The South Point Local Board of Education held its regular
meeting on June 8, 2015 at 6:30 p.m. with the following
members present: Mr. Blake, Ms. Keatley, Mr. Nuckols,
and Mrs. Tyler. Mr. Roberts was absent.
124-15 RESCIND RESOLUTION #121-15
Mrs. Tyler moved second by Mr. Nuckols to rescind Resolution
121-15, Administrative Contract-Greg Sullivan.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
125-15 MINUTES APPROVED
Mrs. Tyler moved second by Mr. Nuckols to approve the minutes of
the May board meeting.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
126-15 APPROVAL OF BILLS
Ms. Keatley moved second by Mr. Nuckols to review and approve
payment of May 2015 bills paid.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
127-15 FINANCIAL REPORT APPROVED
Ms. Keatley moved second by Mrs. Tyler to approve the financial
report, including the bank reconciliation, the SM-2 report, the
financial summary report, the FUNDSUMM report and a list of all
checks paid for the month of May, 2015 as presented by the
Treasurer.
The vote was: Mr. Blake, yea; Mrs. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
128-15 STUDENT ATHLETIC INSURANCE, SECURITY LIFE INSURANCE CO
Ms. Keatley moved second by Mrs. Tyler to approve student
athlete insurance with Security Life Insurance Company of
America for the 2015-16 school year.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
129-15 BIDS AWARDED 2015-16 SCHOOL YEAR
Mrs. Tyler moved second by Mrs. Keatley to award bids for the
2015-16 school year as follows:
Bread products Heiners Bakery, Huntington WV
Milk products Modern Foods, Ashland KY
Fuel Speedway SuperAmerica LLC
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

130-15 OSP - LIABILITY/PROPERTY/FLEET INSURANCE
Ms. Keatley moved second by Mr. Nuckols to approve liability,
property and fleet insurance with the Ohio School Plan (OSP) -
administered by Hylant Administrative - for fiscal year 2015-16 at
a total cost of $65,864.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
131-15 FMLA APPROVED, B. IGO
Mrs. Tyler moved second by Mr. Nuckols to approve the Family Medical
Leave request of Beth Igo effective 6/1/15.

Mr. Roberts, absent; Mrs. Tyler, yea.

Mrs. Tyler moved second by Ms. Keatley to accept the resignation of
Regina Kuhn as science teacher at South Point High School as per her
request.

Mr. Roberts, absent; Mrs. Tyler, yea.

133-15 RESIGNATION, S. WHITE – SPMS HEAD COOK
Mrs. Tyler moved second by Ms. Keatley to accept the resignation of
Stephanie White as Head Cook at South Point Middle School as per her
request. Mrs. White will continue in her position of cook at SPMS.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

134-15 RESIGNATION, R. ZORNES – SPHS HEAD COOK
Mrs. Tyler moved second by Mr. Nuckols to accept the resignation
of Rosemary Zornes as Head Cook at South Point High School as
per her request. Mrs. Zornes will continue in her position of
cook at SPHS
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

135-15 SUPPLEMENTAL POSITIONS FILLED
Ms. Keatley moved second by Mrs. Tyler to award the following
supplemental positions for the 2015-16 school year.
Joan Hall – Middle School Golf
Stacy Wise – Middle School Girls’ Track Coach
Ellen Payne – Volunteer Assistant HS Volleyball
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
136-15 JOB DESCRIPTION APPROVED, MAINTENANCE
Mrs. Tyler moved second by Ms. Keatley to approve the job
description for the position of maintenance as presented by the
Superintendent.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
137-15 ASSET DISPOSAL APPROVED
Mrs. Tyler moved second by Ms. Keatley to approve the asset
disposal of Risograph at SP High School as presented.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

138-15 TRANSFER APPROVED, FOODSERVICE FUND
Ms. Keatley moved second by Mrs. Tyler to approve up to a
$91,000 transfer from General Fund to Fund 006, Foodservice
Fund to cover the negative balance at 6/30/15.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

