Central government to open ownership rights of cantonment area

properties

As per the report, the properties in 62 military cantonments should be made open to

private players. It has drew lot of criticism from Indian Army and other forces.

The Central government has decided to open ownership rights of the properties in cantonment

areas for private persons across the country, contrary to the Ministry of Defence's wishes,

sources said on Tuesday.

Retired IAS officer Sumit Bose, who headed a committee to work on what should be the

mechanism - if at all - to transfer of rights of bungalows built on cantonment land, had

submitted a detailed report to the government approving ownership transfers of properties in

cantonment areas.

So far, according to prevalent rules, such ownership cannot be transferred.

The government has decided to go ahead with the Bose report. "Conveyance of grant properties

which was hitherto illiquid is now open but on case by case basis," a source said.

As per the report, the properties in 62 military cantonments should be made open to private

players. It has drew lot of criticism from Indian Army and other forces.

The committee, headed by Bose, had been discussing "significant changes" in decision-making

powers regarding control of defence land. The Army was upset last year as they had stated that

they were is not being represented or even consulted on crucial meetings.

Sources in Indian Army have maintained that key changes are being made in the Army

Cantonment Boards in order to benefit the scam-tainted Directorate General of Defence Estates

(DGDE), which manages defence land worth several lakh crore rupees.

Under the Congress-led United Progressive Alliance government in 2010, it was mooted to

disband after DGDE after several charges of corruption were levelled against it, including the

high-profile Adarsh Society scam.

Sources in Indian Army that DGDE were given overriding powers in the name of modernisation

and democratisation of the governance structure of Cantonment Boards.

The Indian Army is against making changes in the Cantonment Act, as it feels that making

changes will benefit the rich.

DGDE, however, had refuted such claims saying that the Corps of Engineers had contributed a

lot to the deliberations of the committee.

It had also stated that the committee is tasked among others to examine and recommend on

issues like building bye-laws in cantonments, review of existing floor space index, municipal

services being provided to residents of cantonments, modalities for transfer and mutation of

properties.

Homes worth Rs 1.54 lakh crore sold in top seven cities in 2019

ANAROCK data says that between January to September of 2019, nearly 2.02 lakh units

have been sold across the top seven cities; approx. 1.78 lakh units were sold a year ago.

Residential property sales across top seven cities rose by 16% in the first three quarter of 2019,

with

homes worth around Rs 1.54 lakh crore sold across top seven cities.

ANAROCK data says that between January to September of 2019, nearly 2.02 lakh units have

been sold across the top seven cities; approx. 1.78 lakh units were sold a year ago.

―Of the three quarters of 2019, Q3 saw the worst overall sales performance. A combination of

factors such as the ‗shraadh‘ period (considered inauspicious), the ban on subvention schemes

and a prolonged monsoon resulted in below par sales. As a result, there was a 17% yearly drop

in the value of sold homes across the top 7 cities – from INR 50,535 crore in Q3 2018 to INR

42,040 crore in Q3 2019,‖ said Anuj Puri, Chairman – ANAROCK Property Consultants.

MMR led the sales with 33% jump is housing sales value with homes worth Rs 62,970 crore

sold in 2019, followed by Bangalore with sales worth Rs 28,160 crore. Housing sales in NCR

was valued at Rs 24,860 crores in 2019 against Rs 21,600 crore in the three quarters of 2018 -

an annual increase of 15%. ―This is significant considering NCR has been one of the worst hit

residential markets in recent times,‖ said Puri.

During the First nine months of 2019, Hyderabad and Chennai saw homes worth Rs 9,400 crore

and Rs 5,580 crorerespectively in 2019. However, Hyderabad housing sales declined by 2%

while in Chennai it rose by 13%.

With various government interventions and proactive deal-sweetening by developers in place,

the stage is hopefully set for the last quarter of 2019 to witness increased housing sales.

Additionally, the recent financial booster by the central government is expected to overall

improve buyer sentiments and also help fix the supply side in the residential segment.

Drive in Goa to register construction workers

Till date registration of 10,000 workers has been accomplished through special drives held

in panchayats, municipalities and construction sites in the state.

A drive to register construction workers has been launched in Goa by the Goa Building and

Other Construction Workers Welfare Board (GBOCWWB). Till date, 10,000 workers have

been registered by the board.

The board has taken the initiative to organize registration drive through the office of labour and

employment throughout the state in a phased manner, to reach maximum number of

construction workers so that they can avail the benefits of the various government schemes.

Minister for labour and employment Jennifer Monserrate is the chairperson of GBOCWWB.

GBOCWWB was constituted in the year 2009 under the Building and Other construction

(Regulation of Employment and condition of service) Act 1996. Rules were framed on April 10,

2008 and were brought into effect on January 1, 2009.

