Napili Beach Napili Beach, like all the West Maui beaches is disappearing due to sea level rise. Maui's economy is largely driven by 'tourists who come for our beaches and the associated recreational opportunities. Its time for Maui County to put funding mechanisms in place for preserving the beaches and reefs as part of building resilient coastal resources for a resilient economy. I'd like to suggest some ideas : a modest airport "malama aina" (?) fee - $1 or $2/person dedicated to maintaining beaches and reef health; a modest uptick on prop taxes for those living in beach communities (sliding scale based on home value...maybe an extra 0.5%?). Who decides who can use the monies? I'd suggest an existing committee or two (Economic Dev as well as Environmental Manage ent an a e ann al al itte nitie

What else needs to change? Given the number of new hotel rooms in Kaanapali , the Lahaina bypass (awesome!) needs to expand north of Kaanapali .. a l t a ana a ea

Beach parking and public restrooms at beaches should also be put in place to preserve the environment, make beach access safe, and, frankly, provide a convenient place for folks to pee, rather than in our bay.

Lahaina More AFFORDABLE housing for the local people ! A house that one local family doesn’t have to work 2 full time job for each parent to be able to provide for a family of 6 .

There is too much developments that’s the local community cannot afford bringing in out of state owners who do not pitch in for our community .. stop driving the local people away with the cost of living help to provide a sustainable affordable community for locals to be able to afford and continue to live on our beatifiul island .

Lahaina Wainee Village should be re-established with residencesl for the locals, not million dollar homes. There should be some shopping areas in the village so that residents can get their goods locally by walking or biking and not having to go on Honoapiilani Highway.

We need more housing for locals who work in Lahaina and Kaanapali and the old Wainee Village is the perfect place for it.

Lahaina South Short term - add better sidewalks down Waine'e Street to Honoapiilani Highway. Build a pedestrian overpass at Shaw Street. This will provide easier and safer access for children heading to the pool, skate park, boys and girls club and sports fields for activities. Long term - move the public elementary school to the mauka side of the highway. Create/use existing location of King Kamehameha III school as park/museum/outdoor amphitheater for community activities.

This is a very family oriented neighborhood and there are a lot of visitors that stay in vacation rentals in this area too. It's a shame the visitors that come and spend so much money are subjected to the hobos and drug addicts that roam the area from the Banyan Tree to 505.

Lahaina Medium Term- Fill in the roads of Lahaina to get rid of the cracks. The roads need new cement put in to let drivers drive smoothly, this can reduce the risk of car incidents.

On Lahainaluna road, there is an intersection that gets traffic every morning. 7am-8am. The reason why there is traffic because there is three schools that people need to drive to. The change should be stop lights or some sort of way to ease the traffic congestion that is being made by this intersection.

Kapalua This area should be cleared and have an arboredum in this area. The arboretum should only hold native plants. Preferably endangered native plants. With this arboretum, the native plants will have a greater chance of making a comeback.

LahainaLuna High School They should let the fresh water flow threw Lahaina Luna High School again.

Lahaina I would like to have Front Street change stores , front street is a very welcoming place, but there are too much non-local businesses I would like to see local run businesses, the businesses with “models†t at e t t e le n t e t eet

Lahaina I think the hike to the L should change from being private to being open to public. Long term. Tourists would enjoy it too, but locals would probably also enjoy being able to hike it. People already hike it despite the no trespassing sign, so there is no point in it being private.

Lahaina I would like to change everything back to the way it was before the taking of the Hawaiian kingdom. Everything would be better if we stop destroying the beautiful environment that we live in I would advise to just stop all construction of buildings and businesses.

Kapalua I think there should be more public parking by Cliff House. Because the parking is only available for those staying at the hotel, it is very inconvenient for people who aren’t staying at that hotel to go to Cliff House.

Launipoko Why is the red light at Launiupoko so long? I feel like it lasts 10 years and it’s a very hot crosswalk to wait at. People are carrying surfboards and dogs and beach chairs, and they just stand there for about 5 minutes waiting for the red light to turn green. I believe the red lighting at the cross walk in Launiupoko should not be as long.

Lahaina The county of Maui should supply the county brown trash cans and trash pick up twice a week. Right now we have to buy trash cans and limit the amount of trash we make because we only have trash pick up once a week.

