce genred’événement. Le village s’ouvrira le 1er août2007 pour fermer le 23 août à minuit. LaThaï Airways a été sélectionnée pour prendreen charge la fourniture de la nourriture etdes boissons au Village des Athlètes. Unelarge sélection de repas différents seradisponible afin de satisfaire les besoins dechacun. La salle de restauration a ététransformée de manière à pouvoir accueillir3000 personnes assises. Le campus regroupe également la zone inter-nationale, le centre de presse principal ainsique le centre international de télédiffusion.Un système d’information couvrant tous lesdomaines de l’Universiade et baptisé Uninet

a été développé, mis en place et testé dès ledébut du mois de juin 2007.

La réunion des chefs de mission constituaitaussi pour les délégués l’occasion d’êtrerassurés quant à la situation politique dupays. Comme vous le savez, la Thaïlande aconnu en septembre 2006, une périodetroublée puisqu’un coup d’État a fait tomberle Gouvernement Central. La tenue del’Universiade ne fut à aucun moment mise encause et nous avons reçu, à cet égard, desinformations rassurantes dès les jours quisuivirent ces événements. Toutefois, l’organi-sation locale fut quelque peu secouéepuisque beaucoup de responsables du Comitéd’Organisation (BUOC) étaient directementrattachés à ce gouvernement. De nombreusespersonnes furent écartées et donc, denouveaux responsables ont fait leurapparition au sein de ce même BUOC. Mais sides changements majeurs ont eu lieu à latête du Comité d’Organisation, de nombreuxmembres (et notamment les déléguéstechniques) sont restés en place aux niveauxinférieurs. C’est désormais le Ministère de l’Éducationqui est l’institution responsable del’Universiade; voilà encore une autreconséquence de la situation politique thaï-landaise. Le Ministre de l’Éducation etPrésident du Comité d’Organisation, M. WijitSrisa-arn fut très présent et tint à accueillirpersonnellement les délégués lors de la

their administrative obligations for thepayment of guarantees and compliancewith deadlines were taken into account forthe selection. At the final press conference, our PresidentMr. George E. Killian insisted on congratu-lating the BUOC for the excellent job donein all the years of preparation. Mr. WijitSrisa-arn answered by thanking him for hisconfidence and projecting to the future: ”We are conscious of the heritage that thisUniversiade will leave us. It will be ofconsiderable benefit for the young peoplewho are involved. We are banking on thefuture.”

TelevisionIn the context of the efforts FISU has beenmaking for several years to ensure bettertelevision cover of the Universiade, BUOCconcluded an agreement with the publicThai telecommunications company (MCOT)to have it set up an international broadcas-ting centre for the 2007 Universiade. TheMCOT will coordinate with Thai televisionchannels so they will mobilize thetechnology and human resources as well asthe necessary equipment for TV broadcas-ting. De la réservation des billetsd’avion jusqu’à l’accréditation en passant parla location du matériel, tout était d’ailleursrepris dans le manuel des chefs de missionenvoyés à toutes les nations inscrites.

Les volontaires eux aussi furentplacés dans une configuration ”Universiade”,histoire d’effectuer un dernier rodage.Vrai point de départ de notre 24eUniversiade, le tirage au sort pour les sportsd’équipe allait ponctuer cette réunion deschefs de mission.C’est toujours un moment fort puisqu’ilpermet aux pays participants de mesurer les

forces en présence dans les différentstournois. Cette année, 137 équipes (!) ont étéréparties en groupes dans les 5 sports:waterpolo (homme), volleyball (hommes etfemmes), basketball (hommes et femmes)football (hommes et femmes) et, enfin,softball (femmes). Sachez toutefois que seules les équipesayant satisfait à toutes les obligations admi-nistratives en terme de payement descautions et de respect des dates limitesfurent prises en compte dans la sélection. Lors de la conférence de presse finale, notrePrésident, M George E. Killian a tenu àféliciter le BUOC pour l’excellent travailaccompli pendant toutes ces années depréparation. M. Wijit Srisa-arn lui réponditen le remerciant pour sa confiance et en seprojetant déjà dans le futur: ”Nous sommes conscients de l’héritage quenous laissera cette Universiade. Le bénéficesera considérable pour les jeunes qui serontimpliqués. C’est un pari sur l’avenir.”

TélévisionDans le cadre des efforts développés par laFISU, depuis plusieurs années déjà, pourassurer une meilleure couverture télévisuellede l’Universiade, le BUOC a conclu un accordavec la compagnie publique thaïlandaise detélécommunications (MCOT) pour que celle-cimette en place le centre d’émission interna-tional de l’Universiade 2007. creates man; men develop nationhood”.This academic event, which is open to allaccredited participants, will take place from9 to 12 August at Thammasat University onthe Rangsit Campus. This university is theone hosting the Athletes’ Village and 8

sportsdisciplines atthisUniversiade.So, more thanever, the FISUConference,one of the fewinternationalconferences totake a closerlookexclusively atUniversitysports everyother year, willbe at the heartof theUniversiade.This proximitywill enable a

still larger number of participants to listento the 15 main conferences and 179speakers that have been retained by theselection committee. A poster session isalso included in the programme.

In order to consider all aspects of the maintheme, 5 sub-themes will be on theConference agenda: the relations between

sports and socialization, sports and envi-ronmental questions, sports and globaliza-tion, global perspectives of sciences ofsports and, finally, a healthy lifestyle andlife quality.The main speakers come from fivecontinents. Europe is represented by KostasGeorgiadis (Greece), Jean-Pierre Karaquillo(France), and Gaston Beunen (Belgium).America by Alan Graefe, David E Gallahue(USA) and Karen E Danylohuk (Canada).Sudanese Shamsel Din Zeinal Abdin willrepresent Africa and the Australian TracyTaylor is the only one from Oceania. As isto be expected, Asia is represented by anumber of speakers including NatIndhrapan and Naruepon Vongjaturapatfrom Thailand, Zhong Bingshu from China,a representative of Chinese Taipei, Joe Koa,two Japanese: Munehiko Harada and KaoruKitagawa and finally a Korean, Yi KyungOk.

In addition to the scientific aspect of theconference, its special asset is to allow anexchange between representatives of theacademic world who are the speakers, andmembers of the FISU family during amultisport event of international scope.This was the challenge that FISU took up:trying insofar as possible to maintain greatproximity between the academic world andthe athletes and technicians.

As usual, the members of the UniversitySports Study Committee, who often havecome from the academic world themselves,working with the Organizing Committee,will see to the smooth progress of thisevent – FISU’s oldest educational event,since the first Conference dates back to1960 .

Cette Université est celle quiaccueille le village des athlètes et huitdisciplines sportives de cette 24eUniversiade. Ainsi plus que jamais, laConférence de la FISU, l’une des raresConférences Internationales à se penchertous les deux ans uniquement sur le sportuniversitaire, sera au cœur de l’Universiade.Cette proximité permettra à un nombreencore plus élevé de participants d’écouterles 15 conférenciers principaux et les 179orateurs qui ont été retenus par le comité de

sélection. he year 2006 has just drawn toa close and with it, anexceptional season for theWorld University Champion-ships has come to an end. 28events were organized in 21different countries. For themost part, these meets took

place on university campuses and this isworth underlining. As a result, the numberof academic authorities present at the com-petitions has grown considerably, and weare delighted to note this trend. The active involvement of our Member

Associations inthe organiza-tion of thesechampionshipsis anotherimportantpoint. Clearly,the mostsuccessfulchampionshipswere by andlarge those inwhich nationaluniversitysportsfederations

were well represented. We of course hopethat this involvement will be still greaterin the future.

Financially too, the year was wonderfullysuccessful. In fact, unlike what we mighthave thought, increasing organizing feeshas had a positive effect on the professio-nalism of our organizing committees. Andthe rise in participation fees has given par-

ticipants access to a number of services(housing, transport, meals) in keeping withthe amounts paid.

Involvement of International SportsFederationsIt is also clear that our championships arebecoming increasingly important on aninternational scale. Many Presidents andSecretaries General of International SportsFederations (ISF) were present at our com-petitions. This is very remarkable andconfirms our determination to promotecloser collaboration with these federationswhich is so particularly important forsetting up the timetable of our events. Theinternational sports federations must beseen as our partners and we need to workwith them in many fields like technicalrules, umpiring, television cover, promotionand marketing. With this in mind, FISU hasdrafted an agreement to cover in itsrelations with interested sports federations.This standard contract has already beenquite successful to date – the federationsfor archery (FITA), wrestling (FILA), bridge(WBF), karate (WKF), floorball (IFF), boxing(AIBA), taekwondo (WTF) and rowing(FISA) have already signed it. Negotiationsare going well with other federationsmanaging orienteering races (IOF),badminton (IBF), judo (FIJ) and rugby(IRB). For the next few months, our job willconsist of meeting as many internationalsports federations as possible for thedisciplines included in our championships,in order to generalize these agreementsthat are very positive for both parties. Similarly, we are also moving towards gene-

ralizing our policy to involve ISF inmanagement of the umpires for our compe-titions. On many occasions, we have seenthe advantages of this involvement in theway our events take place. Finally, inagreement with the FISU EducationDepartment, our WUCs continue to promoteorganization of seminars alongside compe-titions. The seminars are meant forumpires, coaches, athletes … and theirmain purpose is to provide value added forparticipants and to promote all of theFederations concerned.

WADAAs you may know, FISU has signed anagreement with the World AntidopingAssociation (WADA). In this context, ourmedical committee has done a certainnumber of antidoping controls at all of ourevents. We want to congratulate themembers of this committee on theremarkable job they do to ensure our parti-cipants that the organization of these com-petitions correspond to the best ethicalconditions. More than 350 controls werecarried out during the year. Only threecases of positive results for athletesaffected the ranking for the eventsconcerned. Once again this shows theimportance of our medical delegates whosupervised the procedures for antidopingcontrols, in addition to verifying interna-tional standards are applied for thehygiene conditions and nourishmentoffered to our athletes.

Organizing CommitteesOn the whole, we can express great satis-faction and pride in the work done by our

’année 2006 vient de s’acheveret, avec elle, c’est une excep-tionnelle saison deChampionnats du MondeUniversitaires qui a touché à safin. En effet, nous avons pucompter sur 28 événementsrépartis dans 21 pays différents.

Il est très important de souligner que ces

compétitions se sont pour la plupartdéroulées au sein même de campus universi-taires. Ceci a eu pour conséquenced’augmenter de façon significative laprésence des autorités académiques à nosmanifestations et nous nous en réjouissons.L’implication active de nos Associations-Membres à l’organisation de ces champion-nats est aussi à remarquer. Il est, en effet,

clair que les champ-ionnats les plusréussis furent engénéral ceux pourlesquels lesfédérations sportivesuniversitairesnationales concernéesétait les plus repré-sentées. Noussouhaitons bienévidemment que cetteimplication augmenteencore dans le futur.

Financièrementégalement, nousavons rencontré unmagnifique succès. Eneffet, contrairement àce que l’on aurait pupenser, l’augmenta-tion des droits d’orga-nisation a eu uneinfluence plus quepositive sur le profes-sionnalisme de noscomités d’organisa-tion. Quant à l’aug-mentation des droitsde participation,

celle-ci a permis aux participants d’obtenirun nombre de services (logement, transport,nourriture) en rapport avec les montantsversés.

Implication des FédérationsSportives InternationalesIl est clair également que nos championnatsprennent une importance de plus en plusconsidérable sur le plan international. Eneffet, nombreux furent les Présidents etSecrétaires Généraux des FédérationsInternationales Sportives (FSI) présents ànos compétitions. C’est très remarquable etcela confirme notre volonté de collaborationde plus en plus poussée avec cesfédérations. C’esttrès importantnotamment dansl’élaboration ducalendrier de nosévénements. LesFédérationsInternationalesSportives doiventêtre considéréescomme nospartenaires et,avec elles, nousdevons travaillerdans desdomainesmultiples tels que les règles techniques,l’arbitrage, la couverture télévisuelle ouencore la promotion et le marketing. Dans cebut, la FISU a élaboré une convention qui laliera désormais aux fédérations qui le sou-haiteront. Ce contrat-type a d’ailleurs déjàrencontré un succès certain puisque à cejour, les fédérations de tir à l’arc (FITA), de

various organizers, although there are stilla few points to be improved for the future.It is true that greater attention should begiven to inspection visits for troubleshoo-ting any potential problems so we can reactwell in advance of the events. From thisstandpoint, our technical delegates need torecognize their responsibility in workingwith the organizing committees.These delegates, after all, are the firstguarantee of optimal organization. Theyare the only ones who can pinpoint anynegative aspects and build a constructivereaction with the FISU ExecutiveCommittee. We mustn’t forget that we havegreat responsibility with regard to ourstudent athletes and we must be in aposition to offer them the best possibleconditions for practicing their sports. The work done by the OrganizingCommittees is getting better and better, inany case, and this is an undeniableadvantage for everyone involved in these

meets. In keeping with the identity-buildingpolicy we have enacted since 2003,Organizing Committees have continued towork with our secretariat to propose animage of the championships thatcorresponds to our standards, particularlyas concerns the logos. This policy alsocontributes to reinforcing the feeling ofbelonging to a university community,which is one of our priorities.The results of this ambitious programmehas affected all the communication toolsused to organize competitions (letterhead,posters, invitation, merchandising, etc.),and no doubt this is a real asset for allOrganizing Committees. We also want to thank the members of thevarious committees and of the FISU staffwho provided their support for all ourchampionships. Without their presence onthe spot, our competitions could not takeplace.

