Executive Summary

S&ME performed an asbestos assessment of the structure located at 110 Walcott Street in Greenville, South

Carolina. The assessment was conducted by S&ME on November 30, 2018. This Executive Summary is intended

as an overview for the convenience of the reader. The complete report must be reviewed in its entirety prior to

making decisions regarding this site.

The subject structure is an approximately 1,100 square foot (SF) single-story residence built over a crawl space.

We understand the structure is scheduled for demolition. The interior is finished with drywall ceilings, drywall and

wood panel walls, wood floors, floor tile, and vinyl Peel and Stick floor tile. Exterior materials consist of vinyl siding,

wood framed windows, and asphaltic roof shingles.

The asbestos assessment included bulk sampling and laboratory analysis of suspect ACMs associated with the

interior and exterior of the structures. A total of 20 samples were collected including drywall with associated joint

compound, vinyl floor tile, window glazing compound material, and asphaltic roof shingle with associated roof felt

paper.

The Environmental Protection Agency (EPA) and South Carolina Department of Health and Environmental Control

(SCDHEC) define materials as asbestos-containing (ACMs) if an asbestos content of one percent or greater (> 1%)

is detected in a representative sample.

The following ACM was identified:

• Joint compound associated with drywall material on walls and ceilings – approximately 2,000 SF,

• Cream with green streaks 9-inch floor tile (bottom layer) located in the kitchen – approximately 200

square feet.

S&ME recommends the proper removal and disposal of these materials by a South Carolina licensed abatement

contractor prior to building demolition in accordance with the SCDHEC regulation 61-86.1.

It should also be noted that the following materials contains less than 1% asbestos:

• Mastic associated with white Peel and Stick Floor Tile, located in the Kitchen as a middle layer –

approximately 200 SF,

• Mastic associated with cream with green streaks 9-inch floor tile located in the Kitchen as a bottom layer –

approximately 200 SF.

Although this material is not considered an ACM by SCDHEC and EPA, OSHA regulations apply to workers who

may potentially come in contact with or disturb these materials. Therefore, S&ME recommends this material be

treated as ACM and also be removed by a SCDHEC licensed abatement contractor prior to demolition.

1.0 Introduction

S&ME was contracted by Greenville County to perform an asbestos assessment of the structure located at 110

Walcott Street in Greenville, South Carolina. S&ME performed the asbestos assessment on November 30, 2018.

This assessment consisted of observing for, sampling, and analyzing suspect ACM that may be disturbed during

future demolition.

The scope of this assessment fulfills the requirements of the United States Environmental Protection Agency

(USEPA) National Emissions Standards for Hazardous Air Pollutants (NESHAPS) asbestos regulation, 40 CFR, Part

61, Subpart M, and SCDHEC Regulation 61-86.1, which requires an asbestos assessment of buildings scheduled for

renovation or demolition.

2.0 Site and Project Descriptions

2.1 Purpose

The assessment was performed to identify ACMs, prior to disturbing building materials during demolition

activities. The assessment included the interior and exterior of the building including roofing materials of the

residential structure located on the property. No additional structures were observed on the property. An

assessment strategy appropriate for this purpose was presented in our proposal and this report should be

interpreted only with regard to the specific purpose indicated.

2.2 Site Description

The subject structure is an approximately 1,100 SF single-story residence built over a crawl space foundation. We

understand the structure is scheduled for demolition. The interior is finished with drywall ceilings, drywall and

wood panel walls, wood floors, floor tile, and vinyl stick on flooring. Exterior finishes include vinyl siding, wood

framed windows, and asphaltic roof shingles with associated felt paper. Rock wool insulation is present in the attic.

Fiberglass insulation is present on the HVAC duct work. Silicon caulk was observed on the chimney.

Non-suspect materials observed and not sampled in the building include: glass, cement, fiberglass insulation, rock

wool insulation, silicone, and concrete.