Lahaina Cannery Mall, what I would want to change is making it more affordable for places to stay there and try to get more business. Cannery Mall doesn’t have a lot and I used to go there a lot as a kid and now most of the stuff is gone. I would wanna see more stores in cannery and more places to eat so it can attract more people. The cannery would also be better if they have a place for kids to game. I want to see the Cannery have a new look also. I would like to see this happen soon.

Ka'anapali What I would like to change about the Ka'anapali Subarea is reduce the Urban Growth Boundary around Ka'anapali, because I would like to keep Ka'anapali Urban Growth lower in order to provide more room for Rural Growth. It should be a long term solution.

240 Dickenson St. l like t ee ange nl i it ene it t e li e an ai e a ilie e e For almost 30 years Dickenson Street south of Hwy 30 has several challenges that have not been addressed. The wall built ant Hwy 30 creates a dangerous blind turn and potential for a rear end collision on Hwy 30. All pedestrians must rick their lives just to get to the crosswalk at the Hwy. As for the opposite end at Front and Dickenson it is deplorable what has been left to anyone who has a wheelchair or stroller or even a simple pedestrian just to be on the sidewalk is nearly impossible because everything in the Lahaina Town infrastructure has been mounted in and around the only sidewalk. Dickenson Street must be one way INTO Lahaina NOT out. A school, Church and the amount of foot traffic from the other side of Hwy 30 would dictate that a sidewalk be in order as well. People have to be able to SAFELY get from one end of Dickenson to the other without fear of being killed. Which is a very real fear. The County and State may have opened themselves up to liability between either end of Dickenson Street should anyone have an injury or

il a at t e an lanning an n e e ente la k a et t e li I have lived on Dickenson for 15 years and have seen cars flipped over and people critically injured at both intersections. Vehicles race north towards Honoapiilani Hwy at excessive speeds trying to make the green, yellow and very often the RED light at The Hwy to get out of town. This is an incredible

ange t e e neTraffic coming south towards Front street into the heart of Lahaina are consistently slower and in "cruise mode." A sidewalk on the east (where our homes are) side in tandem with slow traffic coming ONE WAY INTO the Historic district would be the best way to improve and PRESERVE the VIBE and ALOHA of LAHAINA.

We may not be able to stop progress but we can integrate our Aloha into it.

Lahaina In my opinion, I think this area should change. We should add more roads. The reason behind that is there are many accidents happening on the Pali. If an accident occurred, there will be traffic. Most people lives in the other side and they drive all the way to Lahaina to work. We have a lot of jobs offered here because of our hotels.

Lahaina Lahaina it’s a really nice place, but lately it’s been a lot of violence and kidnapping attempts, so I would like to say that we need more police officers to check out there and try to keep it safe.

I really like going to Lahaina, like front street it the beach, but now I feel unsafe and uncomfortable, not just there because it can happen anywhere, so I think we just need more security.

Road Access to this cliff of historic petroglyphs is a combination of deteriorated asphalt paving, potholes, and rock surfacing. kaanapali resort There should be a dedicated walking/bike path off of the highway from Lahina town (Front street) to Lower Honoapiilani Road in Honokawai. Seen too many tourists and local walking along the highway. Its not safe and an off highway route would promote more walking and biking.

Lahaina For long-term goals, we should add a continuation to the Lahaina Bypass. I’m proposing to add another extension of that road to go from Lahaina to Wailuku. I think this proposition would be an effiecient way to limit traffic from Lahaina to Wailuku. For short-term goals, I’m proposing a new solar panel field for sufficient energy. Lahaina is a well known place for having majority sunshine throughout the year. I believe this will help the town be more energy sufficient and earth-friendly.

This area is a natural area where plants and forests should thrive. Keeping it in its natural will only effect Hawai’i and its values of nature.

Currently the area is trafficked by many homeless either sleeping in the cemetery, on the beach or in cars. Homeless in cemetery should be addressed immediately, the more people walking in the cemetery the quicker the sand moves unearthing more graves. Substance Abuse Rehabilitaion- Lahaina and Olowalu have a huge population of addicts that are not being served. They desperately need services to serve the population. Right now, only a small percentage of the population can get help because the waitlist is 9 months. It is a battle that is not being won. The overwhelming amount of addicts is multiplying because they are like crabs, drawing more and more of their friends into the bucket of addiction.