Till date registration of 10,000 workers has been accomplished through special drives held in

panchayats, municipalities and construction sites in the state.

Skill development training is being held in different panchayats on safety and skill techniques

for workers.

There are 17 welfare schemes providing social welfare, health, education benefits, etc notified.

Quantum of benefits has been increased to attract the beneficiaries.

Uttar Pradesh builders to get rating from next year

The grading, will be done annually, based on a developer’s track record and background,

financial profile, construction quality, buyer feedback and legal status of the project,

according to UP-RERA chair-person Rajive Kumar.

Real estate builders and projects in Uttar Pradesh will receive a rating from next year, a move

seen helping potential investors and homebuyers make informed decisions.

A consultant appointed by the Real Estate Regulatory Authority (RERA) of Uttar Pradesh has

finalised a rating system which is linked to disclosures required under the RERA Act, Rules and

Regulations.

The grading, to be done annually, will be based on a developer‘s track record and background,

financial profile, construction quality, buyer feedback and legal status of the project, according

to UP-RERA chair-person Rajive Kumar.

―Exercise of rating the builder is on. If builder is able to complete project on time, he will be

considered as a good builder,‖ Kumar told ET, adding that the first such rating will be

announced in January next year.

Authorities plan ways to build PMAY houses in Noida

Under PMAY, Noida was given the target of constructing 20,000 flats, Greater Noida

10,000 flats and Yamuna Expressway Authority 5,000 flats.

The CEOs of Noida, Greater Noida and Yamuna Expressway authorities on Tuesday met

officials from the state housing department to discuss the changes needed to be incorporated for

the industrial townships to come under the ambit of Pradhan Mantri Awas Yojana (PMAY).

Under PMAY, Noida was given the target of constructing 20,000 flats, Greater Noida 10,000

flats and Yamuna Expressway Authority 5,000 flats. However, none of these have been

constructed yet as no land could be allotted under this scheme.

However, these houses have not been built as the bylaws do not allow the scheme to be

implemented. Additionally, officials said that the government rates are not feasible for builders

or contractors to be able to construct and sell any affordable units.

―Currently, the industrial townships are not part of the PMAY guidelines and some changes are

required for us to be included. Additionally, the current subsidy and costing structure pose a

problem as there are several development charges,‖ said Narendra Bhooshan, CEO, Greater

Noida Industrial Development Authority (GNIDA).

―As of now, Noida doesn‘t have enough residential land left to be given under the scheme. We

have proposed allotting land under mixed land use or other categories for this purpose,‖

said Ritu Maheshwari, CEO, Noida Authority.

Officials explained that the Rs 4.5 lakh subsidy given by the government to the builder or

contractor is not even able to cover the land cost in some cases. A suggestion by officials was

that builders be allowed to use some area — about 10% of total land — for commercial use so

that the cost can be recovered.

―In areas under industrial development authorities, the land is acquired by the authority and

allotted to the builder, after which the layout is approved and construction begins. This process

increases the cost of land and makes affordable housing difficult,‖ said Arunvir Singh, CEO,

Yamuna Expressway Industrial Development Authority (YEIDA).

Centre to grant ownership rights to over 1,790 unauthorised

colonies in Delhi

Making the announcement, Union minister Hardeep Singh Puri said the Centre will move

swiftly to execute the decision and bring a bill in the Winter Session of Parliament

beginning November 18 to this effect.

Ahead of the Delhi assembly polls, the Union Cabinet on Wednesday approved a proposal to

grant ownership rights to the people living in unauthorised colonies in the city, a move that will

benefit 40 to 50 lakh people.

Making the announcement, Union minister Hardeep Singh Puri said the Centre will move

swiftly to execute the decision and bring a bill in the Winter Session of Parliament beginning

November 18 to this effect.

He also slammed the Arvind Kejriwal-led Aam Aadmi Party government, accusing it of trying

to "delay" the decision to grant people from low-income groups ownership rights.

Puri said the city government had sought time till 2021 to give the inputs sought from it for

taking the decision and added that the Modi government decided to "take the initiative when it

became clear that the Delhi government will do nothing".

The decision is politically significant as it will benefit millions of poor migrants who hold key

to the assembly election results and had backed the AAP in large numbers in the 2015 assembly

polls.

The Delhi Assembly elections are due early next year.

As per the existing regulations of 2008, the process of regularisation was to be coordinated and

supervised by the Delhi government.

"Delineation of boundary of unauthorised colonies is the starting point of the process as per

regulations. However, the Delhi government could not delineate the boundaries of these

colonies even after 11 years of issuance of the regulations and has sought more time up to 2021

to complete this exercise," an official statement said.

The decision "is applicable to 1,797 identified unauthorised colonies" spread over 175 sq km

that are inhabited by people from lower income groups, he said.