A Complete Programme The year 2006 saw a record number ofWorld University Championships organizedunder the FISU banner. 29 (!)Championships were attributed, and 28 ofthem actually took place. This demonstra-tes the interest of our member associationsin these events that are so useful inpromoting university sports. This alsoshows how healthy our member associa-tions are – they no longer hesitate tovolunteer to organize these competitionsand some actually hosted several champ-ionships in the same year!

Athletic prowess also deserves to beemphasized. The average level is increasin-gly high and this makes our tournamentsvery attractive. This comment is valid formost disciplines and particularly for martialarts which are enormously successful withour members, since students are among theelite in these sports.

Notre travail consistera dans les prochainsmois à rencontrer un maximum defédérations sportives internationalesimpliquées dans nos championnats afin degénéraliser ces accords qui sontextrêmement positifs pour les deux parties.

De la même façon, nous allons égalementaller vers une généralisation de la politiqued’implication des FSI dans la gestion ducorps arbitral durant nos compétitions. Nousavons déjà, en de nombreuses occasions, puconstater les effets positifs de cetteimplication dans le déroulement de nosévénements. Enfin, en accord avec le DépartementÉducation de la FISU, nos CMU ont continuéà promouvoir l’organisation de séminaires enmarge des compétitions. Ces séminairesconcernent les arbitres, les coaches, lesathlètes, et ont comme vocation principaled’apporter un plus aux participants, etégalement de promouvoir l’ensemble desfédérations concernées.

WADAVous le savez peut-être, mais la FISU a signéun accord avec la World AntidopingAssociation (WADA). C’est dans ce cadre quenotre commission médicale a effectué uncertain nombre de contrôles antidopage surl’ensemble de nos manifestations. Il fautsouligner le travail remarquable effectué parles membres de cette commission afind’assurer à nos participants l’organisation decompétitions répondant aux meilleuresconditions éthiques. Plus de 350 contrôlesont ainsi été effectués durant cette année. Il y eut seulement trois cas positifs qui ontengendré une modification dans lesclassements des épreuves concernées. Celadémontre une nouvelle fois l’importance de

nos délégués médicaux qui, en plus des’assurer que les conditions d’hygiène et d’a-limentation offertes à nos athlètes sont auxnormes internationales doivent égalementveiller au bon déroulement des contrôlesantidopage.

Comités d’OrganisationD’une manière générale, nous pouvons nousmontrer très satisfaits et fiers du travailaccompli par nos différents organisateurs,même s’il reste quelques points à améliorerdans le futur. En effet, une plus grandeattention devra être apportée aux visitesd’inspection de manière à anticiper lesproblèmes éventuels et à réagir bienlongtemps avant l’événement. En ce sens,nos délégués techniques doivent endossercette responsabilité en accord avec lescomités d’organisation.Ces délégués sont, en effet, les premiersgarants d’une organisation optimale. Euxseuls peuvent mettre en avant les pointsnégatifs et engager avec le Comité Exécutifde la FISU une réaction constructive.N’oublions pas que nous avons une granderesponsabilité vis à vis de nos athlètes-étudiants et que nous devons être capablesde leur offrir les meilleures conditionspossibles pour la pratique de leur sport. La qualité du travail fourni par les Comitésd’Organisation est, en tout cas, de plus enplus élevée et cela constitue un plusindéniable pour tous les acteurs de ces com-pétitions.

Suivant la politique d’identité mise en placedepuis 2003, nos Comités d’Organisation ontcontinué à collaborer avec notre secrétariatafin de proposer une image de leurchampionnat en accord avec nos standardset notamment en matière de logos. Cettepolitique contribue également à renforcer lesentiment de communauté universitaire quireste une de nos priorités. Le résultat de cet ambitieux programme quise répercuta sur tous les supportsnécessaires à l’organisation de ces compéti-tions (papier à lettres, affiches, invitations,

merchandising, etc), constitua pleinementune plus-value pour tous les Comitésd’Organisation.

Il faut également remercier les membres desdifférentes commissions ainsi que lesmembres du staff de la FISU qui ont apportéleur soutien à tous nos championnats. Sansleur présence sur place, nos compétitions nepourraient avoir lieu.

Un programme completCette année 2006 a été marquée par unnombre record de Championnats du MondeUniversitaires organisés sous l’égide de laFISU. En effet, 29 (!) championnats furentattribués, et 28 d’entre eux se déroulèrenteffectivement. Cela prouve l’intérêt porté parnos associations envers ces manifestationset leur utilité dans la promotion du sportuniversitaire. Cela témoigne aussi de labonne santé de nos Associations-Membresqui n’hésitent plus à se lancer dans l’organi-sation de ces compétitions, certaines allantmême jusqu’à accueillir plusieurs champion-nats sur une même année!

La qualité des athlètes est, elle aussi, àmettre en avant. Le niveau moyen est deplus en plus élevé et cela rend nos tournoisréellement attrayants. Si cette remarque estvalable pour la plupart des disciplines, ellel’est surtout pour les sports de combat quiremportent un succès énorme parmi nosmembres et pour lesquels les universitairesfont partie de l’élite.

Enfin, nous constatons que le programmedes Championnats du Monde Universitairesn’est pas fermé et que les sports qui yfigurent sont susceptibles d’être inscrits autitre de sports optionnels d’une Universiade(taekwondo, tir à l’arc, voile, lutte, etc). Ilfaut signaler également que certains sportsqui ont fortement contribué au succès denos Championnats du Monde Universitairesse retrouveront désormais au programme dessports obligatoires de l’Universiade (et ne

Finally, we can say that the WorldUniversity Championship programme isopen-ended, and that the sports they covermay be included as optional disciplines inthe Universiade (taekwondo, archery,sailing, wrestling, etc.). We should alsopoint out that some sports which havegreatly contributed to the success of ourWorld University Championships are now onthe mandatory sports programme of theUniversiades (and therefore the WUC willno longer be organized). Judo and tabletennis have become mandatory disciplinesas from the 2007 Universiade in Bangkok.

Participation is Constantly GrowingWith 28 competitions in 2006, the previousrecord of 2004 has been broken. In fact,5,852 athletes from 97 different countriesenrolled. This is another very importantfigure because it proves that theseuniversity competitions are accessible to aconstantly growing number of countries.

We might also mention that our eventsexport very well outside Europe. Althoughit is true that European organizers are stillin the majority, a constant trend showsthat organizing countries are increasinglylocated on every continent. This is anexcellent development that will reducetransport costs for many associations withlimited resources, enabling them toparticipate in certain events. Our champ-ionship department has once againpublished statistics on participation atWUC from their initiation up to today. Ifyou would like a copy of this document,just apply to our secretariat. To be entirely complete, we should addthat the world water-skiing championshipthat was scheduled to take place in Ploverin the United States was canceled for 2006.The organizers had to give up for reasonsbeyond their control, despite all of theirefforts.

Next Season With 30 championships already attributedfor 2008, the future of our events isassured. These figures show the considera-ble importance gained by these competi-tions within our federation. Actually, WUCsare not simply a link to the Universiades –they now have their own dynamic and ourstudent-athletes look forward to thementhusiastically as a means of completingtheir experience of international competi-tions. Many of these athletes then meetagain at the major rendez-vous on theinternational circuit. Our enthusiasm should not cloud theefforts made by the university sports asso-ciations themselves to achieve increasinglyflawless organization.The pages that follow will give you a briefdescription of the World UniversityChampionships for 2008. We look forward to seeing you there.

La prochaine saisonAvec 30 championnats déjà attribués pour2008, l’avenir de ces manifestations estd’ores et déjà assuré. Ces chiffrestémoignent de l’importance considérableprise par ces compétitions au sein de notrefédération. En effet, plus qu’un trait d’union

entre les Universiades, ces manifestationsont désormais leur vie propre et sontdevenues un moment très attendu par lesathlètes-étudiants qui y trouvent l’occasionde parfaire leur expérience des compétitionsinternationales. Beaucoup de ces athlètes seretrouvent ensuite lors des grands rendez-vous mondiaux.Cette euphorie ne doit pas nous faire oublierla somme des efforts entrepris par lesAssociations Sportives Universitaires pourmettre sur pied des organisations de plus enplus exemptes de reproches. Dans les pages qui suivent, nous vous pré-senterons brièvement les Championnats duMonde Universitaires de 2008.

season – after all, our sports programme isconstantly evolving: some sports have beenadded for the first time while the successof others is constantly confirmed. Finally,we will also underline the great job done

by our associa-tions; some ofthem have nothesitated totake charge ofseveral of theseevents.

New SportsSeveral sportsare appearingin theprogramme forthe first time,or have made acome-back in2008. They areweightlifting

and field hockey. The Greek UniversitySports Committee (EATE) will be organizingthe first World University Championship inweightlifting. After a few indecisive years,FISU and the International WeightliftingFederation (IWF) have now decided to startout on solid ground. In the future, ourstudent athletes will have the opportunityto vie with each other in a FISU event with

full support of the IWF. In any case, all theconditions should be present to make thispremier a great success. The GreekFederation of University Sports (EATE) willprovide students with first-class infrastruc-tures, since they are the same ones thatwere used for the Athens Olympic Games in2004. It will be backed up by the GreekWeightlifting Federation which has conside-rable experience in this kind oftournament. We should emphasize that inthe past Greece trained some of thegreatest champions in this discipline. Wehope that weightlifting, like the martialarts in our programme, will prove to be apopular discipline. Field hockey, for its part, was included asan optional sport in the Universiadeorganized in Sheffield in 1991. Since thattime, our associations have tried unsuccess-fully to set up a student tournament. Thistime, two serious candidates proposed theorganization, Belgium and South Africa.South Africa is the country that will havethe honour of taking charge of the FirstWorld University Championship in fieldhockey. The competition will run for 10days in Johannesburg during the month ofMay 2008. The number of teams will belimited to eight, because it is impossible toorganize a tournament for more than thatin 10 days. Since field hockey is a sportopen to men and women, 16 teams may begoing to South Africa if the appeal isheard. This is just what we hope for theorganizers! There’s no need to say thatfield hockey will find the atmosphere veryfriendly in Johannesburg – as you certainlyknow, South Africa is one of the traditio-nally powerful teams in this sport and

many international tournaments take placethere every year.

ConfirmationWe are pleased to see that certain sportsintroduced or reintroduced in theprogramme recently have succeeded inattracting the interest of our member asso-ciations. As a result, these competitions arenow regularly scheduled in our calendar,which is an excellent way of ensuringcontinued success. Boxing is among these.After the two previous editions in Antalya,Turkey in 2004, and in Almaty, Kazakhstanin 2006, today the Russian Federation haschipped in by organizing the third editionin Kazan in 2008. We might stress the factthat the two first championships attractedfull participation, which is not easy to do.The Russian city of Kazan was an applicantfor organizing the Summer Universiade in2011 and it will be a perfect place for theThird World University BoxingChampionship. Kazan, in the plains ofeastern Europe at the centre of the RussianFederation, and capital of the Republic ofTatarstan, is among the largest scientificand educational centres in Russia. In fact,it is in second place for the number ofstudents. Kazan has a unique historical andcultural heritage that has put it onUNESCO’s world list of class ”A” cities. Theoriginality of the city and its multiculturalpopulation are also drawn from its richpast. But it also has many very modern,high-quality sports infrastructures and theorganizers will no doubt find it an idealsetting for this tournament.

programme sportif est en constanteévolution et si certaines disciplines font leurapparition pour la première fois, d’autresvoient leur succès confirmé. Enfin nous sou-lignerons également l’importante implicationde nos associations.