139-15 TRANSFER APPROVED, SEVERANCE FUND
Mrs. Tyler moved second by Ms. Keatley to approve a $100,000
transfer from General Fund to Fund 035, Severance Benefit Fund to
cover upcoming liability of employee retirements.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

140-15 ADVANCE APPROVED, TITLE II-A, 2015 AND RttT AP GRANT, 2015
Ms. Keatley moved second by Mrs. Tyler to approve an advance of
$2,719.51 from General Fund to Title II-A Fund 590-9015; and
$4,380.06 from General Fund to RttT AP Grant 590-9015. Advances
will be repaid to General Fund in July, 2015.

Mr. Roberts, absent; Mrs. Tyler, yea.

141-15 AMENDED APPROPRIATIONS FY14-15 APPROVED
Mrs. Tyler moved second by Ms. Keatley to approve amended approp-
riations for fiscal year 2014-15 to reflect actual expenditures
plus encumbrances at 6/30/15 using the SETBAL program provided by
SCOCA. Appropriations will be reported at the fund level.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

142-15 PERMANENT APPROPRIATIONS FY15-16 APPROVED
Mrs. Tyler moved second by Ms. Keatley to approve permanent
appropriations for fiscal year 2015-16 at 100% of 2014-15
expenditures.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

143-15 AMENDED CERTIFICATE FY14-15 APPROVED
Mrs. Tyler moved second by Mr. Nuckols to approve Amended
Certificate of Estimated Resources for fiscal year 2014-15 as
presented by the Treasurer.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

144-15 CERTIFICATION OF FUND BALANCES @ 6/30/15
Mrs. Tyler moved second by Ms. Keatley to allow Treasurer to
certify fund balances that exist at June 30, 2015 to the
Lawrence County Auditor.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

145-15 SECTION 3315.18 METHOD FOR CAPITAL SET-ASIDE
Ms. Keatley moved second by Mrs. Tyler to approve the Section
3315.18 method for determining the capital set-aside amount
for fiscal year 2014-15.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

146-15 CAREER TECHNOLOGY FUNDING METHOD
Ms. Keatley moved second by Mrs. Tyler to approve the Weighted
Funding Method regarding Career Technology Funding from the Ohio
Department of Education.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

147-15 HB412 BUDGET RESERVE
Ms. Keatley moved second by Mrs. Tyler to maintain HB412
Budget Reserve funds of $67,581 to offset any budget deficit
the District may experience in the future.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.

148-15 AUTHORIZED SIGNATURES ON DISTRICT PURCHASES
Mrs. Tyler moved second by Mr. Nuckols to approve a resolution
authorizing the Treasurer and/or Superintendent to act as
authorized signature on continuing purchases such as utilities
and insurance; and on other purchases not exceeding the
competitive bidding limit.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols,
yea; Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
149-15 BLANKET PURCHASE ORDER USE
Ms. Keatley moved second by Mrs. Tyler to approve a resolution
authorizing the use of blanket purchase orders not exceeding
$60,000 each for the Foodservice Fund and not exceeding $40,000
each for other governmental funds.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.
Motion carried.
150-15 EXECUTIVE SESSION
Ms. Keatley moved second by Mrs. Tyler to go into executive session
to consider the appointment, employment, dismissal, discipline,
promotion, demotion or compensation of a public employee or official
and district finances.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.

Mr. Nuckols moved second by Ms. Keatley to return from executive

absent.

Mr. Blake moved second by Mrs. Tyler to award a 2-Year contract to
Greg Sullivan as Assistant Principal at South Point Middle School
effective with the 2015-16 school year as recommended by the
Superintendent.
The vote was: Mr. Blake, yea; Ms. Keatley, yea; Mr. Nuckols, yea;
Mr. Roberts, absent; Mrs. Tyler, yea.