The general layout of the structure is depicted in Figure 1 in Appendix I. Photographs of the suspect samples are

also included in Appendix I. Table 1, Asbestos Results Summary, is found in Appendix II, and presents a summary

of the suspect materials, material friability, condition, potential for disturbance, quantity, and asbestos analysis of

the samples collected. The laboratory results are located in Appendix II.

3.0 Asbestos Assessment

3.1 Sampling and Analysis

The assessment was performed by observing and sampling suspect ACMs associated with the accessible areas of

the subject building. The possibility exists that suspect materials were undetected in inaccessible areas such as

wall voids. If additional suspect ACMs not identified in this report are discovered during destructive activities, bulk

samples must be collected by a SCDHEC licensed inspector and analyzed for asbestos content prior to disturbance

or disposal of the suspect materials.

A sampling strategy was developed to provide representative samples in accordance with the SCDHEC and the

EPA. Bulk samples of suspect ACMs were collected by an SCDHEC licensed inspector. The bulk PLM and TEM

samples were submitted through chain-of-custody procedures to Eurofins CEI asbestos laboratory in Cary, North

Carolina for analysis of asbestos type and content. The laboratories are accredited by the National Voluntary

Laboratory Accreditation Program (NVLAP), which is administered by the National Institute of Standards and

Technology.

Polarized Light Microscopy (PLM)

The suspect materials were analyzed by trained microscopists using PLM techniques coupled with dispersion

staining in accordance with EPA Test Method Title 40 Code of Federal Regulations, Chapter I (1-1-87 edition), Part

763, Subpart F-APPENDIX A. This method identifies asbestos mineral fibers based on six optical characteristics:

morphology, birefringence, refractive index, extinction angle, sign of elongation and dispersion staining colors.

The laboratory analysis reports the specific type of asbestos identified (there are six asbestos minerals) and the

percentage of asbestos present.

Transmission Electron Microscopy (TEM)

Suspect non-friable organically bound materials, exhibiting negative results via PLM analysis, were analyzed by

trained microscopists by TEM using EPA 600 Method in accordance with ASTM E2356. Typical examples of this

material include, but are not limited to floor tile, mastic adhesives, sheet flooring (linoleum), roofing materials,

glazing, caulking, duct mastic and cove base mastic.

3.2 Assessment

The sampled materials were assessed based on condition (good, fair or poor) and potential for disturbance due to

the scheduled renovation/demolition. The sampled materials were also categorized based on the EPA’s National

Emission Standards for Hazardous Air Pollutants (NESHAP) regulation categories. Friable ACM is classified as an

ACM that can be crumbled to a powder by moderate hand pressure. Non-friable ACM is classified as either

Category I Non-friable ACM or Category II Non-friable ACM. Category I and Category II Non-friable ACM are

distinguished from each other by their fiber release potential when damaged. Generally, Category I Non-friable

ACM, which by definition includes intact ACM roofing materials, gaskets, packing, resilient floor coverings and

floor mastics, is less likely to become friable and release fibers in a damaged state. Category II Non-friable ACM

include all other non-friable ACM excluding Category I that have a high probability of being rendered friable

during removal activities or demolition. All Friable ACM, Category I Non-friable ACM that has become friable,

Category I Non-friable ACM that will be or has been subjected to sanding, grinding, cutting or abrading, or

Category II Non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or

reduced to powder by the forces expected to act on the material in the course of demolition or renovation

operations are considered to be a Regulated Asbestos-Containing Material (RACM).

3.3 Findings and Results

The EPA and SCDHEC define materials as asbestos containing when an asbestos content >1% is detected in a

representative sample.

The following ACM was identified:

• Joint compound associated with drywall material on walls and ceilings – approximately 2,000 SF,

• Cream with green streaks 9-inch floor tile (bottom layer) located in the kitchen – approximately 200

square feet.

In accordance with SCDHEC Regulation 61-86.1, TEM analysis was performed on one sample of each of the non-

friable, organically-bound (NOB) materials that displayed a result of no asbestos detected or less than 1%

asbestos via PLM analysis. NOBs consist of materials such as vinyl floor tiles, vinyl baseboards and mastics. Please

refer to Table 1 in Appendix II for more detail regarding which samples of NOB materials were submitted for TEM

analysis.