Les nouveaux sportsPlusieurs sports vont faire leur apparition ouréapparition dès 2008, il s’agit de l’haltéro-philie et du hockey sur gazon. Organiséepar le Comité Hellénique du SportUniversitaire (EATE), l’haltérophilie fera sonentrée parmi nos championnats du mondeuniversitaires. La FISU et la FédérationInternationale d’Haltérophilie (IWF) ont eneffet décidé, après quelques années floues,de repartir sur des bases solides. Désormais,nos athlètes étudiants auront donc lapossibilité de s’affronter dans le cadre d’unemanifestation de la FISU et cela avec letotal soutien de l’IWF. La fédération grecquedu sport universitaire (EATE) offrira auxétudiants des infrastructures de tout premierplan puisque ce sont celles qui furentutilisées lors des JO d’Athènes organisés en2004. Elle sera épaulée par la FédérationHellénique d’Haltérophilie qui possède uneexpérience très solide dans la tenue de cegenre de tournois. Il faut souligner en effetque la Grèce a, par la passé, formé de toutgrands champions dans cette discipline.

Espérons qu’à l’instar des sports de combatqui composent notre programme, l’haltéro-philie saura s’imposer comme une disciplineà succès. Le hockey sur gazon avait, quant à lui, étérepris au titre de sport optionnel lors del’Universiade organisée à Sheffield en 1991.Depuis lors certaines de nos associationsavaient tenté sans succès de mettre sur piedun tournoi universitaire. Cette fois, deuxcandidats sérieux se sont proposés, laBelgique et l’Afrique du Sud. C’est cettedernière qui aura donc l’honneur de prendreen charge le Premier CMU de Hockey sur

Gazon. La compétition aura lieu àJohannesburg à la fin du mois de mai 2008.Le nombre d’équipes sera limité (8) puisqu’ilest impossible en seulement 10 jours d’enaccueillir plus. En effet le hockey sur gazonest un sport ouvert aux hommes et auxfemmes; c’est pourquoi il se pourrait bien, sile succès est au rendez-vous, que 16formations se présentent en Afrique du Sud.Inutile de dire que le hockey sur gazontrouvera à Johannesburg une terre d’accueildes plus favorables, l’Afrique du Sud faisant,comme vous lesavez sansdoute, partiedes nations tra-ditionnellementtrès fortes danscette discipline.De nombreuxtournois inter-nationaux s’ydéroulent doncchaque année.

cycling is back on track, for the greatpleasure of our bicycling athletes as well asof the International Cycling Union itself.The successive presidents of the Federationare openly delighted with the return ofthis championship on our calendar. It istrue that, after an edition organized inAntwerp in 1978, one in Moscow in 1986,and another in Palma de Mallorca in 1990,the World University Cycling championshipseemed to have gone definitively to sleep.But what country better than Belgium,home of international cycling stars, couldhope to wake it up? And so it did in 2006with the organization of the Antwerpedition that crowned great champions andattracted 17 countries. That was all it tookto kindle new interest in this superb sport.A very dynamic Organizing Committee isnow managing the preconditions for theFifth World University Cycling Champion-ship to be held in the Netherlands thistime, specifically in Nijmegen in May 2008.The Netherlands has more bicycles thaninhabitants and a very rich cycling history.Renowned athletes like Joop Zoetemelk,

Jan Raas and Michael Boogerd put thiscountry in the ranks of the world’s best.The 2008 World University Championshipwill have the particularity of offering twomountain bike events alongside thetraditional road races (road race and timetrial). The city of Nijmegen is particularlyqualified for the organization of these twoparallel events, since it has already hostedthe Dutch Cycling Championship on theroad in 2000 and 2001, as well as the WorldMountain Bike Cup in 1991 and the 2003Europe Cup!

Match Racing is a real team sport that hasgiven sailing new wind. This is a miniaturereplica of the America cup, a veryspectacular discipline that requires sophis-ticated tactics and corresponds beautifullyto the university spirit. It was introducedin our programme in 2002 with the firstchampionship organized in France inQuiberon Bay. Since then, the next twoeditions in Rimini, Italy in 2004 and inPalma de Mallorca, Spain in 2006,confirmed all the good things we thought

of it. This time, AZS, the Polish UniversityStudents Sports Association will takecharge of the championship on theoccasion of the opening of the brand-newNational Sailing Centre of the PhysicalEducation Academy in Gdansk. This is oneof the handsomest centres in Europe and itwill be hosting the World University MatchRacing Championship as its first internatio-nal competition.

After two very successful editions (Beijing2004 and Rome 2006), Rugby 7 has alsoclaimed its place as one of the sports to befollowed at university level. This disciplineis in full swing and attracts many nationsthat initially were not part of the rugbytradition. You may remember how wellChina did, as they climbed on the podiumin third place in Rome, surprising manyobservers. This time, the Spanish UniversitySports Association (CEDU) will be takingcharge of the 2008 edition. CórdobaUniversity will provide the two stadiums aswell as accommodations. CEDU thusconfirms its status as a very active

Kazakhstan en 2006, c’est aujourd’hui laFédération de Russie qui reprend le flambeauen organisant la troisième édition à Kazanen 2008. Il faut souligner le fait que lesdeux premiers championnats avaient fait leplein de participants, ce qui n’était pas siévident. Candidate à l’organisation del’Universiade d’Été de 2011, la ville russe deKazan constituera le cadre parfait pour l’or-ganisation de ce Troisième CMU de Boxe.Capitale de la République du Tatarstan, laville de Kazan se situe au centre de laFédération de Russie dans la plaine d’Europede l’Est. Kazan compte parmi les plus grandscentres scientifiques et d’éducation de laRussie. Kazan possède un patrimoinehistorique et culturel unique qui lui vaut defigurer parmi les villes classées ”A” dans laliste mondiale de l’Unesco. Mais la villepossède également de nombreuses infras-tructures sportives de qualité et les organi-sateurs y trouveront sans aucun doute lecadre idéal pour la tenue de ce tournoi. Après plusieurs années difficiles, il semblebien que le cyclisme ait retrouvé sa placeparmi nos événements et cela pour le plusgrand plaisir de nos athlètes rouleurs maisaussi pour celui de la FédérationInternationale de Cyclisme elle-même. Il fautdire qu’après une édition organiséeà Anversen 1978, une autre à Moscou en 1986 etenfin à Palma de Majorque en 1990, le CMUde cyclisme semblait définitivement ensommeil. Qui mieux que la Belgique, patriedu vélo, pouvait espérer ranimer la flamme?Ce fut chose faite en 2006 avec l’organisa-tion à Anvers d’une superbe édition quicouronna de très grands champions etchampionnes et qui rassembla 17 nations. Iln’en fallait pas plus pour susciter un regain

d’intérêt pour ce superbe sport. Un Comitéd’Organisation très dynamique gèredésormais l’organisation du Cinquième CMUde Cyclisme qui se déroulera cette fois auxPays-Bas, et, plus particulièrement àNimègue durant le mois de mai 2008. Avecplus de vélos que d’habitants, les Pays-Basont une histoire cycliste très riche. Descélébrités comme Joop Zoetemelk, Jan Raasou Michael Boogerd ont élevé cette nationau rang des meilleures sur le plan mondial.Ce CMU 2008 aura la particularité deproposer deux épreuves de vélo tout terrain(VTT) en plus des parcours traditionnels surroute (course en ligne et contre la montre).La ville de Nimègue se prête particulière-ment à ces deux organisations parallèlespuisqu’elle a déjà été le théâtre duChampionnat Néerlandais de Cyclisme surroute en 2000 et 2001 et de la Coupe duMonde de VTT en 1991 et de la Couped’Europe en 2003!Sport d’équipe par excellence, le matchracing a offert à la voile un souffle nouveau.Réplique en miniature de la course del’America, cette discipline très spectaculairenécessite un sens tactique très développé etcolle magnifiquement avec l’esprit universi-taire. Palma is a sailing resort well-known all over Europe and it will also bean ideal laboratory to test the changesmade in our regulations. To give a newboost to this discipline that was slowingdown, a new category of team sailing hasbeen created that is very popular in Anglo-

Saxon countries and in Scandinavia. Teamsailing includes a very tactical and playfulaspect that makes it a discipline wellsuited to our students. The objective is alsoto give participants the possibility to sailon boats available on site, which was rarelythe case in the past. The team champions-hip will include three categories: the 420Double (a team consists of two boats), thelaser (a team consists of three boats) and

the Windsurf (a team is made up of three 3windsurfs). Finally, you should know thatthe individual category has notdisappeared, but it has undergone changes.In the future, the 470 will be raced bymen, women and mixed teams (so therewill be more than one title to be awarded),there will be no changes for the laser and,finally, the individual Windsurf hasdisappeared.

En effet, cettediscipline est en plein essor et attire denombreuses nations qui n’étaient pas, audépart, des pays avec une traditionrugbystique. Souvenez-vous par exemple durésultat de la Chine qui avec une troisièmeplace dans le classement masculin à Romeavait surpris bien des observateurs. Cettefois, c’est l’Association Espagnole du SportUniversitaire (CEDU) qui prendra en chargel’édition de 2008. C’est plus précisément l’u-niversité de Cordoba qui offrira deux stadesainsi que l’hébergement. La CEDU confirmeraainsi son statut d’association très active ausein de la FISU puisqu’elle organiseraégalement le prochain CMU de Voile à Palmade Majorque. Centre de voile renommé danstoute l’Europe, la ville de Palma seraégalement le laboratoire idéal pour tester leschangements mis en place dans nosrèglements. En effet, pour dynamiserquelque peu cette discipline qui était enperte de vitesse, une nouvelle catégorie devoile par équipe a été créée. Très en voguedans les pays anglo-saxons ainsi qu’enScandinavie, la voile par équipe comporte un

aspect très tactique et ludique qui en faitune discipline parfaitement adaptée à nosuniversitaires. Le but est également d’offriraux participants la possibilité de naviguersur des bateaux disponibles sur place, ce quiétait rarement le cas auparavant. Lechampionnat par équipe comportera donctrois catégories: le 420 Double (une équipeest composée de 2 bateaux), le laser (uneéquipe est composée de 3 bateaux) et leWindsurf (une équipe est composée de 3windsurfs). Enfin, sachez que la catégorieindividuelle ne disparait pas, mais qu’ellesubit elle aussi des modifications. DynamismeIl est, en tout cas, de bon augure deconstater à quel point nos associations-membres font preuve de dynamisme dansl’organisation de nos compétitions. Certainesd’entre-elles n’ont d’ailleurs pas hésité àprendre en charge plusieurs championnats. La palme revient à ce titre à la Pologne(AZS) qui non contente d’organiserégalement le Forum (voir page36),s’occupera de trois CMU: le match racing(voir ci-dessus), le karaté et le bridge.Sport-phare de notre programme tant ilattire en nombre des athlètes de très haut

DynamicIn any case, it is a good omen to see thedrive of our member associations as theyorganize our competitions. Some of themhave not flinched at taking on severalchampionships. Poland (AZS) takes the bowhere – it did not stop at just organizingthe Forum (see page 36), it will also hostthree World University Championships:match racing (see above), karate andbridge. Karate is a star sport in ourprogramme, attracting a large number ofvery high level athletes who will bemeeting in Wroclaw, a university campuswell known to all those who follow ourchampionships, because many otheruniversity meets have been organized herein the past. The same can be said forbridge that will take place in Lodz, thesecond largest city in Poland. Lodz was thevenue of the wrestling WUC in 2004. TheUniversity Centre will lodge the studentathletes and provide them with the infras-tructures needed for the tournament whichis gradually becoming an institution in theinternational world of bridge. As you probably know, the 25th SummerUniversiade will take place in Belgrade in

2009. To prepare the event, our Serbianfriends have decided to leave nothing tochance. For this reason they will be takingcharge of three sports that are alsoincluded in the Universiade programme asoptional disciplines: taekwondo, rowingand flat water canoeing. After karate in2004, Belgrade will host another martial artcompetition: taekwondo, that is already inits 10th edition. This is a very popularsport at universities and the previouschampionship (Valencia 2006) broke allrecords for participation with 217 athletesregistered for 40 countries. Belgrade also has a beautiful lake devotedexclusively to water sports. This is wherethe rowing and flat water canoeing eventswill take place. Rowing is a regular on ourtimetable (without interruption sinceZagreb in 1998), but that is not quite sotrue for canoeing. So it is a real pleasurefor us to see this sport make a comeback –this is the first World UniversityChampionship to be organized since thesecond edition in Bari in 2002.