While Union minister Prakash Javadekar, who also addressed the media briefing on Cabinet

decision, said the number of beneficiaries is 40 lakh, Puri said the figure nears the 50 lakh

figure.

It does not apply to 69 affluent colonies identified by the Delhi Development Authority (DDA)

including Sainik Farms, Mahendru Enclave and Anantram Dairy, Puri noted.

Welcoming the decision of the Union Cabinet, Chief Minister Arvind Kejriwal said the road

map for it was based on a proposal sent by the Delhi government in July and that the Centre

should start the process immediately.

"The Union Cabinet has prepared road map based on our proposal sent in July. We want the

central government to start the process immediately. There should be no further delay," he said.

According to the statement, the proposed bill is aimed at recognising general power of attorney

(GPA), will, agreement to sell, purchase and possession documents, which will be a one-time

relaxation for this purpose for the residents of these colonies.

The bill will also provide for registration charge and stamp duty on last transaction and also

address the issue of income tax liability on account of less than circle rate charges.

The minister said people living in these colones have neither invested in safe structures nor

could the government create any social infrastructure on account of these colonies having

developed without approved Layout Plan (LOP).

In the absence of basic amenities, the residents of these colonies are living in uninhabitable

conditions. Though the Master Plan Delhi-2021 allows for redevelopment of colonies with 50

per cent additional floor area ratio (FAR) as an incentive, no redevelopment has taken place so

far as the residents do not have ownership rights the statement said.

In July, the Delhi government had proposed a set of parameters to regularise the 1,797 colonies,

which include charging one per cent cost of circle rate of land for up to 200 square metre plot

from occupants besides a nominal penalty.

The rights will be conferred on payment of nominal charge based on carpet area/plot size. For

colonies on government land, the charge will be 0.5 per cent (for less than 100 sq m), 1 per cent

(for 100-250 sqm) and 2.5 per cent (for greater than 250 sqm), of the circle rate of highest

category of locality of the residential area surrounding the unauthorised colony.

For colonies on private land, the charge will be half of the charge on government land, the

minister explained.

Over 50 construction sites in Delhi fined for dust pollution

While both SDMC and PWD have been issued fines of Rs 50 lakh each for C&D waste

dumped along Dhaula Kuan on the ring road, NHAI has been fined for garbage and C&D

waste dumped along the highway in Dwarka.

As many as 51 construction sites and agencies have been fined in the capital since September

21 for improper dust control measures and poor management of construction and demolition

waste (C&D). Delhi Pollution Control Committee (DPCC) has also levied fines totalling Rs 2.7

crore on the violators.

The state pollution control board, which has formed eight special teams to monitor construction

sites and the dust pollution arising from them, said that hefty fines up to Rs 50 lakh had been

issued to agencies like National Highways Authority of India (NHAI), Public Works

Department (PWD) and South Delhi Municipal Corporation (SDMC). These agencies were

fined Rs 50 lakh each for garbage and C&D waste dumped along the highways and roads

falling under their jurisdictions.

While both SDMC and PWD have been issued fines of Rs 50 lakh each for C&D waste dumped

along Dhaula Kuan on the ring road, NHAI has been fined for garbage and C&D waste dumped

along the highway in Dwarka.

―Heaps of construction and demolition waste were found on a road along a stretch of 500-600

metre at Dhaula Kuan. Environmental Damage Compensation (EDC) of Rs 50 lakh each was

imposed on PWD and South MCD on September 27. On the same date, NHAI was fined Rs 50

lakh for garbage and C&D waste dumped along the highway in Dwarka,‖ said a DPCC official.

DPCC member secretary Arun Mishra told TOI that fines are issued on the spot, and the

quantum is calculated based on the gravity of the violation and its impact, as well as the size of

the area. ―While EDC is imposed on the spot by an inspection team, we are also issuing notices

to the construction sites to rectify the identified problems within seven days. If they don‘t take

the corrective measures, the site will be shut down during the team‘s second inspection,‖ said

Mishra.

The DPCC has been issuing fines ranging from Rs10,000 to Rs5 lakh for construction sites

violating dust norms across the capital. The violations, Mishra says, include openly dumped

construction material, no tarpaulin used to cover the construction site or material, no sprinkling

of wheel washing facilities, and no dust masks provided to the workers. ―Each construction site

needs to have a wind breaker which is observed first, before the overall inspection of the site is

carried out to determine if the measures to control dust pollution are adequate or not. This list is

submitted in the form of a notice to the construction site afterwards,‖ said Mishra.

Fines of Rs 5 lakh each have been issued for violations at several sites, including Atal Akshaya

Urja Bhawan at Lodhi Road, Gramin Vikas Bhawan at KG Marg, Deepak Memorial Hospital at

Vikas Marg, the WHO SEARO building at IP Estate, the proposed medical college of ESIC

hospital at Basai Darapur, and the construction site of a housing complex at Khyber Pass.

