HALLANDALE BEACH- Last Tuesday the CityCommission conductedinterviews with four CityAttorney finalists. Origi-nally six candidates wereinvited and scheduledbut at the last minute twowithdrew their applica-tions. Each interview wasscheduled for an hourand a half to provideample time for the candi-dates to give a brief intro-duction and theCommission to ask ques-tions. The Commissioninterviewed two law firmsand two individual attor-neys.After a daylong session,the City Commission de-bated at length whetherto move to outside coun-sel or remain within anin-house attorney. Duringthe course of the day weheard both pros andcons of each alternative.Staff, after being con-cerned with the change,did agree that outsidecounsel can work. Afterworking with Interim CityAttorney Dion who is partof a firm, I found that itcan work.

The majority of theCommission still was notcomfortable with makingthe move to outsidecounsel unless the cur-rent Assistant City Attor-ney and AOA wouldremain on-site. The CityCommission voted on a4-1 vote to enter intocontract negotiations withV. Lynn Whitfield, Esq. asour first choice. In thisyear's budget the citybudgeted for a $160,000base salary. The City At-torney would be eligible

for the same benefits asdirectors, including a$500 month car al-lowance. With everythingcombined including a capat $203,000, City Com-mission directed the CityManager to conduct thenegotiation giving flexibil-ity to what combination ofbenefits Mrs. Whitfieldand he could arrive at.

In the event that thenegotiations fail with At-torney Whitfield the Com-mission did agree oursecond choice would beoutside counsel with thefirm of Weiss, Serota,Helfman, Pastoria, Coleand Boniske. Our city isvery familiar with thisfirm. We have hiredthem for many cases in-cluding the Waste Man-agement Case, whichthey won on our behalf intrial. The City Managerwas directed to negotiatewith them based on theirproposal and the under-standing that we wouldwant the Assistant CityAttorney and AOA to re-main in the city office.

The city also took ac-tion last Monday to hire a

state lobbyist. The Cityissued an RFQ back in2008 and Corcoran & As-sociates and Ronald L.Book were awarded theRFQ on December 3,2008. The RFP was forthree years, but basedon an annual renewal bythe City Commission. Inthe following two years,the City Commission au-thorized the agreementwith Corcoran & Associ-ates be extended for anadditional year and forgaming issues, the CityManager was directed towork on an as neededbasis with Ron Book.Since the RFP was dueto expire and the legisla-tive session was startingearly this year, City Man-ager Antonio went out toRFP.

Corcoran and Johnsonworked exceptionally wellas our general lobbyist.They spoke with the CityManager and Staff andinformed them they werenot going to participate inthe RFP. Three firms didrespond; Ron Book, PA,Colodny, Fass, Talenfeld,Karlinsky & Abate, P.A.and William Peebles PA.All three firms have anexcellent track recordand are well known inTallahassee. Staff cameback recommendingColodny be awarded thecontract since they hadbeen ranked the highest.Staff related the senti-ment that all the firmswere ranked similarly.However Colodny was$5000 less.

Our main focus and pri-ority will be to ensure thatour pari-mutuels tracks

are provided parity. In theevent any gaming legisla-tion comes forward, wewill not support any billsthat do not give ourtracks a level playingfield. The city votedunanimously to hire RonBook as our state lobby-ist. He has always beenour preferred lobbyistwhen it comes to gamingissues. His firm officiallyworks with one otherpari-mutuel; Flagler DogTrack located in Miami-Dade. Committee weekshave already started andsession officially beginsin January due to redis-tricting.

Many individuals con-tinue to struggle with per-sonal finances duringthese difficult economictimes. As an AdvisoryBoard Member of the USConference of Mayors, Iwas approached to workon behalf the Conferencein South Florida to helpassist in facilitating thenational partnership forpersonal financial plan-ning.

This weekend, in part-nership with four nationalorganizations; CertifiedFinancial Planners Boardof Standards, FinancialPlanning Association,Foundation for FinancialPlanning and the USConference of Mayors,the South Florida Finan-cial Planning Day will beconducted. Three SouthFlorida locations havebeen selected; Miami,North Miami Beach andin Broward County atMacArthur High School,6501 Hollywood Boule-vard. Participants will re-

ceive free one-on-onepersonalized financialadvice with no strings at-tached. The consulta-tions will be provided byexperts from the Finan-cial Planning Associationand Certified FinancialPlanners.

There will also be work-shops on various topicsthroughout the day. Top-ics will include budgeting,credit and debt, invest-ing, retirement, home-ownership, estateplanning, insurance, em-ployee benefits, educa-tion savings and more.There will be absolutelyno solicitation whatso-ever. These organiza-tions are partnering togive back to the commu-nity and help individualssecure their financial fu-ture.