Similarly, we are delighted to see water-skiing and sportshooting back in the

programme although they were absent in2006. The second World UniversityWaterskiing Championship that wasinitially attributed to the town of Plover(USA) for 2006 had to be cancelled as aresult of technical problems, to the greatdisappointment of the organizers. Beijingwill be organizing this edition in the basinof the Chinese Waterskiing Association, amagnificent body of water that all readyhosted one round of the World Cup in2006. In fact, thanks to our Chinese friendswe will have an opportunity to attend thesecond edition of the World UniversitySportshooting Championship. The meet willbe organized in Tsinghua University inBeijing and also on the 2008 Olympicvenue. This university has a sharp shootingrange on campus that meets the strictstandards of the international sharpshooting Federation. The Chinese UniversitySports Federation organized the Universiadein 2001 and several World UniversityChampionships, and it has very goodexperience of our events.

Ce sera également le cas du bridgeaccueilli à Lodz. Deuxième ville de Pologne,la ville de Lodz fut le théâtre en 2004, duCMU de lutte. Son centre universitairehébergera les joueurs et joueuses, offrantégalement les infrastructures nécessaires àl’organisation de ce tournoi qui s’impose peuà peu comme une institution dans le mondedu bridge international. Il faut soulignerégalement que le bridge est très populaireen Pologne et que ce pays compte de trèsgrands champions.Comme vous le savez sans doute, c’est àBelgrade que se tiendra notre 25eUniversiade en été 2009. Pour préparer cetévénement, nos amis serbes ont décidé dene rien laisser au hasard. C’est pourquoi, ilsprendront en charge trois sports qui serontaussi repris dans le programme del’Universiade au titre de disciplineoptionnelle: le taekwondo, l’aviron et lecanoë en eau plate. Après le karaté en2004, Belgrade accueillera donc un autresport de combat: le taekwondo, pour sa 10eédition, déjà. Le taekwondo fait recetteparmi nos universitaires et le précédentchampionnat (Valencia 2006) avait d’ailleursbattu tous les records de participation avec217 athlètes enregistrés pour 40 pays. Belgrade possède aussi un magnifique pland’eau totalement dédié aux sports nautiques.C’est là que se tiendront nos compétitionsd’aviron et de canoë en eau plate. Si l’avironjouit d’une continuité dans notre calendrier(ininterrompue depuis Zagreb en 1998), il

n’en va pas de même pour le canoë en eauplate. C’est avec plaisir donc que nousassisterons au retour de ce sport qui n’avaitplus fait l’objet d’un CMU depuis la deuxièmeédition qui s’était tenue à Bari en 2002.De la même façon, nous nous réjouissons duretour du ski nautique et du tir sportif,absents de notre programme en 2006. Ledeuxième CMU de ski nautique initialementattribué à la ville de Plover (USA) en 2006avait, en effet, dû être annulé au granddésespoir des organisateurs. C’est donc Pékinqui accueillera cette édition dans le bassinde l’Association Chinoise de Ski Nautique, unplan d’eau magnifique qui a déjà accueilli en2006 une étape de la Coupe du Monde. C’estd’ailleurs également grâce à nos amischinois que nous aurons l’occasion d’assisterà la deuxième édition du CMU de Tir Sportif.C’est en effet, dans l’enceinte de l’Universitéde Tsinghua, à Pékin, que cette compétitionsera organisée. Cette université possède surson campus un stade de tir qui satisfait auxnormes strictes de la fédération internatio-nale de tir. Une partie de cette compétitionaura aussi lieu sur le site des JO de 2008.Organisatrice de l’Universiade en 2001 et deplusieurs CMU, la Fédération Chinoise duSport Universitaire possède une très bonneexpérience dans la tenue de nos événements.

De toutes nos associations africaines, laSASSU (Fédération Sportive Universitaire SudAfricaine) compte parmi les plus actives. Ellele prouve cette année encore en prenant encharge deux CMU. Greece also stands out – its universitysports association (EATE) will be proposingtwo championship meets in 2008: weight-lifting (see above) and wrestling. Thisnoble martial art was put back on track in1996 when Iran decided to organize theSecond World University Championship inTeheran (after a first edition in 1968 inIstanbul). For a revival, this was it was aresounding success. Since that time,wrestling has become increasingly popularand opened to women in 2002 inEdmonton. Today it is one of the musts onour programme.

The dynamic Russian Student Sports Union(RSSU) is enthusiastic about the two com-petitions it will be hosting: boxing (wehave already said a word about this) andchess. The Novokuznetzk edition will bethe 10th chess WUC. Novokuznetzk is atemple of chess that has been organizingan international Women's tournament since1997. Many other high prestige events arealso staged here, which leaves little doubtabout Russian experience in organizing thiskind of competition. Finally, we would like to say a word to

congratulate our friends from the EstonianUniversity Sports Federation who will beorganizing their first FISU competitionwith the 16th World UniversityOrienteering Championship in Tartu. Thiscity holds the oldest university in thecountry, founded in 1632. It has done agreat job in organizing many orienteeringcompetitions particularly thanks to thevery active Polva Kobras club. It is truethat the environment near the Baltic Sea isa beautiful setting for these races.

ClassicsAlthough we have decided to spotlightcertain sports, we are not forgetting thedisciplines that are among the ”classics” ofour programme, starting with crosscountry which will take place in France.Haute Normandie (Forges-les-Eaux) willlend FFSU a beautiful site (the Mauquenchyracetrack) and a well-versed supervisoryteam consisting of members of the SportsAssociation of the Rouen University Club.For its 10th edition badminton will be

taken in charge by the PortugueseUniversity Sports Association. The city ofBraga and the Minho University SportsDepartment will be working together toensure the success of the tournament andto promote badminton at university level,as was the case for the futsal WUCorganized in the same place in 1990.

After the superb edition in Lausanne in2006, our triathletes meet again in Turkeyfor the 9th World University TriathlonChampionship. The city of Erdek in thenorth of the country proposes amagnificent setting for our students, androunds this off with their experience inorganizing triathlon competitions. In factthis town is already a regular host of inter-national competitions. Since the firstedition in Darmstadt in 1992, the sport hasbecome increasingly popular with students.

This is also the case for beach volley,which will travel to Hamburg for the fourthedition. The German student sports

La Grèce se distingue également puisque sonAssociation Sportive Universitaire (EATE)proposera deux championnats en 2008 avecl’haltérophilie (voir ci-dessus) et la lutte. Cenoble sport de combat fut remis en selle en1996 lorsque l’Iran décida d’organiser àTéhéran le deuxième CMU de Lutte. Ce fut uncoup de maître. Depuis, la lutte n’a cessé deprogresser et s’est ouverte aux femmes en2002 à Edmonton. Aujourd’hui, elle faitpartie des sports incontournables de notreprogramme.

Enthousiaste, l’Union Sportive UniversitaireRusse (RSSU) l’est également avec pour elleaussi, deux compétitions à son actif: la boxe(dont nous vous avons déjà parlé) et leséchecs. Ce sera déjà la dixième édition pource CMU d’échecs qui se tiendra àNovokuznetzk. Temple des échecs, la ville deNovokuznetzk organise chaque année depuis1997 un tournoi international féminin. Denombreuses autres compétitions prestigieu-ses s’y sont également tenues ce qui laisseplaner peu de doutes quant à l’expériencedes Russes dans l’organisation de ce typed’événements. Enfin, il convient de saluer ici nos amis dela Fédération Estonienne du SportUniversitaire qui organiseront leur premièrecompétition pour la FISU avec le 16e CMUde Course d’Orientation, dans la ville deTartu et ses environs. Deuxième villed’Estonie, Tartu abrite également la plusancienne université du pays fondée en 1632.La ville s’est distinguée lors de l’organisationde nombreuses compétitions de course d’o-rientation notamment grâce au club trèsactif de Polva Kobras. Il faut dire que sonenvironnement et notamment sa proximitéavec la mer Baltique se prête magnifique-ment à la tenue de ces courses.

ClassiquesSi nous avons décidé de mettre certainssports en avant, nous ne devons toutefoispas oublier les disciplines qui font désormaispartie des ”classiques” de notre programme àcommencer par le cross country qui setiendra cette année en France. En progression constante, le CMU de tir à

l’arc est devenu au fil du temps un mustdans le calendrier sportif international.Beaucoup d’archers considèrent d’ailleurs noscompétitions comme incontournables tant leniveau atteint y est élevé. Pour la 7e éditionde ce CMU, les places sur le podium seronttrès disputées. En effet, c’est la fédérationsportive universitaire de Chine Taipeh quinous accueillera dans la ville de Tainan (oùse déroula le CMU de Baseball en 2004). Nuldoute que les archers locaux auront à coeurde briller lors de ce championnat comme ilsle font déjà dans toutes les autres compéti-tions internationales. Dominé par les Cubains et les Américains, lebaseball s’installe dans notre programmedepuis 2002 (la première eut lieu àMessine). Le tournoi limité à 10 équipes ensera donc à sa quatrième édition.L’Association Tchèque du Sport Universitaire(CAUS) en collaboration avec l’AssociationTchèque de Baseball prendra en charge cettecompétition qui se tiendra dans lesprincipales villes du pays et notamment àPrague, à Brno, à Ostrava et dans les stadesdes principales universités.La Slovaquie toute proche sera, quant à elle,pour quelques jours le centre internationaldu canoë universitaire puisqu’elle sera lesiège du 6e CMU de Canoë en Eau Vive.Organisé à Bratislava, la capitale et, plusparticulièrement, dans la petite ville deCunovo, cette compétition pourra bénéficierd’une tradition vieille de plus de 60 ans.

association ADH, which has sent a largenumber of champions to previous competi-tions, will be hosting us thanks to theUniversity of Hamburg that will providesupport from all of its students for theoccasion.

Another continually growing event is theWorld University Archery Championshipwhich has gradually become a must on theinternational sports calendar. Many archers,for that matter, consider that our competi-tions are indispensable given the very highlevel they have reached. For the 7thedition of this WUC, there will be a realbattle for places on the podium. Thestudent sports federation of Chinese Taipeiwill be organizing the championship gamesin the city of Tainan (where the baseballWUC took place in 2004 and the softballWUC in 2006). There is no doubt that thelocal archers will be determined to shine atthis championship, as they do in otherinternational competitions as well.

Baseball, dominated by the Cubans andthe Americans, has been on the programmesince 2002 (the first championship gameswere in Messina). The tournament,restricted to 10 teams, is now in its fourthedition. The Czech Association ofUniversity Sports (CAUS) collaborating withthe Czech Baseball Association will betaking charge of this competition to beheld in the main cities of the country:Prague, Brno, Ostrava and in the stadiumsof the larger universities. Nearby Slovakia will be the international

centre of white water canoeing for a fewdays when the 6th World UniversityChampionship takes place in Bratislava, thecapital, as well as in the small town ofCunovo, where the competition is part of a60 year old tradition. The slalom coursewas renovated in 1996 and since that timehas hosted a number of international com-petitions.

Floorball is a very popular sport inScandinavian countries and is spreadingmore and more in university circles. Aftertwo successful editions, floorball will nowbe open to the ladies, as the Finnishorganizers, in agreement with FISU, havedecided to include a women’s tournamentfor the third WUC to be held simultaneous-ly in the towns of Kuortane and Seinäjoki.

After table tennis in 2006, the SlovenianUniversity Sports Association has opted forfutsal for its second organization of aWorld University Championship and this isa great choice. In fact, FISU now has toorganize an initial selection to choose the16 finalist teams participating in thechampionships. The Slovenian town ofKoper will be the venue of this prestigioustournament.

The oldest of our championships, handball,will be played in Venice, in the seasideresort of Jesolo, a particularly pleasantsetting. In all likelihood, participatingteams for both men and women will becompeting to gain access to thetournament at the Belgrade Universiade in

2009, where handball will be an optionalsport. As usual, the Venetian antenna ofCUSI (CUS Venice) will be contributing allits know-how to the benefit of ourathletes. Men’s and women’s teams will becompeting for an opportunity toparticipate in the tournament.

To Be ConfirmedWoodball is a new sport at FISU, and it isstill looking for its audience. Nevertheless,the Bulgarian University Sports Associationhas decided to apply for the organizationof the third World University WoodballChampionship. The sport is very popular incertain Asian countries, and the fact thatthe games will take place in Europe iscertainly an asset for promotion there. Themagnificent town of Varna will be hostingthe competition. Finally, at the time we are writing theselines, we have just learned about theattribution of the woman’s futsal in Brazil(this will be a first) and the equestrian inAlgeria. We will come back to these compe-titions in our upcoming issues.

