conjunction with a back-up automatic circuit recloser or areclosing circuit breaker. It is specically designed or theprotection o single-phase lateral lines. When installed atthe beginning o a lateral, it virtually eliminates nui-sance outages. Its unctional concept and design greatlyimprove system coordination.
Traditionally, the individual laterals are protected byexpulsion-type used cutouts. These cutouts are intendedto operate only during a permanent ault on the lateralby careully coordinating the use links with the time-current characteristics o the upstream automatic circuitrecloser or reclosing circuit breaker. Unortunately,coordination between use links and upstream automaticcircuit reclosers is unachievable above a ew thousandamperes. Coordination, i achieved on paper, can easilychange as the ault current increases due to larger capac-ity acilities, addition o larger substations or reconduc-toring. Errors in re-using is another way that systemcoordination can be lost.
A sectionalizer is a protective device which has no time-
current characteristics. With no use curve to intersectrecloser time-current characteristics, the coordinationrange is extended to the maximum interrupting rating othe upstream protective device (Figure 1).
This practical unction makes the sectionalizer an idealdevice or application on single-phase laterals whereavailable ault currents make coordination unachievablewith uses. Electronic resettable sectionalizers providethe utility with an economical and easily retrottablemethod o enchancing protection o the distribution sys-tem. An electronic resettable sectionalizer installed at thestart o a lateral, in place o a use, can greatly enhancesystem coordination service continuity and reliability atreduced costs.
Hot stick operation includes easy placement o the mod-ules in Chance Electronic Resettable Sectionalizers, justas useholders may be placed in Chance Type C cutouts.
Chance Electronic Resettable Sectionalizer module isinterchangeable in the mounting assemblies o ChanceType C and S&C Type XS cutouts.
Electronic Resettable Sectionalizer (CRS)
Description
The Chance Electronic Resettable Sectionalizer (CRS)comprises two major components: A standard cutoutmounting and an electronic module. The design andconstruction o the CRS are such as to enhance reliabilityand coordination o the distribution system. The electron-ic sectionalizer module ts into the standard mounting oa Chance Type C and S&C Type XS cutout. This inter-changeability reduces the cost o retrot installation.
Polymer InsulatorsInsulators or Polymer Sectionalizers are the same asor Type C-Polymer Cutouts: ESPsilicone alloy rubber,the same material used in Ohio Brass PDV arresters and
Hi*Lite insulators. ESP is a polymer compound madeby alloying silicone and EPDM rubber. This alloy oersthe desirable toughness and resistance to tracking oour original EPR, with the hydrophobic characteristicsderived rom low molecular weight silicone oils.

Upgrades to Perormance
The increased metal-to-metal leakage distance oTypeC-Polymer Cutouts compares to their porcelain coun-terparts at 12.6" (319 mm) vs 8.7" (220 mm) or 15kVand 17.1" (434 mm) vs 12.6" (319 mm) or 27kV.
Signicantly lighter, Type C-Polymer Cutout insulatorstypically weigh only approximately hal their porcelaincounterparts. This ergonomic advantage makes themsimple to install and, o course, ar less ragile thanporcelain. That means reduced or eliminated lossesrom routine shipping, storage and handling.
The electronic module consists o a copper tube withbronze castings at each end. In the closed position, the
end castings engage the stationary contacts o the cutoutmounting. The current fows through the silver-platedhigh conductivity contacts and copper tube. The tube alsoorms the bar primary or two encapsulated torodial cur-rent transormers mounted axially on the tube. A highlyeective Faraday cage surrounds the logic circuit. Thetube houses a spring loaded tripping mechanism.
Application
The Chance CRS is a device which has built-in intelli-gence to discriminate between temporary (transient) andpermanent aults on distribution systems. It operates in

Operation
The power required or the logic circuit o the ChanceElectronic Resettable Sectionalizer is obtained rom thebuilt-in current transormer. When a ault occurs, whichexceeds the minimum actuating current o the section-alizer, the logic circuit will power-up. The upstreamrecloser opens the circuit causing the line current to allbelow the dead line threshold. The logic circuit recog-nizes this as a count and stores this occurrence in itsmemory or two minutes. In doing so, the CRS merelycounts the backup reclose operations.
Ater a predetermined number o such operations, theCRS isolates the circuit while the back-up recloser is inthe open position. The recloser is then allowed to close,

The earlier versions o Chance Electronics Sectionalizer(Type CES) required replacement o the actuators atereach operation o the sectionalizer. Users generally car-ried an inventory o and equipped each line truck withthe actuators. The Chance Resettable Sectionalizer (TypeCRS) uses the spring loaded mechanism to actuate thedrop out action o the sectionalizer. The mechanism canthen be reset with the help o an adjustable wrench. this
eliminates need to inventory o the actuator and the linecrews can have one less item on their trucks.