Currently, people who are trying to work with the court system to change their lives for the better must attend their court ordered probation, parole appointments in Central Maui during buisness hours. Some of these people need to take public transportation. It is difficult and stresses their job and family commitments. Also, there is a shortage of counselors and psychiatrists providing inpatient services to serve the huge population of people who are seeking mental health help. They have no choice, but to find services in Central Maui which are also short on inpatient services.

Create a Marine Reserve and protect our natural resources from commercialization. The County should be working with the State to tax all commercialized shoreline/ocean recreation within the areas from Puamana to Papapalua whether its through a right of entry permit for commercial activity or other required permits. With these tax monies, the County should create a Cultural Preservation Funds to specifically go to native Hawaiian organizations including the Kuleana owners and those who have right under Article XII Section 7 in order to preserve and protect the cultural and natural resources of this area.

When the proposal to develop Olowalo Town was reviewed by the State Land Use Commission in 2016, the environmental impact report was rejected and the developers pulled their petition in face of widespread opposition. There were many concerns raised by the State, the County, environmental professionals and the public. A quick review of the LUC petition record creates a convincing argument that Olowalo should be exempted from dense development. Olowalo Reef is one of the most extensive in Hawaii which should be preserved at all costs.

Home We need to preserve the land mauka of our subdivision. The mountains and open spaces should never be developed. No additional communities or shops should be added to what is already over developed with hotels and vacation rentals. The mountains need to stay clear and eliminate this "growth area". There is not enough infrastructure for the hotels and houses as is. Roads are too crowded and sewage smells surround our area to the north and south. Before ANY development occurs, these issues must be addressed and define the limitations of any and all future development. West Maui is already losing beach area and has limited green areas and parks. If anything, a West Maui Hospital must be established at least 10 years before inviting more constructions. There also needs to be an absolute ban on non resident owners for any future development.

The best part is the ability to walk and explore and bike and hike behind the neighborhood. The construction of more "luxury homes" or "luxury neighborhoods" should be banned and ONLY around Lahainaluna Rd. and Lahaina should any more AFFORDABLE neighborhoods, hospital, shopping be added.

Kapalua Kapalua should have no more building in the near future. We have more than enough luxury homes. What is needed are parks and trails for residents. It is currently difficult to get to the beaches with less and less parking made available and far too many visitors.

Kaanapali Kaanapali should remain unchanged in the near future with no further hotels or shopping and no further luxury homes. The only building that should take place in the medium future are homes for residents with decent homes for local families BUT only once the infrastructure is in place.

Kaanapali is at capacity for luxury homes. We don't have real neighborhoods, just big unnecessary homes for the wealthy who are not part of the community, many renting their homes for vacation. Some homes are built and shared as though it was a timeshare. We do not need any more shops with many storefronts sitting empty. What we need is to preserve any green space that is left.

Lahaina Preserve Lahaina's historical landmarks, Front Street, and waterfronts. Change (medium-term) the amount of vehicle traffic allowed between Honoapiilani and Front Street from Kapunakea to 505 to encourage pedestrian foot traffic. Short-term: Preserve and strengthen board walk and seawall along primary Front Street areas. Medium-term: Reduce the amount of rental cars allowed on the island in total. We do not need to add roads, we need to return to the restricted amount of cars we had about 6 years ago. Keep Maui special--quality over quantity.

This area is unique and special to Maui's history and deserves to be preserved and maintained.

This is one of the most beautiful places on the planet and if we are not very careful, we’ll ruin it in a way that cannot be reversed or repaired. We should focus on addressing current issues such as traffic and wastewater treatment rather than make them worse through overdevelopment.

Kaanapali Kaanapali doesn't need anymore growth. We need to maintain the view plains and green spaces. The hotels and beach are already at capacity. Adding anymore people, infrastructure, or cars will impede even more on the quality of life for residence and the visitors experience.

More rules need to be in place and enforced to insure beach access, and make the area friendly to residents, especially for our Hawaiian cultural traditions and practices. Hotels should not feel entitlement to the beach or take up all the beach parking spaces for their personal use or needs.