Rénové en 1996, le parcours de slalom a,depuis, accueilli de nombreuses compétitionsinternationales. Discipline très en vogue dans les paysscandinaves, le floorball se développe deplus en plus largement et également auniveau universitaire. Après deux éditionscouronnées de succès, le floorball s’ouvriraaux femmes puisque les organisateursfinlandais ont décidé avec l’accord de laFISU d’inclure un tournoi féminin dans le

programme du troisième CMU qui se tiendraconjointement dans les villes de Kuortane etde Seinäjoki. Après le tennis de table en 2006, l’associa-tion sportive universitaire slovène trouveraavec le futsal une deuxième occasiond’organiser un CMU. C’est un choix excellenttant il est vrai que les candidats sebousculent pour y participer. À tel point quela FISU doit désormais opérer une sélectionpour établir le tableau final de 16 équipes.

La ville slovène de Koper sera le théâtre dece tournoi prestigieux.

Doyen de nos championnats, le handballtrouvera à Venise et plus particulièrementdans la cité balnéaire de Jesolo un cadreparticulièrement agréable. Les équipes tantmasculines que féminines se disputerontplus que probablement là-bas un accès pourle tournoi de l’Universiade de Belgrade en2009 où le handball figurera parmi les sportsoptionnels. Le CUSI par l’intermédiaire deson antenne vénitienne (CUS Venise) mettracomme à son habitude tout son savoir-faireau service de nos joueurs et joueuses.

À confirmerSport neuf à la FISU, le woodball en estencore à chercher son public. Néanmoinsl’Association Sportive Universitaire deBulgarie a, malgré tout, décidé de se portercandidate à l’organisation du 3e CMU deWoodball. Très populaire dans certains paysd’Asie, le woodball profitera très certaine-ment de cette implantation en Europe pourassurer sa promotion. C’est dans la splendideville de Varna que cette compétition sedéroulera.

Enfin, nous venons d'apprendre l'attributiondu futsal féminin au Brésil (ce sera unepremière) et de l'équitation à Alger. Nousvous reparlerons de ces compétitions dansnos prochaines éditions.

he 9th FISU Forum will take placefrom 1 to 6 July 2008 in Kraków,Poland. The Polish Federation ofUniversity Sports (AZS) had good

reason to choose to organize the Forum inthis city. After all, this is where thefederation was created in the academic year1908-1909. Kraków is also the oldest Polishuniversity city – Jagellonne University wasfounded here in 1364 and it was a pioneerin the development of physical education.The new campus of Jagellonne University iswhere the activities of the 9th Forum willbe concentrated. Kraków, a city of more than 800,000

inhabitants,was the capitalof Polandbefore Warsawand is stillconsideredtoday as thecultural andscientificcentre of thecountry.UNESCO hasidentified 12sites in the

city on its world heritage list. Today ithouses 13 universities and institutions ofhigher education.

Kraków is a recent addition to the FISUlandscape, but that has not prevented itfrom organizing four World UniversityChampionships in three different sportssince 2002: Badminton (2002), TableTennis (2002) and White Water Canoeing(2002 and 2006). With the Forum, it

becomes the venue of both sports andeducational activities at FISU, which isrelatively rare for the same city, particular-ly at this pace. The importance given byAZS to the organization of the Forum isalso seen in the fact that it has appointedits Vice-President Adam Roczek asChairman of the Organizing Committee. Heis also the treasurer of the EuropeanUniversity Sports Association (EUSA).The theme, and particularly the sub-themesfor the Forum were adopted at the meetingof the University Sports Study Committee(CESU), which took place on 16 and 17February 2007 in Brussels. CESU, thecommittee that supervises the event, ischaired by Claude-Louis Gallien andincludes a Polish member (RenataKosciukiewicz-Bojczuk). Based on theproposals of the Organizing Committee, ithas decided to retain the followingsubjects:

The main theme is ”University Sports, fromthe past to the 21st Century: roots,strength and challenges”.The sub themes are listed below:- sub-theme A: ”Why University Sports, andvarious models”;

- sub-theme B: ”The volunteer philosophy –one of the strong points of UniversitySports”;- sub-theme C: ”Financing UniversitySports”;- sub-theme D: ”Marketing and communica-tion in University Sports”.

By proposing Kraków as the 9th host of theForum, AZS could not have done better –this city combines history, culture andinterest in sports. All of these aspects willno doubt contribute to the quality of thediscussions be held in the working groups.FISU will also leave its mark on thecelebration of the hundredth anniversary ofthe foundation AZS.

e 9ème Forum de la FISU se tiendradu 1er au 6 juillet 2008 à Cracovieen Pologne. Le souhait de lafédération polonaise du sport univer-

sitaire (AZS) d’organiser la Forum dans cetteville n’est pas anodin. C’est, en effet, là quecette fédération fut créée durant l’annéeacadémique 1908-1909. Cracovie estégalement la plus ancienne ville universitai-re polonaise. Son université, l’UniversitéJagellonne fut fondée en 1364. Elle futpionnière pour le développement del’éducation physique. C’est sur le nouveaucampus de l’Université Jagellonne, que lesactivités du 9ème Forum se concentreront.Peuplée de près de 800 00 habitantsCracovie fut la capitale de la Pologne avantVarsovie et elle est encore considérée àl’heure actuelle comme le centre culturel etscientifique du pays. L’Unesco a classé danssa liste du patrimoine mondial douze sitesde la ville. Elle accueille treize universitésou établissements d’enseignement supérieur.Cracovie est apparue récemment dans lepaysage de la FISU mais cela ne l’a pasempêchée d’organiser (depuis 2002) quatrechampionnats du monde universitaires danstrois sports. Avec le Forum, elle auradonc été le théâtre, à la fois des activitéssportives et éducatives de la FISU, ce qui estrelativement rare pour la même ville et par-ticulièrement à cette fréquence. L’importanceque revêt pour l’AZS l’organisation du Forumest aussi renforcée par le fait qu’elle adésigné comme Président du Comitéd’Organisation, son Vice-Président AdamRoczek qui occupe également la fonction detrésorier de l’Association Européenne du

Sport Universitaire (EUSA).Lors de la réunion de la Commission d’Etudedu Sport Universitaire (CESU) qui s’estdéroulée les 16 et 17 février 2007 àBruxelles, le thème et particulièrement lessous thèmes, ont été définis. La CESU dontla présidence est assurée par Claude-LouisGallien et dont l’une des membres estpolonaise (Renata Kosciukiewicz-Bojczuk),est la commission qui supervise cetévénement. L’ensemblede ces élémentscontribuerasans nul douteà la qualité desdiscussions quise tiendrontdans lesgroupes detravaux. LaFISU marqueraégalement deson empreintele centièmeanniversaire dela fondation del’AZS.

he Hungarian University SportsFederation has recently celebratedits 100th anniversary. RobertFrenkl, who is the Chairman today

(and was a FISU Assessor from 1987 to2003 and Chairman of the FISU MedicalCommittee from 1991 to 2003), gives us adescription. After the compromise of 1867, 1907belongs to the fifty-year period that

marked theend of theempire –growth wasfast, resultingin the frag-mentation ofone of Europe’sfinest 19thcenturycapitals. Newsportsdisciplinesbegan toorganizetowards the

turn of the century, as sports clubs werefounded and in 1895, the InternationalOlympic Committee was created and the

first Summer Games were held. A time ofpeace.We can thank our forerunners for theirsensitivity to everything new – not evenuniversity sports were neglected. Collegiateand university sports clubs wereestablished: MOGAC in Magyaróvár, andthen the two great rivals in Budapest, thecapital – MAFC for the PolytechnicUniversity and BEAC for the University ofScience.

In their awareness of the common good,heads of universities and colleges soonapproved the foundation of the firstuniversity-wide sports federation on March25th, 1907. This recognition wasessentially due to their realization of aneed for unity that could define the rightplace for university sports in the homeland,and provide a say abroad to maintainHungarian interests internationally.

Then came World War I to change and spoileverything. Nevertheless, university sportsexisted and grew between the two worldwars as well. This was due to the soundbackground established by the PhysicalEducation Act in 1921. The act led to an

important event – the creation of theCollege of Physical Education (TF) in 1925.The corresponding sports club, TFSE,greatly enhanced its reputation and inalmost no time, several sport clubs wereestablished in universities outside thecapital city: (PEAC in Pécs, DEAC inDebrecen, SZEAC in Szeged).

Perhaps the best indicator of the rate ofgrowth was the Collegiate WorldChampionship organized in Budapest in1935. This was the expression of the claimof university and collegiate sports tohaving their fair share in the glory of

A la suite du compromis de 1867, l’année1907 fait encore partie de cette période decinquante ans qui devait conduire à la civili-sation bourgeoise, au cours de laquelle ledéveloppement fut rapide et qui donna lieuà l’exfoliation de l’une des plus bellescapitales d’Europe. Cette année appartientdonc toujours au dix-neuvième. A la fin dece siècle et au début du suivant - époque del’organisation des différentes disciplinessportives et de la création des premiersclubs sportifs -, le Comité OlympiqueInternational fut fondé (en 1895) et les

premiers Jeux d’Eté eurent lieu. Une ère depaix.Reconnaissons à nos ancêtres leur sensibilitéenvers toute chose nouvelle : même lessports universitaires ne furent pas négligés.Les clubs sportifs d’universités et de collègesfurent en effet établis : d’abord le MOGAC àMagyaróvár, ensuite les deux grands rivauxde la capitale Budapest, celui de l’UniversitéPolytechnique, le MAFC et celui del’Université des Sciences, le BEAC.Et c’est bien grâce à la sensibilisation aubien commun des seigneurs des universitéset des collèges que, très rapidement, lapremière fédération sportive à l’échelon desuniversités devait naître le 25 mars 1907.L’essence du processus de reconnaissancevenait de la prise de conscience d’un besoind’unité. De la sorte, les sports universitairespurent trouver la place qui leur revenait dansle paysage national, avoir leur mot à direhors des frontières du pays et voir leurs

intérêts pris en compte sur le plan interna-tional.

Vint ensuite la première guerre mondiale quidevait tout changer et tout gâcher.Néanmoins, les sports universitaires conti-nuèrent à exister et à se développer dansl’entre-deux-guerres, cecigrâce au cadresolide établi parle Décret surl’EducationPhysique de1921. Cettelégislationconduisit à unévénementimportant : lanaissance duCollèged’EducationPhysique (TF) en 1925. Son club sportif, leTFSE, en renforça encore davantage larenommée. Très rapidement, plusieurs clubssportifs des universités plus éloignéesétaient aussi créés (le PEAC à Pécs, le DEACà Debrecen et le SZEAC à Szeged).Le meilleur indicateur du rythme des progrèsréalisés fut peut-être le Championnat duMonde des Collèges organisé à Budapest en1935. Il fut synonyme de la revendicationdes universités et des collèges à bénéficierd’une juste part de la gloire des sportshongrois.Sans doute aucun, les clubs sportifs enHongrie sont nés et se sont développés entant qu’antennes accompagnant les associa-tions civiles – et cette réalité continue àêtre d’actualité. Hungarian sports.There is little doubt – and this aspect ofthe Hungarian sports scene still holdstoday – that in Hungary, sports clubsstarted and developed as side branches ofcivil associations. A second aspect wastheir urban character: the associations wereorganized on a territorial basis –Ferencváros, Újpest, Kispest, etc. For themost part, these two trends strengthenedeach other. As a result, the importance ofuniversity and collegiate clubs fell tosecond rank. In that respect, the Germanpattern of organization in Hungarianhigher education must also be reckonedwith. The Anglo-Saxon model of lifestyleand culture of collegiate students had verylittle impact. The sole exception was thespecial mother institution TF, mainlybecause all its students were obliged tocompete in TFSE and students of otheracademies were excluded, an example ofthe closed model of clubs. Every othercollegiate or university sports club wasopen, and could be considered like a civilassociation led by an institution.

After a short phase of reorganization andthe upswing following World War II,between 1949 and 1956 there were onlycentralized sports clubs along the Sovietmodel. The university sports club Haladáswas one of them. But this was also thetime when physical education professorsgained a chair in every institution ofhigher education. They proved to be asource of value and played a decisive partin the physical culture of severalgenerations despite much concern aboutpotential damage. We may note that, when

the political system was democratized in1989, some educational institutions wantedto eliminate the chairs of physicaleducation from higher education becauseof their Soviet origin, a tragicomedy thatcan be attributed to their creation in thefifties.

The fifties also witnessed the unfortunatecleavage in university sports all over theworld. In keeping with the official dogmaof the eastern block, Hungary undertookthe organization of the 1949 and 1954World Championships of Higher Education.These events were inspired by politics as aneffort to vindicate and propagate thatdogma, but, in fact, they had nothing todo with Hungarian higher education. Werecognize the performances of outstandingathletes at these events, but we do notacknowledge them as our own since few ofthe participants were university students.As a counter-measure, some westerncountries established FISU (FederationInternationale du Sport Universitaire). Wemust admit that this organization of sportspolicy was largely unimportant until 1959.Nevertheless, FISU constituted an organiza-tional framework, a base for the reunifica-tion of international university sports.

