General Technical Requirement of FOTE (Fibre Optic Terminal
Equipment)
The Fibre Optic Terminal Equipment (FOTE) shall have following
features.
1. Substation Automation System (SAS) interface
The Substation Automation System (SAS) will be as per the
technical specification given separately. The offered FOTE shall
include all the interface (hardware & software) required to
connect & to integrate it with the SAS system.
2. Speech communication
6 Wire E&M, VF Interface for Speech communication - 4 W for
speech & 2 for M & E wire.
Voice Interface (VF interface) This module shall provide
connections for voice channels with a bandwidth
of 300 Hz - 3.4 kHz with analogue 4 wire for Speech (2 wires for
TX & 2 wires for RX) and 2 wires for signaling channels (M
=> E, M => E) per voice channel.
Each voice channel shall be configurable to operate with or
without CAS (Channel Associated Signal, i.e. 16th bit of 2 Mbps
Frame).
The Input & Output levels shall be software adjustable
within the following range:
Input: +7.5 to -16dBr Output: +7.0 to -16dBr
Modules of VF interface where each voice channel can be
individually configured with 1+1 path protection shall also be
available.
3. Tele-protection
A. Tele-protection commands
Independent Tele-protection commands i.e. each command
transmission / reception shall be independent and in case of
simultaneous operation of commands, all shall be transmitted /
received.
B. Tele-protection command interface:
The Tele-protection and communication system has to ensure the
easy and secure function of the Tele-protection. Therefore
following features shall be provided:
At least an 8 bit command addressing for Tele-protection signal
shall be provided to prevent tripping if the signal is
inadvertently re-routed through the telecommunication network.

5. The offered systems of FOTE must support expandability
further for same number of E&M interface & Tele-protection
commands interface.
6. The offered FOTE shall be compatible to have connectivity in
transit with conventional PLCC terminals installed at line opposite
end Sub- station.
7. The bidder shall have to ensure about the data connectivity
onwards the opposite end Sub- station which is to be made available
at ALDC Jetpur or / and SLDC, Gotri through Conventional PLCC.
8. It shall be highly reliable and provide secure communications
for real time signals such as voice, Tele-protection, data
including IP/Ethernet and status, control signals & other
information from SCADA system.
9. The bidder shall have to submit the technical details of
module of each above application along with the technical bid.