The commercial use of the beaches (mostly where kayaks embark) has caused beachfront erosion. Parking of vehicles has lowered the elevation of the area from the pali to Olowalu. This exacerbates the sea level rise effect, not to mention all the dirt and engine fluids being dragged back into the ocean by the waves.

The current road capacity cannot handle Olowalu at this point and definitely cannot handle any future development until such as time as the bypass is built and completed. The farm stand, Olowalu Store, Leoda's and entrance to Olowalu camp causes daily traffic backup and dangerous situations.

"Wao Akua" has native species such as Milo and Koa.

Milo is a tree of tropical and warm subtropical climates. It is purely a coastal species. Sea level to 150 m (500 ft); in Hawai‘i it grows as high as 275 m (900 ft), although it is probably planted at higher elevations. Large trees were made into small canoes in ancient times in Hawai‘i, although koa (Acacia koa) was the preferred wood for canoe building (Abbott 1992). Milo’s durable wood is also used for boat building in South Asia and elsewhere in the Pacific.

Koa (Acacia koa Gray.) is unquestionably Hawaii's most prized tree species- culturally, ecologically and economically. Hawaiians have always valued koa for its exceptionally beautiful and durable wood. It remains the premier Hawaiian timber for furniture, cabinetry, interior work and woodcrafts. Equally important, native koa forests provide unique wildlife habitat, critical watershed recharge areas and recreational opportunities.

"Wao Kanaka" is referenced as those agricultural lands where we as Kanaka grow for food and sustainability. This will be located around the Makila, Kauaula, Launiopoko, Olowalu, and Ukumehame.

The God Kane is known for healing, life, freshwater, and procreation. In Hawaiian mythology, Kane would take the form of Ko, sugar cane, or would resemble who Kane represents.

Sugarcane was originally brought here to Hawaii by the ancient Polynesians in their canoes.

Our goal is to revitalize and study all 40 varieties of Ko. In Kauaula, we can once again farm the only place known in the world to have all 40 varieties of Ko.

Lo‘i kalo are ponds for wetland kalo that are enclosed by banks of earth. They are constructed near kahawai (streams) because they are irrigated with stream water. The Hawaiians used a system that allowed water from the stream to run through an ‘auwai (ditch) into the uppermost lo‘i kalo and flow through the openings in the terraces to each lower lo‘i kalo. The water is eventually discharged back into the stream. Many steps went into making a lo‘i kalo. Fishermen also take advantage of the lo‘i kalo and use them as fishponds

Kahawai System are the streams of Kauaula, Launiopoko, Olawalu, Ukemehame. Especially the Kauaula stream, were once abundant with opae, hihiwai, and varieties of fresh limu. Today, we plan to restore the eco-system.

Alae Ke'oke'o: The ‘alae ke‘oke‘o or Hawaiian coot is a small waterbird (Family: Rallidae) endemic to Hawai‘i. Adult males and females have a black head, a slate gray body with white undertail feathers, and a prominent white frontal shield and bill; feet are lobed rather than webbed and are greenish-gray. The Native Hawaiian considered ‘alae ke‘oke‘o (Hawaiian coot) to be a deity, but also considered it good to eat. The species is somewhat gregarious and uses freshwater and brackish wetlands, including agricultural (e.g., taro fields) wetlands and aquaculture ponds. ‘Alae ke‘oke‘o (Hawaiian coot) are generalists and feed on land, from the surface of the water,or will dive; also will graze on grass adjacent to wetlands. Nesting habitat includes freshwater and brackish ponds, irrigation ditches, and taro fields.

Koloa is registered on the Federal and State list as Endangered. The koloa maoli, or Hawaiian duck, is one of two extant native duck species (Family: Anatidae) found in Hawai‘i and is closely related to the well-known, but non-native mallard (A. platyrhynchos). Koloa maoli (Hawaiian ducks) forage in a wide variety of freshwater habitats, including artificial wetlands. Koloa maoli (Hawaiian duck) are usually found alone or in pairs and are wary, especially when nesting or molting, although during the winter they may gather in larger numbers to exploit abundant food resources. Nesting occurs year round, but most activity occurs between January and May. Nests are usually on the ground near water, but few nests are found in areas frequented by humans or areas supporting populations of mammalian predators. Generally eight to ten eggs are laid, and the precocial chicks hatch after an unknown incubation period, but likely less than 30 days.
