To make matters worse, the change to th e s t a t e ' sre t i rement b en e f i t program adopted by th e l eg i s l a tu r e in 2004 has had anega t ive e f f e c t on the depar tments a b i l i t y to r ec r u i t ne w Troopers .Meanwhile, since Governor Pal in appointed Walt Monegan in 2007, she hasspent l e s s than one hour in face to face di scuss ions with him about thec r i t i c a l publ i c safe ty i s sues in Alaska. And her fy09 budget fo r pub l i csafe ty c l ea r l y shows th e r e su l t s of her lack of under s tanding about thechal lenges tha t DPS faces .According to the L eg i s l a t i v e Finance Agency, the Public Safe ty budget infy09 wa s cu t by .06% while the governor ' s own budget i nc reased 22 .6 \ .Th e problem fo r Pal in was t h a t Monegan was voca l about h is concernsabout th e growing problems in ru ra l Alaska due to a :cohol and drug abusean d recognized t h a t th e s t a t e needed t o inves t more in protect i .ng the

And the one charge tha t wa s v a l i d , Wootenimmediately admit ted to .In 2003, Wooten, h is wife and a f r i end were moose hunt ing . Upon s p o t t i n ga moose, Wooten i n s t r u c t ed h i s wife to shoot the moose s ince she had thepermit , she refused so Wooten did .A f t e r car t ing the moose back to town, Sarah ' s fa ther ac tua l ly butcheredit in h is garage , and Wooten shared the meat with both Sarah and ToddPal in as well as her paren ts . Two years l a t e r , dur ing the divorce b a t t l e ,the family f i led a compla in t al leg ing t h a t Wooten had taken tha t moosei l l e g a l l y .     Over the pas t 10 years (through 2006) Trooper wages have not kept upwith the ra te of i n f l a t ion to a tune of -15%. So th i s means tha t eveni f the Sta t e of Alaska gave each Trooper a 15\ [pay increase tomorrow wewould only be brought up to the l ev e l o f the cos t o f l i v i n g . In 2007the ra te of i n f l a t ion was 4.7% and it i s expected to be 5.1% in 2008.In ru ra l Alaska food pr ices a re up 23% and fue l /energy cos ts a re up 45%in the pas t 18 months. Th e Sta te i s of fer ing the Troopers 3% wagei nc reases each year and ignoring the huge ga p t h a t needs to be f i l l e df i r s t . 3% i nc rease th rough 2010 i s a t o t a l of 9%. No l e t s do somesimple math.

Th e ASD f i r s t year teacher makes an average of $5,100 p ermonth before taxes compared t o the Troopers $4100. th e average pay fo ra 1 s t year Anchorage Pol ice Off icer ( Per APD website) i s $73, 91 8 or $6,15 9 p er month. That i s what about a 10 year Trooper ea rns .

    With compet i t ion being f i e rce other po l ice agencies in Alaska a ref igh t ing fo r the same p o t en t i a l r ec ru i t s from the same appl i can t pool .When it comes to making a dec i s ion about which agency the new r e c r u i twants to work fo r , se t t i ng pay d i s p a r i t y as ide , do you t h ink they wil lchoose the depar tment t h a t o f f e r s f r ee educa t ion t u i t i on a t UAA, f reedry cleaning, twice as many vacat ion days p er year , 4% pay i nc reases fo rhaving an as s o c i a t e s o r 8% fo r a bachelord degree , f u l l - t ime i ncen t ivepay fo r being a Fie ld Tra in ing Officer/SERT member/Training Off icer ,high tech equipment i n t h e i r vehic les , $500,000 in ad d i t i o n a l wageearn ings over 20 year career and $500,000 ad d i t i o n a l re t i rement earn ings?Well the munic ipa l agencies in Alaska o f fe r a l l of those and ASTo f fe r s none of it.

    This comes a day a f t e r the Governor's Picnic in Wasilla Friday, wherethe governor's husband, Todd Palin, admitted to ta lking to Monegan aboutf ir ing Wooten.

    Todd Palin said they only met once to discuss Wooten. Monegan said therewere several meetings.

    As head of publ ic safety , Monegan said that he was involved in theplanning for the secur i ty de ta i l a t the Governor's Picnic. That 's whatMonegan thought he was to ta lk about in a meeting on July 11 .

    Bu t that was never discussed. Instead, Monegan was asked to s tep downand offered a dif ferent job, as director of the Alcoholic BeverageControl Board, which he turned down.