In and after 1957, sport clubs in schools ofhigher education could re-establish. Thismeans that the century of Hungarianuniversity sports has two distinct phases,although naturally they show many simila-rities as well. The first fifty years – 1907through 1957 – are now history. That iswhy a historian is the one who reviews thisperiod in our jubilee volume.

Curiously enough – although not due topure chance, for there are always social andpolitical motives in the background – thenew direction in international universitysports dates back to 1957. Thus one has torefer to the first fifty years and itshistorical trend in this respect too. Theperiod after 1957 – although not lacking inintermediate crises – can be regarded as aunit: it has been a part of our life. Many ofus are still alive who as students, physicaleducators or young teachers took part atthe outset and still remember thepromising continuation of the new era forboth Hungarian and internationaluniversity sports that started in 1957.

This was an age of unity in internationalcollegiate and university sports, and aperiod of strong growth for FISU. Thecreator of stability and the determinantpersonality of the organization was theItalian Primo Nebiolo who presided between1961 and 1999. He was a genius formanoeuvring among the opportunities ofthe bipolar world. Then, when the worldbecame unipolar once again, hetransformed FISU activity into businesswith comparable sagacity, thereby

stabilizing international university sportsfor the long run. To him we owe ourpositive perspective for the safe future ofSummer and Winter Universiades andUniversity World Championships. We mustdeclare this, despite the fact that interna-tional university sports are – unfortunately– not insensitive to sponsorship.In our homeland, university sports andphysical education worked on the basis ofsport clubs and the chairs for physicaleducation departments. The chairs werepart of the educational structure of theinstitutions and, for the most part, inaddition to their obligatory duties oflecturing, the professors also helped theathletic activity of their students eitherdirectly or within the framework of theinstitution’s sport circle or club. The largerclubs, such as BEAC, MAFC, TFSE, OSC,DEAC, PEAC, SZEAC..., played an importantrole in Hungarian sports, at least in somebranches (track and field, fencing,pentathlon, basketball, water polo).

The Collegiate Centre of Sports wasoperative until 1962; this too promotedfast development of the clubs. Then, from

1963 on, the clubs were relegated to theleadership of sports policy while thecollegiate character and organization wasrepresented by the Department of PhysicalEducation and Sports of the Ministry ofEducation. The Hungarian Council ofCollegiate Sports, a civil organization, hada twofold background, this was importantto legitimize participation in internationallife. The Council of course could only passmotions; important decisions were made athigher political forums. How utterly thingsdepended on persons was nicely demonstra-ted by the fact that Balogh István,Secretary of the Central Committee of theCommunist Youth Federation and ournational team leader at the 1961 and 1963Universiades, succeeded in soliciting – andgaining – the right to organize the SummerUniversiade of 1965.

In addition to the help coming from thechairs of physical education, the financialbasis of collegiate club activity wasprovided by the centralized support of thestate. Looking back, one may appreciatethis, although it was much smaller thanthe budget of other sports clubs.

We may state with some pride that theclubs and events, led mostly by collegiatelecturers and physical educators, were ableto operate to some extent as civil organiza-tions even during the decades of thedictatorial system. They succeeded in esta-blishing their relative independence, and,in an age that preferred the spirit of theflock, they availed themselves of thespecial strength of education to maintainthe ideal of human indepedence at the coreof their programme.

After a long lag following its creation in1987, the University Department of theHungarian Student Sports Federation stroveto promote university sports by centralizingresources. This organizational backgroundproved to be important after the change inthe political system: We owe the birth ofthe Hungarian University Sports Federation(MEFS) in 1991 to the physical educatorswho suggested establishing the Federationon that basis. We have to assess thiscorrectly, because it embodies our hopethat in the long run the consolidation ofhigher education will achieve the goal of

Mais cefut également l’époque de la création deschaires d’éducation physique dans chaqueinstitution d’enseignement supérieur. Elles constituèrent une source de valeursmalgré bon nombre de préoccupations et demaux car elles jouèrent un rôle décisif dansla culture physique pour plusieursgénérations. Il convient de relever que,lorsque le système politique fut démocratiséen 1989, certaines institutions souhaitèrentchasser les chaires d’éducation physique del’enseignement supérieur en tant qu’inven-tions soviétiques, une tragicomédie qui peutêtre attribuée à leurs origines des annéescinquante.Années cinquante qui ont également été letémoin de clivages malheureux dans lessports universitaires de par le monde.Suivant les dogmes officiels du bloc de l’est,la Hongrie entreprit en 1949 et en 1954 l’or-ganisation des Championnats Mondiaux del’Enseignement Supérieur. De telsévénements s’inspiraient des politiques ; ilsvoulaient les propager, en démontrer le bien-fondé et n’avaient en fait rien à voir avecl’enseignement supérieur hongrois. Toutefois,même si nous ne les reconnaissons pascomme étant des nôtres et même si peud’entre eux étaient des étudiants universitai-res, nous devons reconnaître les performan-ces des athlètes remarquables ayantparticipé à ces épreuves.

En guise de contre-mesure, certains paysoccidentaux établirent la FISU (FédérationInternationale du Sport Universitaire). Nousdevons admettre que cette organisation dela politique sportive avait été peuimportante jusqu’en 1959. Cependant, laFISU créa un cadre organisationnel, une base

pour la réunification des sports universitai-res internationaux.En 1957 et par la suite, les clubs sportifs del’enseignement supérieur purent se rétablir.Cela signifie que le siècle du sport universi-taire hongrois a connu deux phases biendistinctes, même si naturellement il y eut denombreuses similarités entre elles. Lescinquante premières années – de 1907 à1957 – font partie maintenant de l’histoire.Pour cette raison, c’est un historien qui estchargé de revoir cette période pour notrevolume dédié au jubilée.Assez curieusement, même si ce n’est pas lerésultat du pur hasard car, comme toujours,des motifs sociaux et politiques se cachentdans le paysage, la nouvelle direction suiviepar les sports universitaires internationauxremonte aussi à 1957. A cet égard, il fautdonc aussi faire référence aux cinquantepremières années comme faisant partie del’histoire. Néanmoins, la période après 1957,bien qu’elle n’ait pas échappé non plus auxcrises, peut être considérée comme uneunité; elle fait partie de notre vie. Bonnombre d’entre nous, qui étions étudiants ouprofesseurs d’éducation physique ou jeunesenseignants, sommes encore vivants etavons connu les débuts de cette période ;nous nous souvenons encore de cettenouvelle époque très prometteuse pour lessports universitaires tant hongrois qu’inter-nationaux qui commença en 1957.Age d’unité pour les sports des universités etdes collèges sur le plan international et âgede développement d’une FISU forte. Lecréateur de la stabilité, la personnalitédéterminante de l’organisation fut l’ItalienPrimo Nebiolo qui présida la FISU entre 1961et 1999. Il était un génie de la manœuvreentre les opportunités qu’offrait le mondebipolaire. Ensuite, lorsque le monde devint ànouveau unipolaire, il transforma l’activité

de la FISU en une activité d’entreprise avecune sagacité incomparable, donnant ainsiaux sports universitaires une stabilité sur leplan international et ceci dans uneperspective de long terme. C’est à lui que nous devons le regard positifque nous pouvons porter sur le futur sûr desUniversiades d’Eté et d’Hiver et desChampionnats du Monde Universitaires. Nousnous devons de le déclarer même si lessports universitaires internationaux ne sontmalheureusement pas insensibles auphénomène du « sponsorship ».Dans notre pays, les sports universitaires etl’éducation physique ont fonctionné sur labase offerte par les clubs sportifs et leschaires d’éducation physique. Les chairesfaisaient partie de la structure éducative desinstitutions et, outre leurs devoirs obligatoi-res en matière de cours, la plupart d’entreelles ont donné un soutien aux activitésathlétiques de leurs étudiants, soitdirectement soit dans le cadre des cercles ouclubs sportifs des institutions. Les clubs deplus grande taille comme le BEAC, le MAFC,le TFSE, l’OSC, le DEAC, le PEAC, le SZEAC...,ont joué un rôle important dans le mondedes sports en Hongrie, du moins danscertains domaines comme pour les compéti-tions d’athlétisme, l’escrime, le pentathlon,le basket-ball et le water-polo.

Le Centre des Sports des Collèges fonctionnajusqu’en 1962; ce fait assura également ledéveloppement rapide des clubs. Ensuite, àpartir de 1963, les clubs furent relégués à ladirection de la politique sportive tandis quela figure et l’organisation des collègesétaient représentées par le Département del’Education physique et des Sports duMinistère de l’Education. Le Conseil Hongroisdes Sports des Universités et Collèges, uneorganisation civile, avait donc des origines

having educational institutions take up thecause of their sports clubs and supportthem as their own.After the initiation of Hungarian universitysports in 1907, and in several short periodssince then, we have seen in the past 16years that it is good for this movement tohave a genuine organization of its own.MEFS could always reckon on the supportfrom the state sports policy. Its relations-hips with the Hungarian OlympicCommittee of which it is a member, withthe National Federation of Sports, and theNational Federation of Sport Clubs areequally good. Its position within the inter-national organization FISU has also becomepromising.Now, at the beginning of our new century,efforts are focused on consolidation of theclubs. Hopefully they will find their placein the elite sport business while they canpreserve their classic values. At themoment, the Hungarian university sportsmovement is an orphan disowned by bothits natural parents: higher education, andnational sports policy.

There are hopes that this will change inthe 21st century. Higher education tendsto move in the Anglo-Saxon direction withits greater emphasis on the lifestyle andsports activity of students. Collegiate sportshave to find their place on the colourfulpalette of Hungarian sports, among theelite in some disciplines, and in the secondline behind the elite sports business inothers. As regards the conditions,university-based facilities will certainly geta share of the development of infrastructu-res. A flow of overhead has been created.

On the suggestion of MEFS, standardbudgets are already allocated from thebudgets of the institutions. Irrespective ofwhether financing comes from furthergrowth or from other sources, neitherhigher education nor official sports policycan refrain from supporting this area.

On the occasion of this 100th anniversary,we salute the memory of our gloriousancestors with our heads high and withsober optimism. We have preserved theflame and, for our part, we are stillworking for improvement as we launch intothe second century of unified collegiatesports with confidence in a democraticsociety.

Ceconseil avait bien entendu un simple droitde motion, les décisions importantes étanttraitées dans les forums politiques de plushaut niveau. La mesure dans laquelle leschoses dépendent finalement des hommes aété démontrée par le fait que Balogh István,Secrétaire du Comité Central de la Fédérationde la Jeunesse Communiste et, par ailleurs,dirigeant de l’équipe nationale desUniversiades de 1961 et de 1963, réussit àdemander – et à obtenir – le droit àorganiser les Universiades d’Eté de 1965.Outre l’aide émanant des chaires d’éducationphysique, la base financière de l’activité desclubs des collèges et universités étaitassurée par le soutien centralisé de l’état.Avec le recul, nous pouvons l’appréciermême s’il était moindre que pour des clubssportifs d’autre nature.Nous pouvons dire avec un orgueil prudentque les clubs et les départements, essentiel-lement dirigés par des chargés de cours etdes enseignants d’éducation physique, ontpu dans une certaine mesure fonctionnercomme des organisations civiles même lorsdes décennies du système dictatorial. Ilssont arrivés à établir une indépendancerelative et, en une ère accordant lapréférence à l’esprit de troupeau, ils ont pu,profitant de la force spéciale de l’éducation,mettre l’idéal de l’autonomie humaine aucoeur de leur programme.

Après un long retard, le DépartementUniversitaire de la Fédération Hongroise desSports pour Etudiants, créé en 1987,promouvait les sports universitaires enoffrant des moyens centralisés. Ce contexte

sur le plan de l’organisation s’est révéléimportant après le changement du systèmepolitique. Nous devons la naissance, en1991, de la Fédération Sportive Universitairehongroise (MEFS) aux directeurs d’EducationPhysique qui en suggérèrent l’établissement.Nous devons apprécier ce point à sa justemesure car il est l’incarnation de nos espoirsde ce qu’à l’avenir la consolidation de l’en-seignement supérieur atteigne son objectif :que les institutions chargées de l’éducationprennent cause et parti pour leurs clubssportifs et les soutiennent comme étant lesleurs.

Avec un passé remontant à déjà plus de 16ans, il est bon qu’à la suite de ses premierspas en 1907 et plusieurs périodes d’initiati-ves brèves, le sport universitaire hongroisdispose d’une organisation qui lui soit véri-tablement propre. Le MEFS a toujours pucompter sur le soutien de la politique del’état en matière de sports. Ses relationsavec le Comité Olympique Hongrois (dont ilest membre), avec la Fédération Nationaledes Sports et la Fédération Nationale desClubs Sportifs sont également positives. Saposition au sein de l’organisation internatio-nale qu’est la FISU est égalementprometteuse.