It should also be noted that the following materials contains less than 1% asbestos:

• Mastic associated with white Peel and Stick Floor Tile, located in the Kitchen as a middle layer –

approximately 200 SF,

• Mastic associated with cream with green streaks 9-inch floor tile located in the Kitchen as a bottom layer –

approximately 200 SF.

Although this material is not considered an ACM by SCDHEC and EPA, OSHA regulations apply to workers who

may potentially come in contact with or disturb these materials. Therefore, S&ME recommends this material be

treated as ACM and also be removed by a SCDHEC licensed abatement contractor prior to demolition.

4.0 Assumptions and Limitations

This report is provided for the sole use of the Client. Use of this report by any other parties will be at such party’s

sole risk, and S&ME disclaims liability for any such use or reliance by third parties. The results presented in this

report are indicative of conditions only during the time of the sampling period and of the specific areas

referenced. Under no circumstances is this report to be used as a bidding document, or as a project design or

specification.

S&ME performed the services in accordance with generally accepted practices of reputable environmental

consultants undertaking similar studies at the same time and in the same geographical area. S&ME has

endeavored to meet this standard of care. No other warranty, expressed or implied, is intended or made with

respect to this report or S&ME’s services. Users of this report should consider the scope and limitations related to

these services when developing opinions as to risks associated with the site.

The possibility exists that suspect materials were undetected in inaccessible or concealed areas such as under

carpeting or multiple flooring layers, and inside pipe chases or wall voids. If additional suspect materials are

discovered during the planned destructive activities, bulk samples must be collected by an asbestos inspector and

analyzed for asbestos content.

5.0 Conclusions and Recommendations

ACMs were identified in the structure scheduled for demolition. Due to the planned demolition activities, S&ME

recommends proper removal and disposal of the ACMs by a licensed asbestos abatement contractor prior to

activities that may disturb it. State and Federal regulations should be carefully considered in order to verify

compliance before any actions are initiated that may disturb an ACM. If additional suspect ACMs not included in

this report are discovered and will be disturbed by the renovation/demolition activities, bulk samples must be

collected by a licensed asbestos inspector and analyzed for asbestos content, prior to disturbance of the suspect

material(s).

The asbestos-containing joint compound associated with drywall material is classified as friable and considered to

be regulated asbestos containing materials (RACMs). The asbestos-containing floor tile is considered to be a

Category I non-friable material. The Category I material has the potential for disturbance during the scheduled

demolition. If additional suspect ACMs not identified in this report are discovered during the planned destructive

activities, those destructive activities must cease and bulk samples must be collected by a SCDHEC licensed

inspector and analyzed for asbestos content prior to disturbance or disposal of the suspect materials.

In accordance with SCDHEC Regulation 61-86.1, project air monitoring must be performed by a SCDHEC licensed

air sampler in conjunction with the removal of regulated asbestos materials (e.g. friable materials or non-friable

materials rendered friable) that exceed the classification of a Small Project or are not regulated exterior removals.

Asbestos air monitoring is also required prior to, during, and following the completion of RACM removal.

SCDHEC also requires a written project design when 3,000 square feet (or greater) of regulated ACMs are removed

from a structure. Since the amount of RACM in the structure is less than 3,000 SF, a project design is not required

for this project.

A copy of this report must be submitted to SCDHEC at least ten (10) working days prior to beginning abatement

activity in advance of the planned demolition. Federal, State and local regulations should be referred to in order

to verify compliance before any actions are initiated on an ACM.

Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory onDecember 3, 2018. The samples were analyzed for asbestos using polarizing light microscopy(PLM) per the EPA 600 Method.

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such asvinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends thatall NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by TransmissionElectron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos isnot covered under NVLAP accreditation. Estimated measurement of uncertainty is available onrequest.