CRS Selection and
Application Guidelines
A properly rated sectionalizer must be selected or eachinstallation with consideration to system voltage, continu-ous current, actuating current, the number o counts oroperation, and the upstream and downstream protective
devices.
System Voltage:The sectionalizer must have a voltage rating equal to orgreater than the system voltage.
Continuous Current:
The sectionalizer must have a continuous current ratingequal to or greater than the anticipated system load cur-rent plus overload.
Where hydraulic reclosers are used, the continuous cur-rent rating o the sectionalizer is typically equal to thecontinuous current rating o the upstream automaticcircuit recloser.
Minimum Actuating Current:
The minimum actuating current o sectionalizers shouldbe 80% o the phase minimum trip o the source sidesingle phase automatic circuit recloser. Where threephase reclosers or circuit breakers are used, a user maywant to co-ordinate sectionalize actuating current withthe ground trip rating.
Where hydraulic reclosers are used, this is easily accom-plished by matching the sectionalizer and the recloserscontinuous current ratings. The sectionalizers minimumactuating current is 160% o its continuous current rat-ing and the hydraulic reclosers phase pick-up is 200% oits continuous current rating (160/200=.80). (Table A).
Number o Counts:
The sectionalizer should be set to operate in at least oneless count than the backup recloser. Example: a 4-shotrecloser would require a maximum o a 3-count sectional-izer downstream (Figure 2, line A).

tionalizer may be used to reduce the number o recloseroperations (Figure 2, line B).
Where sectionalizers are used in series, the downstreamsectionalizer should have one less count than the up-stream sectionalizer (Figure 3).
Upstream & Downstream Devices:The reclose time (dead time between shots) o the re-closer must be shorter than the sectionalizer reset time.The sectionalizer reset time is the time that the memoryis unctional and retains prior counts. The CRS resettime is two minutes or a current pulse equal to 1.3 timesthe actuating current (reclosers minimum trip point).
Single-phase sectionalizers should be used with single-phase reclosers to avoid single-phasing o three-phasecircuits. However, some utilities may permit single-phas-ing. In such cases, a single-phase sectionalizer may beused with a three-phase recloser.
I a use is downstream rom a sectionalizer, the usemust be coordinated with the recloser so the use will
operate in at least one less count than the sectionalizer.The sec tionalizer can be used between two reclosers aslong as there is at least 300mA o load current betweenthe sectionalizer and the downstream recloser.
Immunity to lightning surge current:
Over-voltage protection is the users responsibility basedon the users over-voltage protection practices. ChanceResettable Electronic Sectionalizers were tested towithstand 65kA lightning surge current as prescribed in
ANSI/IEEE C37.63 and IEEE C6211 standards or surgearresters, making it immune to lightning surges up to65kA.

Ratings/Specifcations
The 15kV Loadbreak CRS has a maximum design voltagerating o 15kV. There are no voltage restrictions on appli-caton to grounded wye, ungrounded wye, or delta systemshaving maximum operating voltages (line to line) equal toor less than 15kV.
The 15/27 Loadbreak CRS is to be used on systems whichhave phase-to-ground voltages no greater than 15 kV andwhich have phase-to-phase voltages no greater than 27 kV.
Sectionalizer modules, useholders and mounting assem-blies rom other manuacturers loadbreak cutouts are notinterchangeable with Chance Loadbreak cutouts. Like-wise, Chance loadbreak sectionalizer modules, loadbreak
useholders and loadbreak mountings are not interchange-able with other manuacturers loadbreak cutouts.
Operation
The self-contained loadbreak device enables alineworker to interrupt load current by means of asimple hookstick operation. To break the current,the worker inserts a hookstick into the operatingring and rapidly opens the device. Upon opening,a spring-loaded stainless steel blade mechanismsnaps out through a gray arc chute and elongates,cools and extinguishes the confned arc. The load-breaking operation is independent of the operatingspeed of the worker. No special or portable tools arerequired to operate the unit. In its open position,
the sectionalizer module hangs in an approximatevertical position for a visible break.