When neighborhoodsare improved, everybodybenefits.

The question is: with lim-ited resources and suchgreat need, how can weaccomplish dramatic andpositive change? Thatʼswhere the Great Neigh-borhoods Challengecomes in. The Challengeis an initiative of the Cityof Hollywood, working withthe Hollywood Council ofCivic Associations, to en-gage residents, businessowners and organizationsin making each and everyneighborhood throughoutthe City better—onehouse, one business, andone block at a time. Tomake the challenge evenmore exciting, cash prizeswill be awarded to the in-dividuals or organizationsmaking the most dramatic,visible, impactful improve-ments to the appearanceof both residential andnon-residential properties.Neighborhoods will alsohave the opportunity towork together to design “agreat place in a publicspace.” Is there a streetin your neighborhood that

These com-mittees are being createdto work in every area ofthe City—first to spreadthe word about the GreatNeighborhoods Chal-lenge, then to developplans for ways to improvethe public spaces in theirneighborhoods. The con-test will run from Decem-ber 1 to April 1, so even ifyou miss the first meetingyou can still get involved!

Dolphin icons like DanMarino, Griese and DonShula, who saw thisfranchise become thebest in all of sports -with a winning percent-age that other footballteams could only dreamabout. But things havehappened, and since1984, the Dolphins havenot been that elite team,and over the past 10years, they have beendisgraceful at times. All three are asked all

the time by so many,what has happened tothe franchise, and nonecan really speak out, not

wanting to hurt feelings.Let's face it, while

Ross is a businessmanand has made money atdoing what he does inthe world of finances, heis a fan. A fan whobought a team and feltthat he could hire like-minded people to runthis business. He alsolistened to the wrongpeople.

over on real footballfans.

Blaming Sparano isactually admitting youknow nothing about foot-ball. This man was setup to fail by having a anovermatched GeneralManager in Jeff Irelandoverseeing this mess, itadded up to the fact thatthis team drafts poorlyand brings in non-play-making athletes.To me, everything that

is great about franchisessuch as New England,New York Giants andJets, the Steelers andGreen Bay are the fansin those areas wouldnever, ever let things getthis bad.

Ross and the Dol-phins, as they saw theFlorida Gator/Tim Tebowthing blow up in theirface - with boos andsigns of disapproval, willsoon find out that youcannot throw the loyalfans to the side in thename of being diplo-matic. Not when it costsa family of four nearly$500 to attend onegame!

While he continues tolisten to the advice ofthose who are ruiningthe image of this fran-chise, Ross better un-derstand that if you goafter someone like BillCowher, you had betterclean your act up.Cowher comes from afranchise where theyhave done it the rightway for five decades.The good ole buddy erawill be over!

Will your flood insurance rate rise?

The Federal Emergency Management Agency(FEMA) has developed new flood maps for BrowardCounty with major revisions that could affect many Hal-landale Beach residents and businesses. These mapsare the result of the first comprehensive review of floodzones throughout Broward County in 15 years. The new maps were released in October 2011 and

will be presented to the Broward community in a seriesof public meetings on November 14 – 16, 2011. FEMAstaff members will be present to determine the currentand proposed flood zones of properties and to answerquestions of property owners, including how these newmaps could affect your flood insurance.You are invited to attend one of the following Commu-

nity/Public Meetings on three different days at threedifferent locations in Broward County (south, centraland north), as specified below:

South South Regional Library (7300 Pines Boulevard, Pem-broke Pines, FL 33024). Meeting Time: Monday, No-vember 14: Public Meeting 4:00 PM-7:45 PM.

The changes to the flood maps of the City of Hallan-dale Beach are significant. Fortunately, most home-owners will find that the new maps either do notchange their current flood zones at all or they improvetheir current zone. The proposed flood zone area, orSpecial Flood Hazard Area (SFHA), is actually smallerthan the current flood zone area. At the same time, theproposed area designated as less likely to flood (XZone) is actually larger. The homeowners who are re-classified out of the flood zone will see a reduction intheir flood insurance rates.If you are one of those whose property would change

by being reclassified into the flood zone (from X Zoneto SFHA), you will eventually see an increase in yourflood insurance rate. However, initially you will be eligi-ble for a Preferred Risk Policy, the lowest-cost flood in-surance policy, from one to two policy years followingthe effective date of a map change. With this change,property owners should have adequate time to under-stand and plan for the financial implications of newmaps and the mandatory purchase requirement. Lessthan 3% of the area in Hallandale Beach is proposedto change from X Zone to SFHA.

