2016 SENATE VOTE DESCRIPTIONS

1. Weakening Public Health, Worker Safety

and Consumer Protections

AFSCME Position: No

An amendment to an unrelated bill would require each federal agency to repeal or amend a regulation before issuing a new regulation. The amendment would make it harder for agencies to issue new rules or improve existing ones to safeguard the public’s health, improve job safety, reduce financial fraud, protect the environment or even keep our food supply safe. The amendment was rejected by the Senate on February 2 by a vote of 49-46. Roll Call vote 13.

2. Failure to Adequately Address the Zika Crisis

AFSCME Position: Yes

An amendment to a spending bill (H.R. 2577) would provide adequate resources to combat the spread of the Zika virus, including money to develop a vaccine and funds to state health departments for mosquito control and other activities. The amendment required 60 votes for approval. The amendment was rejected by the Senate on May 17 by a vote of 50-47. Roll Call vote 73.

3. Blocking Rules to Protect Retirement Savings

AFSCME Position: No

This legislation (H.J. Res. 88) would block a regulation issued by the Dept. of Labor designed to prevent workers and retirees from being cheated out of their retirement savings by unscrupulous investment advisors. Under the rule, advisors would be required to make recommendations that serve the financial well-being of the customer rather than make recommendations that are designed to increase fees for the advisor. The measure passed the Senate on May 24 by a vote of 56-41. Roll Call vote 84.

4. Funding for Public Services

AFSCME Position: Yes

An amendment to the National Defense Authorization Act (S. 2943) would create parity between defense and nondefense spending levels, to ensure that defense spending was not raised at the expense of other public services such as education, transportation, law enforcement, social services, public health and more. The amendment required 60 votes for approval. The amendment was rejected by the Senate on June 9 by a vote of 43-55. Roll Call vote 95.

5. Penalizing Communities that Prioritize

Community Policing

AFSCME Position: No

Undocumented immigrants who witness a crime and report it, may be at risk of deportation. In order to encourage crime reports, many local law enforcement agencies do not enforce federal immigration laws unless they believe an undocumented immigrant has committed a crime. This legislation (S. 3100) would withhold some federal funding from local governments that do not more aggressively enforce immigration laws. The bill required 60 votes for approval. The bill was rejected by the Senate on July 6 by a vote of 53-44. Roll Call vote 119.