If the air quality enters the ―severe plus‖ category, a ban can be imposed on the construction

activities as per the Graded Response Action Plan (GRAP).

Over 1,600 families in Ranchi allotted flats under PMAY scheme

Chief Minister Raghubar Das, after inaugurating 180 flats in Ranchi, handed over the

documents to the beneficiaries.

A total of 1,609 families in the city on Tuesday received ownership papers of flats allotted to

them under 'Pradhan Mantri Awas Yozana' (PMAY), an official statement said.

Himachal Pradesh: Commercial building by laws likely to come up

in rural areas

Chief Minister Jai Ram Thakur said his government would also work towards

National Disaster Management Authority (NDMA) member Kamal Kishore said there is

immediate requirement to improve existing disaster response capacity system in the state as

there are only 80 firemen in three fire stations in Shimla.

Kishore highlighted the need to create the State Disaster Response Force in Himachal Pradesh

"for better response in disasters as National Disaster Response Force (NDRF) is not a

sustainable alternate in hilly areas".

"We do not refuse sending NDRF to states in disasters but there is need to strengthen local

capacity as NDRF men may take time to accustom themselves in hilly areas. Moreover, we are

overusing NDRF," he added.

The two-day workshop was formally inaugurated by the chief minister on Tuesday. Experts

from various organisations and representatives from Jammu and Kashmir, Ladakh, Uttarakhand

and Himachal Pradesh are taking part in the workshop.

Andhra Pradesh government permits sand mining in 10 patta lands

to overcome crisis

Addressing a press meet, he said, "Unlike the rainy season in the past ten years, this year

the state has witnessed abundant rainfall.By this, Krishna and Godavari are flooding form

the past 70 and 40 days respectively.

Minister Peddireddy Ramachandra Reddy on Tuesday said that the government has agreed with

82 Patta landowners and permission has been given for sand mining in 10 Patta lands to

overcome the sand crisis.

Addressing a press meet, he said, "Unlike the rainy season in the past ten years, this year the

state has witnessed abundant rainfall. By this, Krishna and Godavari are flooding form the past

70 and 40 days respectively. At this situation, the state is witnessing sand crisis. The

government is trying all the possible ways to overcome the crisis by supplying sand from Patta

lands."

He also outlined that permission has been given for sand mining from other land areas as well.

"So far, the agreement was made with 82 Patta landowners and permission has been given for

sand mining in 10 Patta lands,' said Minister.

He also mentioned that around 50,000 tonnes of sand has been also supplied to realty

companies and necessary steps are being taken so that there is no trouble for the building

construction workers.

"Already, we are making an agreement with landowners to pay Rs 100 per ton. Every year the

state requires about two crore tons of sand. It means there will be no problem of the sand in the

next five years,' he said.

After the announcement of the new sand policy in the state, initially, we provided 5,000 tonnes

of sand, but today it has been increased to 45,000 tonnes, he stated.

"Already, 5 lakh tonnes of sand have been supplied to 1295 bulk consumers", Reddy said.

Minister Reddy also said that the government will be encouraging the setting up of M-sand

units to provide an alternative to the sand.

Facebook devotes $1 billion to affordable housing in US

Facebook has previously teamed up with community groups and local officials on

affordable housing initiatives in the San Francisco Bay area and in the Silicon Valley city

of Menlo Park, where it has its headquarters.

Facebook on Tuesday said that it is devoting $1 billion during the coming decade in affordable

housing, most of it in its home state of California.

The leading social network has partnered with Governor Gavin Newsom and others on projects

intended to result in as many as 20,000 new housing units for teachers, nurses, first responders

and other "essential workers," according to Facebook chief financial officer David Wehner.

"Access to more affordable housing for all families is key to addressing economic inequality

and restoring social mobility in California and beyond," Newsom said in a statement.

"State government cannot solve housing affordability alone, we need others to join Facebook in

stepping up -- progress requires partnership with the private sector and philanthropy to change

the status quo and address the cost crisis our state is facing."

Facebook has previously teamed up with community groups and local officials on affordable

In San Francisco, a family of four with a household income of $100,000 per year is considered

low-income, according to Wehner.

"We've learned that the production of affordable housing across the income spectrum is a

problem throughout California and must be addressed through partnerships that bring

companies, communities, non-profit organizations and policy makers statewide together to find

creative solutions," Wehner said.

Facebook is devoting $250 million to a partnership with California for homes on excess state-

owned land where housing is scarce, and will provide $225 million worth of land it has already

bought in Menlo Park to be used for more than 1,500 units of mixed-income housing, according

to Wehner.

About a third of the money, some $350 million, will be allotted to affordable housing projects

across the US, Facebook said.