Aujourd’hui, à l’aube du nouveau siècle, lesefforts se centrent sur la consolidation desclubs. Nous espérons qu’ils trouveront leurplace dans l’activité des sports d’élite touten préservant leurs valeurs classiques. Ilserait fort utile que la condition „morbide”de statut d’orphelin à deux titres puissecesser d’exister. Cette absurdité biologiquesignifie que les sports des universités et

collèges sont comme un enfant orphelinqu’aucun de ses parents ne reconnaît car nil’enseignement supérieur ni la politiquesportive ne se comporte comme parentgéniteur.Certains expriment l’espoir d’un changementau 21ème siècle. L’enseignement supérieurtend à évoluer vers la direction anglo-saxonne, avec un accent plus marqué sur lestyle de vie et l’activité sportive desétudiants. Les sports universitaires doiventtrouver leur place dans la palette colorée dessports hongrois : pour certaines disciplinesparmi ceux représentant une activité d’élite,pour d’autres, au titre de deuxième rang,placées derrière les activités sportivesd’élite. S’agissant des conditions, les instal-lations des universités bénéficieront sansdoute en partie du développement desinfrastructures. La base nécessaire pouratteindre le ciel a été créée. Suite à lasuggestion du MEFS, les montants normatifssont déjà repris dans le budget des institu-tions. Indépendamment du fait que lefinancement s’obtienne par un développe-ment ultérieur ou par d’autres voies, ni l’en-seignement supérieur ni la politique sportiveofficielle ne peuvent s’abstenir de soutenirce domaine.

A l’occasion de ce centenaire, nous saluonsla mémoire de nos glorieux ancêtres, la têtehaute et l’optimisme sobre. Nous avonspréservé la flamme et continuons à noussoucier de cette question. Nous entrons dansle deuxième siècle des sports universitairesunifiés en étant confiants envers une sociétédémocratique.

The Swiss University Sports Federation isthe umbrella organization of all SwissUniversity sport organizations. It promotesand coordinates University sport inSwitzerland and fosters partnerships with

domestic andforeignsporting orga-nizations. Itbelongs also tothe foundingnations of FISUand EUSA andplayed animportant rolein FISU’shistory.The firstUniversitygymnasticsclubs were

founded early in the 19th century. In 1816,gymnastics-loving students got together ina patriotic gymnastic community. In 1885,the first association of higher educationsports clubs founded a cartel. The passageto a closed federation of ” Swiss UniversityGymnastics ” ( SAT) occurred in 1899.

Already in 1914, University sportscommittees organized the first competi-tions under the name ”AkademischeOlympia” calling them ”Swiss champions-hips for institutes of higher education” asfrom 1920. The Swiss University Ski Club(SAS) was founded on November 26th,1924, and a chair for a professor of sportsin higher education was created in 1930.On 5 December 1932, on the occasion ofthe ordinary General Meeting of theFederation of Swiss Student Associations inBasel, Swiss University sports merged intothe Swiss University Sports Federation(SASV).Today, 11 sports associations in highereducation enrol nearly 120,000 students.The SAS are members of the SHSV andmany institutions of higher education haveapplied to become future members of SUSF.

Switzerland, the United States and GreatBritain organized the first internationalcompetitions of University sports. Thesesame nations, alongside Italy and France,were the ones that had a positive influenceon the foundation of the Federation ofUniversity Sports. Switzerland is one of thefounding countries of FISU, and since thattime it has participated in all theUniversiades and most of the WorldUniversity Championships. In addition, ithas provided officials at various levels toFISU. Dr. Carl Schneiter was the Secretary-

General from 1949 to 1954, and was thenVice-President for four years, followed byDr. Gil Schwaar, who was also Vice-Presi-dent of FISU. For decades, Vice-PresidentFritz Holzer left his mark on winter sportswithin FISU and in 2003 he was made apermanent Honorary Member. Switzerlandalso has the distinction of havingorganized various international events –since 1978 it has organized seven WorldUniversity Championships for FISU.

The SUSF’s Sphere of ActivityThe SUSF offers students the chance tolearn additional skills. University sportenables the combination of academic studywith recreational, competitive and evenelite sport and facilitates cultural,economic and political interaction at bothdomestic and international level which mayalso be useful in later life. Studentsexperience sport as an integral part of theireducation, and thereby enhance theirinterpersonal skills and ability to perform.

“Anyone who has felt the satisfying feelingof having reached a very ambitiousobjective will never forget it and willcontinue his life with greater self-confidence, hope and optimism. Choosingambitious objectives, or in other words,making the most of one’s talents in orderto reach those objectives can be consideredan important condition for a fulfilling life.

La Fédération Suisse des SportsUniversitaires est l’organisation de tutelle detoutes les organisations suisses de sport uni-versitaire. Elle assure la promotion et lacoordination des sports universitaires enSuisse et encourage les partenariats avec lesorganisations sportives, tant sur le plannational qu’international. Elle représenteégalement l’une des nations fondatrices de laFISU, dans l’histoire de laquelle elle a jouéun rôle important, ainsi que de l’EUSA.

Les premiers clubs universitaires degymnastique ont été fondés dès le début du19éme siècle. En 1816 des étudiants férus degymnastique se sont associés encommunauté patriotique de gymnastique.S’en suivit en 1885 la première associationdes clubs de sport de l’enseignementsupérieur en cartel. Le passage en fédérationfermée « Gymnastique universitaire suisse »( SAT) eut lieu en 1899.Dès 1914 lescommissions sportives universitaires ontorganisé les premières compétitions sous lenom de « Akademische Olympia » pours’appeler « Championnats suisses desinstituts supérieurs » à partir de 1920. LeSkiclub universitaire suisse ( SAS) a été fondé le 26 novembre 1924 , leposte de professeur de sport de l’enseigne-ment supérieur fut créé à partir de 1930 etle 5 décembre 1932 , à l’occasion del’assemblée générale ordinaire de laFédération des Associations d’étudiants

suisses à Bâle le sport universitaire suisse aété concentré en Fédération Sportive univer-sitaire suisse ( SASV) .A l’heure actuelle, onze organisationssportives de l’enseignement supérieurcomptant près de 120.000 étudiants, ainsique le SAS sont membres de la SHSV et denombreuses Institutions d’EnseignementSupérieur ont posé leur candidature en tantque futur membre de la SUSF

La Suisse, les Etats-Unis et l’Angleterre ontorganisé les premières compétitions interna-tionales de sport universitaire. Ce sont cesmêmes nations , à côté de l’Italie et de laFrance, qui ont eu une influence positivedans la fondation de Fédérations de SportUniversitaire. Ainsi la Suisse fait partie desnations fondatrices de la FISU , depuis lorselle a participé à toutes les Universiades età la plupart des championnats du monde desétudiants. La Suisse s’est égalementdistinguée comme organisateur de diversévénements internationaux. Ainsi depuis1978 elle a organisé pour la FISU entreautres sept championnats du monde desétudiants.

Swiss University sports would like to enableas many students as possible to live thissatisfaction without running great risksoutside of their studies” says MartinHodler, Chairman of the Swiss UniversitiesSports Federation.

University sport is not only beneficial tostudents but is also advantageous invarious other ways. For example, it offers aplatform to universities and other highereducation establishments throughoutSwitzerland on which to establish mutuallinks and showcase themselves to thepublic. The University sport offers theSwiss economy an attractive sponsorhipplatform with a clearly defined targetgroup.”Swiss University Sports not only allow forthe exercise of many sports activities, butalso improve awareness of future political,economic and cultural leaders of theimportance of sports for society” adds Mr.Hodler, Chairman of SUSF.

Objectives of the SUSFAs Switzerland’s domestic multi-sport body,SUSF aims to make a vital contribution tosport in Switzerland. It wishes to utilize itsknow-how and expertise to play a leadingrole in tackling the pressing sporting issuesof our day. Martin Hodler: ”One of the mostimportant objectives of Swiss UniversitySports consists of increasing awareness ofall students – the future generation of

leaders will be drawn from them, and sowill the parents of the future generation –to the importance of sports in educatingyouth. Public health, control of healthcosts and the indispensable willingness andcapacity to combat economic problemsdepend directly on the importance given tosports.”

In the future, the SUSF wishes to continueexerting both direct and indirect influencewithin as many national and internationalsporting organizations as possible. Byconstantly promoting the competitivespirit, the SUSF enables students who takepart in competitive sport to acquirequalities that are as crucial to success inworking life as specialist expertise andbusiness acumen. Above all, these qualitiesinclude the willingness and ability toperform, as well as ethical behaviour(dealing with victory and defeat,interaction with a team, etc.).

Finally, sport at elite level is all aboutoffering students the chance to developcharacteristics such as the willingness totake risks, to work hard and to stay on thecourse. It also helps to hone timemanagement skills and is an idealgrounding for later life within the profes-sional world.

The inaugural Swiss UniversityChampionships in 7 different sports such as

Football, Volleyball, Basketball, Floorball,Tennis, Badminton and Table Tennis onJune 2 and 3, 2007 with more than 800competitors, together with the organiza-tion of an EUSA Executive CommitteeMeeting in Magglingen, marked the asso-ciation’s 75th anniversary. At this festival,FISU Secretary-General Roch Campanarepresented FISU and thanked the SwissUniversity Sports Federation for its activerole in the history of FISU until the presenttime.

La santé publique, le contrôle desfrais de santé ainsi que les indispensablesdisposition et capacités de prestations pourcombattre les problèmes économiques etsociaux dépendent directement de l’impor-tance accordée au sport.» A l’avenir, la FSSU souhaite maintenir autantque possible l’influence qu’elle exercedirectement et indirectement au sein de tantd’organisations sportives nationales et inter-nationales. En assurant à tout instant lapromotion d’un esprit de compétition laFSSU permet aux étudiants de prendre partaux compétitions et d’acquérir des qualitésqui sont aussi essentielles pour réussir dansla vie professionnelle que les connaissancesspécialisées et le sens des affaires. Plus de 800 concurrents s’yrencontreront. Parallèlement, la réunion duComité exécutif de l’EUSA sera organisée àMagglingen pour marquer le 75ème anniver-saire de l’association. event, it is present at all internationalsports meets. Recently, it exhibited at theSportAccord in Beijing. We spoke aboutthis to Mr. Sinisa Jasnic who is a memberof our Executive Committee as well as Vice-President of the Organizing Committee ofthe Belgrade Universiade and GeneralManager of the public company associatedwith it: ”UB 2009”.

- What were the benefits of your presence atSportAccord and more broadly what was theadvantage for FISU?Sinisa Jasnic: “For the OrganizingCommittee for Belgrade 2009, the benefit

was quitesignificant. Infact, we werein contactwith thelargestcompanies;the same onesthat supportInternationalSports

Federations, the Olympic Committee andthe major sports events. I think that FISU,which is one of the largest sportsfederations, now shows enormous determi-nation to change in terms of its image andmedia activity. It wants to be better knownthroughout the world than it is today. Ithas magnificent events and, for thisfederation as well, it was crucial to bepresent at SportAccord via our stand.

As the OrganizingCommittee for aUniversiade, we also felt itwas very important to beamong the sponsors of thisCongress (Gold sponsor),which must certainlyreinforce our credibility.Our stand welcomed a largenumber of visitors, whichgave us an opportunity tomeet a host of delegates ofinternational federations.This was a way to introduceourselves to the world andwas essential for our image.FISU President, Mr. Killian,the Secretary General, Mr.Campana, our GeneralDirector, Mr. Saintrond,Director of Championships,Mr. Briel and myself met asmany officials in five daysas we usually do in oneyear. s you know, the city of Harbin,China will be the venue of thenext Winter Universiade in 2009.

We have had plenty of proof that theChinese are excellent organizers of sportson ice, but they’re not quite as experiencedin snow sports, which are not traditionallyas popular in China. Consequently, wewanted to hear the point of view of atechnician in the field, Roger Roth, who isthe Chairman of our InternationalTechnical Committee for Winter Sports (ITC

Winter).