Hosts 8th Annual Ladies' Spa Day for cancer patients

On October 18th, The Mount Sinai Comprehensive Cancer Center hosted its 8th annual LadiesʼSpa Day. Approximately 60 women attended the event, all of whom are current cancer patients re-ceiving treatment at Mount Sinai or cancer survivors. The women enjoyed a day of pampering andrelaxation while also being provided with helpful information to manage their cancer.

Free services included manicures, massages, facials, hair styling and make-up application. Inaddition, attendees were invited to participate in free energy therapy, meditation and yoga ses-sions. Information on healthy eating and integrative medicine were also presented by Mike Cusnir,M.D., oncologist at Mount Sinai. In honor of Breast Cancer Awareness Month, bedazzled braswere hung around the room and later modeled in a special fashion show presented by Nordstrom.

Among the survivors at this event was Dulce Hill, who was diagnosed with liver cancer a yearago and was originally told she had just two months to live. “These types of treatments are whatmake you want to keep on going because I feel very good inside and very full of life. So, I want tolook on the outside the way I feel on the inside and show that world that Iʼm still here and Iʼmalive,” said Hill.

A special appearance and motivational speeches by Miss Florida 2011, Lissette Garcia, and Mrs. Florida 2009, Teresa Sheffield, empoweredmany of the women to realize that confidence and beauty, truly come from within.

PUMPKIN CORNBREAD

1/3 cup corn oil1 cup unbleached flour1 cup cornmeal (tryblue cornmeal!)1 1/4 tsp. baking soda1/2 tsp. salt1 cup pumpkin puree

1/2 cup soy buttermilk(add 2 tsp vinegar to1/2 C soy milk and letcurdle)1/2 cup applesauce2 Tbsp. sweetener(sugar, fructose, etc.)

Brush the inside of a 9″or 10″ cast-iron skilletwith 1 tablespoon of theoil. Place in the oven,then set the oven tem-perature to 425 F. If youdonʼt have a skillet, use acake pan, but just greaseit for now and donʼt put itin the oven.In a large bowl, sift to-gether the flour, corn-meal, baking soda, andsalt. In a separate bowl,combine the pumpkin,buttermilk, remaining oil,applesauce, and sweet-ener. Then stir the dry in-gredients into the wetuntil just combined.Remove the skillet fromthe oven, pour in the bat-ter, return to the oven,and bake 30 to 40 min-utes, until the center isfirm.

PUMPKIN COOKIES1 cup unbleachedsugar (or 2/3 cup fruc-tose)1 cup pumpkin puree1/2 cup non-hydro-genated shortening

(Spectrum brand isgreat)2 cups unbleachedflour (1/2 whole wheat+ 1/2 spelt is a yummycombo)1 tsp. baking powder1 tsp. baking soda1 tsp. cinnamon1/2 tsp. nutmeg1/4 tsp. salt1 Tbsp. orange peel

Heat oven to 375. Mixsugar, pumpkin, andshortening. Stir in therest of the ingredients.(Chocolate or carobchips are a great additionto stir in now, if you de-sire.) Drop by large table-spoonfuls ontoungreased cookie sheet,and bake until “lightbrown”, about 8-10 min-utes. Take cookies imme-diately off cookie sheet,and if desired, frost afterthey are fully cooled.Makes about 2 dozensmallish cookies. Also,when I double this recipeI use 1/2 cup Spectrumshortening and 1/2 cupEarth Balance margarine.

1/2 cup packed lightbrown sugar1/3 cup HERSHEY'SCocoa

1/4 teaspoon salt1 cup light corn syrup3 eggs3 tablespoons butter ormargarine, melted1-1/2 teaspoons vanillaextract1/2 cup coarselychopped pecans1/2 cup coarselychopped walnuts1/4 cup slivered al-monds1 unbaked 9-inch piecrustWhipped topping(op-tional)

1. Heat oven to 350°F.Stir together brownsugar, cocoa and salt.Add corn syrup, eggs,butter and vanilla; stiruntil well blended. Stir inpecans, walnuts and al-monds. Pour into un-baked pie crust. Toprevent overbrowning ofcrust, cover edge of piewith foil. 2. Bake 30 minutes. Re-

move foil. Bake addi-tional 25 to 30 minutes oruntil puffed across top.Remove from oven towire rack. Cool com-pletely. 3. Garnish with whipped

topping and additionalnuts, if desired. Cover;store leftover pie in refrig-erator. 8 servings.