- Tell us whatyou expect forthis Univer-siade and moreparticularly theorganization ofsnow sportsfrom the tech-nical stand-point?- Roger Roth:”I am veryoptimistic,actually –

experts from the FIS (International SkiFederation) and the IBU (InternationalBiathlon Union) are working with FISU andthe Organizing Committee to put thecompetition sites in compliance. This colla-boration is making progress in a very goodspirit and I think that everyone is trulyinterested in having things go well. In fact,FIS and IBU are very involved and

attentive. They should be appointing theirtechnical delegates for this Universiadevery soon so that these delegates willalready be in place in January next year tosupervise the organization of the Chinesenational championships that will act as atest run for our games. It is important tobe sure that this transfer of know-how is assuccessful as possible, so the Chinese canmanage ”on their own”. Seminars will beorganized as a concrete expression ofsupport. We are setting up a web, anetwork. Everyone involved – bothfederations and students – should benefitfrom this. In fact, as no doubt you know,one of the sites to be used for snowboar-ding and biathlon is Maoer Mountain whichis none other than the centre for snowsports at the Harbin Institute for PhysicalEducation (HIPE). So students will beinvited to take part in the informationalmeetings in order to become experts in theorganization and monitoring of wintersports competitions. This will providesignificant support during the Universiadeitself”.

- A word about the ice sports?Roger Roth: ”It is clear that up to date wehave intentionally left ice sports to theside. You must know that the Chinese havefirst-class infrastructures to make morethan one European skater green with envy.Harbin is a national skating centre for bothspeed-skating and figure skating.Nevertheless, we are vigilant, particularlyabout the choice of the infrastructures andsupervisory personnel. Nor should we

forget that curling is not yet very welldeveloped in China, but the World CurlingFederation has already assured us that itwill provide support. Finally, ice hockeywill also be the subject of consultationwith the IIHF (International Ice HockeyFederation) to be sure that the tournamenttakes place in optimal conditions.”

Si nous connaissons l’excellence de l’organi-sation chinoise en ce qui concerne les sportsde glace, il n’en va pas de même pour lessports de neige pour lesquels la Chine nepossède pas une longue tradition. Il nous aparu utile d’entendre à ce sujet le point devue d’un technicien, Roger Roth en l’occur-rence, qui est le Président de notreCommission Technique Internationale pourles Sports d’Hiver (CTI Hiver).

- Comment appréhendez-vous cetteUniversiade, et plus particulièrement l’organi-sation des sports de neige d’un strict point devue technique?- Roger Roth: ”Je suis très optimiste, actuel-lement, nous avons des experts mandatéspar la FIS (Fédération Internationale de Ski)et l’IBU (International Biathlon Union) quitravaillent en collaboration avec la FISU etle Comité d’Organisation pour la mise enconformité des sites de compétition. Cettecollaboration se fait dans un très bon espritet je pense que toutes les parties ontvraiment intérêt à ce que tout se passe bien.En effet, la FIS et l’IBU sont très impliquéeset attentives. Elles devraient assezrapidement désigner les délégués techniquespour cette Universiade de manière à ce queceux-ci soient déjà en fonction l’annéeprochaine en janvier pour superviser l’orga-nisation des championnats nationaux chinoisqui serviront d’épreuves-tests pour nos com-pétitions. Il est très important que ce

transfert de savoir-faire se fasse le mieuxpossible pour que les Chinois eux-mêmespuissent se débrouiller ”seuls”. Desséminaires seront donc organisés en ce senspour matérialiser ce soutien.Nous construisons une toile, un réseau. Tousles intervenants doivent en être bénéficiai-res, les fédérations comme les étudiants. Eneffet, vous le savez sans doute, mais un dessites retenus pour le snowboard et lebiathlon est celui de Maoer Mountain quin’est autre que le centre de sports de neigede l’Institut d’Éducation Physique d’Harbin(HIPE). Les étudiants seront donc invités àparticiper à ces séances d’information demanière à devenir eux-mêmes experts dansle déroulement et le suivi des compétitionsde sport d’hiver. Ils constitueront un supportnon négligeable lors de l’Universiadeproprement dite”.

-Parlons un peu des sports de glace.Roger Roth: ” Il est clair que jusqu’à présentnous avons volontairement laissé un peu decôté les sports de glace. En effet, vousn’ignorez pas que les Chinois possèdent des

infrastructures de tout premier plan, à fairepâlir d’envie plus d’un patineur européen.Harbin est le centre national pour lepatinage de vitesse et pour le patinageartistique. Il n’empêche que nous devonsrester vigilants, notamment sur le choix deces infrastructures ainsi que sur le personneld’encadrement. N’oublions pas non plus quele curling n’est pas très développé en Chine,mais la World Curling Federation nous a déjàassurés de tout son soutien. Enfin, le hockeysur glace fera lui aussi l’objet d’une concer-tation avec l’IIHF (International Ice HockeyFederation) pour assurer également undéroulement optimal du tournoi”.

of Erzurum, Turkey and Shenzhen, Chinawill be organizing the winter and summereditions respectively. This is a fantasticsuccess for our federation. Many cities hadapplied as candidates, one more demonstra-tion of the interest aroused by our events,particularly the Universiade. The choice wasa very hard one, since the applicant citieshad so many quality infrastructures.It goes without saying that since then, our

contacts withthe localOrganizingCommittees havedeveloped, andvisits havebegun. LastApril, a Turkishdelegation cameto our generalheadquarters inBrussels, led bythe Governor ofErzurumprovince, Mr.Celalettin

Guvenc, the Mayor of Erzurum, Mr. AhmetKucukler, and the Regent of AtaturkUniversity, Dr. Yasar Sutbeyaz. Themembers of the delegation met the FISUSecretary General, Mr. Roch Campana andthe Director General, Mr. Eric Saintrond. Mr. Roger Roth, Chairman of theInternational Technical Commission forWinter Sports, Mr. Kemal Tamer, Member ofthe Supervisory Committee for Winter

Universiades and Mr. Milan Augustin,Sports Assistant for the Winter Universiadeswere also present. The purpose of this visit was of course toget to know each other better, and to getdown to work after the initial enthusiasmof the attribution. A precise timetable forinspection visits was set up, and recom-mendations were given by our technicianswith regard to the choice of optional sportsto be proposed for the Winter Universiadein 2011. We should recall that the FISUtechnical committees work hand-in-handwith the Organizing Committees and withthe International Sports Federations forthis choice, as well as for everythingpertaining to approval of ski slopes andinfrastructures and for the personnelsupervising the competitions.

The same type of cooperation holds for theOrganizing Committee for the SummerUniversiade in 2011. There is no doubt that

the city of Shenzhen, in China, hasfantastic potential for this 26thUniversiade. No fewer than 54 sports infras-tructures will be made available to ourathletes. 22 of these are alreadyoperational, 22 others will be brand new,and 10 more will be totally renovated forthe occasion! The main stadium seats60,000. It will be used for the openingceremony and for the athletics events inour 26th Universiade. Shenzhen has humanpotential to match its excellent infrastruc-tures. The city itself and the surroundingarea have the densest university networkin southern China with more than 60 uni-versities and three university campuses,totally some 800,000 students within onehour of Shenzhen! And they will havegrown to 1.3 million by 2010!

en janvier 2007. Les villes d’Erzurum,Turquie, et de Shenzhen, Chine organiserontdonc, respectivement, les éditions d’hiver etd’été. C’est un fantastique succès pour notrefédération. De nombreuses villes candidatesétaient en lice, preuve s’il en fallait encorede l’intérêt suscité par nos événements etplus particulièrement par les Universiades. Le choix fut très difficile tant les villescandidates offraient des infrastructures dequalité.

Il va sans dire que depuis cette attributionles contacts avec ces deux Comitésd’Organisation se sont multipliés, les visiteségalement. C’est ainsi qu’au mois d’avrildernier, une délégation turque a étéaccueillie dans notre quartier général deBruxelles. Emmenée par le Gouverneur de laProvince d’Erzurum, M. Celalettin Guvenc, leMaire d’Erzurum, M. Ahmet Kucukler ainsi

que le recteur de l’Université Ataturk, le Dr.Yasar Sutbeyaz, les membres de cettedélégation ont rencontré le SecrétaireGénéral de la FISU, M. Roch Campana et leDirecteur Général, M. Eric Saintrond. M. Roger Roth, Président de la CommissionTechnique Internationale pour les Sportsd’Hiver, M. Kemal Tamer, Membre de laCommission de Supervision des Universiadesd’Hiver et M. Milan Augustin, Assistant Sportpour l’Universiade d’Hiver étaient égalementprésents. Le but de cette visite était bien évidemmentde faire plus ample connaissance, mais aussi,passée l’euphorie de l’attribution, de semettre au travail. Un calendrier précisconcernant les visites d’inspection fut établiet des recommandations données par nostechniciens quant au choix des sportsoptionnels qui seront proposés pour cetteUniversiade d’Hiver de 2011. Il faut rappelerque les commissions techniques de la FISUtravaillent en étroite collaboration avec lesComités d’organisation ainsi qu’avec lesFédérations Internationales Sportives à cesujet, mais aussi pour tout ce qui concerneles homologations des pistes et infrastructu-res ainsi que pour l’encadrement lors descompétitions.

Le même type de coopération sera bien sûrmis en place avec le Comité d’Organisationde l’Universiade d’été de 2011. En effet, laville de Shenzhen, en Chine, possède unpotentiel fantastique pour la tenue de notre26e Universiade. Pas moins de 54 infrastruc-tures sportives seront proposées à nosathlètes. Si 22 d’entre-elles existent déjà, 22autres seront totalement nouvelles tandisque les 10 dernières seront tout à fait

rénovées pour l’occasion! Le stade principald’une contenance de 60 000 places serautilisé pour la cérémonie d’ouverture et pourles compétitions d’athlétisme. Outre sescapacités entermes d’in-frastructuressportives,c’est biend’unpotentielhumainextraordinai-re dontShenzhenpeut s’enor-gueillir. Eneffet, la ville et ses environs immédiatsforment le réseau d’universités le plus densede la Chine du Sud. Avec plus de 60universités et 3 cités universitaires, oncompte environ 800 000 étudiants à moinsd’une heure de route de Shenzhen! Cenombre devrait atteindre 1.3 million àl’horizon 2010!

For the third time since 2005, FISU hasbeen represented at the AIPS Congress, theGeneral Meeting of the International SportsPress Association. This Congress took placein Bregenz, Austria, and was organizedjointly by Austria, Liechtenstein andSwitzerland, which is a first. Delegatesfrom 99 countries were present out of 152AIPS members. So this was an excellentopportunity for FISU to promote itsactivities, particularly the 25th Universiadeto take place in Belgrade in 2009. LeonzEder, Chairman of our Press Committee andFISU assessor, was our delegate. He wasaccompanied by Tamara Kostro, Thedirector of public relations for the 2009Universiade.

The Federal Chancellor of Austria, AlfredGusenbauer, officially opened the ceremonyfor the Congress. His Royal Highness,Prince Faisal of Jordan presented his «Sports for peace » project. Mr. OttavioCinquanta, ISU Chairman and Mr.GianFranco Kasper, President of FIS, took thefloor to discuss certain subjects pertainingto their sports. In addition to giving themeeting an overview of FISU’s generalactivities, Leonz Eder had an opportunityto speak with the members and with manyrepresentatives of other organizations likeNorbert Wallauch, Chairman of theInternational Powerlifting Federation andBruce R. Wawrzyniak, CommunicationsManager for the International Softball

Federation. There is no doubt that the AIPSCongress is also a strategic place in termsof lobbying in favour of the multi-sportscharacter of our federation.

Pour la troisième fois depuis 2005, la FISU aété représentée lors du Congrès de l’AIPS,l’assemblée générale de l’AssociationInternationale de la Presse Sportive. Lecongrès se déroulait à Bregenz, en Autriche,mais il était organisé conjointement parl’Autriche, le Lichtenstein et la Suisse, c’estune première. 99 pays étaient représentéssur les 152 que compte l'AIPS. C’était doncune excellente occasion pour la FISU depromouvoir ses activités et, plus spéciale-ment la 25e Universiade qui se tiendra àBelgrade en 2009. Leonz Eder, Président denotre Commission de Presse et assesseur dela FISU était notre délégué, il étaitaccompagné de Tamara Kostro, Directrice desrelations publiques de l’UB 2009.C’est le Chancelier Fédéral d’Autriche, AlfredGusenbauer qui ouvrit officiellement leCongrès. Son Altesse Royale le Prince Faysalde Jordanie présenta son projet ”Sport pourla Paix”. M. Ottavio Cinquanta, Président del’ISU, et M. Gian Franco Kasper, Président dela FIS prirent la parole pour aborder certainssujets relatifs à leur sport. Outre l’aperçugénéral des activités de la FISU qu’il donna àl’assemblée, Leonz Eder eut l’occasion des’entretenir avec eux ainsi qu’avec denombreux autres représentants d’organisa-

Il faut savoir quele Congrès de l’AIPS est aussi un endroitstratégique en termes de lobbying en faveurdu caractère multi-sportif de notrefédération.
